TECHNICAL NOTES

Imports: Imports are goods or services that were produced abroad or Products of foreign origin brought into the country. Exports: Goods and services produced in one country and sent to another country to be sold. Reexports: The export without further processing or transformation of a good that has been recorded as imports. Re-imports: imports of domestic goods which were previously recorded as exports.

The following are the definitions of General trade system and the Special trade system. Special Trade System: The special trade system is in use when the statistical territory comprises only the free circulation area, that is, the part within which goods "may be disposed of without customs restriction. Consequently, in such a case, imports include only goods entering the free circulation area of a compiling country and exports include only goods leaving the free circulation area of a compiling country. Under the strict definition, goods imported for inward processing and goods which enter or leave an industrial or commercial free zone or customs warehouses would not be recorded since they would not have been cleared through customs for home use. The compensating products after inward processing also would not be included in exports. It has to be used as a basis for producing trade balance and foreign trade statistics as a whole. The special trade system covers the following procedures:

(a)

On importation, goods which on direct importation into the statistical territory, upon leaving a depot, transit area or after transshipment, and goods which upon leaving a warehouse of free zone, are: - declared for home use (including drawback system and goods that were accepted on temporary admission); - accepted on temporary importation for inward processing; - placed in industrial warehouse or industrial free zones; - placed in customs bonded manufacturing plants or export processing zones; - imported after temporary exportation for outward processing.

Goods put into circulation for home use after temporary importation, on leaving industrial warehouses, free zones and customs bonded manufacturing plants and export processing zones no longer fall within the special trade regime.

(b)

On exportation, goods which are: - of national origin and declared for single exit; - exported after temporary importation for inward processing; - exported after release from industrial warehouses or industrial free zones; - exported after release from customs bonded manufacturing plants or export processing zones; - on temporary exportation for outward processing.

General Trade System: The general imports provide the most comprehensive record of the goods entering the economic territory of a compiling country and increasing the stock of its material resources while general exports provide the most comprehensive record of the goods leaving its territory and thus decreasing that stock. It is recommended, therefore, that countries use the general trade system for compilation of both their import and export statistics. It covers the following goods:

(a)

On importation, goods which on direct importation into the statistical territory, upon leaving a depot, transit area or after transshipment are:

declared for home use; accepted on temporary admission; accepted on temporary importation for inward processing; placed in industrial warehouse or industrial free zones; placed in customs bonded manufacturing plants or export processing zones;

- imported after temporary exportation for outward processing; - imported after temporary exportation for return in unaltered state; - placed in customs bonded warehouses or commercial free zones. (b) On exportation, goods which are: of national origin and declared for single exit; exported after temporary admission; exported after temporary importation for inward processing; exported after release from industrial warehouses or industrial free zones;

- exported after release from customs bonded manufacturing plants or export processing zones; - on temporary exportation for outward processing; - on temporary exportation for return in an unaltered state; - released from customs warehouse or commercial free zones.

SOURCES OF DATA

Rwanda Revenue Authority (RRA) (Customs Department) Data are derived from Ascuda ++ and then treated by Eurotrace software. The Eurotrace considers the General Trade system.

Source: National Institute of Statistics of Rwanda July-11 Rwanda total trade with the world increased by 8.7 percent to US$ 1487.7 million in 2010 compared to US$ 1368.8 million in 2009. The Rwanda total trade with the EAC decreased by 18.3 percent to US$ 395.9 million in 2010 compared to US$ 484.6 million in 2009. The decrease, partly reflects the 21.9 percent decrease in imports from EAC from US$ 436.5 million in 2009 to US$ 340.7 million in 2010 while the exports increased by 14.8 percent from US$ 48.1 million in 2009 to US$ 55.2 million in 2010. Rwandas exports to Kenya included tea in transit for auction in Mombasa. During the period under review Rwandas trade deficit decreased from US$ 388.4 million to US$ 285.5 million reflecting increased exports. As a percentage of the total Rwandas trade, the Total RWANDA trade with EAC in 2009 and 2010 were 35.4 percent and 26.6 percent respectively.

