n the field of industrialization, role of textile industry is found very prominent in both developed and developing countries. Economic history of Britain reveals that in the 18th Century the cotton mills of Lancashire in Britain ushered in the first industrial revolution of the world. Moreover, during the last 200 years or more many countries of the world have used textile and clothing industry as an engine for growth and a basis for attaining economic development. Over the past few years garment industry is found to have played such an important role in the process of industrialization and economic growth. This industry is infect trying to put the wheel of her declining economic back to the track by giving essential life blood to it . The growth of garment industry in Bangladesh is a comparatively recent one. In the British period there was no garment industry in this part of the IndoPak-Sub-Continent. In 1960 the first garment industry in Bangladesh (Then East Pakistan) was established at Dhaka and till 1971 the number rose to give (Islam, 1984). But these garments were of different type intended to serve home market only. From 1976 and 1977 some entrepreneurs came forward to setup 100% export oriented garment industry. Both domestic and international environment favored the rapid growth of this industry in Bangladesh. By mid-seventies the established developed suppliers of garments in the world markets i.e. Hong Kong, South Korea, Singapore, Taiwan, Thailand, Malaysia, Indonesia, Srilanka and India were severely constrained by the quota restrictions imposed by their major buyers like USA, Canada and European Union. To maintain their business and competitive edge in the world markets, they followed a strategy of relocation of garment factories in those countries, which were free from quota restrictions and at least same time had enough trainable cheap labor. They found Bangladesh as one of the most suitable countries. Available records show that the first consignment of garments was exported from the country in 1977 by Reaz and Jewel Garment. Desh Garment was the first biggest factory that started functioning at Chittagong in 1977. In fact that was the humble beginning of new joint venture garment factory in Bangladesh. Thereafter many entrepreneurs became interested and started to setup garment factories

following the Desh garment and realizing the future prospects globally as well. Available records also show that one of the reasons of the growth of garment industry in Bangladesh is the collaboration of a local private garment industry, Desh garment with a Korean company, Daewoo. As part of its global strategies, the Daewoo Corporation of South Korea became interested in Bangladesh when the Chairman, Kim Woo-Choong, proposed an ambitions joint venture to the Government of Bangladesh which involved the development and operation of tire, leather goods, cement and garment factories (Rock, 2001). South Korean Company, Daewoo, a major exporter of garments, was looking for opportunities in countries for using their quotas subsequent to the signing of MFA in 1974. Because of the quota limitation for Korea after MFA, the export of Daewoo became restricted. Bangladesh as a LDC got the opportunity to export without any restriction and for this reason Daewoo interested to use Bangladesh for their market. The reason behind this desire was that Bangladesh will depend on Daewoo for importing raw materials and at the same time Daewoo will get the market in Bangladesh. For this desire Daewoo signed a five years collaboration agreement with Desh Garment. It included collaboration in the areas of technical training, purchase of machinery and fabric, plant setup and marketing in return for a specific marketing commission on all exports by Desh (Rock, 2001). The outcome of the collaboration of Desh-Daewoo was significant. In the first six years of its operation, Desh export value grew at an annual average rate of 90 percent reaching more than $ 5 million in 1986-87 (Mahmood, 2002). Rahman (2004) argued that the Desh-Daewoo collaboration is an important factor to the expansion and success of Bangladeshs entire garments export sector. In such a context, following Table-01 shows the trend of growth and development of garment industry in Bangladesh.

The Table-01 shows that the growth was very slow till 1977 and got momentum from 1977 to 2005-06 in terms of number of industry. But the compound growth rate was highest till 1981 and the rate was very good during 1989-90 to 1994-95 and thereafter i.e. 1994-95 to 2004-05, the industrial growth has been declined though the numbers of industries have been increased. The capacity as well as number of equipments is very good indicator to examine the actual position of the garment industry as well as size of the industry. In such a context, the following Table deals in this regard.

he international textile and garment industry has undergone several shifts in production and marketing since the 1950s. The first shift occurred in the 1950x and early 1960s when production moved from North America and Western Europe to Japan. The second supply shift was from Japan to the Asian newly industrialized economics (NIEs)-Hong Kong, Taiwan, South Korea and Singapore- and this permitted the latter group to dominate global textile and garment exports in the 1970s and 1980s. Over the past 10 to 15 years, there has been a third shift as production within Asia has moved from the NIEs to China and South East and South Asian exporters and as exports from non-Asian countries, in particular control America, the Caribbean, Eastern Europe and North Africa, have increased substantially. These production shifts have been influenced by a range of factors, including the distortions to international trade arising from MFA quota system and labor cost differentials. In this scenario, Bangladesh garment industry is well placed to withstand the increase in competition in its export markets. Our export market for garments products is spread over a vast space of more than 20 countries with USA, UK, France, Canada, Germany, Belgium and Middle

