PROCLAMATION OF A COUNTY STATE OF EMERGENCY DUE TO APPROACH OF HURRICANE IRENE BOARD OF COMMISSIONERS COUNTY OF ONSLOW, STATE OF NORTH CAROLINA

SECTION I - We have detennined that a state of emergency as defined in NC General Statute 14-288 and a state of threatened disaster as defined in NC General Statute 166A-4 exists in Onslow County, North Carolina due to the approach and proximity of Hurricane Irene. SECTION II - Pursuant to NC General Statute I66A-4, I, therefore, proclaim the existence of a State of Emergency and Threatened Disaster in Onslow County, North Carolina. SECTION ill - I hereby order all Onslow County officials and agencies to cooperate in the enforcement and implementation of the provision of this Proclamation and the Onslow County Emergency Management and Homeland Security Ordinance, and the provisions of the Onslow County Emergency Operations Plan. SECTION IV - I hereby delegate to Jeffrey L. Hudson, County Manager, or his designee, the authority granted by the Onslow County Emergency Operations Plan for the purpose of implementing the said Emergency Operations Plan, and to take such further action as may be necessary to promote and secure the safety and protection ofthe populace of Onslow County, North Carolina. SECTION V - Further, Nonnan Bryson, Emergency Services and Homeland Security Director, is designated as Chief Coordinating Officer for Onslow County for the duration of this Proclamation. SECTION VI- I further declare that the following restrictions and suspensions are in effect during the state of emergency: 1. Employees of the County of Onslow as well as employees and volunteers for the volunteer fire and rescue departments located in the County of Onslow are hereby expressly authorized to go upon private property for the purpose of removing debris which is clogging or may clog stonn drains, streams or other watercourses. 2. The regulations promulgated by the North Carolina Department of Labor, OSH division, governing workers safety are suspended during the State of Emergency as to Emergency Management Workers, including law enforcement, fire, rescue and emergency medical services, of the County of Onslow and volunteer fire and rescue departments of the County of Onslow. SECTION VII - Pursuant to the Onslow County Code of Ordinances, Article II, State of Emergency, Section 6-35. Curfew - Upon the recommendation of the Sheriff of Onslow County and Emergency Management personnel and upon concurrence with all Police Chiefs and Mayors within Onslow County, I hereby declare a curfew in effect from 12:01 AM Saturday, August 27, 2011, until 9:00 AM Sunday, August 28, 2011. SECTION vm - In order to preserve the public health, safety and welfare of Onslow county citizens, and to protect their property as a result of evacuations and the threat of possible looting, I hereby restrict

the appearance in public of anyone except law enforcement, emergency services personnel, emergency util ity workers, and elected and appointed county and municipal officials, medical personnel and news media. SECTION IX - A voluntary evacuation of low lying areas and vulnerable homes is being called for within the unincorporated areas of the County due to hurricane force winds, stonn surge and localized flooding. SECTION X - I hereby order this Proclamation (1) to be distributed to the news media and other organizations calculated to bring its contents to the attention of the general public; (2) unless the circumstances of the State of Emergency prevent or impede, to be promptly filed with the Clerk to the Board of Commissioners in the County of Onslow; (3) to be posted in the Onslow County Courthouse; and (4) to be distributed to all municipalities located within the County and others as necessary to assure proper implementation of this Proclamation. SECTION XI - This Proclamation shall become effective at 6:00 AM Friday, August 26, 2011 and shall continue until it is rescinded in writing. PROCLAIMED this the 25th day of August, 20 II.
