Dear Senator Flanagan:

On Friday of last week, I received copies of final reports frrom our consultant,
LiRo Engineers, Inc., analping: a) estirnated asbestos and lead rcmediatron costs for 25
buildings on Nissequogue River State Park, along with their associatcd underground
steam tunnels, and b) esrimated demolibon costs for 19 building on the site (please note
that OPRFIP has not yet determined whrch of these 19 buildings will be demolished and
which will be retatned for adaptive reuse)- This first phase of anafysis encompasses aII
structures on the 153 acres of the former Krngs Park Psychiatric Center thar were
transferred to OPRHP in 2000 Because OPRIIP is already using six buildings on rhe
propcrty for park uses (such as the parks administrative office, maintenance building, and
grccnhousc), demolition costs were not estimared for thcsc six structurcs. Per your
rcquest, attached are:

The Executive Summary of "Asbestos and lrad Based Paint Survey Report for
Various Buildings at Nissequogue River State Park." Tlus rcport estimates the
cost of remediating asbestos from rhe 25 buildings and therr associaled st€am
tunnels to be $1,511,820, plus $226,773 for required thind parry monitonng and
air testing, for a total asbestos remediation cost of $1,738,593. The LjRo
Englneers report also includes seven technical Appendrces, compnsrng hundreds
of pages of detarled informatron on sampling and laboratory analysis conducted as
part of the sh.rdy. This informahon is too lengthy to duplicate and send to you, but
if you or a member of your staff would like to review it, we can make the
information available at our Albany or Long Island Region offices.

Demolition." The report estrmates the cost of demolishing l9 currently
abandoned buildings ro be $2,322,634 to $3,993,372. The consultant determined

esrimarc) because the dernolition industry on [,ong Island has shown signrficant
volatility in bid prices.

Again, rhese arc estimated eosts - the actual cost of asbostos remediation and
demolition will be determined through competitively bid contracts administered by
OPRIIP, undenaken by qualified pnva e remediation and demolition cornpanies. Please
notc that the consultant's reports do not providc a separate cost estimate for rcmoving
Iead based paint from the 25 buildings. The cost of lead remediation is built into thc
asbestos rcmediation and demolition costs descnbed above.

In addition to the costs set forth above, OPRIIP engineenng staff have estimated
that the agency will incur $1,000,000 in site restoration costs associated with building
demoLtron, including lsmeval of asphalt and concrete curbs, grading, topsoil, seeding,
and related restoration. Per standard practice for major capital construction projects,
OPRHP has added a 5% contingency estimate- In summary, tlus analysis indicates the
followrng rcmediation costs:

OPRTIP is considering options for securing comprchensive cost esdmates for the
remarnder of Kings Park, cncompassing the 330 acres lransferred to the agency on
December 29,2006. This study will need to estimate costs associated with asbestos and
lead remediatron on thc large building complexes on the 330-acre srte and many miles of
underground steam tunnels, remediation of extensive areas of construction and
dcrnolitron debris dumping on the site, and consideracion of contamination rssues
associatcd with the former coal power plant and ash landfill site on the property.