Eastern countries being the major and notable ones. Initially, Bangladesh has concentrated only in a few markets. It has concentrated in USA, Canada and Europe. The competitors of Bangladesh, for example, India has continued to expand its trade, diversify its markets and change product mix of its exports. As the recent performances indicate, the production and marketing capabilities of Bangladesh have increased substantially. But still it lacks the

core competence necessary to stay in a highly competitive market which one can anticipate in present post MFA period. If it wants to increase its world market share and competitive edge, it needs to diversity its products and markets. In this context, it is imperative to analyze the major export market for Bangladeshi garments product. The following Table shows the major share of export market in USA, EU and other countries in this regard.

From the Table 06 it is observed that Bangladesh garment export market has concentrated in USA and EU till 2004-05 which indicates Bangladesh has successfully established a remarkable presence in the world markets, particularly in the US and EU markets. In the year 2005-06 a successful turnaround was observed in exports to third countries which are about 16.57 percent of total export market and it was only 1.90 percent in 2001-2002. It is expected that the trend of market diversification will continue and this will help to maintain growth momentum of export earnings.

Through hard toil and perseverance Babylon managed to survive the difficult times in the early years. he textile and apparel industries have led industrialization n at the early stage of development in many countries of the world. Most developed countries which have lost competitiveness have imposed quantitative restrictions on the trade in textiles and clothing since the 1950s, although there has been progress in trade liberalization as a whole. Over the last thirty years, international trade and investment in the global textile and garment

(T&G) sectors has been influenced by Multi-Fiber Agreement (MFA) quantitative restrictions (quotas) applied by the major developed country importers (the United States, the European Union, Canada and Norway) on T&G exports from (predominantly) developing countries. MFA quotas were negotiated bilaterally and applied on a discriminatory basis to some exporting countries but not to others, thus differing from country to country in both product coverage and the degree of restrictiveness. In such a context, the Multi-Fiber Arrangement governed the trade in textiles and clothing from 1974 to 1994. This arrangement was superseded in 1995 by the Agreement on Textiles and Clothing (ATC) under the administration of the World Trade Organization (WTO). From 1 January 2005 all such quantitative restrictions on the trade in textiles and clothing were phased out, and finally abolished. Historically speaking that as per requirement of The ATC, all MFA quotas on T&G products be removed over a ten-year transition period split into three phases and ending on 1 January 2005, thus finally incorporating international T&G trade into general GATT rules that prohibit discriminatory measures and call for the reduction and elimination of quantitative restrictions. The quota system under the MFA has distorted international T&G trade and has resulted in global welfare losses since quota limits on the exports of selective producers have prevented an allocation of resources to the most efficient T&G producers and prevented prices in quota protected developed country markets from falling. Competitive exporting countries with comparative advantages in T&G production have been restrained from expanding under the MFA quota system, while relatively uncompetitive producers have enjoyed guaranteed market access (up to the quota limit) to developed country markets. In such a context, there was serious concern that low income countries, such as Bangladesh, Cambodia and the like, which relied heavily on the garment industry, would suffer from the keen competition expected to be triggered by the complete liberalization of trade in textiles and clothing from the beginning of 2005. From the many corners it was predicted that China would expand its exports and India would follow, and that the other relatively small exporters would suffered seriously from the competition of these two giants. However, it turned out that some garment-exporting Least Developed Countries (LDCs), such as Bangladesh, Cambodia and Haiti, faired very well throughout the year 2005. In this context, an attempt has been made to examine the export data of selected countries during MFA and post MFA to US and EU markets in order to assess the indicative impact of post MFA scenario in Bangladesh as well as other largest garments exporters. The following Tables show the picture in this regard.

Tables 7 and 8 show the trends in garment exports to t heUnited States and EU from the five largest garment exporters and the two leading exporters among the LDCs, Bangladesh and Cambodia. It was revealed that China and India expanded garment exports to the US and EU, the worlds two largest markets. Along with China and India, Bangladesh and Cambodia have also increased their exports to the United States during 2005 by more than 20 percent. Though their garment exports to the EU declined between 2004 and 2005, the drops were not significant; and the growth in the same figures by more than 30 percent between 2003 and 2004 surpassed the decline in 2005 (Table 8). As a whole, the sum of garment exports to the two largest markets grew by 2.54 percent for Bangladesh and by 11.06 percent for Cambodia in 2005. Since the US and EU are going to be imposing new restrictions on

textile and garment imports from China for at least a couple of years, exports from that country will slow down, making room for the remaining garment exporters to increase growth. Thus, the prospects for Bangladesh to continue expanding its garment exports are encouraging.

