TIA-1149-0-1 SCOPE 1 2 3 4 5 6 7 8 The scope of this document covers support for Commercial Mobile Alert Service (CMAS). The network entities and associated reference points that comprise the CMAS Reference Architecture for CDMA are included. The reference architecture, as defined herein, is intended to provide a level of abstraction that may facilitate the specification of messages and protocols within. As such, implementations may vary with respect to how the functional entities are distributed among various physical units. In cases where functional entities are combined in the same physical equipment, the reference points between those entities become internal, and need not adhere to interface standards.

Compatibility, as used in connection with cdma2000 , is understood to mean: any cdma2000 mobile station is able to place and receive calls in cdma2000 and IS-95 systems. Conversely, any cdma2000 system is able to place and receive calls for cdma2000 and IS-95 mobile stations. The term dual-mode mobile station indicates a mobile station capable of both analog (FM) and spread spectrum (CDMA) operation. This compatibility specification is based upon spectrum allocations that have been defined by various governmental administrations. Each mobile station is assigned a single unique 32-bit binary serial number (ESN) or a single unique 56-bit binary serial number (MEID) that cannot be changed by the subscriber without rendering the mobile station inoperative. Base station refers to the functions performed in the fixed network. These functions are typically distributed among cells, sectors, and mobile switching centers. This standard uses the following verbal forms: Shall and shall not identify requirements strictly to be followed in order to conform with the standard and from which no deviation is permitted. 1 GENERAL This section defines the terms and numeric indications used in this document. This section also describes the general signaling architecture. 1.1 Terms and Acronyms 1.1.1 Terms AMBER. America's Missing: Broadcast Emergency Response Base Station. A fixed station used for communicating with mobile stations. Depending upon the context, the term base station may refer to a cell, a section with a cell, an MSC, or other parts of the wireless system. Broadcast. The bearer layer mechanism that is used to deliver SMS messages on the Paging Channel, Primary Broadcast Control Channel, or on the Forward Traffic Channel to all available mobile stations. Broadcast Messaging Service. A teleservice that allows an SMS message to be sent to all mobile stations. BS. Base Station CAP. Common Alerting Protocol as defined [14] CDMA. Code Division Multiple Access CMA. Commercial Mobile Alert CMAC. Commercial Mobile Alert C interface CMAE. Commercial Mobile Alert E interface CMAM. Commercial Mobile Alert Message CMAS. The applicable network entities are represented by squares. The applicable reference points of the CDMA wireless network reference model are represented by circles and are defined in the TIA Wireless Network Reference Model 2 . The C and E reference points are defined in [11]. The physical realization is an implementation issue; a manufacturer may choose any physical implementation of network entities, either individually or in combination, as long as the implementation meets the functional requirements. Sometimes, for practical reasons, the functional network entity is a physical device. The Mobile Station (MS) is an example. 2.1.1 Federal Alert Gateway The Federal Alert Gateway is the responsibility of the authorized government entity. See [11] for the functions of the Federal Alert Gateway.

The CMSP Gateway is the responsibility of the Commercial Mobile Service Provider (CMSP). The CMSP Gateway supports the C interface and associated protocols between the Federal Alert Gateway and the CMSP Gateway. From the perspective of the CMSP network, the CMSP Gateway performs the following functions (see [11]): Management of Commercial Mobile Service Provider elections to support CMAS alert services within the Commercial Mobile Service Providers service areas. Determination if the CMSP has elected to offer CMAS alert services within the specified alerting area. Determination of which delivery technology or delivery technologies will be utilized for the transmission of CMAS alert messages within the specified alerting area. Map the alert area of the CMAS alert message into the associated set of cell sites / paging transceivers. Manage and execute CMAS alert retransmission subject to delivery technology capability and CMSP policy.

As defined in this document, the CMSP Gateway functions as a Short Message Entity (SME) in its interaction with the network entities in the CMSP network. 2.1.3 Message Center (MC) The MC is an entity that stores and forwards short messages. The MC may also provide supplementary services for Short Message Service (SMS). 2.1.4 Mobile Station (MS) A wireless terminal used by subscribers to access network services over a radio interface. The MS is the interface equipment used to terminate the radio path at the subscriber. 2.1.5 Mobile Switching Center (MSC) The MSC switches circuit mode MS originated or MS terminated traffic. An MSC is usually connected to at least one Base Station 3 . It may connect to the other public networks (PSTN, ISDN, etc.), other MSCs in the same network, or MSCs in different networks. The MSC may store information to support these capabilities. 2.1.6 Short Message Entity (SME) The SME is an entity that composes and decomposes short messages. A SME may, or may not be located within, and be indistinguishable from, an HLR, MC, VLR, MS, or MSC.

