For All Migratory Game Bird, Upland Game Bird and Crow Hunting Seasons From September 1, 2011 Through May 31, 2012 and Other Associated Regulations
Directors Message
Its time to get excited about bird hunting. All reports point to a very good duck and upland bird season, and a good goose hunt in northwest Oregon. Waterfowl Federal waterfowl surveys recorded the highest-ever count of breeding ducks since surveys began in 1955. In Oregon, hunters will have another maximum length 107-day season with a
seven-duck bag limit. Those going after snipe in western Oregon and the Columbia Basin can hunt into February this year. Goose hunters get another cackling Canada goose in their bag limit in Northwest Oregon and hunters in the rest of the state no longer have to differentiate cackling Canada geese from other geese. We encourage hunters to take the goose ID test and start laying the groundwork to hunt in the Willamette Valley because more opportunities will be coming soon. Oregon was one of 17 states to receive an "Open Fields" federal grant to expand hunting access to private land and were focusing some of that money on this area. We expect more properties to be open by mid-October so stay tuned. Yes, goose hunting in northwest Oregon can get a little tricky because of the sensitive subspecies like dusky Canada geese that winter here now. But wildlife managers (as always) need responsible, knowledgeable, ethical hunters to hunt geese and help alleviate the damage they are doing to agriculture crops. Upland birds Remember the good old days of upland bird hunting in the Columbia Basin when so much private property was open to public hunting? Those days are coming back. Our Upland Cooperative Access Program and the Access and Habitat Program have already opened thousands of acres of private land to hunting, with help from partners like Oregon Wildlife Heritage Foundation, Pheasants Forever, Oregon Hunters Association, federal agencies and others. If you include the federal refuges and state wildlife areas, hunters now have access to 250,000 acres in the region. Get the scoop and a map for all these opportunities with our new Columbia Basin Hunting Guide (available online and at local ODFW offices in the Columbia Basin). Look out for even more opportunities in coming years, thanks to the Open Fields grant. And remember to respect private property so landowners keep opening their property to hunters. Dont forget your hunting dog when you head to the Columbia Basin. A good dog is indispensable for bird hunting and good dogs are made, not born. Many train their dogs with domestically-raised game birds and its now easy to get a free online permit to release birds for this purpose. Find out about some other changes to raptor and hunting dog training on page 7.
Last on the upland bird front, we have some good news for northeast Oregon fall turkey hunters. Another 100 tags are available for the Blue Mountains Hunt this year and hunters can hunt the Beulah Unit, too. Changes for wildlife areas, youth hunter orange When you buy a hunting license or tag, firearms and ammunition, you directly support Oregons 16 major wildlife areas. These have become increasingly popular for wildlife viewing, fishing, hiking and other outdoor recreation over the past decade. The increase in visitors has put a strain on our wildlife areas infrastructure and resources. Beginning in 2012, anglers, wildlife viewers, hikers and other non-hunters will contribute to maintaining these areas by paying for a parking permit. Hunters will not need to purchase the parking permit, though fishermen will. Well use the funds to improve habitat and infrastructure at our wildlife areas. See page 26 for details. Recruiting our next generation of hunters is a priority for the department. Thanks to all of you who take your children, grandchildren, nieces and nephews or family friends out. Remember that hunters age 17 and under need to wear hunter orange when hunting upland game birds (except turkey). See page 7 for more information. Youth hunters, take advantage of special bird hunting opportunities. You get a head start on the regular seasons with your own special hunting weekendsSept. 24-25 for waterfowl and April 8-9 for spring turkey. See page 22 for all our youth-only hunting opportunities, including special September pheasant hunts held throughout the state. Have a safe and fun hunting season.