Though there is a doubt about weather Babylon Group recognizes that there are legal and cultural environments in which factories operate. These ethical principles set forth the basic requirements of Babylon factories in order to do business with its customers abroad or not.

Babylon makes ceaseless effort to promote best practices and continuous improvement of ethical issues in all its manufacturing units. For easy access to the issues, Babylon posted contents in the Notice Boards of factories in both Bangla and English.

The issues are Principle 1 Laws & Regulation Babylon facilities operate in full compliance with the laws and regulations of the jurisdictions in which they manufacture. Principle 2 Employment Age Workers may not be younger than 18 years of age. Principle 3 Forced Labour Babylon facilities do not use involuntary or forced labour indentured, bonded or otherwise. Principle 4 Wage and Benefits Babylon facilities compensate their employees fairly by providing compensation packages comprising wages and benefits that, at the very least, comply with legally mandated minimum standards. Each employee is provided with a clear, written accounting for each pay period. Employees are compensated for overtime according to local law. Principle 5 Hours of Work Babylon facilities ensure employees hours worked shall not, on a regularly scheduled basis, exceed the legal limitations on regular and overtime hours in the jurisdiction in which they manufacture or 60 hours per week including overtime. Except in extraordinary business circumstances, all employees are entitled to one day off in every seven-day period.

Principle 6 Health and Safety Babylon facilities provide their employees with a clean, safe and healthy work environment, designed to prevent accidents and injury to health arising out of or occurring during the course of work. All Babylon facilities comply with all applicable, legally mandated standards for workplace health and safety. All the workers and staff enjoy free medical treatment. Company doctors are available full time. Principle 7 Discrimination Babylon respects cultural differences, employment including hiring, remuneration, benefits, advancement, termination and retirement based on ability and not on belief or any other personal characteristics. Babylon facilities do not discriminate on the basis of race, age, colour, national origin, gender, religion, sexual orientation, disability or similar factors. Principle 8 Harassment Babylon facilities treat all employees with respect and dignity. Babylon facilities do not subject employees to corporal punishment, physical, sexual, psychological or verbal harassment or abuse. Principle 9 Womans Rights Babylon facilities ensure women workers receive equal treatment in all aspects of their employment. Pregnancy test is not a condition of employment, and pregnancy testing to the extent provided by Babylon facilities will be at the option of the worker. Employees are not exposed to hazards that may endanger their reproductive health, and employees are not forced to use contraception. Fully equipped CRECHES are available for the female workers having babies. Principle 10 Monitoring and Compliance Babylon facilities maintain on site all documentation necessary to demonstrate compliance with Global Compliance Principles. Babylon and its subsidiaries undertake affirmative measures, such as announced and unannounced on-site inspections of production facilities, to monitor compliance with Global Compliance Principles. Babylon facilities allow customers representatives full access to production facilities, employee records and employees for confidential interviews in connection with monitoring visits. Child Development is only on paper not in the reality In order to nourish the future leaders of the country Babylon has taken up several initiatives like hand writing competition, drawing training session by eminent artists of the country especially for the disadvantaged children. These initiatives not only entertained them but also steered them to a new beginning. But the company does not provide any maternity facility. There is no policy for pregnant women; no guarantee about the job security after the long term vacation to foster the infants.

Poor health Service Apart from the mandatory health care facility there is no additional medical facilities the factory premises, the group runs a health center named Babylon Medical Services for the factory workers and the neighboring community. People can get prescription for a very negligible fee and buy medicines at just price but the problem is the doctor is absent most of the time and lack modesty. Relief & Rehabilitation Bangladesh, a land more known for its natural calamities, has been facing flood, drought, cyclones, tidal surge etc. quite regularly. In order to assist the disaster affected yet resilient people of the country, Babylon Group always extends support to them partnering with the government and other donor agencies. The group has been helping these affected people and also the people of the northern districts of the country who suffer from severe winter every year. Entertainment and Welfare Babylon Group does not pay special attention to its workers welfare and entertainment. Welfare activities for the workers include annual picnic and sports, fashion show and cultural program, publication of magazines etc. but only on papers. These benefits are mostly provided only to the employees; workers are ignored most of the time.

Babylon Group celebrated its 25th anniversary on 10th June, 2011 at Bangabandhu International Conference Centre, Dhaka. Low-cost Sanitary Napkin Softy Launched for Garment Workers A low-cost sanitary napkin especially for women workers of garments industry has been launched on March 05, 2011 at Hemayetpur, Savar in Dhaka. The proposed increase in Bangladesh's minimum wage has been criticized as insufficient by the National Garment Workers' Federation (NGWF), a leading Bangladeshi trade union and War on Want partner.

