Bhadrak: (The Samaj) Danger level is 17.83 m and the water flowing at 17.47 m. 4 blocks and 39 panchayats are affected, 8850 ha land submerged.

Jajpur: (The Samaj) All rivers in the district flowing below the danger level. 284,960 people and 70,200 domestic animals are affected. 80 houses have collapsed, 3 death toll and 9 block and 91 pachayats damaged. Relief has not reached.

Kendrapara: (The Samaj) Breach in Brahmani near Nilakanthapur of Pattamundai. All the rivers are flowing above danger level. 1, 55,000 people, 3 blocks, 41 panchayats, 97 villages are affected. One child swept away and found dead. Garadpur-Tirtol communication cut off. Relief has not arrived.

Puri: (The Samaj) Flood water in Daya, Bhargabi, Kanchi and Luna are flowing at above danger level. Kanasa, Delanga, Pipili and Puri Sadar is partly affected. 25 villages damaged and relief for 3 days. Irrigation department keep a vigil on weak embankment. Hundreds of Acre land submerged. Chilika- Badagotha water release obstructed. Water in river Devi is expected to cross above danger level by night.

Nayagarh: (The Samaj) Mahanadi flowing above danger level. 101 villages are water logged. 4 ft water on the Kaligiri bridge that connects Bhubaneswar-Khandapada.

Cuttack: (The Samaj) A 65 year oldman, named Banambar Mantri swept away. 8 ft water near Chandrapa Bridge. Many panchayats cut off from outer world. The water level in river Mahanadi at Mundali remain 97 ft. The danger level is at 100 ft. At Naraj water flowing 26.50 against the danger level of 26.41 At Jobra water flowing at 21.50 against the danger level of 21.70

Jagatsingpur: (The Samaj) Flood in Devi, Mahanadi and Pika 9 Panchayats in Tirtol Block and 3 Panchayats in Kujanga block are cut off from outer world. Water flow below the danger level at Alipingal and Tirtol.

Khurda: The Samaj River Makara, Rajua and Malaguni rising. About 5000 people in Tangi, Begunia, and Khurda Block are water logged. About 3000 domestic animal affected.

Anugul: the Samaj Tikarpara region submerged 5ft water at the Bus stand. People in 6 villages are sifted to upland Villagers in 16 villages left their home. 64 villages cut off and 12,000 ha land submerged.

Govt. Response The Chief Minister says all the District collectors are directed to keep a close look to the situation. (The Dharitri) The Revenue Minister called for a evaluation meeting and directed for providing cooked meal for 7 days ( The Samaj) Complete failure on the part of administration in providing boats and communication. More than half of expensive boats are in irreparable condition. (The Sambad) The Chief Minister evaluated the flood situation and directed to all the departments to remain alert. 2. News from Field (Civil Society Partners) Bramhagiri Puri: Villagers from Kanas and Bramhagiri panchyats are in fear due to increase in water level in Daya, Ratnatira and Bhargavi. Badhgota where all these rivers meets together is flowing near to the danger level. Villagers stated to shift from low laying areas to other places due to fear of upcoming floods. Huma (Sambalpur): Nearly 6 Gram panchayats paddy fields in Huma region of Sambalpur district get submerged and flood water started to enter in villages. Cuttack : Narsingpur, Baramba and Banki blocks of the district get affected due to increase in water level in River Mahanadi. At mundali the river is already flowing above danger level.

Floods displace thousands in Orissa

Indo-Asian News Service, Updated: September 10, 2011 07:47 IST Bhubaneswar: Floods triggered by a huge discharge of water from the Hirakud dam have displaced about 3,800 people and damaged at least 8,000 houses in 14 of Orissa's 30 districts, an official said Friday. The state flood control room here said the villagers moved to safer places from low-lying areas of Bargarh, Boudh, Deogarh, Jajpur, Nuapada and Sambalpur districts after water entered their houses. "They have been provided with emergency food assistance," said a control room official. Due to heavy rains in the upper catchment areas in the past several days, including in Chhattisgarh, a huge quantity of water is entering the Hirakud reservoir on the river Mahanadi in Sambalpur district, about 350 km from Bhubaneswar. As a result, the dam authorities had to release the excess water by opening 59 of the dam's 64 sluice gates. The inflow of water to the Hirakud Dam was 11.05 cusecs per second and outflow was 9.73 cusecs Friday evening, the official said. While the released water have already created havoc in several places, more people are likely to face the brunt in the next two days when the water will reach more downstream areas, the official added. "Flood water up to 13-14 lakh cusecs is apprehended at Munduli in Cuttack district by 3 pm Saturday against pick flood level of 15.82 cusecs recorded in 2008. Floods may take one more day to reach coastal districts," he said. "So far 1,437 villages of 34 blocks and eight urban local bodies area in 14 districts have been affected by the current floods," he added. Chief Minister Naveen Patnaik said the government was "closely monitoring" the situation. "The district administrations are fully geared up to meet any eventualities. Food materials have been stocked in vulnerable places," he told reporters after reviewing the situation at the secretariat. The government has asked the collectors of all the vulnerable districts located along the Mahanadi river and its tributaries to remain alert and evacuate more people from the low-lying areas if necessary, Special Relief Commissioner P.K. Mohapatra said.