Reference points are conceptual points that define logical interfaces between functional groups. A reference point is not necessarily a physical interface. A reference point only becomes a physical interface when the network entities on either side of it are contained in different physical devices. 2.2.1 Reference Point C Reference Point C is the interface between the Federal Alert Gateway and the CMSP Gateway. See [11]. 2.2.2 Reference Point M1 Reference Point M1 is the interface between the SME and the MC. See [12]. 2.2.3 Reference Point Q Reference Point Q is the interface between the MC and the MSC. See [12]. 2.2.4 Reference Point Um Reference Point Um is the interface between the BS and the MS, which corresponds to the air interface. See [1]. 2.2.5 Reference Point E Reference Point E is defined in [11] and corresponds to the Um Reference point.

3 NETWORK SUPPORT FOR REFERENCE POINT E Broadcast SMS is used to transmit a Commercial Mobile Alert (CMA) to MSs in the designated radio coverage area (e.g., cell sites). Network support for Broadcast SMS is specified in [12]. 3.1 CMSP Gateway Support for Reference Point E In response to an Alert Message received from the Federal Alert Gateway, the CMSP Gateway determines if the CMSP has elected to offer CMAS alert services within the designated alerting area. The CMSP Gateway maps the designated alerting area into the associated radio coverage area (set of cell sites). The CMSP Gateway constructs a short broadcast message based on the received Alert Message, and as a SME, transmits the short message to the MC associated with a designated radio coverage area. The CMSP gateway may also manage and execute short message retransmissions subject to delivery technology and CMSP policy. The interface between the CMSP Gateway and the MC is outside the scope of this document. As an example, the CMSP Gateway may use the MAP SMSDeliveryPointToPoint INVOKE (SMDPP) operation (Broadcast Variant) to send the broadcast message to the MC. The Table 3-1 specifies the parameter settings for this operation (see [12]). Each parameter is shown as not included (N), optional (O) or required (R).

In response to the SMDPP received from the CMSP Gateway (SME), the MC sends an SMDPP to the MSC associated with a specific broadcast area. The MC may also manage and execute short message retransmission to the MSC subject to delivery technology and CMSP policy. The MC can only manage retransmission if the BroadcastPeriodicity parameter is received in the SMDPP from the CMSP Gateway. The Table 3-2 specifies the parameter settings for the SMDPP (Broadcast Variant) sent by the MC to the MSC (see [12]). Each parameter is shown as not included (N), optional (O) or required (R).

4 SMS BROADCAST MESSAGE FOR CMAS APPLICATION 4.1 Mapping of CMAS Parameters Table 4-1 defines the mapping of the CMAM elements from the B interface (CAP) (see [11]) to the C (CMAC) and E (CMAE) interfaces. It also includes the mapping to parameters/subparameters/fields of SMS Broadcast Message. Note that B interface is outside the scope of this document, and mapping of the B interface to C interface elements is shown in Table 4-1 for informational purpose. The definitions of the CAP Elements and the CMAC Elements are contained in the joint ATIS/TIA standard. CMAE Elements are defined in technology specific standards (i.e., cdma).

5 REQUIREMENTS FOR MOBILE STATION CMAS OPERATION This section defines requirements that are specific to CDMA mobile station equipment and operation. 5.1 Channel The mobile station monitors the Paging Channel or Broadcast Control Channel to receive a Commercial Mobile Alert Message (CMAM) as specified in [5]. 5.2 Security The CMSAAC recommends that the security of the Reference points D and E be based upon CMSP policies and upon the capabilities of the CMSP selected delivery technologies. Security is addressed in [5]. 5.3 Duplicate Detection If the mobile station determines that the received CMAM is a duplicate of previously received CMAM based upon CMAE_identifier , the mobile station shall discard the CMAM. 5.4 Mobile Station Message Parsing Requirements This section defines the parsing requirement for the mobile station upon receiving the CMAM. This message would only apply to text-based alerts using Broadcast SMS. If the mobile station receives a CMAE_protocol_version that it does not support, the mobile station shall ignore the message. Otherwise, If the mobile station receives the CMAM with an unknown record, the mobile station shall ignore that record and process the remaining records. If the mobile station recognizes extra bits at the end of a record, the mobile station shall ignore these extra bits.

6 REQUIREMENTS FOR BASE STATION CMAS OPERATION This section defines requirements that are specific to CMAS base station equipment and operation. If new fields are appended to the existing E-RECORD_TYPE, the base station shall not increase the protocol version. The base station may use the message identifier field to distinguish different messages from the same broadcast service transmitted within the time period established for broadcast duplicate detection in the mobile station (see [4]). If the same message is re-transmitted, the base station should use the same value for the CMAE_Identifier when the message is retransmitted.
