1. JUSTIFICACION. The municipality of Anolaima is located in the province of Tequendama in the Department of Cundinamarca, an hour and a half from the city of Bogot. It is an Agricultural town. By its topography, it possesses a diversity of climates that have led it to become the fruit capital of the country. However, the municipality, as stated in the Plan for the Development of the current administration, is relatively isolated with regard to the cities and large towns in the Department, that is why there are difficulties in the marketing of agricultural products. In this context, the chain of intermediaries between rural producers and consumers cities means that farmers receive very little income for their work, resulting in a low standard of living for most residents and a low economy and undiversified for the municipality. There are no local development proposals that will bring the efforts of people around a common goal and would generat common organizational processes among the farmers.. . In addition to the economic problem which involves their isolation, the municipality finds itself Lagging considerably behind cultural trends, social And policies that have been taking place at the global level. The Education of children and young people is of low quality and there are problems of coverage in the rural area. Likewise, some schools have Infrastructure problems, and low base of quality of pedagogical interactions in the classroom and the students' learning. For this reason, In addition to the economic factor,t he possibility of college admission of young people who are on the verge of graduating from high school is unfeasible.

These cause almost exclusively the only possibility of working in Bogot and other large towns, because there are no sources of employment in the municipality. Thus, the population of economically active youth ends up producing wealth for the city and not for municipality. Finally, there does not exist for children and youth, recognized bodies that allow them to participate in the municipality's public life, thus becoming invisible within the municipality. Their interests and proposals are not recognized by adults and do not have their own spaces for personal and social development, as well as for the development of proposals that affect the improving their living conditions Faced with these problems, there has been discussed the possibility of developing a project for the implementation of a Cultural Center in the municipality of Anolaima, which would be developed from a double perspective. On the one hand, this is an alternative education project to the current to the School processes, which seeks to link the interests of children and young people to processes for local development. On the other hand, it is intended that the project will have a research component, articulated within technology education and higher education, that can generate knowledge of the municipality, given that today there is no research that will allow them to know thoroughly the social problems of the municipality and their possible solutions . 2. MISSION. The rationale for the project is a response that reforms the social, cultural and educational problems that crosses throughout the youth population of the municipality in Cundinamarca of Anolaima. The lack of recreational and cultural spaces, low educational quality of existing centers and the lack of academic and work proposals, causes the many strengths of municipality to be overshadowed by these shortcomings. That is why there has been conceived in the womb of St. Martin de Porres Foundation an initiative for children and young people a place whose purpose is none other than to rediscover, cultivate and to pass on the cultural values, historical and intellectual idiosyncratic of the city, from a labor-educational perspective. 3. VISION. The forged project seeks, in a maximum period of five years, to ensure both the

necessary infrastructure and the Organization for the children and young people in the workplace to develop their life processes from Educational processes (education for work and human development and higher education), cultural and labor processes that impact on their personal development and, consequently, in municipal progress, at the departmental and national level.

4 STRUCTURE The structure of the project is based on two pillars, which are: the creation of cooperatives which encourage community work and economic stability of THE youth and the development of cultural proposals such as tourism, the arts, etc. that allow rediscovering, cultivating and transmitting the historical and cultural background of the region. All this from a pedagogical perspective in which the party concerned, under the guidance of experienced professionals, as well as started in the work place, becomes a doer, assimilating and transmitting knowledge and realities that are his own. From this foolows the need to implement, in partnership with recognized institutions of technical education and higher education, a series of modules that allow the young to complete their training, provide the time to work, study and build on their own context, a real life project that allows youth to face with integrity a complex universe of human, social and labor relations. 5. PROJECT OBJECTIVE. The main objective of this initiative is to submit proposals of a social, cultural and educational to promote the sustainable development of the community, looking for: 1 Recover, grow and transmit the historical legacy, the social and indigenous cultural, with a perspective of the personal and community enrichment. 2. Involve in the development and implementation of projects all sectors and all and persons that make up the municipal life and in particular, to children and to young people. 3. Create companies that promote both the productive sector and economic sector, in addition to a collective consciousness that seeks for the common good and community. 4. Implement process-oriented educational research and the management of new technologies. All this through the so-called "training for work and human development "and through higher education, particularly in its human aspect. This offers a magnificent natural environment of three hectares of surface formed: by an ecological trail in which there are, in addition to, coffee plants in production, various indigenous, particularly fruit tree, and one beautiful fruit garden. For this scenario there has developed a series of pedagogical-educational modules which that allow the introduction of coffee culture, of citrus fruits, etc. in addition to displaying the goodness of the well-teched field. A magnificent livestock trail which can interact with goats,pigs, cattle, poultry, etc. For this scenario there has drawn up a series of pedaggicos-educativos modules that allow the visitor to make a first contact with the world of the livestock.

A beautiful lake, where more than 500 fish (tilapia and tambaqui) arewaiting to be fed and food. This space, where you can seek a fun time also where you can not only learn everything about the world of fish, but also take a chance drop bait to see if they bite, thus obtaining a fresh and delicious lunch . There are art workshops (dance, theater, music and painting). In them one can be acquire the skills necessary to become a good artist. Our Students and teachers offer the possibility to behold the magnificence of the art, In the various areas, and to convey, through small workshops, the databases that they themselves have learned. The project aims to convey the peasant culture through tourism. For this there has been developed four paths (historical, ecological, equine and sports), looking to offer the visitor a healthy exercise that induces relaxation, meditation and learning. These paths are illustrated with artistic presentations, which gives them greater Pedagogical enhancement.
With reference to technical and higher education, there are being implementing different programs in the arts and technical areas in agreement with recognized institutions such as the Committee of coffee growers, the school of Warrior Arts, Dithyrambie Theatre, the appropriate steps are being negotiated with the Corporation Minuto de Dios.

6 INFRASTRUCTURE. Currently we have three hectares of farm where, in addition to the previously mentioned, are being implemented both the facilities and services necessary in order to begin the project. Also, the architectural design is defined, and the agricultural part, trails, fish, etc., are in operation. Livestock facilities will be completed in the month of August 2008. 7. PROSPECTIVA Y VIABILIDAD. Initially, the socio-cultural development project is restricted to the municipal level. Anolaima counts with an approximate number of 13,000 inhabitants, belonging to the sector the campesino is 70 per cent of the total, this is reason this sector is given priority. Given that this initiative arises within a religious institution of international character, such as the Priestly Fraternity is of St. Peter, and assisted in its implementation by the Fundacin San Martn de Porres, this project is presented as pilot program both at the departmental and municipal level, national and international. Regarding what can affect its viability, having realized a rigorous study of field and having consulted other sources such as the EOT (zoning scheme) and the Local Development Plan, the possibilities of realization are evident, therefore the project is viable within a short term. In addition, it is serving as a basis for the development of the Municipal Development Plan.

8. CONCLUSIN. All initiatives conceived and understood in the project targeted research, so that the young, as they develop professional work or artistic, they discover their natural qualities, as well as the true wealth of the farm. Ultimately, the young is becoming aware of the importance of acquiring and conveying their culture: "To know, to love and to convey what is ours". In this way it attemps to mitigate the influence of cultures and sub-cultures that are foreign, and that ingrained with mild violence through the mass media, are creating the child and adolescent a clear dichotomy that prevents building a balanced personality, and to seek outside of their socio-cultural, sometimes paying a high price, that which they posses in their own environment.