Imports from EAC partner states increased by 31.8 percent from US$ 77.8 million in the second quarter 2010 to US$ 102.6 million in the second quarter 2011. Uganda and KENYA have the big shares of the RWANDA imports from EAC region for 46.6 and 28.5 percent respectively. This is to say that more than 75 percent of imports are from Uganda and Kenya. The imports from BURUNDI have a little share but they accuse an increase over time as shown by the table. Although KENYA has a big share in the imports, the value of imports from KENYA decrease progressively.

The Rwanda imports from EAC are ranging from US$ 72.9 million in 2010 Quarter one to US$ 138.4 million in 2009 quarter two. On the above chart, there is a huge increase of imports from KENYA in 2009 Quarter two. During this quarter RWANDA imported the Generating sets with compression-ignition engines, >375 kVA of US$ 51,990,201.

Exports to EAC Partner States increased by 33 percent from US$ 14.8 million in 2010 second quarter to US$ 19.7 million in 2011 in the same quarter. The increase from the previous quarter of the same year is 19.4 percent. KENYA is the main destination of RWANDA with the share of 75 percent of the total exports to EAC region. The export to Burundi rose by 154.6 percent and the export to KENYA also rose by 45.8 percent while there is a decrease of 46.1 and 28.0 percent to Tanzania and Uganda respectively.

The majority of imports are from COMESA region and European Union member states with the share of 28.5 and 15.8 percent, respectively. All EAC partner states, except TANZANIA are also COMESA partner state. The imports of Rwanda from EAC region is 32.4 percent compared to the total imports of Rwanda from the World and an increase of 31.2 percent is remarkable compared to the previous quarter of the previous year. The share of SADC region is 12.3 percent while the ECOWAS region had always the share less than 0.4 percent.

According to Table 5 above, the exports of Rwanda increased by 44.9 percent from US$ 55.5 million in the second quarter 2010 to US$ 80.4 million in the second quarter of 2011 and the main destination was COMESA, SADC and European Union with 41.8 percent, 38.9 percent, 34.4 percent of shares, respectively. Although, there is an increase of 1841.8% of Export to ECOWAS, its share remains very small (1.9 percent).

Around 75 percent of the imports of RWANDA are mainly coming from AFRICA and ASIA with shares of 38.5 and 37.7 percent, respectively. The shares of imports from EUROPE in two recent years have gradually decreased from 27.6 percent in the first quarter 2009 to 18.2 percent in the second quarter 2011 while the shares of imports from ASIA has risen from 28.7 percent to 37.7 percent in the second quarter of 2011 and it got its peak of 57.3 percent in the second quarter of 2010.

The above table indicates that the imports of RWANDA in two recent years were mainly from CHINA, UGANDA and KENYA with 16.4 percent, 14.1 percent, 7.9 percent and 15.6 percent, 12.0 percent, 9.8 percent of the shares in 2009 and 2010, respectively. Those countries are followed by JAPAN, INDIA, Tanzania and United Arab Emirates.

In 2010, Switzerland was the first destination of exports of RWANDA with 22.7 percent, followed by KENYA, Belgium, HONGKONG and CHINA with 16.7 percent, 11.2 percent, 8.1 percent and 7.4 percent, respectively. Rwandas exports to KENYA included tea in transit for auction in Mombasa.

KENYA, FRANCE and, the Democratic Republic of Congo are the first destinations of Rwandas exports in the second quarter 2011 with 18.4 percent, 18.0 percent and 17.2 percent of shares, respectively. Meanwhile, SWITZERLAND, KENYA and, the Democratic Republic of Congo were the first destinations of Rwandas exports in the first quarter 2011 with 13.9 percent, 13.3 percent and 8.9 percent of shares, respectively.
