c ORGANIZATION The accompanying chart (Figure l) shows the organization of the QI.l staff of a Base Section Hq, In this organization Base Section Quarter masters are given Hide latitude and are expected to exercise their own ingenuity in the efficient and business-like addition of details It is recognized that differences will exist in 3a se Sections and that organizations below the level prescribed must reflect these differences.
Organization alone v/illnot achieve the results demanded. The- best avail able men must be selected for each key assignment, made completely responsible for results, and given the authority necessary to do his job. Having done this, there must be no hesitation in relieving nen who do not produce.
