FOREWORD

In the present era of liberalization and phenomenal technological progress, there has been a marked improvement in the socio-economic profile of the state. It is, therefore, essential to throw light on diverse aspects of the economy through the prism of systematic organization and presentation of statistics. J & K in Indian Economy 2008 is one of the regular publications of our organization in this direction. The publication is compiled by the Directorate of Economics and Statistics, (J&K) and presents a concise reflection of the progress achieved by the economy in different fields in comparison with All India level. It provides a range of much needed up-to-date data on diverse aspects of state economy and also contains vital information which is immensely useful to the administrators, development practitioners, researchers and social scientists.

I am sure that this publication will equip the users with the facts, trends and other related details concerning the state in comparison to the national economy. I hope that this consist publication will be of great use to the policy makers, researchers and the people having interest in studying the economic strength of the state.

Jammu and Kashmir, situated between 320 17 N and 360 58 N latitudes and 730 26 E and 800 30 E longitudes, constitutes the northern most extremity of India. There is a sharp rise of altitude from 1000 feet to 28250 feet above the sea level within States four degrees of latitude. Its geographical spread of 222236 Sq. Kms. (including area under illegal occupation of Pakistan and China) accounting for 6.76% of countrys area makes it the 6th largest State of India. The State is bounded by Pakistan, Afghanistan and China from the West to the East. During the year 2006-07 the net area sown of the state was 741 thousand hectare constituting 7.31 % its geographical area. The state ranks 19th in population, with 10143700 souls (2001 census), among the states/UTs of the country. The state has three distinct regions, viz. the Kashmir Valley, Jammu Division and Ladakh. By making the newly created eight districts functional with effect from April 01, 2007, the total number of districts has risen to 22. The state is further divided among 82 Tehsils, 142 community development blocks, 75 towns, 2690 panchayats and 6652 villages, out of which 6417 villages are inhabited.

The climate of the state varies from tropical in Jammu plains to semi-arctic cold in Ladakh with Kashmir and Jammu mountainous tracts having temperate climatic conditions. The annual rainfall also varies from region to region with 92.6 mm in Leh, 650.5 mm in Srinagar and 1115.9 mm in Jammu. A large part of the State forms part of the Himalayan Mountains. The State is blessed with riverine geography and is geologically constituted of rocks varying from the oldest period of the earths history to the youngest present day river and lake deposits. The state has an area of 20230 Sq. Kms. under forests which accounts for 19.95% of its geographical (101387 Sq. Kms) spread area. i.e. the area other than the area under illegal occupation of Pakistan and China. The per capita forest area accounts for 0.17 hectares as against 0.07 hectares at the National level. The State has a cultivable area of 815 thousand hectares which is only 8% of its geographical area. The advance estimates of Gross State Domestic Product (GSDP) for the year 2007-08 place the growth of the state economy at constant (1999-00) prices at 6.28% against 8.73% growth in National GDP at constant (1999-2000) prices for the same year. Similarly, as per the advance estimates for the year 2007-08 at constant (1999-00) prices, the per capita income of Jammu and Kashmir has shown growth of 4.79% as against 7.55% growth in per capita income for the country at constant (1999-2000) prices for

2007-08. The sectoral contribution of GSDP at constant (1999-00) prices as per advance estimates for 2007-08 is 26.91% of primary sector, 27.20% of secondary sector and 45.89% of tertiary sector; the relative contribution of primary, secondary and tertiary sectors to GDP for 2006-07 is 20.55%, 24.71% and 54.74% respectively. The State economy is expected to grow at 8.0% per annum during 11th five year plan as against the 9.0% growth rate per annum targeted to be achieved in GDP during 11th plan. Highest growth rate of 11.18% as per advance estimates for 2007-08 at constant (1999-00) price has been recorded by secondary sector, followed by 6.26% and 1.79% in Tertiary and Primary sectors respectively. The corresponding sectoral growth rate on constant (1999-00) prices at national level for 2006-07 has been 11.45% (secondary sector) 11.08% (Tertiary sector) and 3.95% (primary sector). The State is endowed with varied agro climatic conditions for growing a variety of horticulture crops like fruits and vegetables, plantation crops and floriculture. High quality saffron is cultivated in Kashmir Valley at Pampore, near Srinagar. The state holds first position in the country in the production of saffron. Saffron is the worlds most expensive spice and the most popular ingredient for colouring and flavouring butter, cheese, confectionary, backed food and medicines. Saffron is our very important cash crop. The favourable climatic conditions and fertile soil of the State provide immense