JAIPUR: The flood situation in Jajpur district remains grim with the Baitarani and the Brahmani breaching their banks at 10 places and inundating 247 villages spread over six blocks. Around 2.63 lakh people have been affected and 71 panchayats of Dasarathapur, Bari, Jajpur, Dharmasala, Korei and Barachana marooned. Four of the breaches occurred in Dasarathapur block, followed by another four in Bari and one each in Barchana and Dharmasala blocks, sources said. Similarly, flood water gushing from the Baitarani, Brahmani, Kelua and the Birupa has marooned thousands of hectares of paddy land of six blocks in the district. The connecting roads for several villages under Bari and Dasarathapur blocks were submerged. The inhabitants have been cut off from the mainland, sources said. As many as 10 breaches have occurred in four blocks on the banks of the river Baitarani, Brahmani, Kelua and Birupa. We are waiting for the report from the BDOs concerned who are in the areas, said Emergency Officer Bijaylaxmi Jena. Though all major rivers in spate have now begun to recede, according to official sources, the flood situation in the district remains grim. The situation in Dasarathapur and Bari blocks is serious as hundreds of people were without food for the third day on Thursday, despite the government officials claiming that relief had been provided to the marooned persons. No relief has practically reached the flood-hit people. Jajpur Collector Anil Samal on Thursday visited the flood-affected areas.

Orissa: Flood situation in spate as rivers flow above danger level in Jagatsinghpur

Saturday, September 10, 2011 http://www.orissadiary.com/ShowDistrictNews.asp?id=29052 Report by Kahnu Nanda; Jagatsinghpur: Almost all rivers passing through the Jagatsinghpur district are in spate with the water level crossing the red mark at many places, moreover the resultant floods have created fear and panic among the villagers living near Daleighai, Bhandisahi, Alipingala, Gobardhanpur, Krishnanandapur, Sribantapur, Ghadimula, Birabarpatana, Gousanagar, Krutibaspatana near embankments of the different rivers in third consecutive day on Saturday. Meanwhile official report said that the water flows in several rivers have remained in stable since afternoon and officials claimed that the water flow will be reduced from Sunday . Govardhanpur under Tirtol block has been slashed from surface connection owing flood water entered from river Paika at least five villages as Kathakota, Hansura, Sailo, Jillanasi and Badabalikani have marooned, civil officials have launched relief and rescue operation and efforts are on to shift the affected people to safer place, said district emergency department. While water level in Daleighai has touched 61.20 feet against the danger mark of 57 feet. River Devi is flowing at 12.42 meter against normal level 11.76 in Alipingala. In Machhagaon the water level in river Devi stood at 15.50 feet against danger level 13 feet. In Tartol Mahanadi is flowing 5.47 meter against the danger level 4.43 meter. More watch has been given to Daleighai the embankment has weakened in the present rains the embankment and spurs have been repaired and about 80,000 sand bags have dumped in weak points, informed Brajakishor Jena , Executive engineer irrigation division, though the flood water has crossed the danger mark of 57 feet but the capacity of the embankment is above 66 feet, there is no need to panic, he maintained. Moreover Manoranjan Mishra superintendent engineer drainage department has deputed in Daleighai to look after the situation and senior irrigation department engineers are assisting him to protect the Daleighai, said district emergency department.