WHAT'S NEW IN 2011-2012? New youth hunter orange requirements for Fall 2011. See page 7. Dog training rules have changes. See page 7. Wilson's Snipe season in Western Oregon and Columbia Basin now extends into February. See page 16. Bag limit increases for cackling geese in the NW General and NW Permit Zones. The cackling goose bag limit restrictions are lifted in all other zones. See pages 16 and 17. A Wildlife Area Parking Permit is required on designated Wildlife Areas starting Jan. 1, 2012. See page 26.
HUNTERS: RETAIN YOUR 2011 HUNTING LICENSE FOR YOUR HUNTER/ANGLER ID NUMBER
License agents can no longer lookup customers on the POS system by social security number. A Hunter/ Angler ID Number is printed on all licenses, tags and permits. This permanent ID number is the primary identifier for individual hunters and anglers in ODFWs licensing system. Accumulated preference points for big game controlled hunts will be tracked using the Hunter/Angler ID Number.

New rules for hunting dog and raptor training as of July 2011
Whats new:
Trainers can now release and/or kill domestically-raised game birds to train their hunting dogs and raptors year-round. A permit is still required to release the game birds (free permit available online). The prohibition on dog training or dogs running at large in game bird nesting habitat during the months of April July has been lifted. Harassing wildlife, except when hunting or during pursuit season, is still unlawful. (Harass means to chase, molest, worry or disturb wildlife). A pursuit season for wild hatched upland game birds from September 1 January 31 has been established. (Wild hatched game birds may only be killed during authorized hunting seasons listed in this booklet.) A standardized permit application to hold a competitive hunting dog trial has been developed. Visit http://www.dfw.state.or.us/wildlife/dog_training/ for permits and applications and to see the complete regulations.
The new rules were developed with an with an advisory group that included representatives from hunting dog trainers, game bird propagators, shooting preserve operators, falconers, hunters, bird conservationists, Oregon State Police and ODFW. Oregon Department of Fish and Wildlife

Licenses, permits, validations, tags and controlled hunt applications can be obtained at license agents throughout the state, online or through ODFWs Salem headquarters office by mail, fax, or in person. Every hunter must have in his or her possession a valid hunting license (See below for specific category types). (See exceptions for youths participating in the Mentored Youth Hunter Program on page 44.) No hunter may possess more than one valid Oregon hunting license. However, for the purpose of acquiring preference points under the controlled hunts system and hunting big game, a youth between the ages of 9 and 13 may hold both a free youth license and a juvenile hunting license. Annual hunting licenses are valid through Dec. 31 of each year. Hunts extending into the following calendar year require a new hunting license. Any hunter with a valid Oregon or Idaho license may hunt in the waters or on the islands of the Snake River, where the river forms the boundary between Oregon and Idaho. All laws and rules of the respective states apply. To hunt either the Oregon side or the Washington side of the Columbia River, a hunter must have a valid hunting license for the state in which he or she is hunting. All laws and rules of the respective state apply. Game bird hunters must obtain a FREE HIP (Harvest Information Program) validation. See page 9-10 for requirements, detailed HIP information and how to become HIP validated. To obtain a HIP validation, hunters may go to any license agent, obtain online or mail the game bird application order form to ODFW (page 45). A separate validation is needed on game bird licenses to hunt crow. Depending on the species of bird you are hunting, you must have a federal waterfowl stamp and/or state game bird validations to hunt (page 9). Federal stamps and state validations are in effect from Jul. 1 - Jun. 30 of the following year. Any person 16 years of age or older must have a signed (in ink across the face), valid federal waterfowl stamp in his or her possession to hunt ducks and geese. No federal waterfowl stamp is required for pigeon, dove, crow, coot or snipe hunting. To hunt band-tailed pigeons, black brant, sea ducks or NW Oregon geese, a separate permit for each is required (page 9 and 18).
OREGON RESIDENTS
Oregon residents must obtain a resident hunting, combination or Sports Pac license to hunt in Oregon. Oregon Administrative Rule (OAR) 635-010-0015(4)(a) provides the legal standard for purchasing a resident license: A
resident is one who has physically dwelled in Oregon continuously for the six months prior to applying for a license. Temporary absences from Oregon during that time period do not defeat a persons residency so long as such absences were not for the purpose of establishing residency outside Oregon." The legal requirement is implemented by this certification that a license applicant must sign: I, the undersigned, hereby certify and declare that the information I have provided to obtain this license is true. To acquire an Oregon resident license/tag I certify that I have resided continuously within Oregon no less than 6 months immediately prior to applying for this license/tag. I have resided in Oregon for ___ Years ___ Months. I acknowledge this license was issued as requested and understand that no refund will be made. These requirements are waived for certain active members of the armed forces and for some foreign exchange students (see OAR 635-010-0015(4) for details). Submitting a false application is a crime. Resident hunters 9-17 years of age can buy a juvenile license at a reduced fee. All others (18 years of age or older) must purchase a regular hunting license. For hunters 13 years of age and younger, please refer to Youth section below. Oregon residents must obtain appropriate validations to hunt in Oregon. SPORTS PAC LICENSE HOLDERS MUST OBTAIN CURRENT GAME BIRD AND HIP VALIDATIONS ON JULY 1 OR LATER. Residents 14 years of age or older must have a state waterfowl validation included on their hunting license and in their possession to hunt ducks, mergansers, geese and coots. See information on federal stamp requirements above. For hunters 17 years of age and younger, please refer to Youth section on the previous page. A 3-Day Nonresident Hunting License for migratory waterfowl and upland birds is valid for three consecutive days. A nonresident game bird stamp validation is required along with this hunting license. Crows, doves, band-tailed pigeons, snipe and turkeys are not covered by this license. This license is not valid to apply for
controlled bird hunts. To apply for controlled bird hunts, a regular nonresident hunting license is required. Nonresidents 14 years of age or older must have a game bird validation included on their hunting license and in their possession to hunt ducks, mergansers, geese, coots, pheasants, grouse, quail and partridge.
LANDOWNERS

