2.3 Сертификация
1. Все оборудование должно быть сертифицировано согласно требованиям
соответствующих органов Республики Казахстан, как подробно описано в заявке на
материалы.
2. Оборудования и материалы, импортируемые в Республику Казахстан, подлежат
сертификации до их ввоза и монтажа, в соответствии с требованиями
государственных органов Республики Казахстан.
3. Заказчик выбирает и назначает аттестованную казахстанскую компанию для
определения требований и координации действий между Заказчиком, Поставщиком
и государственными органами Республики Казахстан. На основании изучения
документации Поставщика данная казахстанская компания определит требования
по сертификации и предоставит рекомендации по оформлению заявлений на
получение разрешений прежде, чем они будут поданы в соответствующие
государственные органы.
4. Заказчик окажет содействие Поставщику по вопросам ввоза в Республику
Казахстан, обеспечив, при необходимости, получение сопутствующих
сертификатов. Казахстанские поставщики несут единоличную ответственность за
оформление необходимых сертификатов на территории Республики Казахстан.
5. Требования ко всей документации, прилагаемой к заявлениям на получение
разрешений, будут определены в рамках Заявки на покупку.
3.0 ТЕРМИНОЛОГИЯ
3.1 Сокращения
В настоящем документе используются следующие сокращения:

3.2 Определения
В настоящем документе используются следующие определения:
Компания «Тенгизшевройл» (ТШО).
Заказчик Сторона, размещающая заказ на покупку или присуждающая контракт.
Заказчиком может являться Компания или уполномоченный Компанией
агент.
Подрядчик Любой поставщик услуг для Компании, включая консультантов.
Поставщик Любой вендор, продавец, провайдер или поставщик товаров для
Компании.
4.0 ВВЕДЕНИЕ
1. В настоящих технических условиях изложены только технические требования.
Объем поставок, требования к документированию и все прочие коммерческие /
контрактные требования к техническим условиям на поставку изложены в
соответствующей заявке на материалы.
2. В настоящих технических условиях содержатся функциональные требования к
стандартным схемам ТШО по автоматическому и ручному включению резерва
высоковольтных и низковольтных распределительных щитов и щитовых станций
управления электродвигателями.
3. Настоящие технические условия необходимо читать совместно с указанными
техническими условиями и схемами управления, защиты и измерений
распределительных устройств.
4. Компоновка и подключение электрических цепей защиты, измерений, управления,
блокировки, телеметрического отключения и т.д. распределительного устройства и
систем управления следует производить согласно однолинейной схеме, листа(ов)
технических данных и схем управления, защиты и измерений.
5. Стандартная схема включения резерва ТШО состоит из двух элементов:
a. Схема автоматического включения резерва для включения секционного
выключателя при потере питания по одному из вводов.
b. Схема ручного включения резерва без разрыва цепи для переключения между
одно-концевым и двухконцевым режимом без прерывания электропитания.
6. В настоящих технических условиях содержатся минимальные требования к
функционированию каждой схемы, применимой к:
a. Распределительному щиту питания нормального режима, который состоит из
двух секций шин А и В, каждая питается от своего нормально включенного
вводного выключателя и которые соединены между собой посредством
секционного выключателя АВ, который в нормальном режиме отключен.

1.0 SCOPE
This specification defines the requirements of the automatic and manual transfer schemes for
high and low voltage switchboards & motor control centres for use on projects in Tengiz,
Republic of Kazakhstan. It covers schemes suitable for switchboards with two bus-bar
sections, two incomers and one bus-tie circuit breaker, and also 380V switchboards with an
additional standby bus, incomer and bus-tie circuit breaker.
1. The ATS (Auto Transfer Scheme) is electrical equipment that automatically transfers
electrical loads from a normal power source to a standby power source in an open
transition (break-before-make) operation; retransfer to the normal source is performed
manually via a closed transition (make-before-break) operation.
2. When applicable, a manual, open transition break-before-make retransfer can be
provided.
3. Fast transfer schemes or devices are not within the scope of this specification.
2.0 REFERENCES
1. All works and materials shall conform to the requirements of the GOST and SNiP Codes,
Standards and Specifications, National and International Codes and Standards as listed in
this specification.
2. Where a GOST or SNiP specifies a requirement which is at variance with this
specification the most stringent requirement shall apply.
3. Where no acceptable GOST’s or SNiP’s Codes and Standards are available equivalent
internationally recognized codes and standards may be proposed by Contractor / Supplier
for Purchaser acceptance.
