NOTIFICATION

The Foreign Operations Department of the Federal Ministry for Finance of the
Federal Republic of Nigeria this Thursday the 1st of February 2007, wishes to
bring to your attention that your Contract Execution Number,,,,, valued at
,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,, has been cleared for immediate release by any of our affiliate
Offshore Payment Centers.

This Clearance comes under the Directive of the Central Bank of Nigeria upon
due collaboration with the West African Financial Council Resolution Act of
2007, section 34-41.

Your legal representatives Ali Lukman & Associates have been officially
informed of this development. You are advised to observe the sole statutory
regulatory requirement that would see to the issuance of the Funds Release
Order (F.R.O) by endorsing the Funds Irrevocable Release Documents with the
West African Financial Evaluation Payment Committee with Head Office in
Accra-Ghana( as presently holding). Upon presence for the endorsement, you are
required to present all relating Contract Clearance Documents including your
Financial Golden Tally Clearance Certificate (F.G.T.C.C) which is issued free of
charge by the Federal Ministry for Internal Revenue Board. You may get your
legal representatives to act on your behalf, as they should carry a written and self
endorsed Power of Attorney to that effect.
All copied Governmental Institutions to treat this publication as cleared for
payment by the Federal Republic of Nigeria Auditing Commission in accordance
with the cleared payment claims Reassessment Schedule category V of the
Federal Ministry for Finance, Federal Republic of Nigeria.