scope for promotion of horticulture sector. Moreover, this sector is labour intensive in nature and provides employment opportunities to a huge number in the processing of its produce and contributes considerably towards the state economy. Apple, pear, walnut, almond, cherry, apricot and a large variety of other fruits are grown in the state. The state holds first position in the production of temperate fruits like apple. As per the latest information available for the year 2007-08 production of fruit was 16.36 lakh metric tones which accounts for around 3% of total fruit production of the country. Export of fruit out side state during 2006-07 was 7.5 lakh metric tones. In fact export of fruit forms base of the states trade. The percentage of gross irrigated area to gross cropped area in the State is 41% as against 42% at national level. Live Stock is another pursuit having potential for development in the state in view of alpine pastures and other endowments bestowed by the nature. Some terrains of the State are hilly and mountainous. Rearing of live stock is best suited to these areas and plays an important role in promoting mountain farming. The agrarian nature of the State provides tremendous scope for promotion of all agriculture related sectors like, Mushroom development, apiculture, floriculture, fisheries, sericulture development etc. The latest live stock census (2003) reveals that the state has a contribution of 2% in the total live stock of the country. Live stock per hundred of population in the state is 93 animals as against only 46 animals in the country.

Moreover average live stock available per household in the State is 6 animals, as against only 3 in India. Both these indicators reveal that the magnitude of live stock per 100 of population and per household available in the state is twice its magnitude available at the National level. Tourism is re-emerging as an important and major contributor to the economy of the state. The state has a world class potential in tourism which ranges from historical and religious sites to its natural attraction. The Kashmir valley, described by the Mughals as the paradise on earth for its splendid natural beauty, is full of beautiful lakes, mountains, lush green forests, pastures, meadows, rivers, springs, water falls, glaciers and remains a tourist destination round the year. Gulmarg, Pahalgam, Dal lake, Mughal gardens, Sonamarg, etc. are a few of the most attractive places. Government is paying special attention towards the development of this sector and operationalization of Gondola cable car project at Gulmarg, golf courses at Srinagar (Royal Springs), Gulmarg and Pahalgam are a few steps taken in this direction. Adventure and religious tourism in Kashmir, Ladakh and Jammu has also been flourishing. Kashmir Valley, during the Year 2006, has witnessed tourist inflow of 432.89 thousand tourists of which 4.67% were foreign tourists. Vaishno Devi Ji Asthapan has observed phenomenal rush of devotees and the number of pilgrims for 2007 was recorded in the neighbourhood of 70 lakhs. On an

average 5.80 lakh pilgrims visit this shrine monthly. During the year 2008, approximately 5.35 lakh pilgrims have visited Amaranth Ji holy cave. Handicrafts and handloom activities, in view of their peculiar characteristics, are best suited to the state as they are less capital intensive and provide scope for generation of large employment opportunities. Handicraft goods, especially Kashmiri Shawls and carpets, wood carving, papier mashie, etc. are famous all over the country. Kani shawls made in Budgam district of western Kashmir have won fame all over the world. During the year 2006-07 production of handicrafts was estimated to be of Rs. 950 crore and handicraft goods valuing Rs. 785 crore were exported. This sector employees a large chunk of population, i.e. 3.45 lakhs in J&K State (2005-06). On an average 7 banks in J&K and 6 banks in India are available per lakh of population during 2008. However, the state is disadvantageously placed when the indicator number of banks available per 100 Sq. Km. of area is utilized i.e against plus 2 banks at National level it is less than one bank for the State. Credits per hundred rupees of deposits work out to be 48.06 for J&K as on March 2008, as against 74.16 for the country. Deposits per capita were Rs. 20634 and bank credit per capita was Rs. 9920, these figures for India were Rs. 28077 and Rs. 20822 respectively as on March 2008.