After convening last year for the first time since 2006, Bangladesh's national wage board has announced that it raised the minimum salary from 1,662 taka (15) per month to 3,000 taka. Under the new wage structure, however, garment workers will still face dire poverty. In Bangladesh the rising cost of food and other basic needs has led to worsening living conditions for the country's 2.5 million garment workers.

The NGWF demanded a guaranteed living wage of 5,000 take (45) for all garment workers, and spearheaded a pressure campaign that included sit-ins and demonstrations. The trade union is now calling on the wage board to reconsider its decision.

In addition to demanding a minimum salary commensurate with a living wage, the NGWF is campaigning for a halt to the creation a garment industry police force and the right to freedom of association. A longstanding partner of the NGWF, War on Want supports its campaign for a living wage for all garment workers.

he garment industry is by far the countrys most important manufacturer, earning around $5 billion annually and accounting for about two thirds of all exports. Bangladesh has about 2,500 garment factories with upto 10 million livelihoods dependent on it directly or indirectly. About 80 per cent of garment workers are women. The Ready Made Garments sector has more potential than any other sector to contribute to the reduction of of poverty. Despite the phenomenal success of the RMG sector the working conditions and wages of workers in the industry are cause for serious concern. Bangladeshs current position as a leading garments exporting nation needs to be consolidated. The economy-wide reverberations of failure would be disastrous. We believe it is in everybodys interest to sustain this industry an industry which changed the lives of so many people, particularly women, in Bangladesh.

he problems in this company pre-date the riots which took place just over a month ago and which were attended by deaths, injuries and the destruction of property. Over the years, hazardous working conditions have resulted in the

deaths of many workers through factory fires and collapses. The Spectrum Factory building collapse of April 2005 killed 64 people, injured over 70 and left hundreds jobless. In February 2006 a fire destroyed the four-story KTS Textile Industries in Bangladeshs port city of Chittagong again killing scores of mostly young and female workers. Workers, who are mostly young women, also face an acutely difficult working environment wages are low, hours are long, forced labor is practiced, child labor exists, sexual harassment exists, freedom is curtailed, whether it be locked doors or rights of association, and there are a multitude of other practices which go against international labor standards and codes of conduct (= non-compliance). At the level of legislation and business dealings, lack of implementation of laws, restrictive laws and unfair buying practices by buyers compound the issue of non-compliance.

hat has emerged quite emphatically is that for the Bangladesh industry to survive it has to take on board the issue of compliance with internationally recognized social, labor and environmental standards. There are many initiatives underway buyers have their corporate social responsibility initiatives, the government has set up task forces, there are the Memoranda of Understanding with the trade unions and the manufacturers and exporters associations. There are many stakeholders, and dialogue is imperative and all important. There needs to be the capacity and will amongst all the stakeholders, and particularly the government, to take forward and develop compliance and create an industry with an enhanced global image and global recognition of performance.

The Spectrum disaster of 2005 was supposed to have generated an impetus for change in the industry. The riots of May 2006 have again brought to the fore the need for urgent and meaningful change. The apparel industry in Bangladesh will face difficult challenges in 2008 when it enters a new trading environment. Aside from compliance, which is difficult enough, there are other issues of buyer practices, turnaround time, infrastructural development, trade development etc. Given this context, the urgency for change in this key and pivotal industry is considerable. This is not an option. It is a must in order to save the future of millions of Jamilas. The story of one such Jamila, for whom its a choice between joblessness and poverty on the one hand and unfair and unsafe work on the other, is what you will hear through the dance drama today. Everyone wins by having a strong industry.. The garments industry in Bangladesh needs to be sustained for the benefit of all.

n the field of industrialization, role of textile industry is found very prominent in both developed and developing countries. Economic history of Britain reveals that in the 18th Century the cotton mills of Lancashire in Britain ushered in the first industrial revolution of the world. Moreover, during the last 200 years or more many countries of the world have used textile and clothing industry as an engine for growth and a basis for attaining economic development (Ahmed, 1991). Over the past few years garment industry is found to have played such an important role in the process of industrialization and economic growth. This industry is infect trying to put the wheel of her declining economic back to the track by giving essential life blood to it. The growth of garment industry in Bangladesh is a comparatively recent one. In the British period there was no garment industry in this part of the Indo-PakSub-Continent. In 1960 the first garment industry in Bangladesh (Then East Pakistan) was established at Dhaka and till 1971 the number rose to give (Islam, 1984). But these garments were of different type intended to serve home market only. From 1976 and 1977 some entrepreneurs came forward to setup 100% export oriented garment industry. Both domestic and international environment favored the rapid growth of this industry in Bangladesh. By mid-seventies the established developed suppliers of garments in the world markets i.e. Hong Kong, South Korea, Singapore, Taiwan, Thailand, Malaysia, Indonesia, Srilanka and India were severely constrained by the quota restrictions imposed by their major buyers like USA, Canada and European Union. To maintain their business and competitive edge in the world markets, they followed a strategy of relocation of garment factories in those countries, which were free from quota restrictions and at least same time had enough trainable cheap labor. They found Bangladesh as one of the most suitable countries. Available records show that the first consignment of garments was exported from the country in 1977 by Reaz and Jewel Garment. Desh Garment was the first biggest factory that started functioning at Chittagong in 1977. In fact that was the humble beginning of new joint venture garment factory in Bangladesh. Thereafter many entrepreneurs became interested and started to setup garment factories following the Desh garment and realizing the future prospects globally as well. Available records also show that one of the reasons of the growth of garment industry in Bangladesh is the collaboration of a local private garment industry,

