HSE Considerations

OCM should ensure, before any work on any location is carried out, that they and
their contractors are fully informed of the circumstances of the respective activity
(e.g.):

• Presence of LSA
• High pressure pipe lines or control lines
• H2S
• Underground cables/pipe lines
• Special environmental aspects.

The Area Superintendent should be approached for the necessary permits to work in
all cases (new locations re-entry/workover locations location restoration).

Drilling Location Construction

Definitions Platform
The levelled area where the rig and all associated equipment are located and
generally measures 125 x 98 m.

Cellar
Concrete pit 4 x 3 x 2.75 m inside containing a conductor (24in or 30in).

Waste Pit
Pit required to accumulate drill cuttings and waste mud.

Cement Pit
Pit required to receive spilled and left over mixed cement and cement wash water.

Septic Pits
These pits are used to receive the rig and campsite kitchen and caravan ablution
drains.

Trash Pit
A small pit used to burn domestic and industrial refuge.

V.S.P. Pit
Pit of 4 x 4 x 4 m. is to be filled with mud or water and is used for seismic survey
logs.

Flare Pit
Located at the end of the horizontal flare in and is used to receive oil and oil/gas
contaminated mud during well killing operations.

Note:
Oil Test Pit: This pit was used in the past to receive oil produced during a
production test. No longer constructed since '92.

Burner Pit: This pit was used in the past to locate the flare or burner and contain
spills/carry over. No longer constructed since '92.

Location Site Clearing and Stripping


Platform is to be cleared of all the debris, bushes and trees. However, note that trees
with a trunk diameter in excess of 10 cm may only be removed after written
permission from ODE/HSE.

The platform is to be stripped of unsuitable materials, removing soft spots as


required. Where fill is required the material shall be spread in even layers and
compacted by a vibration roller

Levelling
Drill site platform shall be levelled to the required dimension as indicated on Figure
(4.i). Fill area should be back filled at layers no more than 20 cm evenly spread,
watered and compacted. Finishing is to be done by fine grading the compacted
materials, watering and steel wheel rolling to seal the surface and provide an all
weather access.

An area called 0.0 (where the rig foundation is located) should be levelled +/-1 cm
from the top of the cellar. The remainder of the platform should be levelled 10 cm
(see Figure (4.i))..

Surface materials shall conform to standard sieve grading specification (see table in
Road Construction, Standards).

Along the excavated edge of the location a 0.3 m deep drain is to be provided.

Cellar
A cellar with conductor hole shall be excavated as per Figure (4.ii).

The conductor pipe has to be installed as plumb as possible (max. deviation <2 cm
per 5 m).

The conductor pipe is to be free of dents and drifted as follows:

• 30in conductor 28in drift


• 24in conductor 23in drift

Cellar walls and bottoms should be constructed from re-enforced concrete. Cellar
walls should have a minimum thickness of 30 cm.

No back fill of other materials between the cellar wells, bottom and the ground.

continued Concrete fill around the conductor pipe and the cellar floor has to be poured in
one phase.
The concrete surface shall be free of honey-combs or exposed aggregate. Cement
ratio 300 kgs/m3 class B range of aggregate no.4 (see following table).

Pits
Pits are to be excavated as per Figure (4.i) and the waste pit as per Figure (4.iii).

The volume of the waste pit is designed for 4 000-4 500 m3.

In those cases where the terrain of the location shows that the waste pit is located in a
low laying area or on a down ward slope and the location higher, bund walls can be
constructed to contain the waste mud and cuttings.

Note: The waste pit has always to be accessible for vacuum trucks. It has to be
constructed in such a way that restoration is feasible.

Road See Figure (4.iv) and (4.v)


Construction

Road Bed
After staking the road, construction should be done as follows:

• Strip an 11 m sub-base (minimum 10 cm deep).


• Water and compact the sub-base before adding a base layer.
• Soft spots should be excavated and back filled with gravel in layers not exceeding
20 cm.
• Longitude sub-base levels to be kept with in 10 %. Cuts and fills are to be made to
stay within this parameters.

Road Road Design


Construction, • Curves between 2 striates R=1000 m.
continued • Out side curve is to be raised 20 cm above the inside curve.
• Road curves at junctions for inter-section shall have a minimum radius of 50 m.
• Road surface shall be visible for a distance of 350 m at a height of 1.5 m in the
road centre.
• The “crown” of the curves, 1 m. should be added to the width, (so 8 m. instead of
7 m).

Culverts
Culverts will be placed taking advantage of the natural drainage.

