Ward Emergency Plan

Likely Disasters Identified in the River 7th Ward:


Earthquake, extended power outage, winter storm and strong winds, act of terrorism or a national disaster (economic collapse)!1 A key action by Block Captains is to find out as soon as possible and report to the EOC the status of each household in harms way. Identify emergency situations where someone is pinned down, stranded in dangerous conditions, or loss of life is identified. Block Captain inspection of physical structures may require temporary shelter for evacuated families. An airplane crash, hazardous waste leak, groundwater or canal flood, a water or food shortage.2 A key action for the EOC is to identify and isolate the emergency, use Block Captains in affected areas to assess individual household needs which may require temporary shelter for evacuated families.

Emergency Operation Center (EOC) Ward assignments and procedures:


The Bishop is always in charge. Members of the EOC include but are not limited to Bishopric, Priesthood and Relief Society presidency and the Emergency Preparedness Specialist. Under the Bishopric leadership the EOC will learn about the status of the health and conditions of the homes of residents in the ward boundaries after disaster strikes from Block Captains! On the chance that the Bishopric is not able to man the EOC the High Priest Group Leader and/or Elders Quorum President will provide that leadership for the EOC. The Emergency Preparedness Specialist will act as spokesman during the disaster providing guidance and direction for the disaster team including the Block Captain organization, acting always under the direction of the Bishopric and Priesthood leadership. The EOC will use FRS radios for the Bishopric, Priesthood and Relief Society leadership, and Emergency Preparedness Specialist. The bishopric will communicate with the stake EOC as needed to seek assistance and/or to report emergency conditions.

Priesthood and Relief Society Leadership at the EOC.


Priesthood and Relief Society learn about and provide adequate assistance for those who have been injured, or who have other health or emotional challenges. Aaronic priesthood will serve as requested by the Bishopric. When and if appropriate individuals will be moved to an area assigned as the temporary shelter and care will be set up and provided where possible. Provisions for these facilities are expected to be provided as best they can from personal provisions until other supplies can be acquired. Priesthood and Relief Society leadership will always have a list of members with special needs, such as the disabled and the elderly, etc. with contact information including area maps.

Block Captains
Block Captains are assigned from 12 areas of residential households within the ward boundaries. (Block Captains and the area map will be attached.) When major injuries are reported, the EOC will seek community assistance where possible. However, immediate emergency medical care will be dispersed by those available who have been CERT trained including triage and others, and professionally trained who can be dispatched by the EOC based on the availability of personnel who are available.

The Stake EOC will be responsible for contact information of the local emergency planning committees, public safety agencies (e.g. police, fire, medical). The stake EOC will keep current information of community organizations (e.g. Red Cross/Red Crescent, etc.) that provide emergency services, such as food, shelter, and improved medical care.

Identify Emergency Communication Methods!


Name of the ward communication specialist is: Lawrence L --- --- ---- address: _______________________________. In the event that normal landlines and cell phones, or vehicle transportation routes are disrupted when disaster strikes alternative communication methods will include: FRS family radios channel 13 assigned to the River 7th ward. Bishopric, Priesthood and Relief Society Leadership, Emergency Preparedness Specialist, and Block Captains will operate on FRS family radios. The Stake EOC will be operating on Channel 14 on FRS radios, and The Stake EOC intends to send a ham operator to the ward EOC.

Emergency communication monthly training.


However, monthly emergency communication training is conducted by Robin P., member of the stake emergency response team. His training is held on the first Sunday of each month at 7:35PM using the FRS radios channel 14. All heads of households are encouraged to check in and participate in the radio test and training.
