Summary
Statewide, power outages and debris removal continue to be the major problems. Local entities are opening
shelters and warming centers as needed and are engaged in providing other public services. Debris
Management, Commodities, Mass Care & Sheltering, Fuel and Communications Restoration Task Forces have
been established. A total of five storm related fatalities have occurred.
At the request of Governor Malloy, the President has issued an emergency declaration FEMAA-3324-EM for the
State of Connecticut. This emergency declaration authorizes FEMA to provide emergency protective measures,
limited to direct federal assistance, at 75 percent federal funding. This assistance is for all eight counties in the State
of Connecticut.

All state employees, including non-essential employees, are expected to report to work as scheduled unless their
worksite is closed and they have not been required to report to an alternate office. A list of state buildings that are
currently closed can be found below. Non-essential employees may also contact their worksites directly to verify
their building status. In some cases, employees may be asked to report to alternate worksites due to agency
operating needs. Please contact your agency for that information.
Department of Transportation employees should call 860-594-3110 for updates on reporting to work.
Department of Motor Vehicles’ Enfield office employees should report to the agency’s Wethersfield office; DMV’s
New Britain office employees should report to the agency’s Waterbury office; and DMV’s Winsted office employees
should report to the agency’s Waterbury office.

Public Safety Communications
Municipal situation reports continue to be monitored for public safety communication system issues. No outstanding
requests for assistance received as of time of this report. Several reports via SITREPs acted upon.
DESPP/CTS reporting 18 sites on backup generator power with two sites on a deployable generator due to primary
generator failure or fuel delivery issues. Two Troops remain on Troop generators.
CSP Troop telephone service has now been restored to all Troops.
Public Communications
A request for a deployable wireless site was referred to wireless carrier. Wireless carrier reported that service had
been largely restored. Contact made with local EMD who indicated that he hadn’t seen deployable site. Wireless
carrier advised to contact local EMD directly.
ESF 4 – Firefighting

Four firefighter injuries occurred on 10/29.

While at a minor structure fire firefighters picking up struck by large tree branch. Two firefighters were transported
by ambulance to Danbury Hospital treated and released the other two remained on duty. As of Nov. 1 all firefighters
are back responding to calls.
Barkhamsted Fire- Cell phone towers down. AT&T has been advised, and aware of issue

Sent out message to all jurisdictions, to complete welfare checks, concentrating on the elderly and other high risk
citizens.
Follow-up on Cornwall Fire issue. Coordinator Black form Litchfield County is aware of issue, and will advise later

Numerous municipalities have declared emergencies and opened shelters. The state has activated the food
commodities team to plan for releasing USDA food to schools to use as community centers. A Mass Care and
Sheltering Task Force have been established. Commission on Higher Education is polling their facilities for possible
availability as warming, charging, and possibly showering centers.

Municipal Fueling: DOT has been very responsive to municipal requests for fuel for emergency and maintenance
vehicles. They have identified strategic fueling locations for 24 hour availability. The instructions on how to access
the 6 locations (Rocky Hill, Waterbury, Cornwall, Windsor, Winchester, Farmington) are posted on the DOT and
DEMHS web pages. Fueling to the DOT pumps is on schedule.
Service Plazas: All twenty-one DOT service plazas are open (Rte 15, I-395 and I-95).
Emergency Generators: Experiencing numerous requests for generators. A request was made to FEMA at 16:00 hrs.
10/31/11 for an additional 54 units. This was reduced by FEMA to 42 units which are en route to CT from Maryland.
An Action Request Form (ARF) is being processed for Prime Power Survey Teams to be deployed. DEMHS is working
on the options to obtain additional generator resources. Deployments will be based on the Prime Power Survey. The
EOC has also sent out a survey to EMDs to determine any additional generator needs.
List of Available Gas Stations: DCP continues to update the list of open gas stations for 2-1-1 information. This is an
ever changing situation with those stations with power requiring re-fueling on a more frequent basis. Latest update
from DCP was 15:43 hrs.
Both Johnson Memorial and New Milford Hospitals are off generator and back on full external power.
Connecticut Valley Hospital continues to operate on generator power
Middlesex Hospital reports that their cancer treatment center is still without power. They report now being fourth
on the priority list for power restoration behind waste water, Connecticut Valley Hospital and the Wesleyan
Dormitories. They are unable to transfer patients to alternate treatment sites until some power can be restored
since treatment plans/records reside onsite electronically. They are trying to get a generator to the facility with the
hope of at least accessing patient records. They caution that there is no guarantee that they will be able to get the
records off their server in this manner. There are 42 patients currently being affected. The center has reached out
to SFH and THOCC for alternate treatment locations but there has been no handoff of patients.
Charlotte Hungerford Cancer center has power fully restored as of 19:00 and is now open and actively treating
radiation oncology patients. They anticipate remaining open long into this evening to catch up on their back-log.
People continue to present to emergency departments due to carbon monoxide exposure, often the result of unsafe
cooking and heating practices. DPH continues to work to improve public awareness of this issue and to monitor
number of patients presenting to emergency departments with carbon monoxide exposure on a daily basis.
Presently we have received reports from our acute care facilities relaying an estimated total of 159 patients seen at
their EDs for carbon monoxide exposure during this event.
WIC Update:
Coventry Street Hartford (Burgdorf Clinic) – power restored - fully operational as of this morning.
Middlesex Hospital WIC Program - hospital with power, WIC site without – WIC program is moving into an office on
the Labor and Delivery floor of the hospital and will be serving clients starting at 12:00 pm today focusing on highest
risk clients and infants on medically necessary infant formula.

