Resolution 2-23

for Election Integrity

Whereas, The paper ballot is the best evidence of the voter’s intent;

Whereas, Voters in Florida do not know their vote is being counted


properly and under State law each registered voter in this state has the
right to Vote and have his or her vote accurately counted; as provided
for in Florida Statute 101.031 (2) Voter’s Bill of Rights;

Whereas, The Electronic Voting Machines used in Florida are optical


ballot scanners and vote tabulators that scan the paper ballot, creating
an image. That image is created into a vote by the programmed
software within the machine. The Voter as well as Florida Department
of State do not have access to the programmed software and therefore
cannot verify the accuracy of the votes;

Whereas, The Manufacturers of the Electronic Voting Machines refuse


to provide access to allow the public to forensically investigate its
software, machines, modems, and systems, to determine whether its
election equipment is secure, has been hacked, or has malware
installed. Therefore, the voter cannot verify the accuracy of their vote;

Whereas, This lack of transparency by electronic voting machine


companies has created a “black box” system of voting which lack trust,
credibility and integrity;

Whereas, More than 30% of the Electronic Voting Machines used in


Florida scan ballots created by the ExpressVote device. The ExpressVote
device produces the voter’s ballot selections including a bar code. The
Voting Machine only scans bar codes on the voters ballot, which
humans cannot read. Therefore, Florida voters cannot verify their vote
is being accurately counted;
Whereas, ES&S patent US 8352312B2 allows their central election
office to provide a secret code allowing poll workers or others to
perform actions on the Electronic Voting Machines before, during and
after election day which further diminishes the trust the voters ballot

Whereas, The Secretary of Elections publishes the results of the Ballots


Cast with the Report EL 45A showing the number of Blank Ballots cast.
In Lee County, FL the results of the 2020 General Election reports
22,661 Blank Ballots were cast of which the SOE office reports 8,474
were from vote by mail. It is unfathomable to believe 14,187 voters
voted in person only to cast a blank ballot. Therefore, 5.7% of the
voters are unaware their vote has not been accurately counted as

Broward County had 56,915 Blank Ballots cast in the 2020 election…

Whereas, Clebourne County, AK has the same Electronic Voting


Machine issues as in Florida; voters don’t know their vote is being
counted properly and under state law it’s supposed to be. In December
2022 the quorum court voted to return to paper ballots counted by
hand. Justice Malone stated it’s about integrity over convenience of the
machines; and, if counting paper ballots result in a fair, open, honest
election then it’s worth it.

Whereas, Many Countries have stopped the use of Electronic Voting


Machines including The Netherlands banned in 2007; Germany in 2009;
Ireland in 2010; Japan in 2018; and Canada, France, and United
Kingdom use paper ballots hand counted;

Whereas, Manually counted paper ballots have been used for decades
without voters distrusting the results;
Whereas, Observers can easily observe the hand counting of paper
ballots ensuring their vote being accurately counted;

Be it hereby Resolved:

The LCREC calls upon the Florida Legislature, the Secretary of State, and
the Governor of Florida to abide by Florida Law and the Will of the
Public to use their authority to prohibit the use of Electronic Voting
Machines in the State of Florida. We urge instead the use of paper
ballots and manual counting systems to comply with the Voter’s Bill of
Rights to insure his or her vote is accurately counted.

Be it hereby further Resolved:

The LCREC calls upon the Florida Legislature, the Secretary of State, and
the Governor of Florida to Protect our Election Integrity by:

1.Ban the Outsourcing of Voter Roll Maintenance and Management

2. Withdraw from the ERIC System

3. In person voting requiring proof of residency, citizenship, and age

4. Restrict the distribution of mail-in- ballots to only disabled, military,


and residents that are out of state; and, opened and hand counted on
election day.

5. Require Ballots to be Hand Counted Publicly at the Precincts.