Desh garment with a Korean company, Daewoo. As part of its global strategies, the Daewoo Corporation of South Korea became interested in Bangladesh when the Chairman, Kim Woo-Choong, proposed an ambitions joint venture to the Government of Bangladesh which involved the development and operation of tire, leather goods, cement and garment factories (Rock, 2001). South Korean Company, Daewoo, a major exporter of garments, was looking for opportunities in countries for using their quotas subsequent to the signing of MFA in 1974. Because of the quota limitation for Korea after MFA, the export of Daewoo became restricted. Bangladesh as a LDC got the opportunity to export without any restriction and for this reason Daewoo interested to use Bangladesh for their market. The reason behind this desire was that Bangladesh will depend on Daewoo for importing raw materials and at the same time Daewoo will get the market in Bangladesh. For this desire Daewoo signed a five years collaboration agreement with Desh Garment. It included collaboration in the areas of technical training, purchase of machinery and fabric, plant setup and marketing in return for a specific marketing commission on all exports by Desh. The outcome of the collaboration of Desh-Daewoo was significant. In the first six years of its operation, Desh export value grew at an annual average rate of 90 percent reaching more than $ 5 million in 1986-87. The Table-01 shows that the growth was very slow till 1977 and got momentum from 1977 to 2005-06 in terms of number of industry. But the compound growth rate was highest till 1981 and the rate was very good during 1989-90 to 1994-95 and thereafter i.e. 1994-95 to 2004-05, the industrial growth has been declined though the numbers of industries have been increased. The capacity as well as number of equipments is very good indicator to examine the actual position of the garment industry as well as size of the industry. Bangladesh has made a spectacular achievement in export of garments


products during the last two decades. It ranks fifth in the buyers list. Buyers from US and Europe prefer the quality of fabrics for apparels coming from Bangladesh. Babylon Garments Ltd, supplies products to mainly USA, Europe and some Scandinavian countries and they had a good reputation of giving the supply on time.

In Babylon Garments ltd there is no child labor. However sometimes there


are some female employees who seek works that are married and have children of their own. It is difficult to know the real age of the applicant, and sometimes mistakenly child labor is hired.

Excluding some exception there is no child in the labor force of Babylon Garments Limited. As Babylon is planning to have proper recruitment process they can overcome this problem very soon. As there is no child labor there is no question of forcing the labors to work. Babylon Garments dont believe in this type of policy.

Since the country lacks electricity supply load-shedding became a regular thing. Having power generator will surely increase production and Babylon will be able to product according to schedule.

Babylon Garments is a conglomerate of different business units. It has RMG,


knitting, oven, dying, fashion and embroideries sectors. Having this much diversified industry obviously enabled the company to perform faster than any other competitors who are concentrated in single industries. Product quality will also be much better since Babylon has invested in all the related industry so every business units know what kind of product they are needed to produce to match the quality and standard of the market.

lthough Babylon Garments provides training for all its employees and workers but they do not have specified training and development program designed with respect to positions and responsibilities of the workers. The system is very much the same where the newly recruited ones have to be under someone already with experience and then they learn the job at the work place. With an aim of earning international reputation this process of training can turn out to be a big setback.

In case of increments of the workers Babylon Group puts more emphasis on performance irrespective of how long that employee has worked in the organization. So in a word the company is not putting the seniors or experienced workers under preference when it comes to promotions and increment. These are the factors which create conflict among the employees and the employees are busy with their stuff so if situation arise to control the management doesnt play its role fully.

hile recruiting a worker in the factory there is no written contract is signed in most cases. It is very common that workers sign in a paper which does not secure anything about that worker. The authority upholds the right to fire any worker at any point of time without showing any reason. Since there is no union the worker can do nothing about this kind of anarchy. Lack of job security put enormous pressure on the workers so they work as hard as they could to not to get fired. This is very unhealthy environment for any worker.

here is a surplus of labor in the labor market of Bangladesh. Due to the high population growth rate and tendency of people to move toward the capital of the country there is a huge surplus of cheap unskilled labor in the country, especially in the capital.

