THE PRESIDENT AND THE VICE PRESIDENT

1987 Constitution Art 7, Sec 1, 4 & 17.

Section 1. The executive power shall be vested in the President of the Philippines.

Section 4. The President and the Vice-President shall be elected by direct vote of the people for a term of six years
Section 17. The President shall have control of all the executive departments, bureaus, and offices. He shall ensure that the laws be faithfully executed.

DEPARTMENT OF AGRARIAN REFORM

Department of Agrarian Reform is the lead implementing agency of Comprehensive Agrarian Reform Program (CARP). It undertakes land tenure improvement and development of program beneficiaries. DAR conducts land survey in resettlement areas. It undertakes land acquisition and distribution and land management studies. The DAR also orchestrates the delivery of support services to farmer-beneficiaries and promotes the development of viable agrarian reform communities.

DEPARTMENT OF AGRICULTURE

The Department of Agriculture designated as the lead agency to boost farmers' income and reduce poverty incidence in the rural sector through the Medium Term Philippine Development Plan (MTPDP). With its vision, "Prosperous rural communities, built on profitable farms that provide surplus for agroindustry and food security".

DEPARTMENT OF BUDGET AND MANAGEMENT

The Department of Budget and Management is mandated to promote the sound, efficient and effective management and utilization of government resources (i.e., technological, manpower, physical and financial) as instrument in the achievement of national socioeconomic and political development goals.

DEPARTMENT OF EDUCATION

To provide quality basic education that is equitably accessible to all and lay the foundation for life-long learning and service for the common good.

DEPARTMENT OF ENERGY

The Department is mandated by RA 7638 (Department of Energy Act of 1992) to prepare, integrate, coordinate, supervise and control all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution and conservation.

DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES


DENR is tasked to formulate and implement policies, guidelines, rules and regulations relating to environmental management and pollution prevention and control. We formulate, implement and supervise the government's policies, plans and programs pertaining to the management, conservation, development, use and replenishment of the country's natural resources and biological diversity.

DEPARTMENT OF FINANCE

The Department of Finance(DOF) is the governments steward of sound fiscal policy. It formulates revenue policies that will ensure funding of critical government programs that promote welfare among our people and accelerate economic growth and stability. The Department envisions that the effective and efficient pursuit of the critical tasks under its wings revenue generation, resource mobilization, debt management and financial market development shall provide the solid foundation for a Philippine economy that is one of the most active and dynamic in the world.

DEPARTMENT OF FOREIGN AFFAIRS

THE DEPARTMENT OF FOREIGN AFFAIRS is the prime agency of government responsible for the pursuit of the State's foreign policy and the nerve center for a Foreign Service worthy of the trust and pride of every Filipino.

DEPARTMENT OF HEALTH

The Department of Health (DOH) is the principal health agency in the Philippines. It is responsible for ensuring access to basic public health services to all Filipinos through the provision of quality health care and regulation of providers of health goods and services.

DEPARTMENT OF JUSTICE

The Department of Justice (DOJ) derives its mandate primarily from the Administrative Code of 1987 (Executive Order No. 292). It carries out this mandate through the Department Proper and the Departments attached agencies under the direct control and supervision of the Secretary of Justice.

DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT


Assist the President in the exercise of general supervision over local governments; Advise the President in the promulgation of policies, rules, regulations and other issuances on the general supervision over local governments and on public order and safety; Establish and prescribe rules, regulations and other issuances implementing laws on public order and safety, the general supervision over local governments and the promotion of local autonomy and community empowerment and monitor compliance thereof; Provide assistance towards legislation regarding local governments, law enforcement and public safety; Establish and prescribe plans, policies, programs and projects to promote peace and order, ensure public safety and further strengthen the administrative, technical and fiscal capabilities of local government offices and personnel; Formulate plans, policies and programs which will meet local emergencies arising from natural and man-made disasters; Establish a system of coordination and cooperation among the citizenry, local executives and the Department, to ensure effective and efficient delivery of basic services to the public; Organize, train and equip primarily for the performance of police functions, a police force that is national in scope and civilian in character.

DEPARTMENT OF LABOR AND EMPLOYMENT

The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy-advisory arm of the Executive Branch in the field of labor and employment. It serves more than 38.51 million workers comprising the countrys labor force , including the 3.62 million temporary migrants working in about 215 destinations worldwide .

DEPARTMENT OF NATIONAL DEFENSE

Its main task is to keep peace and security in the country.

DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS

The Department of Public Works and Highways (DPWH) is one of the three departments of the government undertaking major infrastructure projects. The DPWH is mandated to undertake (a) the planning of infrastructure, such as roads and bridges, flood control, water resources projects and other public works, and (b) the design, construction, and maintenance of national roads and bridges, and major flood control systems.

DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT

To provide social protection and promote the rights and welfare of the poor, vulnerable and the disadvantaged individuals, families and communities that will contribute to poverty alleviation and empowerment through social welfare development policies, programs, projects and services implemented with or through local government units (LGUs), non-government organizations (NGOs), peoples organizations (POs), other government organizations (GOs) and other members of civil society.

DEPARTMENT OF SCIENCE AND TECHNOLOGY

The Department of Science and Technology (DOST) is the premiere science and technology body in the country charged with the twin mandate of providing central direction, leadership and coordination of all scientific and technological activities, and of formulating policies, programs and projects to support national development.