4. The following documents are referenced herein and shall be considered an integral part of
this specification except as otherwise noted.
5. Use the edition of each referenced document in effect on the date of the publication of
this Specification. Where a referenced document has been subsequently revised Purchaser
shall be advised in writing.
2.3 Certification
1. All equipment shall be certified in accordance with the requirements of the relevant
authorities in the Republic of Kazakhstan as detailed in the material requisition.
2. Equipment and materials imported into the Republic of Kazakhstan are subject to the
permitting requirements of RoK Government Bodies prior to importation and installation.
3. The Purchaser will select and appoint a licensed RoK Company to identify the
requirements and manage the interface between the Purchaser, the Suppliers and the RoK
Government Bodies. The RoK Company will identify the certification requirements
through the review of the Supplier documentation and make recommendations for
permitting applications prior to submittal to the applicable Government Bodies.
4. The Purchaser will assist the Supplier of items to be imported into the RoK by obtaining
the associated Certification where necessary. RoK based suppliers shall be solely
responsible for the supply within the RoK of necessary certification.
5. The requirements for all necessary documentation to support the permitting applications
will be detailed as part of the Purchase Requisition.
3.0 TERMINOLOGY
3.1 Acronyms
The following abbreviations are used in this document:

RCP Remote Control Panel
3.2 Definitions
The following standard definitions are used within this document:
Company Tengizchevroil (TCO).
Purchaser The party who awards the purchase order or contract. The Purchaser may be
Company or Company's authorised agent.
4.0 INTRODUCTION
1. This specification only defines technical requirements. The scope of supply,
documentation requirements and all other commercial/contractual requirements for
purchase specifications are defined in the relevant Material Requisition.
2. This specification covers the functional requirements for the TCO standard automatic and
manual transfer schemes to be applied to high and low voltage switchboards and motor
control centres.
3. This specification shall be read in conjunction with the referenced switchgear
specifications and the switchgear protection, control and metering diagram(s).
4. The electrical arrangement of the switchgear and controlgear, protection, metering,
control, interlocking, inter-tripping, etc. shall be as shown on the single line diagram,
Company Data Sheet(s) and protection, control and metering diagram(s).
5. The TCO standard transfer scheme consists of two elements.
a. An automatic transfer scheme to close the bus-tie on loss of one incoming supply.
b. A no break manual transfer scheme to allow switching between single and double
ended operation without supply interruption.
6. This specification defines the minimum functional requirements for each scheme as
applied to:
a. A normal supply switchboard which consists of two busses, A and B, each supplied
by a normally closed incoming circuit breaker and connected together by a normally
open bus tie circuit breaker, AB.
b. A standby supply switchboard which consists of three busses, A, B & C. Busses A
and B are supplied by normally closed incoming circuit breakers and connected
together by a normally open, bus-tie circuit breaker AB. Bus C is supplied from Bus
B by a normally closed bus-tie circuit breaker BC and is connected to a standby diesel
generator supply by a normally open incoming circuit breaker.
7. Unless otherwise stated, the supplier may implement the required scheme(s) using their
preferred hardware / software.
3. The sequence of operation of the normal automatic transfer scheme shall be as shown in
Figure 6.1 of Appendix A – Flow Diagrams.
4. The normal automatic transfer scheme shall be enabled when the Normal Automatic
Transfer On / Off control switch is in the ‘On’ position.
5. A normal automatic transfer (trip Incomer A followed by closing of the Bus-Tie) shall be
initiated by :
a. Incomer A Undervoltage, transfer if voltage remains under threshold level (70-80%)
for longer than time delay (0.5-5s), enabling system to ride through supply voltage
dips and to allow downstream faults to clear before a transfer is initiated (27-A Time
Delayed Undervoltage).
b. Upstream Supply Breaker A Tripped, ensuring transfer occurs immediately without
waiting for Incomer A time delayed undervoltagerelay to operate.
c. Supply Transformer A Fault or Line A Differential Fault, ensuring transfer occurs
immediately without waiting for Incomer A time delayed undervoltage to operate
(86T-A Transformer Lockout or 86P-A Line Differential Lockout).