This excess capacity will reduce the wage level of existing and new workers in the market. Though most of these worker are semi-skilled or unskilled; wage of skilled labor will also be affected for this surplus. As a result the living standard of poor workers will touch a new bottom.

he constitution of Bangladesh has recognized fundamental rights of the workers at work places including necessary social protection. Globalization and changing economic condition influencing traditional workplace values, nature of employment, working condition, welfare facilities, industrial relations and contemporary social protection system. The introduction of free market economic policies, unbalanced economic and industrial reforms posed serious challenges to job security and social protection of workers in different sectors. But many of these are violated in different ways. Managements are always findings new loopholes of law to bypass and maximizing profit while the workers are bleeding to death.

here is no structured organized union in Babylon Garments. The entire company is highly fragmented and there is no evidence unity among the workers across different facilities. The unions that are present in the factories are not that much active and have very little control over the management; especially when it comes to decision making regarding the workers. From the research it is also evident that the actual relationship between management and unions are not very much friendly in most scenarios.

he management is always profit oriented. If the management sees that they will earn some extra bucks by firing hundreds of workers they will not hesitate to take initiative. Though it seems that the management has been caring to the workers but when it comes to the cash balance the scenario changes rapidly. Even if workers want to get united the structure itself is an obstacle to their way. This is why the emergence to get united before anything comes up is important more than ever.

fter a violent episode of sticks and when enough worker have bled the government finally realized the gravity of the situation and increased the minimum wage of garments to taka 3000. Previously it was around 1600 taka. Now the surprising part is that though it was assumed for a moment that government is sympathetic to the worker but soon people saw the real truth. Taka 3000 (including benefits) per month is not even close to live in a city like Dhaka. Many garments owners are now pays at the minimum rate. This is inhuman to pay such insulting amount. Even after the raise it is still the lowest wage of garments workers around the world.

he government has set a minimum wage for various categories of workers but there was clearly mentioned that there should be no discrimination based on age, sex or any other non-related factors. The female workers are being discriminated in the whole garments industry. Male workers are getting more wage than a female only base on gender. A male worker is getting 30%-100% more than a female worker working same kind of job. Even the workers lack awareness about this issue.

hough the wages are low, the working hours are very long. Factories claim to operate one eight hour shift six days a week. To meet delivery deadlines, however, workers are virtually compelled to work after 8pmat night. Sometimes they work till 3am in the morning and report back to start working again five hours later at 8 am morning. Workers are asked to work whole month at a time without a single day off, in contravention of the factory act, which stipulates that no employees should work more than ten day consecutively without a break. The management simply breaking the law to meet the buyers deadline. But they are not thinking the health and work environment of the factory and the workers.

n the garments industry the facility to train workers is minimum. In most cases there is no training program for worker. Usually unskilled workers take the job and learn from his/her coworkers. The on-the-job training style is good but it also reduces the efficiency of the total production. Moreover by this management get to hire the unskilled labor at a cheaper cost. After some days when the workers learn the job and become skilled but hi/her salary does not increase as a skilled labor. This way labors are discriminated.

he oven machineries release lot of toxic chemical and wastage. This toxic wastage is later dumped into rivers. The environmental issues are totally ignored here. Moreover the workers that are in direct contact with this wastage will have serious health issue in the long term. Since most of the workers are uneducated they are not concerned about these issues and the management is taking benefits from it. This is highly unethical and in some cases illegal.

There is no organized union in Babylon Group. Because of this the workers dont have enough opportunity to talk about their problems. There are discrimination and low minimum wage is happening but the workers dont have any rights to voice their sufferings. Thats why there is an urgent need for union in Babylon group.

Recommendation To understand and motivate the workers better Babylon group should have an organized union. We know that without the formation of a proper union the workers would not learn about their rights and would not be able to help themselves. If there is a union then the workers would know that they have the power to speak up. This would motivate them to work hard for the organization. The union leaders would also be able to motivate the workers. So the workers union should be formed as fast as possible.

Justification: Workers are the core strength of any garments industry. A happy satisfied worker would work hard for his job and make his boss happy as well. In contrast unhappy workers would hate his job and work halfheartedly. There can be lot of reasons for unhappiness among workers. Workers union is there to take care of workers grievous and help them have a happy working condition. A union helps the workers to feel empowered and protected in the company. This is why there are a lot of laws regarding labor laws and their right to form unions in Bangladesh.

For this they have to solely rely on their buyers design and dont have the chance to step up with a new design of their own. Justification: proper training program gives the company a lot of advantages. Through training even unskilled labors can turn into assets. This is why every labor based companies should have an elaborate training programs and workshops. They need to continue training beyond initial qualifications to maintain, upgrade and update skills throughout their working life.