The Department of Trade and Industry (DTI) is the primary government agency with the dual mission of facilitating the creation of a business environment wherein participants could compete, flourish, and succeed and, at the same time, ensuring consumer welfare.

DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS

The Department of Transportation and Communications (DOTC) is the primary policy, planning, programming, coordinating, implementing and administrative entity of the executive branch of the government on the promotion, development and regulation of a dependable and coordinated network of transportation and communications systems, as well as in the fast, safe, efficient and reliable transportation and communications services.

THE LOCAL GOVERNMENT

Decentralisation is usually referred to as the transfer of powers from central government to lower levels in a political-administrative and territorial hierarchy (Crook and Manor 1998, Agrawal and Ribot 1999).

Deconcentration Administrative decentralization, i.e. a transfer to lower-level central government authorities, or to other local authorities who are upwardly accountable to the central government (Ribot 2002) Devolution - The transfer of rights and assets from the centre to local governments or communities. All of these processes occur within the context of national laws that set the limits within which any decentralised or devolved forest management occurs (Sayer et al.)

THE BARANGAY

Local Government Code 1991 Sec. 384:

As the basic political unit, the barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled.

THE MUNICIPALITY

Local Government Code 1991 Sec. 440:

The municipality, consisting of a group of barangays, serves primarily as a general purpose government for the coordination and delivery of basic, regular and direct services and effective governance of the inhabitants within its territorial jurisdiction.

THE CITY

Local Government Code 1991 Sec. 448:

The city, consisting of more urbanized and developed barangays, serves as a general-purpose government for the coordination and delivery of basic, regular, and direct services and effective governance of the inhabitants within its territorial jurisdiction.

CITY VS. MUNICIPALITY


A municipality or a cluster of barangays may be converted into a component city if it has an average annual income, as certified by the Department of Finance, of at least Twenty million pesos (P20,000,000.00) for the last two (2) consecutive years. a contiguous territory of at least one hundred (100) square kilometers, as certified by the Lands Management Bureau

a population of not less than one hundred fifty thousand (150,000) inhabitants, as certified by the National Statistics Office The territorial jurisdiction of a newly-created city shall be properly identified by metes and bounds. The requirement on land area shall not apply where the city proposed to be created is composed of one (1) or more islands. The territory need not be contiguous if it comprises two (2) or more islands.

The average annual income shall include the income accruing to the general fund, exclusive of special funds, transfers, and non-recurring income.

THE PROVINCE

Local Government Code 1991 Sec. 459:

The province, composed of a cluster of municipalities, or municipalities and component cities, and as a political and corporate unit of government, serves as a dynamic mechanism for developmental processes and effective governance of local government units within its territorial jurisdiction.

CIVIL SERVICE COMMISSION

The Civil Service Commission, as the central personnel agency of the Government, shall establish a career service and adopt measures to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the civil service. It shall strengthen the merit and rewards system, integrate all human resources development programs for all levels and ranks, and institutionalize a management climate conducive to public accountability.

COMMISSION ON ELECTIONS
Enforce and administer all laws and regulations relative to the conduct of an election, plebiscite, initiative, referendum, and recall. Exercise exclusive original jurisdiction over all contests relating to the elections, returns, and qualifications of all elective

Decide, except those involving the right to vote, all questions affecting elections, including determination of the number and location of polling places, appointment of election officials and inspectors, and registration of voters. Deputize, with the concurrence of the President, law enforcement agencies and instrumentalities of the Government, including the Armed Forces of the Philippines, for the exclusive purpose of ensuring free, orderly, honest, peaceful, and credible elections.

Register, after sufficient publication, political parties, organizations, or coalitions which, in addition to other requirements, must present their platform or program of government; and accredit citizens' arms of the Commission on Elections. File, upon a verified complaint, or on its own initiative, petitions in court for inclusion or exclusion of voters; investigate and, where appropriate, prosecute cases of violations of election laws, including acts or omissions constituting election frauds, offenses, and malpractices.

Recommend to the Congress effective measures to minimize election spending, including limitation of places where propaganda materials shall be posted, and to prevent and penalize all forms of election frauds, offenses, malpractices, and nuisance candidacies.

COMMISSION ON AUDIT

The Commission on Audit shall have the power, authority, and duty to examine, audit, and settle all accounts pertaining to the revenue and receipts of, and expenditures or uses of funds and property, owned or held in trust by, or pertaining to, the Government, or any of its subdivisions, agencies, or instrumentalities, including government-owned or controlled corporations with original charters, and on a post- audit basis

The Commission shall have exclusive authority, subject to the limitations in this Article, to define the scope of its audit and examination, establish the techniques and methods required therefor, and promulgate accounting and auditing rules and regulations, including those for the prevention and disallowance of irregular, unnecessary, excessive, extravagant, or unconscionable expenditures or uses of government funds and properties.

COMMISSION ON HUMAN RIGHTS


Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights Provide appropriate legal measures for the protection of human rights of all persons within the Philippines, as well as Filipinos residing abroad, and provide for preventive measures and legal aid services to the under-privileged whose human rights have been violated or need protection

These are corporations created or established by a special charter or law in the interest of the common good and subject to the test of economic viability. Some were previously owned by the government, but were privatized.
