Historically,theUnitedStateshasbeentheworldwideleaderinmedicalinnovationand scientificdiscovery.Thisleadershippositionisoneofthecountrysgreateststrengths.In additiontogeneratingthousandsofwellpayingjobsinAmerica,medicalinnovation developsproductsandtechniquesthatbenefitthehealth,socialwellbeingandsafetyof patientsaroundtheglobe.Iowaisuniquelypositionedtocontinuetomoveintoa leadershiproleinthissector,withoutstandingeducationalinstitutions,strongworkethic, andablossominglifesciencessectorencompassinghuman,plantandanimalhealth. However,Americanleadershipinmedicalinnovationisatrisk.Inrecentyears,therehas beenadeclineinthenumberofscientificresearchers,degreesissuedinscienceand engineering,andnewpatentsissuedinthiscountry.Economicpressures,bothnationally andatthestatelevel,areputtingresearchintensive,innovativesectorsatrisk.National pressuresincreasechallengesonthestatelevel,andresearchintensive,innovativesectors oftheeconomyareatrisk.Thisleadstothecentralquestionsfortheday: WhatroledoesmedicalinnovationplayinleadingAmericaforwardinjobgrowth, andeconomicrecovery? WhatdoesAmericanmedicalinnovationneedtostaygloballycompetitive,andhow canourfederalleadersinWashingtonprovideapathwayforsuccess? Whatdoourpatientsneedfromthemedicalinnovationsectorandwhatpoliciesare importanttoensurethat21stcenturycuresarenotonlydeveloped,butthatthey reachthepatientsforwhichtheyareintended? Howcaninnovationsinlifesciencesandmedicaltechnologiesreducethecostof healthcare? HowisIowacurrentlyleadingtheway? Whatisthenextlevel,andhowdoweasastategetthere? OnFridayAugust26th,TheCouncilforAmericanMedicalInnovation,inpartnershipwith Innovate Iowa, the Iowa Biotech Association, Des Moines Area Community Colleges, the Greater Des Moines Partnership and the American Cancer Society - Midwest Division invite you to attend and engage in an important morning-long discussion. Theformatofthisdiscussionwillbemuchlikeatalkshow.Panelistswillbeseatedinclubchairs nexttoeachothertoencourageopenandinformaldialogue.Therewillbenoformalpresentations madebythepanelists,sonoPowerPointorothervisualswillbenecessary.Therewill,however,be anopportunityforeachpanelisttogiveathreeminuteopeningstatementtoframetheirmission androleinthedebate.Thetimelimitontheopeningstatementwillbeenforcedtokeepthe discussionontrack.Thefacilitatedpaneldiscussionwilllastapproximately1hourandwillbe followedbya1015minutequestionandanswersessionwiththeaudience. IssueOverview:TheNeedforMedicalInnovation
Regardlessofhowonelooksatournationseverchangingmedicallandscape,itisclearthathealth careandeconomicissuesareinextricablylinked.TheU.S.healthsectoraccountsformorethan17 percentofournationsgrossdomesticproducta1.1percentincreasecomparedto2008.While mostindustrieshaveshedjobsinrecentmonths,healthcarehasconsistentlyaddedthem.TheU.S. BureauofLaborStatisticsestimatesthattheindustryhasaddednearly700,000jobssincethestart oftherecession.Today,healthcareisthe#1employerinmostcitiesacrossthecountry. Withoutquestion,thecombinationoffederalfundinginmedicalresearchandinnovation,along withprivateinvestmentandstrongpublicprivatepartnershipscancreatejobsthathelpstimulate localeconomies,bringdownourdeficit,reducehealthcarecostsandpositivelyimpactother industries. Fromlabcoatstohardhats,thejobsandnewbusinessesassociatedwiththiscriticallyimportant sectorrepresentanarrayofhighpayingpositionsacrosshostsofacademicdisciplines, managementfields,healthservicesandskilledtrades.Forexample: InMichigan,thestatewiththehighestunemploymentrateinthecountry,thenumberof peopleworkinginlifesciencesincreasedbymorethan10percentbetween1999and2006, withaveragewagesjumping29percent. InCalifornia,biomedicalbusinessesandresearchinstitutionsemploymorethan235,000 workers.Arecentpublicopinionpollfoundthat96percentofvotersinthestatebelieve thattechnologyandinnovationareanessentialpartofthestate'seconomy. AndaccordingtotheAssociationofAmericanMedicalColleges,medicalschoolsand teachinghospitalsinIowaalonehaveacombinedeconomicimpactof$4.1billion.In Virginia,theeconomicimpactis$9.1billion.InOhioandCalifornia,theimpactis$24.5and $35.5billion,respectively.

Overthepast30years,ournationhasbecomethegloballeaderinbiomedicaldevelopmentbecause ofourworldclassmedicalinnovationecosystem.From1980to2000,thedeathratefromheart attackswascutbynearlyhalfduetoclotinhibitingdrugs,angioplastyandrevascularization proceduresand,implantablecardiacdefibrillators.Manyofthesetreatmentsandtechnologieswere developedrighthereintheUnitedStates. Withskyrocketingdeficitsandaneconomystillstrugglingtorecoverfromtheworsteconomic recessionsincetheGreatDepression,Americaseconomicleadershipinmedicalinnovationisours tolose.Itsclearthatweneedtotakethebestofwhatworksandinnovateourwaythroughthe healthandeconomiccrises. U.S.leadershipisnotetchedinstone,butdependentonourabilitytoidentifyandimplementpro growthideaswhilecultivatingfutureinnovatorsandleadersacrosshealthandmedicine.

TheChallenge:Americaislosingthisimportantleadershippositiontocountriesthat havemadeinnovationapriority.

AstudyreleasedinFebruary2009bytheInformationTechnologyandInnovationFoundation foundthat,whiletheU.S.currentlyrankssixthamong40countriesandregionsininnovation andcompetitiveness,itplacedlastintermsofprogressmadeoverthelastdecade.Singapore, Sweden,Luxembourg,DenmarkandSouthKoreanowoutranktheU.S.Thesecountrieshave beenadoptingpoliciesthatnurtureinnovation,anditisworking. TheshareofU.S.patentsisdecreasingcomparedtotherestoftheworld,asisourshareof individualswithadvanceddegreesinthesciencesandengineering.Inthepast25years, Americasshareofscientificresearchersfellfrom41%to29%andthenumberofnew doctoratesinscienceandengineeringintheU.S.decreasedby30%.

Todayspolicydecisionswilllikelyhavealongtermimpactonthefutureofmedicalinnovation intheUnitedStates.Researchshowsthat94%ofmedicalinnovationprofessionalssee governmentpolicyascriticaltothesuccessofthemedicalinnovationindustry.Only30%give thegovernmentpassinggradesonthiskeyissue,while70%givethegovernmentpoormarks.

TheSolution:TheCouncilforAmericanMedicalInnovationisworkingin partnershiptowardanationalpolicyagendaaimedatprotectingAmerican leadershipinmedicalinnovation.
