Lekgotla reviews District


The Sekhukhune District Municipality has successfully concluded its Year End Performance Review Lekgotla at Loskop Dam on Thursday the 25th August 2011. The purpose of the performance review Lekgotla was to assess progress made regarding council resolutions taken for period 2010/ 11. Gathered at Lekgotla was the Executive Mayor, Cllr Mogobo David Magabe, accompanied by all the five mayors from local municipalities, members of the Mayoral Committee, members of the Executive Mayors Technical Advisory Committee, traditional leaders and the senior management team of the District Municipality. Speaking after the Lekgotla, the executive Mayor said the main purpose was to conduct a critical review of both our programmatic and financial performance in the past financial year. Considering that we were joined by new and retaining councillors who assumed leadership of this municipality following the successful third democratic local government elections in may 2011. This lekgotla therefore fulfilled an added responsibility of not only reporting what transpired in the past but equally incorporating an element of orientation, especially to our new councillors. Further, the lekgotla has decided to instruct management of local municipalities to be biased towards women empowerment within the confines of the law. The lekgotla welcomed a Constitutional Court ruling last week that has brought to finality the issue of cross-boundary municipalities, ruling that Moutse must remain in Limpopo Province. The ruling gives us an impetus to accelerate our infrastructural investments in the Moutse area around issues of basic service delivery remarked the Executive Mayor. The lekgotla also reflected on progress made in accomplishing governments six key strategic areas as adopted by the out-gone council in 2006 and noted that strengthening Infrastructure and Water Services as well as Budget and Treasury and working on partnerships to complete budget objectives are key critical areas requiring constant monitoring and attention. The lekgotla also resolved to strengthen internal capacity so as to achieve Institutional objectives. The lekgotla also evaluated all the reports as presented by various departments and raised concerns on the implementation of Infrastructure and Water projects as they are slow in some areas. The lekgotla further expressed a need for sponsorships because without Public Private Partnerships, government cant build better communities alone. The lekgotla finally resolved that the Sekhukhune Development Agency (SDA), be capacitated to unlock economic opportunities in the District for the benefit of the entire population of 1,2million people.

Second mall on the go


The groundbreaking ceremony of a second new large retail development in Burgersfort took place last week Friday when the mayor, Cllr Nkosi Josias Mahlake turned the first sod of the Burgersfort Mall that is to be erected next to the long distance taxi rank. According to the developers,Terrace Drive Properties 35 (Pty) Ltd and the project contractors Iguana Projects (Pty) Ltd,the local community will draw benefit from this development. Approximately 500 jobs will be created in various sectors and job positions such as plasters, builders, painters, construction workers, shop managers, shop assistants and cashiers will be created. They say the community can also look forward to skills development and inner city development that will be implemented during the construction of the site. Burgersfort Mall will be a closed Mall of 15 000 square metres and will be anchored by a large and convenient Shoprite Checkers of 3500 square metres. Other retailers will include the following line shops - Jetmart 1200 square metres, Webbers 400 square metres, Beavor Canoe 300 square metres, Legit 250 square metres, Pep 540 square metres, Edgars Active 550 square metres, JD Group 1050 square metres, OK Furniture 604 square metres, Spitz 211 square metres, Ellerines 350 square metres and Roots 350 square metres. This tenant mix does not include the various smaller line shops. Welcoming the development in his speech, Mayor Mahlake told the audience that gathered in a swanky tent on the construction site that the previous census counted 300 000 people in the Greater Tubatse Municipal Area in 66 000 househoulds. Since then more than 15 mines ave come into production and the populace has increased by a large number. He said the new retail developments give residents the opportunity to buy all they need locally with no need to travel to other towns for shopping. Guests were treated to a light finger lunch in the tent after the formalities were concluded. Work at the site is already under way. Mayor Mahlake (top left) turns the first sod. Tolo laid to rest


A large number of the community, political party representatives, clergymen, parliamentarians, a deputy minister and friend paid their respects to local politicial stalwart and clergyman, Jack Tolo, who was murdered in his house about two weeks ago. The public funeral took place at Ga masha and hundreds of people attended. Speakers werre united the muders such as these could not be tolerated.