Through training in a normal working situation, using the actual tools, equipment, documents or materials that trainees will become more efficient in using those when fully trained. There are lots of expensive machineries and without a trained workforce they can damage their machineries as well. This is why there should always be training programs.

s there is not any union in Babylon group, there is not any job security of the workers. They dont have any contract and they can let go of any workers anytime without any specific reason. This should not be happening in a big group like this.

Recommendation job security is always needed to motivate the workers. Without the security the workers would always be concerned about their jobs and be less productive. So Babylon should come up with a contract and specific regulations of employment and firing in accordance with the Bangladeshi laws. The HR department has to work hard for this and think of the best employment contract. As a part of a civilized country its people has rights to be employed or be fired with proper justification. Having a workers union would help here a lot. The union would provide protection to its workers and help them stay employed if there is not a proper justification of the dismissal of that person.

ven though the govt. has increased the wages of garment workers the amount is still inhuman and insulting. As Dhaka is the costliest city of Bangladesh it is not possible to live here with that small amount of wages. With tk. 3000 as the minimal amount, it is hard to live a life when inflation is so high.

Recommendation o ensure a better living of the workers they should be paid more. It is inhuman to pay such small amount and still make them work longer hours. There are lots of factories who do not even pay much overtime and as there is no union the workers can say nothing about it. As long as the betterment of life is concerned it is the employers job to pay more or at least pay an amount with which a person can live. This is where there is really a need of proper union. With a union to protect the employers would have never paid such low amount. Also proper overtime needs to be paid when the workers are working long hours. This overtime would help workers earn some extra for their work. But there should also be a limit of overtime. Workers should not work more than 12 hours a day even while on overtime payment.

Justification: reviously the minimum wage was around 1600 taka. Now it has been raised to Taka 3000 (including benefits) per month which is not even close to live in a city like Dhaka. In this time of high inflation rate, this small amount of money can barely provide the three meals of a day. On the other hand factories claim that they operate one eight hour shift six days a week. To meet delivery deadlines, however, workers are often working after 8pm at night. Sometimes they work till 3am in the morning and report back to start working again five hours later at 8 am morning. By doing this the companies are ignoring govt. policies. Also the overtime amount paid is often not sufficient compared to the work being done.

age discrimination is still there and it is mostly in the garments sector as a lot of women work there. Men still gets paid a lot more than women for same amount of work and there is none to solve this issue. The govt. has specific laws against discrimination but the companies are not following that all the time.

Recommendation o avoid any discrimination the companys wages policy should be strictly in line with govt. policy. The company should follow these practices accordingly. Also the workers should know about their rights as well. If there was a union there then the union would have worked against this. It is the duty of union to ensure than employee rights are being taken care of and they would work for the equality in workplace.

Without a union working for the workers it is hard to voice their problems. So to erase this problem as we have suggested earlier a union needs to be formed immediately. This way the workers can say that they are being discriminated and try to find a solution in cooperation with the management.

Justification: ender discrimination is a serious violation of law and has a direct negative impact of a companys brand image. As being a large group there should not be gender or any kind of discrimination in a company. Garments main workers are largely women and because of the\m this industry is doing so well. Now if they are being discriminated then it creates a social problem. Company needs to have strict policies against this and should always try to avoid discrimination of any kind.

Discrimination is a social problem and it makes a country look bad in the global market. Garments industry is highly globalized as most of its job is in concern with global buyers or suppliers. If a company does these sorts of practices then its goodwill gets ruined and it might end up losing its business.

To form a union the workers would have to take vote from all he workers. When most of the workers are in favor of union they would file a petition to the managers and ask for the formation of union.

The employees of Babylon Group have to do this. They would come up with the proposal to the management to grant them the formation of union.

As soon as possible the union has to be formed.

Babylon Group does not have a proper product development and designing
sector. For this they have to solely rely on their buyers design and dont have the chance to step up with a new design of their own. The directors of Babylon would have to make this decision. They should hire and recruit good Creative designers who would work for them. They should be trained and well educated about the world trends.

The top management should implement this and recruit Creative designers.

This should be done in headquarter of Babylon group. Also they can hire student designers who can come up with new edgy designs.

As soon as possible this needs to be done.

Also to improve the workers Babylon should give them training on how to produce more efficiently. They can also train them so the workers would work harder and produce better.

HR department should come up with a new efficient training program with the
objective of making its workers more efficient and productive. The training program has to be specific on different types of jobs so that employers can utilize most of the training given to their workers. They need to continue training beyond initial qualifications to maintain, upgrade and update skills throughout their working life. As there are lots of expensive machineries, without a trained workforce they can damage the machineries as well. For this there should always be training programs for the new comers as well.

