This newsletter is being distributed to all residents of The Retreat at Twin Lakes (RTL).

We want all residents to be both informed and involved so we can keep our community as clean and problem-free as possible.

You can get in touch with the RTL HOA Board by contacting Kent Taylor at Leland Management. The Board will meet the third Tuesday of each month at 7:00PM in the Clubhouse. Meetings are open to all homeowners & residents who wish to attend.

New Board Elected The Annual Membership

Meeting was held on September 20, 2011 and a new HOA Board of Directors was elected. Cindy Wibker is the only returning Board Member. Board Members serve a one year term.

RTL Forms and Documents


To view or print HOA governing documents or frequently used forms go to www.lelandmanagment. com. Click on the Resident Portal button and enter the requested information and the HOA information will appear. You can either view the information online or print it out.

Important Reminders

Check your homeowner insurance policies to be sure you are covered for hurricane, storm and wind damage. The HOA is responsible for repairing, replacing and maintaining roofs and exterior painting only for normal depreciation and would not cover any type of storm damage. Talk to your insurance agent to make sure you are covered.

Kids Playing in the Streets


Attention parents!! We have had multiple complaints about children playing in the streets and narrowly avoiding being hit by cars, especially coming around corners. Please speak with your children about using the sidewalks and grassy areas for play or going to the park across the street. Their safety is important to us.

If a hurricane is approaching, a member of the HOA will disable the gates and tie them down with rope. Be sure to remove any possessions stored outside on patios and check with the City of Sanford at 407-688-5100 to ensure pick up before placing your garbage and recycling out for collection during a storm.

POLICIES
Doggie Rules
Are you being a responsible pet owner and a good neighbor? Both Seminole County law and RTL Community Policies require all dog owners to keep their pets on a leash and to pick up their dogs waste. There are numerous pet waste stations throughout the neighborhood for your convenience, which are emptied weekly. Please report all ongoing offenders to Seminole County Animal Control at 407-6655110 and to Kent Taylor with Leland Management so we can keep our community clean.

Trash
Regulations require that trash containers and recycle bins are put away the day of pickup and stored out of sight. They may NOT be stored outside on driveways. Use a trash container with a lid or sturdy plastic bags that are completely closed and tied off. The use of a sturdy plastic garbage container can greatly reduce the amount of trash in our neighborhood. Garbage should not be placed by the curb before 6:00 PM the night before a collection day (Tuesdays & Fridays). Recycling is only picked up on Tuesdays. Thank you for helping keep our neighborhood clean!

Renters

Please note that you are responsible for following all RTL HOA rules and policies. You can obtain a copy of the HOA rules from this website - www.lelandmanagment.com. As a renter and a resident of this community, you are also encouraged to attend any meetings held within the community to provide your input as to how the community is being maintained. This is your home too, so please speak up if you see or hear about any problems!

Parking Rules Pool Rules


Please familiarize yourself with the rules for the swimming pool. Loud music, pets, smoking and alcohol are not allowed. Music must be played using headphones and children under the age of 15 are not permitted use of the pool unless they are accompanied by an adult and supervised continuously. Pool hours are dawn to dusk with no exceptions per the County health code. Parking in yellow-painted No Parking zones, in the grass, and in front of stop signs are not allowed. Violators will receive a warning notice on their vehicle marked with the specific violation. Anyone continuing to violate parking rules will receive a tow notice. A tow notice is a 24-hour warning to correct your violation before your car will be towed. Any vehicle blocking a fire hydrant will be towed without warning. Long-term and overnight parking of commercial vehicles is prohibited at all times.

Clubhouse Rental Policy


If you are interested in renting the clubhouse for a private event, here is what you need to know: A rental agreement must be submitted 14 days in advance. The rental fee of $150.00 for 4 hours is non-refundable. A refundable $200.00 security deposit is required. The HOA will hire an off duty police officer for the event. The rental is for the clubhouse only, not the pool area. No alcoholic beverages are permitted at any time. The maximum number of guests is 25. Community Garage Sale
If you have stuff you want to sell, the whole community will be holding a garage sale on Saturday, October 8, 2011 from 7am to 4pm. The HOA will post Garage Sale signs at both gates, advertise the garage sale online and keep the gates open during those hours.