Procurement roadshow at GTM


On Wednesday morning Greater Tubatse Municipality suppliers gathered at the CN Phatudi Campus in Praktiseer for the 2011 Preferential Procurement Regulations Roadshow. GTM, like other municipalities is bound by the Preferential Procurement Policy Framework Act (5/2000).According to this, all prospective suppliers of the municipality needs to be registered on a database of suppliers annually. To register a supplier must bring their Proof of Business Registration Certificate, Original Valid Tax Clearance certificate, Business/Company Profile, Certified copies of Identitiy Documents of all owners/members/directors, banking particulars (cancelled cheque or bank confirmation letter) and any other mandatory registration documents of the business or company to the GTM Civic Centre, Office 42, Ground floor during working hours.According to the regulations the municipality will as of 7 December 2011 only conduct business with providers whose businesses have been rated and verified for BEE Status by verification agencies. At the roadshow suppliers could ask questions and GTM officials as well as representatives from the Limpopo Department of Finance were at hand to assist. Miracle tree gaining popularity


Popularly known to many countries as a miracle plant, Moringa oleifera is earning popularity in the Sekhukhune area. This is after Ms Mavis Mathabatha from Tooseng Village near Lebowakgomo in Limpopo province started a project on the plant in 2005. The demand is increasing and it sells like hot cakes. The plant has been studied and approved by World Health Organization (WHO) and is considered to contain medicinal as well as nutritional ingredients and it is highly recommended. The project won Mathabatha 2010 Woman Farmer of the Year and since then she has never looked back. She has been inviting business people, community builders as well as traditional leaders to learn about this miracle plant. Recently local traditional healers as well as home based care givers organized by GCIS embarked on a tour to the village to learn more about this plant and they were not disappointed. They arrived at the project and were welcomed by the polite and down to earth Mathabatha who has been an educator for 14 years. She took them around the project and told them that the project employs 12 women and five men and feed local orphans and vulnerable children with meals twice a day from the little money they make from the project. She told the visitors that the idea to farm Moringa plants emerged when she realized that most villagers in her area depends on social grants and cannot afford food rich in minerals and vitamins. Moringa has all the nutritional properties needed in a balanced meal. It contains Vitamins A, B, C, D and E and minerals which include potassium, calcium, iron, selenium and magnesium. When compared to other food sources, Moringa contains more vitamin C than oranges, more vitamin A than carrots, more iron than roast beef and more protein than milk, she said. (This is confrmed by WHO). She further urged women to mobilized themselves and start community projects and stop depending on handouts from government. Moringa project is a very serious business and my wish is to have every household in South Africa to have a plant in their yards. People are dying unnecessarily because of malnutrition and food insecurity. In this project, we intend supplying our communities with good food supplement and with the little money that we make, it is ploughed back to those who are less fortunate and impoverished communities. People as far as Lesotho, Swaziland, Botswana and other neighboring countries, come to the village to buy the Moringa suppliment she concluded. The trip was sponsored by Bokoni Platinum Mine and according to Ms Linah Maphutha who is the Wellness Coordinator at the mine they intend simulating the same project at the mine to benefit people living around their mining operation. We intent benefit our Childhood Development Centers in the local villages and have Moringa plant in their yards planted so that poverty is alleviated. The team of our Home Based Care Givers is charged with powers to care for people ho are on ART and the plant came at the right time. With the 16 volunteers that we temporally employ and assistance from GCIS and The Department of Agriculture, we hope to make the lives of our people better, she said. Furniture for Traditional Courts and Offices