The district administration has stocked adequate relief materials and officials from irrigation, revenue and blocks have been placed on service at different block headquarters and relief materials have been dispatched to the marooned villages of Govardhanpur when Paika flood water overlapped to the region on Saturday afternoon, and district administration is on high alert to face any eventuality and water level in different rivers would be certainly recede from Sunday and asked residents not to be panicky , said Mihir Chand Mallick, additional district magistrate Jagatsinghpur. SAMBALPUR: Even as there was no rain in Sambalpur town on Thursday, release of around seven lakh cusec of flood water from Hirakud dam has led to flood situation in low-lying areas of the Sambalpur and Hirakud towns. Boats have been pressed into service to evacuate people from the low-lying areas to safer places. Collector Mrinalini Darswal is overseeing the rescue operations. Areas like Kulutkani, Charbhati, Binakhandi, Putibandh, Govindtola, HLO Colony, Mining Colony, Gunderpur, Ring Road and the slums in front of the SBI main branch have been submerged. People in large numbers are visiting the Ring Road area to watch the Mahanadi in spate. Cashing in on the crowd are vendors selling food items. In Hirakud, areas near the FCI godown to the upcoming recycling plant of Hindalco at Christianpada have been inundated. Water is flowing over the bridge connecting Sambalpur with Hirakud near Remed on NH-6. Sambalpur ADM Madhab Chandra Bariha said 14 relief centres have been opened and cooked food is being provided to those taking shelter. He said a team has been formed to monitor the situation and the district administration is prepared for any eventuality. 53 Gates of Hirakud Dam Opened The Hirakud dam authorities have opened 53 sluice gates releasing 8,83,242 cusecs of flood water against the inflow of 9,65,833 cusecs. The water level of the dam stood at 627.60 feet. With the gap of inflow and outflow working out to 82,591 cusecs, sources said more gates could be opened if the inflow increases over night. Vigil is being maintained on the situation. On the other hand, the rainfall recorded in the upstream in the last 24 hours stands at 62.2 mm while in downstream, it is 30 mm. BHUBANESWAR: All eyes are on the Hirakud and many districts have been put on high alert. As Chhattisgarh, pounded by incessant rains, pumped more and more water into the river on Thursday, 53 of the 64 sluice gates were flung open. The Orissa Government has kept a close watch awaiting anxiously its impact downstream as inundation was already reported from Boudh, Cuttack, Kendrapara and Sambalpur.

With about 11-13 lakh cusec water likely to pass Munduli barrage by Friday evening, the Government has begun evacuation of population from low-lying areas as inundation is imminent in at least seven coastal districts. The Navy has been alerted for helicopters and Home Ministry too kept in the loop for possible assistance. Torrential rain in the neighbouring state aggravated the situation and prompted the Hirakud Dam authorities to open as many as 53 sluice gates by Thursday evening. A mind-boggling 9.65 lakh cusec water was flowing into the reservoir while the outflow had risen to 8.88 lakh. The water level in the reservoir stood at 627.5 ft against a full level of 630 ft. Alarmed by the situation, Chief Minister Naveen Patnaik convened an emergency meeting where he took stock of the preparedness. He directed all the collectors to issue emergency relief for seven days in the affected areas. Eleven Collectors, who were in the City, to attend the collectors conference, were allowed to rush back to their headquarters. While intensity of rains declined in downstream of Mahanadi, it was Chhattisgarh which caused the concern. Kelo, a pocket in upper basin of Mahanadi had received a whopping 48.5 cm rain in the last 24 hours. Similar reports of very heavy downpour came in from other parts of Chhattisgarh. We could build up the storage in Hirakud reservoir till 629 ft beyond which more gates may have to be opened but we are in a state of preparedness to meet the exigencies, Special Relief Commissioner PK Mohapatra informed. If more gates are opened, inundation is imminent in the downstream. Another cause of worry is the full moon day on September 12 (Monday) which will slow down discharge of water into Bay of Bengal flooding the low-lying areas. If more water is discharged in the meantime, the misery would only compound further. With the situation reaching a critical point, both Orissa and Chhattishgarh governments are in constant touch. Battered by the rains, Chhattisgarh Government has requested Orissa to open more gates of Hirakud but we are keeping a close watch on the flow situation, sources in the Water Resources Department said. On Wednesday night, the dam authorities opened just 36 gates which checked the flow in the downstream but more inflow forced them to increase the number (gates) sharply on Thursday morning. The India Meteorological Department suggested that the low pressure, which was lying over Chhattisgarh, is tilting towards Gangetic West Bengal and Jharkhand. The flood situation in the State is likely to worsen further in a day or two with the possibility of more water outflow from the Hirakud dam while the full moon day is ahead, Revenue and Disaster Management Minister Surjya Narayan Patro said here on Friday. 30 more sluice gates, if necessary, may be opened to allow higher outflow in addition to the 59 already opened. Briefing mediapersons after a high-level emergency meeting with Chief Secretary Bijaya Patnaik, SRC Pradip Kumar Mohapatra and Water Resources Secretary Suresh Chandra Mohapatra along with concerned directorate heads, Patro said due to incessant torrential rain in the upper catchment areas of river Mahanadi, especially in Chhattisgarh, 11.05 cusecs of water was entering into the Hirakud reservoir every second while 9. 73 lakh cusecs was being released through 59 sluice gates at present. Discharge of water at the Delta head, Mundali, he said, was about 10 lakh cusecs which would rise to 13-14 lakh cusecs by 3 pm on September 10. This was against the peak flood level of 15.82 cusecs recorded in 1980. Peak flood might take one more day to reach the coastal districts, Patro added. He said maximum 84 sluice gates of the Hirakud were opened during the 1980 flood. "If necessary, another 30 gates may be opened.