Culverts shall be installed with the bottom below the ditch line but not more than
8 cm below ground level and shall be installed with a minimum of 30 cm of cover.

Camp Area See Figure (4.vi).

Camp Location
98 x 40 x 0.25 m.
The camp has 2 pits:

• Septic pit 3x3x3


• Trash pit 10x4x3

The camp should be located up wind from the well site and at a safe distance to
assure that in case of hydrocarbon or H2S release this does not reach the camp The
prevailing wind in the Deir Ez Zor area is westerly to north westerly. The rig and
camp should be separated 400 m minimum and 500 m maximum. It should be
avoided to have road crossings between rig and camp (see ODE alert 96/004).

The compression strength at the platform should be at least 120 psi.

All surfaces should always be able to sustain all-weather activity, including the usual
amount of vehicle movement. Quality of material and of work execution should be
such as to guarantee this. In this respect, consideration should be given to special
seasonal geographic aspects in the choice of materials for such locations (e.g. winter
period, Sabkha, proximity to River etc. ).

Workover Location Construction

Note: As the workover location construction requirements may vary considerably from well
to well due to the nature of work over or size of rig, a well specific requirement note
will be initiated by the Drilling Supervisor.

This request will include a drawing with minimum dimensions for the platform, the
zero - zero area and the waste pit size (see Figure (4.vii)).

Levelling, Clearing and Stripping


These activities are to be executed as per specifications indicated on the work over
location construction request and up to the standards as indicated in Drilling
Location Construction, Clearing and Stripping and Levelling.

Cellar
The cellar is to be emptied and checked for cracks or damage. Damaged or collapsed
cellars are to be repaired as per specifications (see Drilling Location Construction,
Cellar).

Pits
Pits are to be excavated as per Drilling Supervisor instruction, (see Figure 4.vii).

Note: The waste pit has always to be accessible for vacuum trucks.

Roads
Access roads are to be surveyed and restored to the original condition.

Camp Location
The camp location is to be constructed as per Drilling Location Construction,
Camp Area. Note that the need for a septic and trash pit will be requested on the
notification fax to OCM as the work over rigs normally dig these pits themselves.

Standards
The standards as specified in Drilling Location Construction, Standards.

Wellsite Restoration

Note • This scope covers the Civil Engineering aspects of the restoration of drilling and
work over locations of wells handed over to Production Department.

• When the well completion is finished, ODE/95 will raise a job order for the
restoration, and OCM should ensure that he has this job order before beginning
work. The well site status at that time may be different from when it was handed
over from ODE/5 to Production Department. OCM is requested to record and
report any differences to ODE/95 (by observing actual well site status compared
with status recorded in the handover form from ODE to Production Department).

• The instructions below apply to restoration after both initial completion and later
workovers.

• OCM should ensure, before any work on any location is carried out, that they are
fully informed of the circumstances of the respective Production Department asset
(e.g. presence of LSA, high pressure in pipe lines or control lines, H2S, hot lines,
underground cables or pipe lines, etc.). The Area Superintendent should be
approached for the necessary Permit to Work.

• When site restoration is finished, OCM should formally hand back the location to
the Area Superintendent and should inform ODE/95 in writing that the restoration
is finished.

Location Waste Pit


Restoration in • Recover mud and cuttings.
Desert Areas
• Spread all mud and cuttings evenly near or on the location. To accelerate the
drying process the layer should be limited to 20 cm. Verify that cuttings are dried.
• When the drying process is complete back fill the waste pit with the dried mud and
cuttings.
• Compact the waste materials every 50 cm, with a bulldozer.
• Cover the dried mud with excess materials left from excavation operations.

Note: Ensure on completion that the waste pit blends in with the surrounding
landscape and is dome-shaped to avoid forming of pools during the rainy
seasons.

Flare Pit and VSP Pit


• Heavy oil residue usually mixed with sand is to be recovered and dried with the
recovered mud and cuttings.
• Flare pit to be back filled with the original soil and blended with the surrounding
landscape.
• V.S.P. pit to be back filled in the same fashion as the Flare pit.

Trash Pits
• Collect all combustible material and rubbish from within a 200 m radius of the
well head.
• Burn the waste.
• Back fill Trash Pits and compact the fill material.

Platform / Location
The drilling platform is to be graded, all bund walls created by previous excavation
are to be levelled and blended with the surrounding landscape.

As the camp site is considered part of the location, it must be restored to the same
standard as the drilling platform.

Location The programme for locations in agricultural or close to build up areas is the same as
Restoration in for the desert locations. In addition, the gravel used for the drilling platform has to be
