Introduction of Susan Tarvin, Assistant to Executive Director Anton Jungherr Ms. Tarvin has twenty years work experience in labor relations from both the Union and Management perspectives, including ten years with the University of California, she has a MSc in Industrial Relations and Personnel Management from the London School of Economics, with an undergraduate degree from UC Davis. Discussed Staffing Changes, Angelina Garcia & Katie Salvador - Anton Jungherr Angelina Garcia graduated from UC Davis and has begun to work full time. Katie Salvador is continuing in school, and started a child care center. Angelina and Katie will no longer work for CALBOC. Approval of Agenda - Michael Turnipseed - Approved by consensus. Approval of Minutes, May 13, 2011 - Anton Jungherr - Approved by consensus. Introduction of Alicia M. Minyen, Member of Mt. Diablo Unified School District CBOC - Anton Jungherr - Ms. Minyen has extensive work experience as a Staff Accountant with the Security and Exchange Commission and is also a Certified Fraud Examiner. Previously she worked as an Analyst with the Federal Reserve and the FDIC. Ms. Minyen has a BS in Finance from San Jose State and is a Certified Public Accountant. She is currently a member of the Mt. Diablo Unified School District s Citizen s Bond Oversight Committee. Introduce Brian W. Carver, Chair, Emeryville Unified School District CBOC- Anton Jungherr - Mr. Carver was not able to attend.

Election to Board of Directors Michael Turnipseed Currently there are two (2) vacant positions on the Board of Directors. Ms. Alicia Minyen was approved by consensus as a member of the Board of Directors. There remains one Director vacancy. Legislative Program 2011 - David Wolfe y Performance and financial audits to be completed by March 31, Senate Bill 423. Mr. Wolfe reported that Senate Bill 423 is in the Senate for concurrence with the Assembly Amendments. Mr. Wolfe thinks this will be sent to the Governor for his signature by August 31, 2011. Possible Legislative Program 2012 and Beyond David Wolfe: Mr. Wolfe discussed the 2012 legislative agenda: y Require CBOC input as to areas for investigation y Prohibiting Districts from making CBOC bylaws that restrict operation of the CBOC more than the law y Requiring CBOC membership to come from the respective SFID y Requiring taxpayer seat to be filled by someone formally appointed by a bona fide taxpayer association y Penalties for violation of Proposition Law prohibition for ten (10) years from additional Proposition 39 ballot measure and/or fine

y CBOC make recommendation on selection of financial and performance auditors It was suggested that the following items be considered: y Definition of proceeds audit y Pay to Play y Definition of legally required CBOC members: - Taxpayer organizations - Senior citizens - Businesses The 2012 legislative program will be discussed at the November 2012 CALBOC meeting. Standing Committee Reports: - Legislative Affairs Advisory Committee David Wolfe - Mr. Wolfe reported on SB 423 as discussed above. - Membership Advisory Committee Alicia Minyen agreed to become the Chair of this Committee. - Training Advisory Committee Anton Jungherr Mr. Jungherr discussed the vision for on-line training through the CALBOC website. - Fundraising Advisory Committee Michael Turnipseed - Mr. Turnipseed discussed the feasibility of submitting grant applications to oil companies.

- Performance Audit Advisory Committee Karl Dolk No report - Model Bylaws John Stump Mr. Stump reported that he will be preparing model by-laws. Purpose Statement Anton Jungherr Mr. Jungherr reviewed the California Grand Jury purpose statement as a model for CALBOC. Mr. Turnipseed agreed to prepare a draft for the November 18, 2011 Board meeting. CBOC Brochure Bob Blymyer - Mr. Bylmyer distributed the Sacramento Unified School District brochure. He agreed to prepare a template that could be customized for use by CBOC in California. He also agreed to draft a CALBOC brochure. Both drafts will be reviewed at the November 18, 2011 Board meeting. Project Labor Agreements - David Wolfe Mr. Wolfe reviewed the report prepared by the National University System Institute for Policy Research, entitled: Measuring the Cost of Project Labor Agreements on School Construction in California. Disclosure of Potential Conflict Explanation by Michael Day - Michael Turnipseed This was deferred to the November 18, 2011 Board meeting since Mr. Day was absent.
