VM: The first regular session of the Sangguniang Panlungsod is now called to order. I would like to request everyone to stand up for a prayer to be led by the Hon. C1. (Everyone stands up) Hon. C1: (PRAYER) VM: Everyone please remain standing for the National Anthem and the Baguio March. : The Hon. C2 is requested to lead us in reciting the PCL Creed The SP Secretary is directed to call the roll. (VM sits down and SP Secretary stands up) S: Calls the Roll (the Hon.) Your Honor, there are 14 members present, no absences, and no member on official leave. VM: With 14 members present, no absences, and no member on official leave, the Chair declares the presence of a quorum. (Welcome address of the Vice Mayor) (Hon. C3 stands up) Hon. C3: Mr. Chairman. VM: What is the pleasure of the Hon. C3? Hon. C3: Thank you Mr. Chairman. Insofar as this is the first regular session, and that this august body has not established its organizational structure, I move Mr. Chairman, to appoint as the temporary floor leader, the Hon. C4, the most senior member of this chamber, Mr. Chairman. VM: Thank you your Honor. Hon. C4 is hereby appointed as the temporary floor leader. The Hon. C4

(Hon. C4 stands up) Hon. C4: Thank you Mr. Chairman. As correctly pointed out by the Hon. C3, Mr. Chairman, this is the first regular session of this august body, and there is a need for us to establish our organizational structure. That having been said, Mr. Chairman, I move that we open the period of nomination and voting for the respective chairmen and members of the various standing committees. I so move, Mr. Chairman. VM: There is a motion to open the period of nomination for the respective chairmen and members of the various standing committees of this august chamber. Do I hear a second. (VIVA VOCE SECOND). Is there any objection? (SILENCE), Hearing none, the period of nomination for the respective chairmen and members of the various standing committees of the Baguio City Council. The Floor Leader Hon. C4: Mr. Chairman, before we proceed with the nomination , I believe the Hon. C5 wishes to rise a parliamentary inquiry Mr. Chairman. VM: The Hon. C5 is recognized on a matter of Parliamentary Inquiry Hon C5: Thank you Mr. Chairman. My inquiry Mr. Chairman is on the manner of voting for the respective chairmen of the standing committees. How do we vote Mr. Chairman? Is it by Viva Voce, by raising of hands, or by secret balloting Mr. Chairman. VM: the Hon. C4 Hon. C4: Mr. Chairman, the internal rules of the previous Sanguniang Panlungsod provides for a Viva Voce voting insofar as the election of the committee chairmen is concerned. However, Mr. Chairman, this august body has not approved our Internal Rules, this body has liberty of choosing the manner of voting. (Hon. C6 stands) Hon. C6: Point of Order Mr. Chairman VM: The Hon. C6 is recognized on a POINT OF ORDER Hon. C6: Thank you Mr. Chairman. This representation rises on a Point of Order Mr. Chairman with respect to the priority of conducting our order of business Mr. Chairman. I am of the opinion Mr. Chairman, that before we can proceed with the nomination and voting of the various committee chairmanship, we have to approve first the internal rules of this august body. We have to remember that the rules enumerate the various standing committees and by adopting the rules first, we will be provided with a clear guideline on what committees to organize, Mr. Chairman. (At this point, the Secretary should be seen approaching and conferring with the Hon. C4) VM: The Floor leader Hon. C4: Thank you Mr. Chairman. The Point of Order raised by the Hon. C6 is well taken, Mr. Chairman. The Hon. C6 is correct in saying that the adoption of the internal rules takes precedence in the order of business, Mr. Chairman. Moreover, Mr. Chairman, I was informed just now by the Secretary that copies of the proposed internal rules were distributed to the members earlier, and that the members had enough time to study the same. Hon. C8: Thank you Mr. Chairman. The point of information of the Hon. SK fed is well taken. The Hon. SK Fed Pres is correct in his observation that the rules provide for the automatic appointment of ex officio members to certain committees. The Hon. SK Fed is likewise correct that we, however, have to mention the same in open session so it will be part of the records Mr. Chairman. My apologies to my dear colleagues, most especially the LMB President and the SK President In that case, Mr. Chairman, I would like to manifest for the record, that the Hon SK Fed, the Hon. C11 is the Chairman of the Committeee on Youth Welfare and Sports Development. Also, Mr. Chairman, please allow me likewise to manifest, for the record, that the Hon. LMB President, the Hon. C12 is the Chairman of the Committee on Barangay Affairs For the record, Mr. Chairman VM: Let the records reflect the manifestation of the Hon. Floor Leader The Floor Leader Hon.
