Short Description of the Activity


Citizen MCGM Partnership for environment friendly waste management. Segregation of waste at source /generation level. Resolve grievances of citizens regarding waste and street management. Reduction in public expenditure.

Began?
Implemented by M.C.G.M. and residents of Joshi lane,Ghatkopar in 1996-97. The programme is implemented in all 24 wards of M.C.G.M. Officer on Special Duty was appointed for publicity of ALMs by M.C.G.M. as per MSW rules. Awareness and Publicity was done in cooperative Societies, Residential Welfare Associations, Schools, Colleges, Hotels and Institutes by the M.C.G.M.

What was the situation prior to ALMs


Over flowing Garbage bins and unhygienic conditions which attracts flies, rodents & stray animals on the streets. Choked and overflowing drains. Increasing encroachment by Hawkers. Unauthorised parking.

Steps for ALMs Formation


Step 1: 1)Organise citizen meeting in neighbourhood. 2) Approach concerned ALM officer to explain concept of ALM through public meetings. Step 2: 1) Select ALM committee from all representative building, lanes etc. 2) To form an association and get registered at ward office.

Step 3: 1)Apply to concerned Asstt. Mun. Comm. in given format and copy to ALM officer. 2) Get registration & ALM confirmation letter from Asstt. Mun.Com. Step 4: 1) Get Nodal Officers name & contact details for Asstt.Mun.Com. 2) Attend monthly meeting at ward office pertaining to Civic issues. 3) If issues are unresolved then they need to taken up at higher level in quarterely meeting.

Responsibility of ALM Committee


1) Create awareness for segregation of garbage at source & keep it in separate bins (Wet & Dry). 2) Maintain Saaf Angan & Prevent Littering and spitting in neighbourhood. 3) Dry waste Disposal once or twice a week through MCGM vehicle, authorized waste picker or kabadiwala.

4) Debris disposal through appropriate agencies. 5) Issues pertaining the neighbourhood to be taken up at monthly meeting rather than individual issues. 6)One time Cleanliness drive with citizens & MCGM staff.

Responsibility of MCGM
1) Initiate public awareness, campaigns through IEC (Information, Education & Communication) strategies. Primary collection of waste from housing societies by door to door collection system/community bins as per MSW rules 2000 & Greater Mumbai Cleanliness and Sanitation Bye-laws 2006

4)Provided tempo for door to door waste collection of dry waste through NGOs. 5)Encourage vermi composting at society level & Provided Technical know how. 6)Encouraged ragpicker organizations in collection and processing of dry waste at sorting center from the ALMs & others. 7)Permission for Beautification of streets & adoption.

Clear measures of the activity


698 ALMs formed upto now. 22 % segregation and door-to-door collection. 2700 Tons/month of Dry waste collected through waste pickers through ALMS & others. Rag pickers are gainfully employed through NGOs. About 60 ALMs are composting; there by biodegrading waste. 3113 Dustbins have been eliminated.

Outcomes of the ALMs


ALMs have formed strong citizens group and are working with M.C.G.M. to improve the civic amenities in their local area. Volunteers have evolved from citizens to be active in the local issues, which are big social assets. ALMs are working beyond waste management on other environmental issues. ALMs are practicing environment friendly activities such as water harvesting, solar panel system.

Outcomes of the ALMs


Vigilance, safety and illegal hawking are high-priority areas. Streets lanes are adopted and maintained them. ALM support MCGM by supervising utility services such as BSES cables and offence are brought to the notice of the concerned authorities. Educating and Mobilizing citizens from neighboring areas towards carrying the ALM movement forward.

Present Status of ALMs


1. Around 50% i.e. 300 ALMs are active in all wards Ward level meetings conducted regularly by Asst. Mun. Comm. in A,D,G/N,H/W,H/E,K/W,M/E,M/W & R/S ward. NGOs such as Stree Mukti Sanghatana, FORCE & AAKAAR are working with various ALMs. Incentives are given to ALMs in terms of Privilege Cards, Priority of Civil Works in their areas.