Energy is an important input for economic development. The state has a potential to generate 20,000 mws of hydro power out of which only 16200 mws of hydel potential has been identified. Out of the identified potential of 16200 mws only about 1500 mws have been harnessed which reveals that 90% of hydel potential is yet to be exploited. The state is a consuming one in this regard as the potential available has not been fully exploited. As per the data available for the year 2006-07 generation of power in the state was 1002.24 million units as against 744.3 billion kwhs for the country. Per capita generation of power for J&K is worked out to be 84.42 kwhs (2006-07) the corresponding figures for the country are 679.11 kwhs (2005-06). The National Highway 1-A connects the capital cities of Srinagar and Jammu with rest of the country. The total road length maintained by all departments put together ending March 2007 was 37868 kms making road length available per 100 Sq. Km. of area and per lakh of population equal to 37.35 kms and 318.96 kms, respectively. Registered motor vehicles available per Sq. km of area are 6 as on March 31, 2008 as against 23 vehicles for 2003-04 at National level. Average area served per post office is 60 Sq. kms for the state in contrast to 20.36 Sq. kms for the country. As far as teledensity is concerned more than 14 and 23 telephones are available per hundred of population respectively in J&K and in India as on March 2007. The state is marching fast towards building up railway infrastructure. At present rail transport is available from Lakhanpur

to Udhampur. Construction of 262 Km long rail line from Udhampur to Baramulla in Kashmir is in full swing. Indian Railways are making sustained efforts in developing and providing rail link up to Kashmir. This special project has been declared as National Project and funds of this project have been generated out of National Budget. SubSection of this project Wanpoh (Anantnag) Nowgam (Srinagar) has been completed and inaugurated by the Honble Prime Minister of India Dr. Manmohan Singh on 11th of October 2008 for movement of traffic. This is the first ever rail project that started functioning in Kashmir Valley. It is expected that 119 Km long rail project from Qazigund to Baramulla shall be commissioned by end of December 2008. This will give boost to various sectors like Industries, Tourism, etc. in the State. The state is advantageous of having one international airport at Srinagar. The socio economic survey conducted under 60th round of NSS has recorded 4.21 percent un-employment rate for J&K, the relative un-employment rate for the country was 3.09% for 2004. The Fifth Economic Census 2005 has recorded a number of 324.91 thousand establishments located in the State constituting 0.77% of the establishments located within the geographical boundaries of the country. These establishments are employing 7.52 lakh and 1009.04 lakh persons respectively in J&K and in India. Out of these

establishments 75.21% are operating without power, 4.70% are floating and 2.69% establishments are non-perennial, these figures for the country are 75.90%, 18.03% and 5.30% respectively. As against 4.69% annual average growth rate in establishments observed at national level during the period 1998 2005 the establishments in J&K State have grown at a much faster rate of 6.03% during the same period. Similarly the State has recorded highest annual average growth of 6.82%, of course, the highest growth among the States of India in the employment of these establishments during 2005 over 1998 as against 2.78% growth observed in India. On the trade side, the value of taxable goods imported into and exported from J&K was Rs. 16816.90 crore and Rs. 9999.02 crore during the year 2006-07 measuring the trade balance of the state at minus Rs. 6817.88 crore as against trade balance of minus Rs. 268727 crore for the country. The Statistical Product J&K in Indian economy 2008 presents numerically the economic strength of state in close contrast with the national economy.
