CHADURANGA FORUM FOR CHESS EXCELLENCE

1) NAME: The name of the Society shall be Chaduranga Forum for Chess Excellence, shortly called as CFCE. 2) ADDRESS : The address of the Society shall be the place of the residence of the Secretary till CFCE gets the premises. 3) AIMS & OBJECTS : The aims & objectives of CFCE shall be to promote the game of chess by: a) b) c) d) e) f) Practice sessions for registered players Weekend tournaments for registered players Monthly open tournaments Weekly guidance sessions for registered players Coaching camps by proffesional coaches Accomplishing necessary infrastructure [Play hall (for rent or lease, till the forum gets its own building), Chess sets, Chess clocks, Books, Furniture, Computers, Softwares, Staff for maintenance, etc.] Organising Local, State, National level Chess tournaments Library with collection of chess books accessible for registered players Continous monitoring of Registered players progress and increase their proficiency Raising sponsorships for registered players participating in National level chess tournaments Conducting free chess classes weekly for public (only for children below 10 years) with the coordination of Youth and Sports department or with Educational Departments. Integration of chess at rural level thus to help enhance the fraternity of chess culture. Developing Forum website which could help new comers in chess to earn the knowledge of chess easily via internet. Online forum (online gaming, tournaments, lessons, puzzles, games etc.) for registered players to improve the strength of their playing. Organising other activities related to chess, such as Seminars, Technical Conferences, awareness camps about Chess etc. to help involvement of more people in the game of chess.

Forming sub-branches or organisations within the jurisdiction of the Forum. To generally do such other acts and things as may be necessary or conducive for achieving the objects of the Forum on its way in promoting the chess. The Forum shall be non-political and the benefit of objects would be available to the general public irrespective of caste, creed, religion or sex.

MEMBERSHIP: a) The membership will be open to all (above eighteen years) without caste creed religion or sex provided they agree to abide the rules and bye-laws of the Forum from time to time without any criminal records or any anti social activity. All the members of the Forum, except Patron members are eligible to vote and contest to managing committee in the General Body Meeting. i) ii) Life membership: Any person who subscribes Life membership will be a life member of CFCE. Ordinary Membership: Any person who subscribes membership for a year will be an ordinary member of CFCE for that year. Patrons: The person whose contribution to the promotion of chess directly or indirectly in acceptance of Executive Committee Meeting will be patron.

CFCE reserves the right of admission. Every person seeking admission to CFCE shall send his application to the Secretary. Morality of Members: The following acts will be construed as Misconduct on the part of the Members/ the Office Bearers / the Officials. i) ii) Any act against the aims and objects of the Federation and detrimental to the interests of CFCE. Fraud, Cheating, embezzlement, theft, willful damage to or dishonesty in connection with Forums property, funds or records. Willful disobedience of the directives of the Executive Committee or the General Body or the Competent Office Bearers of CFCE. Willful breach of the Constitution, Rules, Regulations and Orders of the Forum. Non-payment of the fees and other dues to the Forum.

Not holding Annual General Meetings for two years in a row. Offers or attempts to offer or receiving or attempts to receive any consideration in kind, cash or otherwise to influence the results of games, tournaments, elections or any chess events of the Forum. Failure to perform the functions and duties in an impartial and responsible manner.

CEASATION OF MEMBERSHIP: a) The ordinary member who do not renew his annual subscription before the expiry of his/her annual-membership automatically ceases to be the member of the Forum. However he/she is eligible to be reelected. If in the opinion of the Executive committee the conduct of any member is likely to be jeopardies the interest of CFCE and endanger the harmony and prestige of the Forum, he/she shall be liable for the expulsion or suspension The appeal shall lie, against such decision of the executive committee to the general body within 30 days from the date of expulsion or suspension.

FINANCE OF FORUM: All the funds received by the forum, whatever source, shall form the Forum Fund. The Forum Fund shall be under the control of the Executive Committee and shall be spent as provided under this objects and as per the decisions of Executive Committee. a) The source of revnue of the Forum will include i) ii) iii) iv) v) vi) vii) viii) above. b) c) Membership/Subscription fee paid by the members and patrons Players Entry fee for tournaments Player registration fee Fees received for services rendered by the Forum Public Contributions Government aid Fees shared with coaches in Coaching camps Such other receipts as may be incidental or mandatory to the

Funds of CFCE shall be deposited in any of Nationalized Banks in Mysore The bank account shall be operated by the treasurer and one of the following office bearers

Any monetory transaction above Rs 10,000/- shall be decided in the Executive Committee meeting. Money above Rs 10,000/- has to be drawn from the bank, President should sign the cheque. Provided that no amendments to the memorandum of Forum, rules and regulations of CFCE shall be made which may prove to be repugnant to the provisions of Sec.2(15), 11, 12, 13 and 80G of the Income Tax Act 1961 as amended from time to time. Further any amendment carried out shall be forthwith reported to the commiossioner of Income Tax. The funds of the Forum shall be invested in the modes specified under the provisions of Sec.13(1)(d) r.w.s.11(5) of the Income Tax Act 1961 as amended from time to time.

The official year of the Forum shall be from 1st of April to 31st of march EXECUTIVE COMMITTEE: a) The management of the Forum shall vest with the Executive Committee consisting of i) ii) iii) iv) v) vi) President Vice-Presidents (2 No.s) Secretary Joint-secretary (2 No.s) Treasurer And 4 Executive Committee members

All these posts are Honorary without any salary or honorarium. b) c) d) 11) Any vacancy occuring in the Executive committee shall be filled up by co-option from among the members of the Forum. The term of the office shall be 2 years. Any Executive committee member cannot continue in the same post for the next consecutive term.

