3.9 Transitional interventions


A transitional intervention is an intervention in a situation that is still affected by a disaster but which is developing towards a more normal situation. Sidas new directives for grants to non-governmental organisations (2007) make it possible to apply for these grants. The intervention should function as a transition from humanitarian support to interventions aimed at furthering long-term development. Member organisations and their partner organisations that have been active in a disaster area and are operating in the area can apply.

Application
Write the application using the same form as an application for a standard development intervention. The same application times apply. More information about the application routines can be found in section 3.1.1. The content of the grant can have a broader focus. Such as

More extensive activities within healthcare and education Investments in infrastructure Partner organisations can be with local authorities and public institutions

The activity must be time-limited and have a clear long-term focus on the development of civil society. The contribution for the member organisation is to be 10 percent that is the same as for development interventions.

Application assessment
SMC uses the following criteria to assess transitional interventions: The local partner organisation should carry out the intervention within the framework of its specific competence and local knowledge. As far as possible the intervention should be coordinated with the local authorities and other actors to achieve the best possible result. The target group should take part in the planning and implementation of the intervention.

The budget for infrastructure construction should be in proportion to other budget items. Costs for construction should be directly connected to the interventions other activities. The intervention should last no longer than two years and its long-term focus should be to develop civil society. The intervention may also contain measures to lessen the effects of any future disasters. This is especially relevant in areas repeatedly affected by disasters like floods and cyclones.

Monitoring and reporting


Transitional interventions are to be reported in the same way as a standard development intervention with an interim report and a final report using the same forms. More information about reporting routines can be found in section 3.1.2.
