State Emergency Operations Center Activation Level: Full Activation


On Thursday August 25, 2011 at 4:55pm Governor Dannel Malloy proclaimed a state of civil preparedness
emergency pursuant to CGS 28-9 relating to Hurricane Irene’s expected landfall on Sunday August 28,
2010. The State EOC is fully staffed with additional partners.

Summary
Electrical and telecommunications utilities are continuing restoration activities throughout the state.
Total outages: 500,670 (C.L. & P. & United Illuminating)
Major Storm Impacts
Deaths – 2
Injuries – 5 (Three firefighters, two citizens)
Damage assessments are underway. Commodities needs (food and water) are being surveyed and
addressed.
Travel with caution. Expressway lanes are clear, secondary road closures, detours, and delays are possible.
32 Shelters are open statewide serving 335 persons.

DEMHS continues to act as the Multi Agency Coordinator.
DEMHS is in the recovery stage.
Requests fulfilled August 24-29 total: sandbags 60,890 ; cots 8,586.
Currently coordinating Commodities/Donations Management, Communications, Fuel, Debris Removal Task
Forces with appropriate federal state and private agencies. The Declaration Team

Debris Management Task Force


The Task Force has received requests of assistance from 27 towns. We have issued a task order directing
the State's contractors (AshBritt - removal; BDR - monitotring) to assist in the emergency push and shove
roadway operations to support municipalities in coordination with CL&P. AshBritt representatives are
contacting each of the towns and reporting back to the IDMTF on an ongoing basis re/their assessments.

The IDMTF task orders included AshBritt to provide 25 to 30 Grapple trucks and other equipment for
statewide deployment; rally point for equipment is in Hartford Regional Market. Ridgefield submitted a
critical request at 11:08 for assistance and stated that it was a critical situation because emergency vehicles
could not get through. At 11:17 our contractor AshBritt contacted and left word with Ridgefield's Chief
Buford; awaiting word back; AshBritt has sent staff to Ridgefield to talk with the town. Today, AshBritt is in
Bridgeport and West Haven. Yesterday, AshBritt completed assessment at shore parks.
Declaration Team
The Connecticut Declaration Taskforce (CDT) was established today (08/30/2011) to identify and compile
impacts within the state. The CDT will obtain both Individual Assistance (IA) and Public Assistance (PA)
impacts in order to determine the severity and magnitude of Hurricane Irene on the state of Connecticut. The
compiled data will be used as supplemental information for the Major Disaster Declaration request.

Department of Transportation
Representatives from DoT and NU have been working together in the field prioritizing and clearing state
roadways. We are making some real headway as a result of this coordinated effort.

TSA – N/A
Commission on Fire Prevention and Control
Clinton – 98% no power ; 12 homes destroyed with 18 homes impaled by trees. Cell coverage is sporadic.
Flooding is less of a problem ATT. Tree crews are a priority response need.
Westbrook – 94% without power. 25-40% of roads are impassable.
Old Saybrook – 68% without power. 3% roads are impassable and they have hired their own tree crews for
removal.
Torrington - Status is stable. We continue to answer calls for water evacs but have suffered no significant
losses. We still have some folks without power. We still have about 3,300 outages with numerous trees
wrapped around primary wires. That may cause some future problems when CL&P and NL PW
crews get to them. Some streets remain blocked by trees and wires. PW and Parks continue to "clean up"
debris throughout the City. A designated area has been established for residents to discard debris. It
is anticipated it will be chipped and made available as mulch.
Tolland County Dispatch working to fulfill Groton's request for 2 decon trailers to be used for public
sheltering. UCONN - Storrs FD is enroute with 1 trailer and a request through TN is underway.

Connecticut Army National Guard


The CTNG Joint Operations Center is activated. The CTNG is currently providing a representative to the
State EOC. The CTNG is performing patrols throughout communities, conducting reconnaissance for route
clearance missions, and commodities distributions.
TF Guardian has begun releasing Soldiers and Airmen as local communities, governmental organizations
and non-governmental organizations continue to take the lead in relieving their constituency. TF Guardian
currently has 217 Soldiers and Airmen executing and supporting various relief missions throughout the state
in support of civil authorities.

DAS/BEST
DAS BEST has delivered various items of IT equipment to the EOC to support additional staff.

Department of Health
As of 0930, the CT Region 3 Long Term Care Mutual Aid Plan has five (5) facilities that remain on generator
out of all of the Region 3 nursing homes (down from 11 yesterday). All that were on generator were called
again this morning to verify status. Each will be called again by the end of the day to verify if they have
any additional needs.

1122 sent Everbridge voice and email notification to EMS organizations asking if they need bag
lunches, EOC health desk, email address and phone number was provided for response.

Department of Corrections
DOC personnel are staffing the SEOC, regional offices and assisting with various assignments.

Metropolitan District Commission


Non reporting for this time period. Last report period follows:
Bypass operations at the Rocky Hill ferry landing sewer pump station have been stopped and the pump
station was returned to full operation overnight. Staff continues to monitor the water main leak on Spring
Lane in West Hartford, repair operations will begin once down power lines are made safe. Approximately
30 water and sewer pump stations remain on generator power, this number should decrease today as some
stations are returned to the power grid. The Connecticut River is expected to crest today at 24.1 feet, The
Flood Control Plan coordinated with the City of Hartford will remain in effect.

Department of Energy and Environmental Protection


DEEP Radiation Division personnel supporting DEEP Inland Water Resources on inspections in Danbury and
Ridgefield.
Department of Agriculture
No additional requests for assistance or response at this time.

Judicial Branch
Nothing to report for this reporting period.

American Red Cross (ARC)


Red Cross is assisting with preliminary disaster assistance and coordinating mobile feeding operations.

U S Coast Guard
No weather advisories at this time.

No significant problems to report. A few additional residences have implemented their re-location plans
due to continued power outage.

Shop Rite company reports that all CT stores except, Bristol, West Haven, and Clinton have power.