1. State validations (waterfowl, upland game bird, or nonresident game bird) can be obtained at license agent outlets, online or through mail order (Salem headquarters office only). Having an actual state stamp in possession while hunting is not a requirement. The validation on the license authorizes you to hunt. Federal waterfowl stamps are still required to be signed in ink across the face and be in possession while in the field. Federal stamps may be purchased at most ODFW offices and U.S. Post Offices and some sporting stores. 2. Applications for game bird hunting will be through license agents, online or mail order (see page 45). This is the same as for big game controlled hunt procedures. 3. A Sports Pac License holder must return to any license agent on Jul. 1 or later to obtain current validations in order to legally hunt in the seasons specified in this booklet. Validations received before Jul. 1 are only applicable to previous seasons. Your license must be updated on or after Jul. 1 of each year.

Hunters must possess a valid Oregon 2011/12 NW Goose Permit and Daily NW Goose Harvest Report Form while hunting geese. The permit will be valid until the permit holder has taken the season limit of one dusky Canada goose or has committed one of the following violations:
report form in possession while hunting. Failure to immediately record goose harvest while in the field. Failure to check harvested geese at the appropriate check station(s). The Department's decisions concerning invalidation and participation can be appealed through a contested case hearing if requested within 10 days after notice. NOTE: Hunters who have their permit invalidated for taking a dusky Canada goose or committing one of the first three violations above may obtain a new permit for the 2012/13 season by retaking and passing the NW goose identification test after the 2011/12 season. Hunters failing to properly check harvested geese at the appropriate check station(s) will have their permit invalidated through the 2012/13 season. A new permit for the 2013/14 season can be obtained by retaking and passing the NW goose identification test after the 2012/13 season. Hunters must then present all geese and daily harvest report form on which geese are recorded to ODFW check station personnel on the same day that the geese were harvested. When presented, geese must be intact and fully feathered and must
be inspected and tagged by authorized ODFW personnel prior to leaving the check station. A replacement harvest report form will then be given to the hunter during checkout. Successful hunters may not check out of an area until check stations open at 9:30 a.m. and must check out daily by 4:30 p.m. OBTAINING A PERMIT Hunters with valid certification may obtain a Northwest Goose Permit and an attached harvest card from any POS agent or online. Please note a $2 agent fee does apply. Duplicate goose hunting permits and harvest cards may only be obtained at ODFW's headquarter's office, region offices and some district offices. Washington state hunters who successfully complete an exam in Washington can call 360-902-2515 and get information needed to show proof of receiving a Washington permit. Mail or fax (503-947-6330) proof of receiving a Washington permit and an Oregon permit will be processed. If you do not have an Oregon hunting license please also include your date of birth. If you have never had an Oregon hunting or fishing license, please email license. services@state.or.us or call 503-9476100. wearing leg bands. If a bird is marked with a leg band only, the bird is likely part of a study to determine the harvest rate or a survival estimate for population. This can also have impacts on duck harvest estimations. Both of these have the potential to reduce hunter opportunity through reduced bag limits and or season length because of uncertainties of population status and harvest rates. In very limited cases, managers may ask hunters to take collared birds to increase harvest. Further information can be obtained at any department hunter check station or on our website.
The Department realizes most bands and some collars are not observed before a hunter takes a bird, and it is perfectly acceptable to take a marked bird in this way. If you do take a marked bird please be sure to report the band and or collar information to the United States Geological Surveys Bird Banding Lab by calling 1-800-327-BAND (2263) or by reporting it via the internet at www.reportband.gov

