1. Presentation on assessing the feasibility of PSC II. 2. Provide technical assistance and advice on the objectives of Parallel Vote Tabulation (PVT) and its Programmatic Structures.

INTRODUCTION The National Democratic Institute for International Affairs (NDI) is organizing a two-day retreat for Project 2011 Swift Count Partners on opportunities and potentials for further Project 2011 Swift Count PVT Election Observation in Nigeria. Project 2011 Swift Count was jointly implemented by the Federation of Muslim Womens Associations in Nigeria (FOMWAN); Justice, Development and Peace/Caritas Nigeria (JDPC), Nigerian Bar Association (NBA) and Transition Monitoring Group (TMG). Bringing these organizations together to observe 2011 general elections reflected the religious and secular diversity of Nigeria. This proved very vital in enhancing the acceptability and credibility of election observation reports issued by the group. This was demonstrated by the overwhelming acceptance of PSC election observation reports and activities in the April 2011 general election. In achieving this collaborative fit, NDI issued a sub-grant to PSC; which commenced on the 16th of September. The sub-grant closed out on the 31st of August 2011. The retreat serves as another opportunity for both Project 2011 swift Count Partners and NDI to re-strategize and explore ways of further PVT election observation missions in Nigeria. To ensure the discussions are unbiased, professional and well coordinated; Mr. Machill Manidu Maxwell will be retained to provide consultancy service to NDI Nigeria as described below. TERMS OF REFERENCE Specifically, the consultant will perform the following tasks: 2

Make a presentation at the retreat on the title Assessing the feasibility of PSC II. Use his wealth of PVT management and Project Swift Count Management to provide technical assistance (throughout the two days of the retreat) on objectives and programmatic component strategies for conducting PVT in state elections.

CONTRACT DURATION: The consultant is expected to travel to Uyo Akwa Ibom state on the 26th of September 2011. He will be participating in the two (2) days retreat (i.e. 27th and 28th September 2011). 29th September is scheduled as his return date from Uyo, Akwa Ibom State. SUPERVISION: All work will be done under the Supervision of Carlo Binda, Senior Resident Country Director NDI who will have final approval of work completed. AS THE MODERATOR, A DAILY RATE OF 300 DOLLARS WILL BE PAID TO YOU. HOWEVER, NO FUTURE CLAIM SHALL BE ENTERTAINED ON THE BASIS OF THIS AGREEMENT. NDI will cover the cost of accommodation at Le Mridien Ibom Hotel & Golf Resort Nwaniba Road Uyo Akwa Ibom State from September 26th 2011 till Thursday September 29th 2011 (3 nights). NDI will cover a round trip economy airfare ticket cost to Uyo, Akwa Ibom State. Based on USAID and NDI reimbursement policy for air transportation, only economy class ticket would be reimbursed. NDI will provide a daily Perdiem rate of 70 dollars (based on US foreign department Perdiem rate for Uyo, Akwa Ibom State).
