NCOAs National Center for Benefits Outreach & Enrollment is funding 5-10 grants of $50,000-$100,000 for the implementation of significant innovations that improve benefits enrollment systems and community-based assistance for seniors and adults with disabilities. CMS letter to State Medicaid Directors: The Affordable Care Act Maintenance of Effort (MOE)
Summary: This letter provides guidance on state flexibility to make changes to their home and community-based services (HCBS) programs while complying with the maintenance of effort (MOE) provision of the Affordable Care Act. Project SEARCH - Alaska


Summary: The Project SEARCH High School Transition Program is a unique, business led, one year school-to-work program that takes place entirely at the workplace. Total workplace immersion facilitates a seamless combination of classroom instruction, career exploration, and on-the-job training and support through internships or worksite rotations. Providing Support to Individuals and Their Family Caregivers

Should Government Subsidize Caregiver Wages? Some Evidence on Worker Turnover and the Cost of Long-Term Care in Group Homes for Persons With Developmental Disabilities
Summary: Detailed data on community-based residential services providers indicated a high worker turnover for long-term care costs. The findings indicated that providers were unlikely to reduce turnover on their own, since its associated costs were either tolerably small or borne by others. An analysis indicated that it was socially beneficial for the government to reduce turnover through wage subsidization in this sector. State Chart Book on Wages for Personal Care Aides


Summary: This chart book compiles the median wages for personal care aides (PCAs) in each state between 2000 and 2010. It reports that PCA wages declined in 17 states between 2009 and 2010; overall, PCA wages for the entire U.S. crept downward slightly. The chart book also finds that real median wages for PCAs declined in 26 states between 2000 and 2010. Data for the chart book was gathered from the U.S. Bureau of Labor Statistics.