Please remember that hunting on private lands is a privilege, not a right. Private land hunting opportunities will remain in the future only if the property and rights of private landowners are respected.
In 1993, the Oregon Legislature created the Access and Habitat (A&H) Program to improve public hunting access and wildlife habitat on private lands in Oregon. The basic mission of the A&H Program is to foster partnerships between landowners and hunters while recognizing and encouraging the important benefits they provide to the states fish and wildlife resources. The A&H Program provides grants to private landowners, timber and agriculture corporations, sports groups, natural resource agencies, and others for projects designed to improve wildlife habitat and/or increase public hunting access to private lands. Since the programs inception, A&H has provided hunting access to over eight million acres of private land and has improved over one million acres of wildlife habitat in Oregon. The legislature has authorized the A&H program through 2019. The Regulated Hunt Area (RHA) is a cooperative program between ODFW and landowners to allow regulated hunting on private lands. Heppner RHA This RHA provides access for big game and upland bird hunting opportunities. Open fires and camping prohibited in posted areas. Closed to motor vehicle use year-round unless posted otherwise. Approximately 63 sq mi in T2, 3, and 5S and R25, 26, 27, and 28E. The Columbia Rvr and Port of Morrow RHA near Boardman in Morrow Co provide opportunities for public access and hunting for upland game birds and waterfowl. These areas are also subject to year-round rd closures. The following are prohibited: Driving or being transported on other than open rds shown on the RHA map. Hunting, entering, or shooting across closed areas and safety zones. Camping (use between 10 p.m. and 4 a.m.). Discharging rifles, handguns, or shotguns with slugs, except by specific ODFW authorization. Placing waterfowl hunting sites closer than 200 yards apart. Leaving decoys set out overnight (10 p.m. to 4 a.m.). Digging pit blinds Upland Cooperative Access Program UCAP is an incentive-based program designed to provide quality public hunting opportunities for upland game birds on private lands in Wasco, Sherman, Gilliam and Morrow counties in the Columbia Basin. The UCAP program is flexible to meet individual landowner needs. Most landowners (83%) provide "Hunting by Permission" while others (17%) opt for "Welcome to Hunt." It is unlawful to hunt or enter any posted area without written permission unless the area is posted as "Welcome to Hunt." Hunters must take the initiative to locate UCAP properties. The ODFW contacts listed on this page will provide general directions and/or a general map of UCAP properties. However, the hunter is responsible for contacting the landowner to schedule a hunt on "Hunting by Permission" properties. The extra effort ensures landowners that only responsible hunters are guests on their land. This Program Involves Trust. ODFW trusts landowners to provide a reasonable amount of public access. Landowners trust
The A&H Program was recently awarded a $2.3 million grant from the USDAs Farm Service Agency that will support two new hunting access programs beginning this season. Collectively referred to as Oregon Open Fields, these programs will expand upland hunting access in the Columbia Basin and provide public goose hunting opportunities in the Willamette Valley. Please visit www.OregonOpenFields.com for the latest information on these programs. For details on by-permission hunting opportunities, or for general program information, please visit the Access and Habitat Web site at: www.dfw.state.or.us/AH or contact the A&H Program Coordinator at 503-947-6087.

