July 1: The leader of the opposition, Mr N. Chandrababu Naidu, on Thursday, alleged that the gold ornaments presented by Vijayanagara emperor Sri Krishnadevaya has been destroyed. Scams emerge at regular intervals. TTD (Tirumala Tirupati Devasthanam) has become a travel agent selling all kinds of tickets for a price. Temple jewellery has been mortgaged. People with questionable backgrounds and rationalists have been appointed as heads, Mr Naidu said. Tirumala has lost its sanc-

jewels in the custody of the TTD, as per the treasury records since 1933 and the Tiruvabharanam records (Tirumala temple records) since 1952, were intact and that he vouched for their safety. Mr Rao denied the reports that the gold offerings of the emperor, Sri Krishnadevaraya, were melted by the TTD. Twenty days ago, the feasibility of a photo-exhibition of the emperors offerings to the Lord in commemoration of his 500th year of coronation was studied. In this context, it was found that there was no segregation of the gold offerings of the emperor, said Mr Rao.

He also said that, The list of the offerings of the emperor during the early 16th century was based on the translations of the inscriptions. However, the official admitted that going by the earlier records of the TTD, the then special officer had issued as many as 20 jewels (on March 23, 1953), to be melted for the gold-plating works of the Vimana Gopuram, which were taken up between 1952-58. In addition, as per the records of the Parepattedar, between 1930-1935, the Mahanth melted a crown that was donated to the Lord by the emperor in 1513, said Mr Rao.

July 1: The Kadapa MP, Mr Y.S. Jagan Mohan Reddy, will resume his Odarpu Yatra from Srikakulam on July 8 and from East Godavari district on July 11, said the PCC general secretary, Mr Ambati Rambabu, on Thursday. Mr Ambatis announcement, which came after he met Mr Jagan at his residence, has created a stir in Congress circles. Congress sources said that the Chief Minister, Mr K. Rosaiah, and the PCC chief, Mr D. Srinivas, will urge the party high command not to permit the yatra on the eve of the Assembly byelections. Mr Jagan had met the Congress president, Mrs Sonia Gandhi, the other day seeking permission to resume his yatra to console relatives of those who died after the demise of his father, Dr Y.S. Rajasekhar Reddy. But there has been no official word from the Congress high command whether the yatra has been cleared. However, Mr Ambati announced that Mr Jagan will be leaving for Idupulapaya in his home district Kadapa on July 6 and will then proceed to Srikakulam to re-launch his yatra there from July 8. Likewise, he will tour East Godavari from July 11 to 15, said the Congress leader. The last installment of Mr Jagans yatra was undertaken in defiance of the Congress high command and had triggered protests.

July 1: The Election Commission on Thursday gave its nod to conduct by-elections to the Sircilla and Vemulawada Assembly seats along with 10 other Assembly segments in Telangana. The notification for the by-elections will be issued on Friday. The Chief Electoral Officer, Dr I.V. Subba Rao, said the EC has sent a communiqu asking him to take up arrangements for conduct of polls for Sircilla and Vemulawada too based on the directive given by the AP High Court on Wednesday. Filing of nomination papers for all the 12 Assembly segments will also begin from Friday. Mr Subba Rao warned that strict action would be taken on those who violate the election laws and model code of conduct. Mr Subba Rao said that 237 cases have been registered so far and 265 persons were taken into custody by the police. On the ECs orders, police has also closed 1,681 belt shops (unauthorised liquor shops) in all the 12 Assembly segments that are going to polls. Replying to a question, Mr Subba Rao said a suo moto case will be registered against the Medak TRS MP, Ms Vijayashanti, who exhorted those attending a meeting to chop up those opposing the Telangana cause. The Banjara Hills ACP, Mr R. Ravinder Reddy said, A case under Sections 505 (2) (statements creating or promoting enmity between classes) and 153 (A) (promoting enmity between different groups on grounds of religion, region etc) of IPC has been registered against Ms Vijayashanti.

July 1: The Chief Minister, Mr K. Rosaiah, and the PCC chief, Mr D. Srinivas, are going to Delhi on Friday to finalise the list of candidates for the by-elections to 12 Assembly segments in north-Telangana region. Both of them are expected to meet the Congress president, Ms Sonia Gandhi, to discuss the mode of campaign. Mr Rosaiah, on his part, will be seeking advice from the party high command on whether he should campaign for the polls or not. Sources close to Mr Rosaiah said that he was not keen to campaign as the political situation was surcharged with the issue of bifurcation of the state. If he makes some promise on the Telangana issue, it will create a backlash from the Seema- Andhra region, said the source. The Rajya Sabha member, Dr K.V.P. Ramachandra Rao, will also be leaving for Delhi on Friday to participate in the discussions with the high command to finalise the candidates. It is now certain that Mr Srinivas would be the candidate from Nizamabad Urban. The PCC has also chalked up a list of candidates for most seats except Sirpur in Adilabad district where three potential candidates are in fray. Meanwhile, gearing up for the bypolls to the 12 Assembly constituencies, the TRS chief, Mr K. Chandrasekhar Rao, taunted both the Congress and the Telugu Desam. Mr Rao said since both the APCC president, Mr D. Srinivas and the TD president, Mr N. Chandrababu Naidu, were committed to Telangana, they should appear before the Sri Krishna panel and inform them of their decision.

HC admits petition against beer policy

DC CORRESPONDENT
HYDERABAD

July 1: The High Court on Thursday admitted a writ petition challenging the new beer procurement policy of the State government. Skol Breweries Limited, manufacturers of Royal Challenge brand, challenged the new policy contending that the policy will reduce its present market share and encourages its competitors to increase their sales. Mr D.V. Seetharama Murthy, advocate-general, in his additional affidavit alleged that the petitioner and the United Breweries, who are major suppliers of beer, virtually held the government to ransom by stopping the supply of beer for two consecutive years during the peak season of 200809 and 2009-2010.

He said it was the repetition of the earlier tactics during 2005-06 as part of their attempt to increase prices. He contended that the petitioner has no fundamental right to insist upon the government to frame such measures and policies so as to ensure stability of its market share. He argued that the government has no obligation under law to ensure that the petitioners infrastructure was maintained at its optimal capacity. He said the new policy aims at allowing equality of opportunity to all the suppliers of beer in the state who could not have had such an opportunity by reason of the market conditions prevailing on the operation of old policy. The petitioners counsel refuted the argument of the

advocate-general by saying that stopping of supply in the past was not relevant to the present petition. He urged the court to grant interim order by staying the implementation of the new policy. The judge reserved the orders on the interim application to Monday.

Justice B. The government contended that the amendment made in GO Ms No. 28 pro-

viding reservations to DEd candidates will not have retrospective effect and it cannot be applied to the notification already issued for DSC 2008. The government informed the court that it has decided to proceed with the selection only in terms of DSC 2008 notification and the rules prevailing as on the date of notification.