Patro apprehended a grim situation in the low-lying districts in the plains in case the flood waters were resisted by oceanic tides at river mouths due to effects of the full moon day which falls on Monday. Detailing out on the villages affected by the current floods, Patro said so far 1,437 villages of 37 blocks and eight urban local bodies in Balasore, Bargarh, Bhadrak, Boudh, Deogarh, Jajpur, Jagatsinghpur, Jharsuguda, Kendrapada, Mayurbhanj, Nayagarh, Nuapada, Sambalpur and Subarnapur were in the grip of the calamity. Besides, he said, eight persons had so far lost their lives in the floods in Jajpur, Kendrapada, Mayurbhanj, Sambalpur and Nayagarh districts. The Government has also received reports of damage to 8,357 dwelling houses in Bargarh, Boudh, Deogarh, Jajpur, Nuapada and Sambalpur districts. Reports received from seven District Collectors Balasore, Boudh, Jagatsinghpur, Jharsuguda, Maurbhanj, Sambalpur and Subarnapur reveal that 3,797 affected people have been evacuated from low-lying areas to safer places while free kitchen centres have been opened in the inundated areas covering 6,137 people and dry food is being provided in the marooned areas. Patro said 28 weak points on river banks were identified and concerned officials were standing guard at the sites prepared with sandbags and bamboos to meet any eventuality. Stating that 200 boats were ready to rescue people and deliver relief material, Patro said the State Government was in contact with the Centre asking for helicopters for air-dropping of food packets in marooned areas. In the review meeting held by the Chief Minister on Thursday, the Chief Minister had directed all secretaries and directorate heads to be ready with material including medicine and cattle feed.

Over 2 lakh affected in Cuttack flood Saturday, 10 September 2011 00:09 PNS | CUTTACK

At least two lakh people are stated to be affected in eight blocks of Cuttack district due to the flash floods in river Mahanadi and its tributaries. Even as the rivers are flowing above danger level and more floodwaters are expected in next 24 hours, the situation is grim, admit the district officials. Banki block is worst affected as river Mahanadi started swelling since Thursday afternoon. About 50 roads of Banki and Banki-Dampada blocks are either washed away or are completely submerged with floodwaters. Similarly, people of more than 80 villages in 27 GPs of these two blocks are in distress. Other blocks of the district affected in the flood include Salepur, Badamba, Narasignhpur, Tigiria, Athagarh, Niali and Kantapada. Agricultural land measuring around 25,000 hectares in about 400 villages of 121 GPs of the district are inundated, official sources said here on Friday. However, no casualty was reported from any part of the district on Friday while one person in Banki, Banambar Mantri, was reported missing since Thursday evening, sources at the district control room here said. The sources said at least 12,000 people of Narasinghpur block have been evacuated to safer places while over a thousand people staying in the low-lying areas under Cuttack city limits have also been shifted.