The HR department would come up with the whole training program and how to give training and whom to give the training to. The training would be given for a specific time period and the objective of training should be cleared to the workers.

By the HR department these traing should be given to underperformers or the workers from whom the company expects more.

This should be implemented in every factory of Babylon Group.

This has to be done as soon as possible. The HR department needs to come up with the plan as soon as they can sort out the people who needs training.

As there is not any union in Babylon group, there is not any job security of the
workers. They dont have any contract and they can let go of any workers anytime without any specific reason. This should not be happening in a big group like this.

A job security is always needed to motivate the workers. Without the security
the workers would always be concerned about their jobs and be less productive. So Babylon should come up with a contract and specific

regulations of employment and firing in accordance with the Bangladeshi laws. The HR department has to work hard for this and think of the best employment contract. As a part of a civilized country its people has rights to be employed or be fired with proper justification. Having a workers union would help here a lot. The union would provide protection to its workers and help them stay employed if there is not a proper justification of the dismissal of that person.

The HR department has to come up with the full employment policies and
agreements. They would take care of the laws and be according to it. Employers always have to reason their decision about the dismissal of a worker. The union should be active about voicing their problems. They need to go for a collective bargaining with the managers and make sure that their jobs are secured and well planned. The HR department should say what the procedures of dismissal would be.

The union first needs to recognize this problem and talk to the managers. Then the HR department would come up with new policies that favor both the parties.

This should be done in the cooperation of union and management. The workers rights would be taken care of.

This should have been done in every factories of Babylon.

This has to be done as soon as the union is formed. It would be the union first duty to ensure their job security.

Even though the govt. has increased the wages of garment workers the
amount is still inhuman and insulting. As Dhaka is the costliest city of Bangladesh it is not possible to live here with that small amount of wages. With tk. 3000 as the minimal amount, it is hard to live a life when inflation is so high.

To ensure a better living of the workers they should be paid more. It is


inhuman to pay such small amount and still make them work longer hours. There are lots of factories who do not even pay much overtime and as there is no union the workers can say nothing about it. As long as the betterment of life is concerned it is the employers job to pay more or at least pay an amount with which a person can live. This is where there is really a need of proper union. With a union to protect the employers would have never paid such low amount. Also proper overtime needs to be paid when the workers are working long hours. This overtime would help workers earn some extra for their work. But there should also be a limit of overtime. Workers should not work more than 12 hours a day even while on overtime payment.

The management should consult with the directors about raising workers
wages. The wages also should be discussed with the finance department to come up with a plan which would raise the wages and also give company the freedom to enjoy as much profit as possible. Giving them more salary would motivate them more to work more and produce more. As a result the company

would be able to sale on greater scale and also export to other countries. This is a great way of motivating the workers and Babylon already has enough profit margins so it would not put the company at loss to pay more.

The managers and the finance department would come up with a new wage plan. They can also offer some benefits to the employees to make them work efficiently. Overtime has to be paid accordingly as well.

The wages of the workers should be raise.

It would be implemented in every factories of Babylon Group.

It should be implemented as soon as possible since the company needs to be more efficient in order to do business properly.

Wage discrimination is still there and it is mostly in the garments sector as a


lot of women work there. Men still gets paid a lot more than women for same amount of work and there is none to solve this issue. The govt. has specific laws against discrimination but the companies are not following that all the time.

To avoid any discrimination the companys wages policy should be strictly in


line with govt. policy. The company should follow these practices accordingly. Also the workers should know about their rights as well. If there was a union there then the union would have worked against this. It is the duty of union to ensure than employee rights are being taken care of and they would work for the equality in workplace.

Without a union working for the workers it is hard to voice their problems. So to erase this problem as we have suggested earlier a union needs to be formed immediately. This way the workers can say that they are being discriminated and try to find a solution in cooperation with the management.

The company should take a stand against discrimination. They need new
employment and wages policies to remove gender discrimination of their factories. Gender discrimination is a serious violation of law and has a direct negative impact of a companys brand image. As being a large group there should not be gender or any kind of discrimination in a company. Company needs to have strict policies against this and should always try to avoid discrimination of any kind. If the company continues these sorts of practices then its goodwill will get ruined and it might end up losing its business.

Managers would take care of workers problems to make them feel that they are being taken care of. They need to follow govt. rules and regulations and should not go against it. The female employees should be paid same as male employees if they are doing the same job. No exceptions should be allowed in this matter.

The management needs to take steps towards erasing discrimination.

This should also be implemented in every factories of Babylon Group because those workers are the people who needs help the most.

This is a problem which needs to be worked on all the time. They should start working on this as soon this possible.
