Dear Mr McGartland RE: Your Recent Complaints

I write with regard to the complaints which you have made to Northumbria Police. It falls to me to decide how these complaints should be dealt with and in order to communicate to you how I intend this to be done I have divided them into four categories as follows:1) Complaints made against Chief Superintendent Chris Thomson of the Professional Standards Department. The complaints against Chief Superintendent can be subdivided into those complaints which are repetitions of complaints which have previously been made, recorded, assessed and investigated, and those complaints which are new in nature. So far as those complaints which are repetitious are concerned I am directing that no action be taken. These complaints have been properly dealt with previously and I do not intend to expend additional resources and time in examining them further. So far as the new complaints which have been made against Chief Superintendent Thomson, I have directed that these complaints be recorded but they will not be investigated. It is my view, having looked at the nature of the complaints made and your previous record in making such complaints, that the complaints are of a vexatious and unreasonable nature and therefore they do not fall to be investigated. 2) Complaints made against Superintendent Chris Sharman So far as those complaints you have made in relation to Superintendent Chris Sharman, I have directed that these complaints are recorded. I have also directed that the complaints should not be assessed or investigated. It is my view, having looked at the nature of the complaints and your previous

complaint history, that the complaints are vexatious and your pursuit of them is unreasonable. For that reason I do not believe that it is a proper use of force resources and time to investigate. 3) Complaints made against the Chief Constable of Northumbria Police. The complaints made against the Chief Constable of Northumbria Police, Sue Sim, can be subdivided into two categories. Some of the complaints made against the Chief Constable are simply the attribution of blame to the Chief Constable as the supervisor of Chief Superintendent Thomson. So far as these complaints are particularised, they relate to matters which have already been investigated in relation to Chief Superintendent Thomson and which have been finalised. As such, I do not intend to record these complaints, assess or investigate them. The second species of complaint against the Chief Constable are very vague and it is not possible to determine the nature and substance of the complaint. Professional Standards Department have written to you asking for clarification of the nature and substance of these complaints and no such clarification has been received. In these circumstances I do not intend to record, assess or investigate these complaints. So far as the complaints detailed above are concerned, I do not intend to enter into any further correspondence and I have directed that Professional Standards similarly do not enter into further correspondence. New complaints will of course be looked at in the usual way and a determination will be made as to whether recording, assessment and investigation is necessary. Please note that this does not in any way alter the commitment which has always been given by Northumbria Police and Chief Superintendent Thomson to keep you updated with any significant developments within the criminal investigation.
