Crooked Run Homeowners Association-Home Owners Meeting September 7, 2011, 7:30pm Commons Area

I. II. III. Called to Order at 7:30pm Attendance a. Home Owners; Board of Directors Reports a. Parking is still a problem along the streets. After discussing different options, it was agreed that the Board will work on finding a solution to the problem. Items discussed were parking on one side of the street. b. Homeowners were in disagreement over the lights placed at the entrance. They stated that the electric bill of $60.00 per month is excessive. Suggestion was made to replace the lights with LED lights that might be more cost effective. c. The Board opened the motion to have the lights removed due to the electricity bill complaints. No homeowner would second the motion. The lights were agreed to stay in place. d. Landscaping contract is up for renewal. Anyone that has a recommendation can email the Board. e. Homeowners discussed the entrances to the Commons Area. They stated that they were told there was 4 entrances by the builder. According to current property lines, there is only 2 entrances. Jessica Heim-President-stated she would contact the county planner to verify property lines and if adding a walking bridge to the front area of the Commons Area would be possible. Without this, certain homeowners stated they would not vote to place any type of recreational equipment at the Commons Area due to the fact that they would have to go around to the back area of the subdivision to access the Commons Area. f. Jessica Heim-President reviewed the current year expenses. Homeowners stated that the current year expenses were excessive for landscaping and wanted to verify that we had sought other bids from landscapers. Jessica Heim stated that four estimates were given and the current landscaper was the least expensive for what needed to be maintained. Majority of the cost was spent towards mowing the Commons Area bi-monthly ($300.00) and having the drainage ditches around the area cleaned and cleared ($240.00). g. Kristy Chambers-Treasurer reviewed the 2012 Budget and Commons Area costs. h. Kristy Chambers-Treasurer announced that it is within the Boards rights to raise the current dues 25% per year. The Board has agreed this will be in effect for the 2012 financial year. i. Homeowners discussed partially paying the 2012 dues and then within 90 days, paying the remainder balance. The Board disagreed, stating that by prolonging the payment of dues, it would be ineffective to raise them to meet our goals for the Commons Area.

IV.

Jessica Heim-President opened the floor to vote on raising the 2012 dues to $215.00 or $300.00 annually. Motion was denied due to continued discussion on what exactly the steps would be to develop the Commons Area. k. The Board opened discussions on the Commons Area. Many homeowners stated they had not attended previous meetings, therefore they did not know what was being placed out there. Jessica Heim-President stated that she would place the plans on the webpage for all to view. l. Homeowners stated they wanted electricity and water at the Commons Area. The Board members disagreed with this being a priority. The HOA board gave them the options to having water at the sight but did not have exact costs. The homeowners insisted they wanted estimates to do this. In addition, a homeowner placed the motion that an engineer needed to draw up plans to break the area into phases including electricity, water, landscaping, installing commercial playground equipment and a swing set. m. Jessica Heim-President, stated she had met with an engineer previously this year and was given an estimated costs of $5, 000.00 to draw up these plans. The homeowners stated this is what they wanted to do with the funds that are currently in the financial account. n. The motion to hire an engineer was voted on by a vote of 12-5 to hire the engineer. 1 o. Jessica Heim-President verified that once the estimated cost of $5, 000.00 was spent for the engineer review, the estimated 2012 and sequential budgets would also be revised. The costs for the engineer would deplete the current financial balance by half, therefore requiring additional years to recoup the costs and begin development on the Commons Area. The Homeowners were in agreement that they understood this. p. The Board stated they would get the estimates for the engineers within 30 days of this meeting. At that time, the motion will be made to vote on hiring the engineer. q. The Board motioned for any additional issues to be discussed. No additional questions or comments were made. Meeting Adjournment at 9:15pm.

In accordance with the Declaration, Covenants, Conditions, Restrictions, and Easements of Crooked Run, A. Definitions of Used Herein (3): The presence of members of proxies entitled to cast fifty percent (50%) of all the votes will constitute a quorum. If the required quorum is not present, another meeting may be called subject to the same notice requirements, and the required quorum at the subsequent meeting shall be one-half (1/2) of the required quorum at the preceding meeting.