6. Normal automatic transfer initiation shall be blocked if :
a. Any of the three breakers, Incomers A & B or Bus-Tie AB, is not in the operating
position to prevent:
1) An incomplete transfer if the tie breaker is at test or withdrawn
2) A useless operation transferring one bus to the other whose incomer is at test or
withdrawn
3) A dangerous transfer which would energise a bus which had been deliberately de-
energised and whose incomer is at test or withdrawn
4) Automatic operation of a breaker when in test position which might injure
maintenance personnel
b. Incomer B (which is to become the new source) is open to prevent a useless operation
transferring one bus to the other whose incomer is open.
c. Incomer B is experiencing undervoltage, including fault on outgoing feeder. System
disturbances may cause voltage dips on both incomers. As voltage may be restored to
one incomer before the other after a simultaneous dip, transfer shall be blocked for 3
seconds to wait for voltage restoration, to at least 90% of nominal, of the other
incomer. This prevents unnecessary transfers when voltage returns to both lines
within 3 secs. (59-B Time Delayed Overvoltage)
d. Incomer A has tripped, to prevent a faulted bus or feeder from being transferred to a
healthy source. (86-A Lockout)
e. Fault on bus A is cleared by trip of upstream Supply Breaker A due to failure of the
incomer protection, to prevent a faulted bus or feeder from being transferred to a
healthy source.
f. Residual voltage on Bus A is above a set threshold level of 25% (27R-A Residual
Voltage)
7. Simultaneous Incomer A and B Undervoltage shall not trip either Incomer A or B (27-A
& 27-B Time Delayed Undervoltage).
8. An ATS control switch with NORMAL–TEST–RESET-DELAY-BYPASS positions
shall be provided.
6. The three breakers, Incomers A & B and Bus-Tie AB, are interlocked to prevent
paralleling of the incomers. If a third breaker is closed when the other two breakers are
already closed, the scheme will automatically trip the breaker selected by the normal
supply trip selector control function.
7. Normal manual transfer shall be blocked if :
a. Incomer being closed is experiencing undervoltage as follows, to prevent transferring
a healthy bus to a dead supply when returning to double ended operation. Transfer
shall be blocked for 3 seconds to wait for voltage restoration to at least 90% of
nominal:
1) Incomer A when closing Incomer A circuit breaker (59-A Time Delayed
Overvoltage);
2) Incomer B when closing Incomer B circuit breaker (59-B Time Delayed
Overvoltage);
b. Trip circuit is not healthy for breaker selected to be tripped as follows, to prevent
paralleling of the incomers:
1) Incomer A when closing Bus-Tie AB circuit breaker (74-A Trip Circuit
Supervision);
2) Incomer B when closing Bus-Tie AB circuit breaker (74-B Trip Circuit
Supervision);
3) Bus-Tie AB when closing either Incomer A or Incomer B circuit breaker (74-AB
Trip Circuit Supervision);
c. Incoming supplies and switchboard busses are not synchronised as follows:
1) Incomer A and Bus A when closing Incomer A circuit breaker (25-A
Synchrocheck);
2) Incomer B and Bus B when closing Incomer B circuit breaker (25-B
Synchrocheck);
3) Bus A and Bus B when closing Bus-Tie AB circuit breaker AB (25-AB
Synchrocheck);
d. All circuit breakers are not in the operating position. Scheme will allow a breaker to
be closed with its breaker control switch for test purposes, but will not allow the
selected breaker to trip.
e. All circuit breakers are not closed before the selected breaker trips, to ensure a
bumpless transfer without voltage dip.

initiated, until the residual voltage on the bus has reduced to a safe level. Bus C remains
tied to bus B with its incomer open during this operation.
3. The normal automatic transfer, for Busses A & B, shall be as detailed in Section 6 of this
specification.
4. If a normal automatic transfer is not achieved, a standby automatic transfer will be
initiated, which will attempt to connect Bus C to the standby diesel generator supply by
closing incomer C, provided the voltage is healthy, and opening bus tie breaker BC. To
protect against damage to equipment connected to the deenergised bus C, the incoming
breaker is not allowed to close, after a transfer has been initiated, until the residual
voltage on the bus has reduced to a safe level.
5. The sequence of operation of the standby automatic transfer scheme, for Bus C, shall be
as shown in Figure 8.1 of Appendix A – Flow Diagrams.
6. The standby automatic transfer scheme shall be enabled when the Standby Automatic
Transfer On / off control switch is in the ‘On’ position.