Two important roads in the area are still under construction. The road to Ga-Matodi (top) gained the first tar and seems to progressing well. Ga matodi is near Praktiseer, while the road to Alverton (on the other side of the river of Ga-Matodi) seemed to be very quiet on Wednesday (bottom). This road will be tarred for about 10 kilometres towards Kgautswane at this stage. Twickenham Mining Project (Anglo American Platinum) handed over office furniture to the traditional courts and offices of various communities in the immediate vicinity of the mine last week Thursday. Every community received one boardroom table seating eight, two office desks, two high-back chairs, 20 stackable chairs, one desktop PC with Microsoft Office 2010 and Windows 7 and one all-in-one scanner, copier, fax and printer. Handing over the furniture, Twikenhams Production manager, Mr Kenneth Mabasa said the furniture will contribute to development in the communities, providing infrastructure for essential services. He also told traditional leaders that what transpired at the recent announcement of the bursariy scheme for learners in the area, is that learners take the wrong subjects in their secondary school years, making it difficult for them to obtain bursaries. Mr Mabasa called on the leaders to encourage learners in their communities to make sure they take Mathematics (not Mathethematics Literacy) and Science if they want to study in a technical field to enter a career in Mining.

Home grown entrepreneurs at Laerskool Burgersfort


Last week Friday, the grade 6 A and 6E learners had their annual market day. On this day the learners each have a stall where they sell food, products of have games. The purpose of the day is to teach them to work with money when the school support them by buying their goodies. Megan van der Merwe and Bianca Bronkhost made the most money on the day.

Fabulous Food and Wine Fair


On 30 September and 1 October the FabulousFood and Wine Fair will be hosted at the Watervalsrivier Geloftefees terrein. Through this event the organisers aim to raise funds for CANSA. On 30 September Claude Moller will be the guest speaker. A R250 donation per person will provide you with a four course meal, two bottles of wine per table, entrance to the session with Claude, entrance to the Fair the next day and camping facilities from Friday to Sunday. It will also include pap and sauce for Saturday evenings braai. (Bring own meat and drinks). The alternative is a donation of R100 per person which will give you entrance to the wine tasting and stalls on Saturday 1 October. This will start at 10:30 the morning. Food stalls will include trout, Indian dishes, cakes, sweets, cheese and much more. Different Wine Estates will also showcase their wines. During the day there will also be cooking demonstrations. Children under 18: a R20 donation. They are not allowed into the hall where the wine tasting will take place. There will be kiddies entertainment. No cooler-boxes. Planting trees is good for the environment


On the same day, the school held Arbor Day. The talk took place just before the market started operating. The whole school attended. They had a talk by Mr Willie Potgieter and planted two indigenous trees in the school garden. (See photographs left and left above).

Joshua Generations Gospel Stars


Joshua Generation held their annual Gospel Stars Competition recently. The event is a fundraising event for the school. Giving to Bulletjies rugby


Samancor Eastern Chrome Mines (ECM) is always in the front of the row to support the development of school children. They have recently sponsored shirts, bags and water bottles for the Bulletjie rugby team at Steelpoort Academy. ECM General Manager Emile Britz says that it is important to support the development of young children in the academic field, as well as sport and other recreation. The ultimate objective is to develop well rounded future leaders.

To go to Luthuli House or not?


This week the streets in front of Luthuli House, the ANC headquarters in Johannesburg, were filled with ANC Youth League supporters as the Youth League president Julius Malema and other members were due to appear in front of a disciplinary hearing. Malema is one of five Youth League leaders to face the ANC disciplinary committee. One of the charges to be addressed will include Malemas comments on the establishment of a command team to oppose the government of Botswana. On Tuesday the crowds turned violent when they threw stones at journalists and the Police. The Police used a water canon to disperse them. Shops in the vicinity were closed for the day and the crowd went into a frenzy when Malema emerged later the day to address them. We asked readers what they think about the whole issue - from the hearing to the behaviour of the crowd outside Luthuli House.

Ms Mercia Mphego said: It is not right. The Youth League crowd can kill a lot of people if they turn violent. It is not right. It is also not right of them to have a hearing for Malema.

Ms Lucia Sithole said: I dont think the violence was right. It is criminal. The ANC must leave the Youth League alone.

In the end they were fighting with journalists and that was just wrong. If Malema was wrong, he was wrong. A hearing will show if he was wrong or not.

Mr Fishane Mabelane said: They must stay at home. This is a hearing and it does not need a lot of people there. It is not right to have violent behaviour. The Youth League must not do anything without consulting with the ANC.

