1.0 INTRODUCTION:
In the following papers will be representing a proposal for plant decommissioning plan after evaluating and developing a procedural work, in accordance with the proper safety procedures and legislation in each area of concern. 1.1 Purpose of Project Plan:
The aim of this project is decommissioning the Norske Skog paper mill located in Albury, NSW 2640, as a request of recent buyer to the plant facilities that occupies 66 hectares. 1.2 Assumptions: All of the company suppliers and wholesalers either local or overseas had been notified that the company going out of business, so there are no debentures to be sought from the new buyer. The company never dealt with any foresters who practice illegal logging either over seas or local. The project site had been closed and all the entrances locked and left as it is. All the raw material and chemicals suppliers had been informed of ending their service and compensated legally. Mostly duration of project tasks under-estimated since there is no previous experience in the field. Proposed budget have been prepared in compliance with the relevant financial legislation and Australian competition practices regulations. Transportation costs for recyclable materials to proper waste management site are estimated. Project Objectives: (General objective): after completion the project phases the site will be handed as a clear soccer field as requested from the client. (Specific objective): substantial focus by engaged stakeholders on delivering free of liabilities site to the client, in compliance with the related legislations and safety regulations.

Project Strategies: The plant facilities have been segmented into zones as shown in figures (1.0) and (2.0), though, the work on these zones will be kicked off at the same time to achieve faster completion of project. A number of tasks that has some probable risks associated with it, which might impact the whole project, though, it will be subcontracted to third party in order to assure highest possible safety of work. Maximising recycling and reusing materials from demolition process as possible at least 90%, table (1.0) shows the estimated amount of materials results from the site.

Site setting up and Security: start fencing the site and establishment of exclusion points at different zones.

Removal of hazardous material from site: the process of storing and transportation of chemicals and other contaminated materials start, based on the recommendations from prior survey report. Disconnection the plant infrastructure services: water and gas pipelines dismantling and electricity switched off just after finishing treating the last amount of storage water available on site.
Stage Two
Mechanical work: the work will be on the plant machinery dismantling and to be transported to the broker back yard, all internal pipelines and wiring removal will be conducted at this stage as well.
Stage Three
Asbestos demolition: at the entire site a competent Asbestos removalists will carry zones asbestos materials. Water pipeline disassembling: extracting the main source of raw water pipeline from Murray River will commence.
Stage Four
Demolition of buildings: Deconstruction of the plant buildings and loading the debris to landfill. Excavating outside areas and clearing the timber storage area to Albury waste management centre. Final observational: tour on site then demobilisation of machinery and archiving documents.
2.2 Project Schedule: As proposed the project has kicked off on (3/10/2011), though, as seen from the project schedule attached in the appendices the planning and consultation phase includes different critical tasks that have the major impact on the rest of the work activities. Accordingly, to define a selection criterion of major suppliers and special tasks providers, to ensure planning for those tasks will be in accordance with occupational health and safety regulations and similar legislation in each area of concern shown in table (3.0). Tender for Subcontracting Work As can be seen from the figures (1.0), (2.0) that the plant consists of five separated buildings, in order to achieve the work faster and in most appropriate work procedures without any confusion in work, a couple of tasks will be subcontracted to third party to ensure completion on-time. Therefore, a contractual work will be achieved through tendering between different suppliers. Tenders will be assessed depends on a number of questions prepared

