HIGHLIGHTS OF THE MINUTES OF THE LIGA NG MGA BARANGAY MEETING OF SIAY, ZAMBOANGA SIBUGAY HELD ON APRIL 6, 2011 AT LIGA SESSION HALL.

The session commenced at 9:25 am. Hon. Ernesto Bacay leads the opening prayer and Hon. Elizabeth Enriquez conducted the singing of Pambansang Awit. Hon. Jason M. Acosta, the presiding officer declared session quorum in which 21 out of 29 regular Liga Members attended said session. Reading of the highlights of the minutes of the previous meeting A copy of the minutes of the previous meeting was provided to each member present and a period of time was allocated for a silent reading of the minutes. Matters arising from the minutes of the previous meeting Right there and then, Hon. Renato Tolibas, for there is none, moved for the approval of the previous minutes and duly seconded by Hon. Ernesto Bacay and Hon. Rogelio Agraviador. The rules was suspended temporarily for the visitors attended said session. 1. MDCs Concerns by Engr. Emedio R. Suan; 1.a) On the approval Supplemental Budget amounting to P1,072,000 in which 672 has been appropriated and P400,000 has been differed intended for Auditors vehicle. Cheryl Salinding presided on the public hearing of the proposal Municipal Ordinance filled RAT Eradication Campaign. Another issues and concerns by Hon. Valentine Semella on DILG memorandum Circular on the Rocal Right of way along the National Highways no establishing of any structures within 3 meters (both sides) and Hon. Vice Mayor Carlito Bayawa agreed to Hon. Val Semella and respectfully requesting the concern Punong Barangay for further dissemination. Hon. Jason M. Acosta requesting the SB of any documents as proof on dissemination. The SB replied that each concern Punong Barangay shall be provided said memorandum circular. 3. The Local Chief Executive, Hon. Mayor Julius T. Acosta Sr. with his concerns; 3.1) On Water System; Expansion of Pipelines in additional establishing of reservoirs, 3.2) Power and Illumination Services address to Zamsureco II, Sitio Gabo, FMR Rehab thereafter SIDIRA FMR rehab; 3.3) Re-installation of the Four Coastal Barangays detachment, 3.4) On Peace and Order; Lawless elements were rampant nowadays, requesting to all Punong Barangays concern to always monitor and coordinate with him on their activities; 3.5) on summer jobbers endorsed by PESO to Province denied by Gov. Jalosjos, for Party Policy daw, Hon. Mayor Julius T. Acosta Sr. stressed further that his primary concern is to prioritize the indigents;

IP Rep. to the SB Julie Puasa on her concern; expressed her heartfelt thanks to all Punong Barangays on their support as an IP Rep. to the Sangguniang Bayan and further stressed, that IP problems will be answered by the IP Provincial Director for the next LIGA meeting hell be coming to attend. There and then, for no other IP issues and concerns to be discussed, Hon. Renato Tolibas moved to lift up the suspended rules for the LIGA LEGISLATIVE AGENDA with Hon. Ernesto Bacay seconded. 5. LIGA LEGISLATIVE AGENDA: 5.1) SK Lakbay Aral by Ramon Lacsamana, respectfully asked permission to all Punong Barangays to allow their SKs to attend the proposed/scheduled SK Lakbay Aral.

ISSUES and CONCERNS RAISED Barangay Magsaysay Hon. Dorimon, his SK not willing to attend Barangay Mnsulao Hon. Edwin Tulio, wala ko kabalu kung naa koy SK, dili man mo approach sa kapitan? Ramon Lacsamana asked Hon. Tulio if he will allow his SK to attend. Hon. Tulio, dili ko musugot! Barangay Lagting Hon. Puada, funding almost consumed naa pay seminar tanan nga barangay officials. Hon. Jason M. Acosta, those interested SK to attend process lang ang documents the LIGA agreed. 5.2) Punong Barangay Lakbay Aral Hon. Jason confirmation as soon as possible? LGOO/DILG concern seminar sa mga newly elected barangay officials, ang priority sa among ahensiya, then LAKBAY ARAL ang tentative schedule and venue is on June 2011 at Ipil. Hon. Jason M. Acosta on registration. LGOO/DILG, P2,000 for food and seminar paraphernalias T-shirt not included. Other LGOO concerns, SKF registration, DILG memorandum circular on Road Right of Way, ID cards for barangay officials supposedly by the National LIGA, Billion Trees Program, Lupon members and incentives; LGOO, the Lupon members not less 10, the Lupon or pangkat members shall serve without compensation, except as provided for in section 393 of the Local Government Code and without prejudice to incentives as provided for in Book of the said code. The DILG shall provide for a system of granting economic or other incentives to the Lupon or pangkat members who adequately demonstrate the ability to judiciously and expeditiously resolve cases referred to them. 5.3) LIGA DUES Hon. Jason M. Acosta on 2011 LIGA DUES. Hon Edwin Tulio, including the previous LIGA DUES. The LIGA agreed. 5.4) Others PNPs concern by Retchie Fayluga On BPLKs I.D. application forms to be submitted to Camp Crame, it is useful for BPLKs detailed of duty; P1,500 contributions per barangay to be used for DILG, LIGA computer and accessories, address to Boy Del Rosario. There and then, for no other matters to be discussed, Hon. Danilo Octavio moved for adjournment and Hon. Ernesto Dolar seconded. The session adjourned at 12:45 PM.
