2.3 Сертификация
1. Все оборудования и материалы, импортируемые в Республику Казахстан, подлежат
сертификации до их ввоза и монтажа, в соответствии с требованиями
государственных органов Республики Казахстан.
2. Заказчик выбирает и назначает лицензированную казахстанскую компанию с целью
определения требований и координации действий Заказчика, Поставщиков и
правительственных органов РК. Данная казахстанская компания определяет
требования по сертификации посредством изучения документации Поставщика и
предоставляет рекомендации по оформлению заявлений на получение разрешений
до их подачи в соответствующие государственные органы.
3. Заказчик оказывает содействие Поставщику по вопросам ввоза материалов в
Республику Казахстан посредством получения, при необходимости, требуемых
сертификатов. Казахстанские поставщики несут единоличную ответственность за
получение необходимых сертификатов внутри Республики Казахстан.
4. Требования ко всей необходимой документации, прилагаемой к заявлениям на
получение разрешений, будут определяться в рамках Заявки на закупку.

3.2 Определения
В данном документе используются следующие типовые определения:
Компания «Тенгизшевройл» (ТШО).
Заказчик Сторона, размещающая заказ на покупку или присуждающая
контракт Заказчиком может являться Компания или
уполномоченный Компанией агент.
Подрядчик Любой поставщик услуг для Компании, включая Консультантов.
Поставщик Любой вендор, продавец, провайдер или поставщик товаров для
Компании.
2.0 REFERENCES
1. All works and materials shall conform to the requirements of the GOST and SNiP Codes,
Standards and Specifications, National and International Codes and Standards as listed in
this specification.
2. Where a GOST or SNiP specifies a requirement which is at variance with this
specification the most stringent requirement shall apply.
3. Where no acceptable GOST’s or SNiP’s Codes and Standards are available equivalent
internationally recognized codes and standards may be proposed by Contractor / Supplier
for Purchaser acceptance.
4. The following documents are referenced herein and shall be considered an integral part of
this specification except as otherwise noted.
5. Use the edition of each referenced document in effect on the date of the publication of
this Specification. Where a referenced document has been subsequently revised Purchaser
shall be advised in writing.
2.3 Certification
1. Equipment and materials imported into the Republic of Kazakhstan are subject to the
permitting requirements of RoK Government Bodies prior to importation and installation.
2. The Purchaser will select and appoint a licensed RoK Company to identify the
requirements and manage the interface between the Purchaser, the Suppliers and the RoK
Government Bodies.
3. The RoK Company will identify the certification requirements through the review of the
Supplier documentation and make recommendations for permitting applications prior to
submittal to the applicable Government Bodies. The Purchaser will assist the Supplier of
items to be imported into the RoK by obtaining the associated Certification where
necessary. RoK based suppliers shall be solely responsible for the supply within the RoK
of necessary certification.
4. The requirements for all necessary documentation to support the permitting applications
will be detailed as part of the Purchase Requisition.
3.0 TERMINOLOGY
3.1 Acronyms

7. For IR reading below the recommended minimum, the cause of the low reading shall be
investigated.
a. Typical causes of low insulation readings are moisture and contamination.
8. All cables shall have insulation resistances measured between cores and to earth.
Insulation tests on H.V. cables shall be made both before and after high potential tests.
9. The insulation resistance varies with the type of insulation used and with the length of
cable. The following empirical rule gives reasonable guiding values:

10. Insulation resistance tests should be arranged to minimise disconnection and
reconnection, as follows:
a. Motor feeders are tested with motors disconnected and controller open.
b. Motor control circuits are tested with control stations and overcurrent devices
connected, from phase to ground only.
c. Lighting feeders are tested with feeder breaker open and panelboard connected. If a
lighting transformer is associated with the panelboard, it shall be connected and the
test made for both primary and secondary sides.
d. Circuits rated above 600V having splices or having potheads or similar terminating
devices are tested before splicing and before terminating. Repeat test after splices and
terminations have been completed.
11. Switchgear, motor control equipment, bus duct, circuit breakers, panelboards, and
miscellaneous electrical equipment shall be tested phase-to-phase, and each phase-to-
ground.
a. The minimum acceptable levels shall be in accordance with manufacturers’
instructions.
a) Measure insulation resistance from high-voltage winding to low-voltage winding and ground (H-LG).
b) Measure insulation resistance from low-voltage winding to high-voltage winding and ground (L-HG).
c) Measure insulation resistance from high-voltage winding to low-voltage winding, with the neutral
ungrounded (H-L).
