Lesbian, Gay, Bisexual, Transgendered, and Straight (LGBTS) Alliance Constitution

Declaration a. The title of the club is the Lesbian, Gay, Bisexual, Transgendered, and Straight Alliance of Kingsborough Community College; also referenced to as the LGBTS Alliance. b. Mission Statement i. Our mission is to promote and preserve safety, education, and political activity by, for, and about the LGBTQI community on campus and off; as well as unification through diversity. Executive Powers a. There shall be only one person per position. i. Should it be necessary, an officer may request an assistant for himself or herself; however, the power and title are not extended to that appended person. b. All officers must attend at least half of the general meetings per academic semester. c. Officers i. President 1. The President of the LGBTS Alliance must achieve the mission of the LGBTS Alliance in a manner in which motivates members and officers to promote a standard of excellence in all activities and is consistent with the interests of the LGBTS Alliance. 2. Chair all the meetings and supervise the activities and committees of the club. 3. Represent the club, its mission, and its members on and off campus. ii. Vice-President 1. The Vice-President must achieve the mission of the LGBTS Alliance. 2. Should the President leave office, the Vice-President assumes the title of President. a. Should this happen, a member election must be held to decide on a new Vice-President. 3. Assist the President in the execution of his or her duties. 4. Submit all required forms to the appropriate university office.

5. Be responsible for outreach and maintenance of the members iii. Secretary 1. The Secretary must achieve the mission of the LGBTS Alliance. 2. Must be responsible for archiving all records and recording minutes per meeting. a. Such records must be typed and submitted for record keeping within 72 hours. b. All records must be available upon the request of any club officer, club advisor, Kingsborough administration official and/or department. 3. Has the right to appoint a stand-in should he or she not be able to attend a meeting. a. Should the secretary not be able to attend a meeting, he or she may appoint a proxy. 4. Shall carry out all correspondence. 5. Must be responsible for sending out for all general announcements to the members. iv. Treasurer 1. The Treasurer must achieve the mission of the LGBTS Alliance. 2. Must establish and maintain effective fiscal management of the LGBTS Alliance. 3. Produces monthly reports reflecting the clubs financial status. 4. Ensure that expenditures remain within the budget approved by the Office of Student Life. 5. Must keep records of all funds raised and all moneys spent as authorized. Governing Authority a. The governing authority of the LGBTS Alliance shall be vested in the LGBTS Alliance Executive Board. b. The President shall call Executive Board meetings no less than once per month during the regular academic year and must give notice at least one week in advance. i. Quorum must be met to hold meetings. Impeachment a. Should any members of the executive board fail to or improperly attend to the duties of his or her office as outlined in the Constitution, the general membership may remove that individual from office with a majority vote, thus allowing him or her due process of action.

b. Should any member of the Executive Board conduct himself or herself unbefitting as a member of the LGBTS Alliance, the general membership may remove that individual from office with a majority vote, thus allowing him or her due process of action. Quorums a. Three-fourths () of the Executive Board members must be present to hold a meeting. b. In order to hold a meeting, there must be at least 10 members present, 3 of which must be Board members. c. Three-fourths () of the Board members are needed in order to vote on an executive decision. i. Should the vote be split, the proposition must continue to be debated upon until an agreement is reached. d. Executive Board Members must attend at least two-thirds of all general meetings. General Meetings a. Quorum must be met at general meetings. b. The LGBTS Alliance will hold at least four (4) general meetings per semester and may meet at any other time as deemed necessary. c. The LGBTS Alliance shall hold an annual general meeting during the month of May. At this meeting, the election of officers shall be held by (secret) ballot. d. All motions passed at general meetings shall be become official LGBTS Alliance club policy and take precedence over motions passed by the LGBTS Alliance executive board. e. The President shall act as chairperson and the Secretary shall record the proceedings. Authority on procedure shall be Roberts Rules of Order. Elections a. The following must be met in order to run for any of the offices. i. You must be a matriculated student ii. You must have a minimum GPA of 2.5 iii. You must be able to fulfill the duties for a full academic year iv. You must be able to attend at least two-thirds (2/3) of general meetings v. You must attend all club events throughout the academic year vi. You must have attended and/or contributed to at least two-thirds of all events. b. In order to vote, members must have attended at least two-thirds (2/3) the meetings of the semester. Records

a. The following is exemplification of what must be included in archiving records. i. Attendance of general meetings. ii. All forms sent out and received by the club. iii. Minutes Per Meeting 1. The President and the Secretary must sign official copies of the minutes per meeting as prepared by the Secretary. 2. Copies of the minutes per meeting must be available for member viewing. iv. Acts of general misconduct as outlined in Article X, Ethics and Public Safety. Finances a. The LGBTS Alliance funds may be spent only after the LGBTS Alliance general membership or the LGBTS Alliance Executive Board has given specific approval for such spending. b. The President and Treasurer shall act as the LGBTS Alliance signing officers. Ethics and Public Safety a. It is for the sake of maintaining an ethical and safe environment that all Executive Board members and club members act in accordance with the following. i. The standards of behavior and activity are defined in the Henderson Rules, as adopted by the City University of New York. Such are rules and regulations for the maintenance of public order on college campuses and other college property used for educational purposes. The Secretary of the LGBTS Alliance of Kingsborough Community College must keep written records of all unbefitting behavior by any and all members that occur within the club meeting room and club office. Amendments a. The Constitution may be amended only through the following procedure: i. Majority vote by the Executive Board of the LGBTS Alliance as well as a majority vote by the members at a general meeting of the LGBTS Alliance. 1. All motions passed at general meetings shall be become official LGBTS Alliance club policy and take precedence over motions passed by the LGBTS Alliance executive board.