Mr Eric Mabelane said: It is right to take Julius Malema to a hearing so that he can explain why he say this and that. It is not right that the crowd threw stones.

Mr Gilbert Moganedi said: The president of the ANC Youth League makes a civil war between the ANC and the Youth League and that is why there must be a hearing. It is wrong the violence. There should also not be crowds outside the hearing. The ANC is right to have the hearing.

Mr Wiseman Zihla and Mr Sibosiso Mohlala said: The ANC must ask questions. The Youth League must report to the ANC. The violence was not right. Violence does not solve anything - even if the Youth League are fighting for their rights.

Safety Officer - Underground (C5)


Role Purpose: Execution of the Safety Function for the Underground activities to ensure the provision and maintenance of an environment that is safe and without risk to health and safety of employees. Responsibilities: The incumbent will assist with the development of safety initiatives for underground activities. Do Risk Assessments and Aspects & Impacts Assessment. Do Root Cause Analysis, Incident Investigation & Reporting. Conduct inspections and audits. Record and register findings. Assist with the drafting of standards and works instructions. Adhere to the Clauses and Regulations of the Mines Health and Safety Act. Help with improving the level of SHE Training at the company. Ensuring the effective Emergency Response component for the facility, with due consideration of the level of risk involved. Participate in the Companys Health, Safety and Environmental Management program. Conduct meetings. Requirements: In order to apply, you will need a grade 12/Matric Certificate. SAMTRAC, (or Equivalent) with 8 years Underground Safety Officer experience. Be computer literate (MS Word and MS Excel). A Medical Certificate of Fitness and a valid Code EB (08) drivers license are essential requirements. Proven knowledge and experience of Health and Safety Management in an underground mining environment. Formal Hazard Identification & Risk Assessment Course. Practical experience in strata control. Familiar with the meaning and calculation of safety statistics. Sound knowledge of the MHSA. Competency A&B certification. U/G blasting certificate or qualified artisan. Sound knowledge on accident/incident investigations. Ideal: The ideal candidate would also have done a recognized Fire Prevention Course. Have experience in U/G chrome or platinum mines. SAMTRAC, (or Equivalent) with 8 years Smelter Safety Officer experience. Be computer literate (MS Word and MS Excel). A Medical Certificate of Fitness and a valid Code EB (08) drivers license are essential requirements. Proven knowledge and experience of Health and Safety Management in a Furnace Plant and Pelletizing Plant environment. Formal Hazard Identification & Risk Assessment Course. At least 2 years experience in Safety Leadership Capacity. Sound knowledge of the MHSA. Ability to manage and coach sub ordinates in the finer detail of safety management. Sound experience in accident/incident investigations. Ideal (In addition to the above): The ideal candidate would also have done a recognized Fire Prevention Course. Have ISO 14001 experience. Have experience of closed furnaces and/or open furnaces. Have a National Diploma in Safety Management with 5 years smelter experience. Last week Steelpoort Academy played cricket against Khanyisa Primary School. This school is approximately 120km from Tzaneen. Steelpoort showed their skill and won the game with 60 runs.

Die seuns het ongelukkig die wedstryd verloor, maar leer met elke wedstryd iets. Die span sou gistermiddag teen Steelpoort Akademie te staan kom. Buffels hou gholfdag


Die Buffels Rugby Klub het hierdie week Woensdag hul jaarlikse gholfdag gehou. Daar het nege spanne met vier spelers elk deelgeneem. Die middagson van meer as 30 grade het niemand se entoesiasme gedemp nie en die manne het uitgehaal en wys met goeie spel. Teen druktyd was die uitslae nog nie bekend nie. Die Klub het almal bedank wat deelgeneem en as n borg die dag ondersteun het.

Kick-off in Praktiseer
The newly established Praktiseer Football Association had their trails on Saturday last week. The games were played at the CN Phatudi campus. Three teams played and the best players from each team will be taken to form a team to represent the Praktiseer Football Association in the SAFA local league. By the time of going to press the Committee have not yet communicated with the newspaper as to who were selected.