7. A standby automatic transfer (trip Bus-Tie BC followed by closing of Incomer C) shall be
initiated by:
a. Bus C Undervoltage, transfer if voltage remains under threshold level (70-80%) for
longer than time delay (0.5-6s), which must be set longer than the anticipated normal
(Busses A & B) transfer operating time. This ensures an attempt to transfer to the
standby diesel generator supply does not occur before a normal transfer has been
attempted (27-C Time Delayed Undervoltage).
b. Incomer B Tripped, ensuring transfer occurs immediately without waiting for Bus C
time delayed undervoltage to operate (86-B Incomer Lockout)
8. Standby automatic transfer initiation shall be blocked if:
a. Incomer C is not in the operating position to prevent:
1) A useless operation connecting bus C to incomer C which is at test or withdrawn;
2) Automatic operation of a breaker when in test position which might injure
maintenance personnel;
b. Incomer C (which is to become the new source) is presently closed and bus-tie
breaker BC is open to prevent standby diesel generator supply from being connected
to busses A or B.
c. Fault current is flowing in Bus C to prevent a faulted bus from being transferred to
the standby diesel generator supply. (50-BC Instantaneous Overcurrent / 50N-BC
Instantaneous Earth Fault).
d. Bus-Tie BC has tripped to prevent a faulted bus or feeder from being transferred to
the standby diesel generator supply (86-BC Lockout).
e. Incomer C is experiencing undervoltage, to prevent transferring the healthy bus C to a
dead supply. Transfer shall be blocked for 3 seconds to wait for voltage restoration to
at least 90% of nominal. (59-C Time Delayed Overvoltage).
f. Residual voltage on Bus C is above a set threshold level of 25% (27R-C Residual
Voltage).
10.0 NAMEPLATES
1. Equipment, devices, and terminal blocks within the control panels and compartments
shall be suitably identified.
a. Nameplates shall be engraved, laminated, and mounted with stainless steel screws.
b. Nameplates shall be 1/8 inch (3 mm) thick, with lettering a minimum of 1/4 inch (6
mm) high.
c. Adhesive-backed plastic labels shall not be used.
2. Each equipment unit shall have an engraved stainless steel nameplate attached to the
exterior of the enclosure with stainless steel screws.
3. The nameplate shall show the following information as a minimum:
a. Purchase order number
b. System voltage
c. Single phase/three phase
d. Three wire/four wire
e. Indoor or outdoor service
f. Total weight (in pounds) ready for operation
g. Year of manufacture
h. Manufacturer
i. Model number
j. Serial number
k. Tag number
l. Instruction book number or equivalent
4. Nameplates shall have the background color and engraving as shown in Table 1.
12.0 DOCUMENTATION
a) General arrangement.
b) Plan, front view, and other elevation views, when pertinent.
c) Cable entrances for both top and bottom entrance.
d) Incoming and outgoing cable positions.
e) Purchaser’s wiring terminal block locations and other terminal block
locations.
f) Grounding connections.
g) Weight of equipment.
h) Mounting information and details.
2) Elementary wiring diagrams for the control scheme shall show the following:
a) Control devices and device contacts, each of which shall be labeled.
b) Device and terminal block terminal numbers.
3) Detailed wiring diagrams shall show the following:
a) Approximate physical location of items in each cubicle.
b) Wiring within each panel or enclosure.
c) Interconnections between panels and enclosures.
d) Identification of terminals, terminal blocks, and wires.
e) Complete priced spare parts list including those parts that Supplier
recommends to be on hand during startup and the first two years of
operation.
4) Bill of materials shall list the location, quantity, rating, type, and manufacturer’s
catalog number of all equipment.
5) Installation, maintenance, and operating instructions shall cover the equipment
furnished.
6) Complete catalog data of instruments, switches, relays, and other devices shall
be included, as well as application information.
1. Preparation for shipment shall be in accordance with Supplier’s standards unless otherwise
noted on the request for quotation or purchase order.
2. Supplier shall be solely responsible for the preparation for shipment to ensure that materials
reach their destination in excellent working condition when handled by commercial
carrier systems.
3. Instructions for storage of equipment shall be attached to the equipment.
4. Removable elements or items shipped separately from the package unit shall be clearly
identified with description and location of installation.
5. If equipment is shipped in more than one section or container, each section or container shall
be clearly identified with equipment description and section number.
6. Equipment shall be protected from weather elements and vibration during shipping and
storage.
7. Supplier shall ship one set of installation, operation, and maintenance manuals with the
equipment.
8. Removable elements or items that are shipped separately shall be shipped in weathertight
packaging, suitable for outdoor storage.
9. Each shipping section shall be furnished with removable lifting angles or plates suitable for
crane hooks or slings. Fitting angles and plates shall be fabricated for use with slings at no
less than 45 degrees.
10. Lifting lugs shall be designed so that they are not loaded beyond 33 percent of the basic
allowable stress, as defined in AISC, of the weakest part at any time during a lifting
operation."