according to OH&S shown in the appendices table (4.0) and additional licensing requirements to be provided. 2.3 Environmental Strategy: From an environmental perspective the project will be tackled from different aspects explained as followed: 2.3.1 Dust control: Usually demolition site causes many disturbances to different stakeholders and bigger environmental issue such as air and water pollution and contamination of flora and fauna (office of environment and heritage 2011). Consequently, the work of demolition or any operation will be performed on the site will be monitored by the environmental manager, hence, any observation of high level of excessive dust emissions will required stoppage of work under the protection of the environment operation Act (POEO) 1999, that exceeds the standards (ParramattaCityCouncil 2011), for this reason, demolition work of buildings will not be at the same time preventing this issue. 2.3.2 Chemicals disposal: Since we have collected information and prepared the material safety data sheet (MSDS), therefore, knowing the type of chemicals that will be on-site shown in table (5.0) make it much easier to identify the level of risks associated with. Thus, the work of disposing this kinds of chemicals will be handled by Chemsal Pty Ltd, to provide the service of storing, transportation and proper disposal or recovery of those hazardous chemicals in compliance with dangerous goods storage and handling regulation 2000, and road transport dangerous goods act 1995 (Dangerous Goods Act 1985), in addition, they will provide the service of testing the contamination level of storage tanks and soils underneath and surrounding the storage area, to take any further remediation procedures needed. 2.3.3 Gas Pipelines dismantling and Transportation: The service will be provided by URS corp. Which will assists in evaluation process of any potential hazards related and managing the migration of gases offsite, in addition, to dismantling of power plant, which is more cost effectively to be managed by its expertise and more likely to maximise efficiency and achieve compliance with national and international standards (URScorp. 2011). Consequently, the work will be carried out following the requirements of discharging gas pipelines and power plants determined by office of energy guideline for safe practices (office of energy 2011, p.p 12-13). 2.3.4 Recycling Materials: From the time when our strategy of decommissioning relies on maximising the recyclable and reusable materials from demolition, all attention given to classify the demolition debris through clarified decommissioning procedures, the tracking form of those recyclable materials refer to table (6.0) shows different types of materials and the suitable receiver either for land filling or recycling, to avoid any illegal dumping on/off-site and more prone to achieve

sustainability of the decommissioned site (Department of energy, utilities and sustainability 2011), whereas, some of those materials considered as source of revenue to the owner after selling them. 2.3.5 Water Treatment and Disposal: In sense that the storage water cannot be injected back to Murray River without treatment, though, the strategy of disposing the remaining water (up to 4.5 Mln litre) under the existing treatment system installed at the plant, it can be discharged to the proposed irrigational areas approximately 450 hectares shown figure (3.0) after being treated (Department of Planning 2009). For this reason, an interdependency appear in extracting raw/ return water pipelines to and from the plant, in order to complete this electricity will be switched off on the plant zones just after removal of office and electrical equipments, however, in case of zone 4 the electricity will not switched off until the process of water treatment will finish. An vital waste have a huge impact on the environment is the sludge from the sewage water, which can be disposed at the landfill site or can be sent to more useful usage to be used as soil fertilisers, in view of the fact that its mostly organic (Wang et al. 2004, p.458). Otherwise, burned to generate energy and only the ash will remain and can be utilised in cement industry (Bajpai 2010).
2.4 Human Resource Management and safety: A number of worker will be assigned to work on this project, as how much we are confident of our workforce competencies to conduct the jobs safely, however, all worker on-site according to work health and safety act 2011, will be asked to attend a compulsory general presentation showing what are the possible incidents that might occur, what are the hazards associated with chemicals, machines, demolitionetc, which will be delivered by a licensed training organisation (RTOS) and approved by work cover authority of NSW (Workcover NSW 2011). 2.5 Communications and Reporting: The project has different stakeholders contribute and collaborate to achieve the desirable outcomes, in the table (7.0) shows the main project team members those who have been assigned to work on this project, defining their roles and responsibilities based on their interest of the project and avoiding any conflict of interest as possible. Therefore, their understanding of their contribution responsibilities is critical to the project success, to assure that a communication plan prepared shown in table (8.0), to explain for each party its role and to be ready all the time to report the status quo of their area of work to the requester of the documents.
2.6 Transits and Traffic Management An authorised traffic controller will be available on site entrance, and RTA and Albury

city council will agree on traffic management plan concern of Henry Drive and Hume highway, and to be granted at least six weeks before commencing operations (RTA website 2011).

Purpose Project proposal requested from the client to provide planning documents and feasibility analysis for the project.