Ten power boats and at least 60 country boats are pressed into operation to ferry people from affected areas to safer places while 2,000 quintals of relief materials have been dispatched to affected areas. The district administration in the meantime has requisitioned nearly 1,000 quintals of cattle feed. Meanwhile, reports reaching here said over 50 small and big breaches have occurred in several embankments across the district. The maximum, however, has come from Banki areas. State Revenue Minister S N Patro and School and Mass Education Minister Pratap Jena reviewed the flood situation in the district in the presence of district Collector Girish S N and other officials of the district. Patro announced that relief for seven days would be provided to the affected people immediately. However, there was no announcement for providing any cooked food at this moment. Flood situation is being closely monitored and the district officials are fully geared up to meet any eventuality, said minister Jena, adding that patrolling of the embankments is being directly supervised by the administration. Due to flood water in Mahanadi from Hirakud dam reservoir on one side and rain water on the other, inside the town, the residents are having a nightmare since the last two days. They have no place to take rest as their houses have been totally submerged in the rain water as water from the town end couldnt be discharged to the river. The level in the river remains just one foot below the embankment creating a frightening situation for the residents who are the worried lot. However, they heave a sigh of relief now as inflow of water has been marginally decreased to the reservoir. The control room working under the direction of district Collector Dr Mrinalini Darswal is working for 24 hours including keeping close watch on the flood situation. Engineers and revenue staffs are deployed at the sensitive places of the ring road on Mahanadi and all other points to monitor the flood situation. A timely action with sand bag packing on the ring road near the new LIC office at Mandaliya ground saved the ring road. Local youths and the Irrigation Department did a commendable job, the Collector admitted. Nearly 8, 000 people of the low lying areas of the entire town are taking shelter in 31 one camps running in schools, colleges and club houses. When the elders are provided both dry and cooked food, children are given milk and baby food as per their need, DIPRO Surya Mishra informed. Doctors are visiting the relief camps at regular interval to take stock of the situation. And clean drinking water has been ensured in each camp through tankers, Mishra added. Most of the slums in the low lying areas and even buildings and pucca houses in good numbers have been submerged. The main branch of the State Bank of India (SBI) near the Nelson Mandola chowk bore a shabby look after water deluged it almost to a greater extent. There was almost five feet water at the entrance of the gate of the bank. The main roads of the town were also submerged under water causing problems for communication from one end to the other.

The flood threat on Friday triggered panic particularly in the four districts of Subernapur, Cuttack, Kendrapada and Jagatsinghpur, forcing thousands of people flee their homes to take shelter in high lands. Chief minister Naveen Patnaik held a review meeting and directed all district collectors to remain prepared to face any eventuality. Mahanadi had wreaked havoc three years ago, when an estimated 14 lakh cusecs of water passed through Naraj barrage near Cuttack. This time the volume of water to flow is expected to touch the same level. And what has alarmed the people most is the full moon day falling on September 12 before which inward pressure is likely to remain high leading to lesser discharge to the Bay of Bengal. "We have kept our fingers crossed. I hope the flood situation would not be a repeat of 2008," revenue minister S N Patro said. "I am leaving for Hirakud on Saturday to personally monitor the situation at the reservoir site," he added. Patro, however, said preparations for rescue and relief operations had been kept ready and people from low lying areas were already being shifted. Sources said the flood situation would not have aggravated but for the state government suddenly ordering more gates of Hirakud reservoir to open under pressure from Chhattisgarh where heavy rain since Wednesday has inundated vast areas in Jangir-Champa, Raigad and Mahasamund districts. Chhattisgarh chief minister spoke to Naveen and requested to open at least 10 more gates in order to reduce the water pressure in Mahanadi. "All total 55 of 64 sluice and 4 of 34 crest gates had so far been opened, including 10 on Friday, to release water from the reservoir," the sources said. "Chhattisgarh recorded over 400 mm of rain on Wednesday itself. Had the reservoir opened the gates in advance before beginning of the huge inflow such a situation would not have arisen," a source said. KENDRAPADA: Incessant rain and flash floods in a host of rivers and their tributaries inundated large parts of riverside villages under Rajkanika, Aul and Pattamundai blocks of Kendrapada district and its neighbouring areas on Friday. At least 2.5 lakh people of 52 riverside villages under Marsaghai and Garadapur blocks in the district are marooned with rivers Brahmani, Kharasrota, Luna, Paika and Karandia in spate. Large areas of Pattamundai block are also under flood water with the flood-affected villagers depending on rickety country boats to reach the main land. The three kilometre-long main road from Pattamundai to Patarpur is under four feet of flood water, cutting off road communication from Pattamundai to Aul, and from Aul to Rajkanika, said Kaliprasad Nayak, a retired teacher from Rajkanika. The riverside gram panchayats of Madhuban, Mahuria, Kalarapal, Sanagiri, Narendrapur, Manikapatna, Nuapada, Ayatan and other gram panchayats under Aul block were well under flood water on Friday, as also the villages of Habeligandapatana, Gopalpur, Lahuni, Nuagaon, Haladharpur, Hatasahi, Kandia, Deulatara, Namatara, Jaguleipada, Matia, Langalkhanja, Badiha, Kendusahi, Panki, Gunthla, Adasahi, Pegarapada and Balarampur under Rajkanika block. River Chitroptola was flowing above the danger mark in Patakura on Friday, its turbulent waters breaching at least three places, inundating the villages of Garadpur block. Agricultural fields in Parakula, Raghabapur and Akhua gram panchayat villages are completely submerged in flood waters, adding to the farmers' woes. "Release of water from Hirakud dam and incessant rain in the catchment areas has caused rivers Brahmani, Baitarani, Mahanadi, Chitroptola, Luna, Kharasrota and their tributaries to swell further and inundate the riverside villages of the district and its adjoining areas," said Kendrapada district collector P K Patnaik. "Many boats have been deployed in the riverside areas to rescue flood-affected villagers. We have stocked dry food and other relief items in all the gram panchayats. All cyclone shelters and many school buildings have been converted into temporary shelters for flood-affected people," the collector said. "Many places were breached by the rivers due to poor repair works. Unsafe embankments in many places are on the verge of collapse due to substandard repair work," said Krusaka Sabha district president Umesh Chandra Singh. "Three years ago, a notorious gangster Malik Suleiman was entrusted by the irrigation department to mend the breach at Bedari in river Chitroptola under Garadapur block of the district at a cost of Rs 1.40 crores. Due to poor repair of the embankment, the riverside villagers are spending sleepless nights today. The gangster-turned-contractor was gunned down two years ago. Many criminals became contractors in Kendrapada with the authorities entrusting them to repair river embankments," Singh said.

