Introduction Background of the Study The home of Valenzuela City Scholars, or the Pamantasan ng Lungsod ng

Valenzuela, known as PLV, is one of the state universities that offer engineering courses. These courses are intended to meet exceptional, educational needs, which would be obtained with the help of the mentors that are proficient enough in imparting knowledge regarding to these courses, and the facilities wherein the students will be trained to become highly cognitive individuals. It is part of learning strategies which are dynamic and responsive to the needs, interests, and educational concerns of the students. But what if these courses do not have these kinds of facilities? Would it be possible for them to obtain their educational needs? Would they attain high quality of education? From a single section freshmen students of Electrical Engineering, the Engineering Department is now composed of 13 sections five from Electrical Engineering (EE), three from Civil Engineering (CE), and five from Information Technology (IT), which has been an honorary member of the department. The research includes the concepts of the plans to be drawn for the structure site development, structural, and sanitation plans. Specifications will be stated as explanation from what is drawn on the plan. The purpose of this study is to propose a plan that will satisfy the educational needs of the engineering students particularly the facilities and the rooms to be occupied by them.

Statement of Objective 1.2.1 General Objective To minimize the dissatisfaction of needs of engineering students specifically the

facilities and rooms to be used. 1.2.2 Specific Objectives 1. To provide site development, architectural, structural, and sanitation plans for the building proposal. 2. To provide an estimation of materials and labors cost. 3. To determine potential design that will help to satisfy the educational needs of the Engineering Department of PLV 1.3 Scope and Limitations

The degree of this study encompasses site development, structural, and sanitation plans, which are usually drawn by civil engineers as their part on the building proposal. This includes the vicinity of the area, location, foundation designs, floor plans, roofing designs, and plumbing designs. Furthermore, due to the limitations of civil engineering in making designs, this study will not cover electrical and mechanical designs such of power and lighting layout, ventilation, and air-conditioning designs. The proposal will be divided into four parts, namely site development, architectural, and sanitation plans. 1.4 Definition of Terms