Lead is a toxin which can affect wildlife health and can be fatal at higher levels. Ingestion of lead shot by birds and subsequent death from lead poisoning was identified as early as the 1870s and eventually resulted in federal bans on the use of lead shot for waterfowl hunting in the United States (1991) and Canada (1999). It is estimated that this action saved 1.4 million ducks from fatal lead poisoning in 1997 alone. Ingestion of lead shot has also been documented in 40 non-waterfowl species, including chukars and doves. Predatory and scavenging birds and mammals may ingest lead shot or bullet fragments when they feed on animals or gut piles containing lead. The consumption of game meat containing lead fragments may have human health effects for some segments of the population, such as small children and pregnant or nursing women. The use of lead bullets and shot for hunting and lead sinkers and lures for fishing is coming under increased scrutiny and regulations are being considered in other states and by some federal agencies. ODFW has been tracking this issue closely. It has been working with other fish and wildlife agencies around the country to better understand the impact of lead on wildlife, to learn more about alternatives that may be available, and to understand the potential impact on hunters, anglers and wildlife management from a ban on lead in ammunition and fishing tackle. The goal is to protect wildlife populations while minimizing the impact on legal hunting and fishing. HOW CAN YOU HELP? Oregon hunters have a long tradition of wildlife conservation. ODFW urges you to consider reducing your use of lead while hunting by using non-toxic alternatives. If you choose to use lead ammunition or shot while hunting, remove or bury all shot animals and gut piles from the field. We can reduce accidental exposure rates for all wildlife here in Oregon through voluntary efforts with your help.

Sports Pac license holders need to return after Jul. 1 of each year to any license agent to receive current state upland game bird and waterfowl validations. Validations for this hunting season are valid from Jul. 1, 2011 to Jun. 30, 2012. If you purchased a validation before Jul. 1, 2011, you do not have the current validations to legally hunt during the seasons outlined in this booklet. Check your license and make sure you have the current validations before you travel to the field.

Game bird stamps will not automatically be mailed to hunters. To receive game bird stamps, hunters with game bird validations on their license will need to use the mail order form at the bottom of this page.
Game bird validations are printed on the hunting license, so it is no longer required that state hunting stamps be carried in the field. As a courtesy for several years ODFW had continued to mail the stamps to hunters each spring. However, some hunters are not interested in receiving the stamps. This, coupled with increasing production and mailing costs and mandates for all state agencies to reduce operational costs, prompted ODFW to begin a program where hunters with game bird validations can request stamps at no additional charge. This program saves a substantial amount of money which is used for programs such as game bird population surveys and habitat development. To request your game bird stamp(s), please use the mail order form below.

Greater Sage-Grouse
by Jon Ren
Jon Rens passion for drawing and painting began as a young boy. He was greatly influenced by his father, Chuck Ren, and driven by his own natural ability. After graduating from the Art Institute of Colorado in 1990, Jon began his career as an artist creating team posters for the NFL. Jons works include a variety of subject matter which has been featured on collector plate series and limited edition prints. His fathers influence is evident in Jons Native American pieces. I am an American sportsman. By supporting an extra 10% tax with every firearm and ammunition purchase, Ive helped fund our nations greatest wildlife rejuvenation success stories. Through license fees and special excise taxes, hunters and anglers have contributed over 8 billion dollars to preserve and protect our wildlife and environment. Steel shot
HEVIShot
HEVIShot s HEVIMetal gives you knockdown power you just cant get with straight steel!
HEVIMetal combines layers of premium steel and HEVIShot. Tests show that with HEVIMetal, youll get 20% more lethal pellets on target!
TM TM
After trying [straight steel] we found HEVIMetal ducks go down and stay down. Thanks for no more lost ducks!
I am truly amazed at the dierence in performance. One shot and down the birds went. I brought boxes of HEVIMetal shells home from the hunt because I used fewer shells to crush the birds. HEVIMetal are the best hunting loads Ive ever shot. I spent 3 weeks in Canada. The results were devastating and we have the footage to prove it.
