Brief Chronology: 1) In early August 2011, the online public access system of the Supreme Court no longer permitted access even to the docket in the case of Katzav v State of Israel. The docket, but not the papers filed by parties, were accessible prior to that date. After that date, the system showed the note Sealed. 2) Therefore, request was filed to inspect and to copy the Sealing Order. As it turned out, that term, derived from the US law, did not exist in the Israeli law. 3) Following the September 5, 2011 denial, clarification was filed, defining Sealing Order as any court record, which is the legal foundation for the statement Sealed in the online public access system. 4) After the filing of the clarification, the request was again denied. The main significance of this record in the fact that it is one of the only decisions of the Supreme Court that is deemed valid and effectual: - it was served on the requester, in contract with other decisions; - It was signed by the judges, in contast with other decisions, and - It was stamped and signed by the Office of the Clerk Released for Service.

The Requester filed a request to inspect and to copy the Sealing Order, Corresponding Certificates of Service, and List of Records. [docket jz] The request was later supplemented with details explaining the purpose of the request. Regretfully, it is unclear from the original request or from the supplement, what a Sealing Order is, referred to by the Requester, and what a List of Records is. As far as referral is to our July 31, 2011 Decision to conduct the hearing in open doors, that decision was published in the online site of the court. The Request is based on the Requesters wish to know was is permitted to be published, and he is referred to our July 31, 2011 Decision. The Requester also filed Appeal of the Clerks Decision in this court (6041/11) and that matter would be separately reviewed as such. The request is therefore denied.