Meriden Health Department WIC Program – fully operational - serving clients out of the Meriden Senior Center,
22 West Main Street, Meriden (1/2 mile from WIC office).
Bristol Hospital WIC Program – power expected by the end of the day today 11/2. Contingency plans are in place to
provide services out of the Bristol Library beginning tomorrow morning 11/3 if power not restored by tonight.
East Hartford WIC Program (Main office remains closed) – plans for the Enfield Satellite office (today) and Colchester
Satellite office (tomorrow) were not able to be implemented and clients are being rescheduled for next week. Staff is
calling and speaking with all clients affected.
FYI: All sites that had outages this week that are now open are calling clients to reschedule them into the remainder
of the week and in some cases opening on Saturday to meet demand. All WIC locations are using the opportunity (or
in person during appointments) to notify them of the locations of shelters/warming sites that are available in the
clients’ areas. We are also focusing nutrition education on food safety and safe food storage/timetables for
discarding perishable food.
Boil Advisory Notices Still in Effect (unchanged from last Sit Rep)
Two PCB spills have been reported and have been responded to by DEEP Emergency Response Unit
Department of Agriculture
We will finish our onsite visits to processors to assess the condition of product today and are providing targeted
assistance to DCP with inspection of food retailers.
Currently Guida's Dairy is prioritizing deliveries to open schools, nursing homes and hospitals. They will run out of
inventory today unless the production side is up and running. It will take at least 6 hrs. to bring the plant back online
after power is restored. Attempts to hook up generator sets have failed. Current NU estimate is 11/3/2011
(Thursday) restoration.

Central CT Coop said they expected power back overnight, we want to make sure this timeline is met, so feed
deliveries can be made to commercial livestock/dairy farms.
The DoAg-Bureau of Aquaculture was notified of a raw sewage spill in the Connecticut River. This may potentially
raise the bacteria levels of shell fishing beds in Long Island Sound that are monitored by the bureau.

Info Line (2-1-1)
Today 2-1-1 has handled 149 calls. 112 are storm related.
Most calls are for shelter, utility, and gas stations.
We currently have 92 shelters and 111 shelters listed online.
We continue to update www.2-1-1ct.org with information on shelters, gas stations, pharmacies, insurance claim
contacts, school closures and storm prep.
Wait time is 5 to 9 minutes.
Power has been restored to the 2-1-1 office in Rocky Hill. United Way of CT will resume full operations tomorrow.
2-1-1 is currently participating on the mass care shelter task force.
Updated guidance to the local CEOs and EMDs from the mass care shelter task force will include a reminder that
shelter status can be reported to theresa.baylock@ctunitedway.org<mailto:theresa.baylock@ctunitedway.org> or a
message can be left at 860-571-6053. In addition, the guidance will request that shelters report how many they
served last night.
DAS BEST
DAS BEST continues to support the Governor's Office and EMHS in keeping the websites current and informative.
DAS Wethersfield Fleet Garage has power and telephone service and is available for service of vehicles. The DAS
Surplus center is also operational.
