PUNJAB NATIONAL BANK EMPLOYEE GRIEVANCE REDRESSAL SYSTEM PNB SAMADHAAN.


(HRDD Circular No. 408 dated 26.06.2007) It has been decided to introduce in our Bank a formal platform for redressal of the various grievances/problems being faced by the employees of the Bank. PNB SAMADHAAN the employee grievance redressal system, is being introduced with a view to lend an ear to the genuine work-related and personal problems faced by the staff members which have a bearing on their work, so that the same can be considered for resolution. PNB SAMADHAAN purports to provide an open, fair and fast channel for the staff members to bring forth their genuine grievances/issues to the notice of the Management. Through this structured mechanism, staff members may address such issues directly to the Chairman and Managing Director of the Bank by e-mailing at his e-mail address which is: cmd@pnb.co.in. Alternatively, they may send their representations at the following postal address of CMDs Secretariat: The Chairman and Managing Director Punjab National Bank Head Office 7, Bhikaiji Cama Place New Delhi 110 066. On receipt of the representation, a written acknowledgement will be sent to the concerned staff member and appropriate action will be initiated on the same. The details of the action thus initiated will also be informed to the staff member. Staff members may however note the following in this regard: Grievances relating to issues of Non-Promotion, Disciplinary Action, PAF Ratings, Transfer/Postings and other routine administrative matters will generally not be entertained unless there is clear-cut case of injustice or victimization. In such cases, the concerned staff member may write regarding the same along with forwarding copies of supporting documents in this regard, if any, and the same will be considered for resolution.

-2No grievance will be entertained at the CMDs Secretariat until the same has been taken up and responded to by the concerned Regional Office/Zonal Office/Head Office Division of the staff member. The staff member while writing about his grievance must clearly furnish his/her full name, PF No., Branch/Office and Designation. Anonymous or pseudonymous complaints/representations will not be taken cognizance of. The representations from staff members should contain complete details of the issue along with supporting documents, if any. The specific request of the staff member should invariably be furnished in the representation.

In case of issues which are sensitive in nature, the entire details of the case including the identity of the staff member will be kept confidential. All staff members may utilize PNB SAMADHAAN in the best interest of their self as well as the Bank. PNB SAMADHAN SCHEME TIME FRAME FOR REDRESSAL OF GRIEVANCES OF STAFF MEMBERS (Reference: HRDD Circular No. 424 dated 18.09.2007) A formal system of redressal of genuine work-related and personal grievances of working staff members PNB SAMADHAN has been introduced in the Bank and detailed guidelines in this regard have been issued to all offices vide HRDD Circular No. 408 dated 26.06.2007. The said circular inter-alia provides that staff members may address their grievances directly to the Chairman & Managing Director of the Bank, subject to fulfillment of certain conditions. However, no grievance will be entertained at the CMDs Secretariat until the same has been taken up and responded to by the concerned Regional Office / Zonal Office / Head Office Division of the staff member. However, it has been observed that representations of staff members are being directly received at the CMDs Secretariat, HO, without having been dealt with at the concerned RO / ZO / HO Division. In order to implement PNB SAMADHAN in its true spirit, the following should be observed: 1. By Staff Members: a) In respect of staff members posted in branches / Regional Offices / Zonal Offices, the aggrieved staff member should first send his representation to his controlling Regional Office. It is only when he does not receive an acknowledgement of the same from the Regional Manager within 7 days of his sending the representation or when he is not satisfied with the decision taken at the RO level, that he can send his representation to the Zonal Manager. It is only in the event when the aggrieved staff member has to

-3represent his case to the Zonal Manager due to any of the reasons mentioned above and he does not receive an acknowledgement of receipt of his representation from the Zonal Manager within 7 days of his sending the representation or when he is not satisfied with the decision taken at the ZO level, that he can send his representation to the Chairman and Managing Director of the Bank. b) In respect of staff members posted in HO Divisions, the aggrieved staff member should first send his representation to his Divisional Head. It is only when he does not receive an acknowledgement of the same from the concerned Division within 7 days of his sending the representation or when he is not satisfied with the decision taken at the HO Division level, that he can send his representation to the Chairman and Managing Director of the Bank. 2. By All Zonal Offices, Regional Offices and Head Office Divisions: a) On receipt of the representation from the aggrieved staff member under PNB SAMADHAN, a written acknowledgement should be sent to the staff member the Regional Manager within 7 days of the receipt of representation at RO. On examination of the matter at RO level an appropriate action should be taken to look into the grievance(s) of the staff member and the details of the action taken should be informed to the staff member within 15 days of having acknowledged receipt of the representation. b) Similar time-frame should be followed at the Zonal Office level and HO Division level in respect of representations received at ZO and HO Division respectively. All the offices are advised to comply with above instructions. Any deviation from the above stipulated time-frame will be viewed seriously. Rest of the terms and conditions specified vide HRDD Circular No. 408 dated 26.06.2007 remain the same and should be followed at all levels. -o-o-o-o-
