OF THE DEMOCRATIC LEFT PARTY
Section 1 - Membership
(1) Membership in the Democratic Left
Party (the ”DLP”) shall consist of all
those taking the whip of the DLP in the
Belarusian Parliament.
(2) All members of the DLP must be
rgistered members of the DLP.
(3) The Whip of the DLP shall be offe-
red to all persons elected as official can-
didates of the DLP.
(4) A person who applies for member-
ship in the DLP who previously have
held a leading role in another party must
have their membership approved by the
National Executive Committee.
Section 2 - Organisation
(1) The DLP shall have a Leader and
such deputies as the Leader wishes to
appoint.
(2) The DLP shall have a National Ex-
ecutive Committee (the ”Committee”)
consisting of the leader and one deputy,
the Chairperson of the Executive Com-
mittee (the ”Chairperson”) and one de-
puty.
(3) The Leader and Chairperson may
not be the same person, nor may a de-
puty of one be the other or a deputy of
the other.
Section 3 - The Leader
(1). The Leader must be a member of
the National Assembly and a member of
the DLP.
(2). The Leader is considered to have
vacated the office in the event of an un-
explained absence lasting more than 3
days, disability, death, or by tendering a
letter of resignation to the Chairperson.
(3) A vacancy of the Office of Leader of
the DLP will be filled by means of an
election using Ranked Choice Voting.
All candidates must be nominated by
another member of the DLP, in writ-
ing too the Chairperson, no more than
three days after a date specified by the
Chairperson. The poll shall last three
days after the close of nominations and
results must then be announced by the
Chairperson.
(4) During a period of vacancy a deputy
leader as appointed in Section 2(1) shall
assume responsibilities of the Leader
and appoint an Acting Deputy Leader.
(5) The Leader shall appoint a Front
Bench team which shall form a Cabi-
net Government, or act as Opposition
of the Government. The Leader of the
DLP shall also the Party’s official candi-
date for Chancellor.
(6) The Leader is responsible for the
DLP’s performance in Parliament.
(7) Leadership elections are to be held
immediately following the elections of
the Supreme Court each sitting using
the procedure outlined in Section 3(3).
Section 4 - The Committee
(1) The Chairperson shall be elected by
Ranked Choice Voting. The Leader shall
solicit nominations in writing for a peri-
od of three days after declaring the office
of the Chairperson vacant, Section 4(2).
Voting shall continue for three days af-
ter the end of nominations, after which
the Leader must announce a result.
(2) The Chairpersonship shall be consi-
dered vacated if there is an unexplained
absence lasting more than 3 days, disa-
bility, death, or a letter of resignation is
tendered to the Leader of the DLP.
(3) The Deputy Chairperson who shall
sit on the Committee shall be the person
with the second highest vote total in the
chairperson election.
(4) The Chairperson shall be responsible
for election strategy and the promotion
of the DLP nationally.
Section 5 - Conduct and Representa-
tion
(1) All Members of the DLP shall be
bound by the constitution of the DLP
and its rules, expectation, and require-
ments.
(2) Members of the DLP shall not de-
fame or bring the DLP into disrepute
through their words or actions, or act in
a manner unbecoming of a Member of
the National Assembly.
(3) Any member of the DLP may pro-
pose a motion to the party. It shall be
debated for at least one week and then
voted on for 48 hours. Motions may be
on any subject and are not binding ex-
cept in the such cases as:
(A ) Suspension of a member of the
DLP for a period of no more than two
weeks.
(B ) Expulsion of a member of the DLP
permanently, this will require a two-
thirds majority.
(C ) A Motion of No Confidence in the
Leader. After which the Leader must
tender his or her resignation to the
Chairperson.
(D ) A Motion of No Confidence in the
Chairperson. After which the Chairper-
son must tender his or her resignation
to the Leader.
(E ) A Motion to amend the Constitu-
tion of the DLP.
(4 ) The Leader May suspend a member
of the DLP for a period of 3 days. And
must provide a reason for the expulsion
to the membership of the DLP
(5) A Member of the DLP may be sus-
pended for up to one week by a vote of
the Committee.