"I am praying to god to save my shanty from the flood water, I recently constructed it," he muttered. The likes of Mohanty have been spending sleepless nights since the past two days with the river in spate, its waters increasing by the minute. Residents of low-lying areas such as CDA, Mahanadi Vihar, Jobra, Gatiroutpatna and Bailish Mouza couldn't take enough precautions to tide by the impending nightmare. "We have collected all our belongings and taken shelter under a polythene sheet at the roadside as a precautionary measure, I don't know what's in store for us," Mohanty said. "We are not able to sleep and

are forced to move to higher areas at the slightest rise in the water level of the river," said Rabi Sahoo, a resident of Gatiroutpatna. "I have stored an adequate amount of dry food for my family in the wake of the flood threat, but can't help feeling insecure" said Abinash Sahoo, a bank employee residing in Markat Nagar. "In 2008, floods had created havoc in our area. We are just praying that a rerun of the incident does not occur," said Satya Das, a resident of Bailish Mouza area. By Friday evening, water level at Naraj and Belleview areas was hovering around the danger mark. The danger mark at the Belleview gauge is 22.5 feet, while water was flowing at 21 feet in the area. Over nine lakh cusecs of water was flowing at Mundali barrage. District administration officials said out of 14 blocks in the district, eight blocks have been badly affected due to the floods. Over 3,000 people of 70 villages of Tigiria, Banki, Badamba, Mahanga, Narsinghpur blocks have been severely affected by the floods.

BHUBANESWAR: The floods in the Mahanadi river system have once again fuelled criticism over the water management with experts calling for an overhauling of the strategy. Even as the water in the reservoir kept increasing steadily from July 20, the dam authority kept watching the situation, Water Initiatives Odisha alleged on Friday as 59 gates were flung open to discharge the inflow. The reservoir level was maintained at 595 ft for most parts of July but it started rising since July 20. On July 24, it touched 601.75 ft and by August 1, it had reached 607.27 ft. Then it continued to increase and from August 9, it crossed 620- ft level. As per the Rule Curve, the recommended water level for August 1 is 590 ft but it actually was 607.27 ft. On August 13, the recommended level should have been 606 ft but was kept at 613.58 ft. To maintain a flood cushioning space in the reservoir so that it does not reach the Full Reservoir Level of 630 ft by October 1, the rule curve suggests the level be maintained between 611 ft and 624 ft during September 1 to 11. However, the water level in the reservoir was more than 624 ft from September 1 to 5 which then increased further, Ranjan Panda of WIO said adding, it virtually forced the dam management to release huge amount of flood water in the last two days. Although the Government has put the responsibility of the flood on heavy downpour at the upper catchment and release of water from Chhattisgarh, it was aware of the predictions by the IMD. It proves that the dam management authority has not been following a coordinated approach with Chhattisgarh and IMD. It is about time the State Government established a proper communication and clearly defined coordinated action with Chhattisgarh on management and planning of Mahanadi river by legally binding water management and basin planning treaty, Panda said.