POWERS AND DUTIES OF THE EXECUTIVE COMMITTEE: a) b) To ensure and promote the primary aim and objectives of the Forum. The Executive Committee shall meet once in every month.

The quorum should be atleast 7 members and shall convened by the Secretary The Executive Committee may frame subsidiary rules for proper working of the Forum not inconsistent with the existing by laws. The Executive Committee shall have the right to take decissions to conduct tournaments To operate funds and manage the property of the Forum and to present the duly audited accounts at annual general body meeting. The Executive Committee shall have the power to appoint a honorary Auditor, a member who shall not be an Executive Committee member. To form regional centres (sub-branches) wherever deemed fit/feasible. To ensure that all monetory transaction are through objectives of CFCE. May decide to expel a member of managing committee or a member of the Forum in case any one is convicted or any criminal offence, or prove insanity or any members action in contravention to the Bye-laws. Managing Committee shall have power to appeals and raise funds and fulfil and formalities incumbent upon it. To accept from Government, Non-Government, Local bodies, organisation and individuals Grants, donations, Subscriptions or any property movable/immovable for furtherance of the objectives of the Forum. At any meting of the Executive committee each member present will have one vote except the president who shall have in addition a casting vote. Voting may be raising of hands or secret ballot. Executive committee may appoint committee, Sub-Committee with such powers as deemed fit by this body for the purpose of in commensurate with objectives. The committee, Sub-Committee may co-opt persons who are members of the Forum. Executive committee may invite to their meetings not more than two specialists/experts who may be non members of the Forum whose presence with the deliberations is considered useful. To retain, appoint, promote, dismiss any employees for managing and functioning of the Forum and to regulate their terms and conditions of employment including remuneration.

DISSOLUTION: In the event of dissolution or winding up of the Forum, the assests remaining as on the date of dissolution shall under no circumstances be distributed among the members of the managing committee/Governing body. But the same shall be transferred to another Association/Club whose objects are similar to those of this Forum and Which enjoys

recognition u/s 80G of the Income tax Act 1961 as amended from time to time. 13) PRESIDENT: a) The President shall preside at all the meetings of the Executive Committee and at the General body meeting. In the absence of the President, the Vice-President shall preside in all the meetings and general Body meetings. In the absence of both, the Executive Committee will elect one of them to preside over the meeting. The President shall be entitled to take decissions of emergent nature in consultation with the Secretary.

DUTIES OF THE SECRETARY: a) The Secretary shall carry out the work according to the resolutions passed by the Executive Committee and the directives issued by the Executive Committee from time to time. The Secretary shall convene and keep the minutes of the meetings and the inventory of the Forum property. The Secretary shall carry on the correspondence in the name of the Committeee. He/she shall be incharge of printing and purchase of stationary subject to control of the Executive Committee. He/She shall be the custodian of all articles and belongings both movable or immovable of the Forum. He/she shall exercise such powers as are incidental or conductive to the proper management of the Forum. In the absence of the Secretary, the Joint-Secretary shall discharge all the duties of the Secretary.

DUTIES OF THE TREASURER: a) b) c) d) e) The Treasurer shall be in-charge of the funds of the Forum. He/she shall receive subscriptions from members and issue receipts there of maintain accounts of receipts and disbursements. He/she is empowered to make all authorised payments and keep bills/vouchers for all such items of expenditure. He/she has to submit statements of accounts i.e. receipts and disbursements every monthly meeting of the Executive Committee. He/she shall maintain subscription register.

GENERAL BODY MEETING:

The annual general body meeting of all members of the Forum shall be held within one month from the date of closing of every official year. One fourth of the members on roll shall constitute the quorum for the general body meeting. The buisiness of the annual general body meeting shall be; i) To confirm the minutes of the last general body meeting and to to any other ordinary general body meeting held during the previous year. To receive for adoption the annual report and the audited statements of accounts as presented by the Executive Committee. To consider any recommendation of the Executive Committee and for any motion, notice where of is given to Secretary by a member 5 days brfore the date of the meeting. To elect the office-bearers and members of the incoming committee. To transact such other business as may be brought before the general body meeting with permission of the committee.

RULES AND REGULATIONS: All Rules and Regulations framed for relevant purposes or on any matters and adopted by the Executive Committee and the General Body shall have the same force as this Constitution.

CLAUSE-1: The funds and the income of the Forum shall be solely utilised for the achievement of its objectives and no portion of its shall be utilised for payments to the members by way of profit, interest and dividends.

Alteration of amendment of the memorandum of Forum shall be made as per Sec.9 of the K.S.R.Act 1960. Change of Name, Rules and regulations shall be made as per Sec.10 of the K.S.R. Act 1960. General Body meeting shall be held as per Sec.11 of the K.S.R. Act 1960. Maintanence of all the accounts of the Forum shall be practiced as per Sec.12 of the K.S.R. Act 1960. The dissolution of the Forum arises Sec.22 and 23 of the K.S.R.Act 1960 shall be followed. Regarding the amalgamation of the Forum arises Sec.21 of the K.S.R.Act 1960 shall be followed.

For matters which have not been specified provided for therein above, the provisions of the K.S.R.Act 1960 and the rules made there under shall apply.