Oktoberfest in Downtown Historic Sanford Local Farmers Markets Spooky Hollow

The theme for Thursday, October 13ths Alive After Five event is Oktoberfest and the November 17th theme is Seafood Harvest. Alive After Five is a monthly event to promote the businesses in downtown historic Sanford on the second Thursday of the month from 5-8pm. Admission is $7 and includes samples of food and beverages. Lake Mary Farmers Market is every Saturday in front of Lake Mary City Hall from 9am-1:30pm. Sanford Farmers Market is in Magnolia Square on 1st Street and held every Saturday from 9am-2pm. Trick or treat in Downtown Sanford on Monday, October 31, 2011 6-8PM

You can watch upcoming soapbox derby races at Derby Park across the street on 10.01, 10.22, 10.23, 11.12, 12.31, and 01.01.12. The newly renovated Fort Mellon Park in downtown Sanford has a Splash Pad for kids costing $2 a child. Lake Mary has a Skate & BMX Park at the Lake Mary Sports Complex on 550 Rantoul Lane off 46A/HE Thomas.

Neighborhood Watch & Crime in the Community


We have recently experienced an increased incidence of crime within the community including three break-ins in the past month, which is why having residents committed to being members of the Neighborhood Watch and reporting suspicious activities is so important. We must send a message that we will not tolerate this in our community! If you have any information on these crimes or witness suspicious activity, please contact the Sanford PD at 407-688-5199. Your call can be anonymous. Having an active Neighborhood Watch can reduce crime by 80%. Crime Prevention Tips


Turning on your front and back porch lights nightly will help illuminate the areas around your home and make it less of a target for crime. Place a bar in the track of your sliding glass door. Get to know your neighbors and their cars so that you can more easily identify suspicious persons and cars When going out of town- cancel your newspaper, leave a car parked in the driveway (instead of the garage), and use automatic timers to turn on your interior lights, radio, or TV in order to give the impression that someone is home. Permanently engrave your drivers license number on two permanent parts of your property. This discourages theft and ensures that the police can identify and return your stolen property to you. Do NOT post publicly on social media websites that you are out of town. This may make your home a target. Most crimes are crimes of opportunity so never leave your garage door open, doors unlocked, or valuable items out in the open or unattended. After holiday shopping, breakdown your boxes and either bag them or place them inside of your garbage. Leaving large electronics boxes curbside for garbage pickup becomes an advertisement to criminals.

The Social Committee Neighborhood Watch

Watch for flyers posted by the mailboxes for information on additional socials.

We just held a meeting with the Sanford PD on 9.22.11 and learned many great tips for preventing crime in our community. In attendance on behalf of Sanford Police Department were: Community Volunteer Coordinator, Wendy Dorival, Sergant Herx and Officer Buchannon. Sergeant Herx and Officer Buchannon are both assigned to our neighborhood and announced increased patrol within our neighborhood. In addition to the extra marked patrols, Sanford PD has initiated random bike patrols of both the front and back yards of our community and random unmarked vehicle patrols with increased patrolling during peak crime hours. Sanford Police Chief Bill Lee has pledged his support to our neighborhood and asked to attend the next Neighborhood Watch community meeting! The Neighborhood Watch is looking for additional members to participate and become a block captains. We are open to all residents. Meetings are held the third Tuesday of each month at 6:30PM in the clubhouse, 30 minutes prior to the scheduled HOA Board meetings. Please keep your eyes open. If you see something suspicious or out of place, report it! You can make an anonymous call to the Sanford PD Non-emergency # 407-688-5199 or 911 and help keep our community safe. Architectural Review Committee (ARC)

If you are considering making changes to the exterior of your townhome, including changes to the mulch or landscaping, you MUST submit the proper forms and documentation to the ARC for review and approval. All forms regarding the community policies, including the ARC forms can be found at: www. lelandmanagment.com. Please be advised that the repair of driveways caving in is the homeowners responsibility, as are driveway stains. Contact the ARC for names of companies that can assist with replacing pavers. The ARC can be contacted at RTLARC@gmail.com. Meetings are open to the public and will be held the third Tuesday of each month at 6:30PM in the clubhouse, 30 minutes prior to the scheduled HOA Board meetings.

Landscaping Committee

New grass has been planted, so please DO NOT park on it! Additionally, residents need to continue to watch where they park to avoid damaging sprinkler heads. Any alterations to the landscaping in front of your home must be approved first by the ARC. Once the landscaping is altered, the landscapers will not touch it, so alterations must be approved first and determined to be compatible with the existing landscaping. Upkeep will then be the responsibility of the homeowner. Meetings will be held the third Tuesday of each month at 6:30PM in the clubhouse, 30 minutes prior to the scheduled HOA Board meetings.
