Position Paper Country: Albania For more than centuries, the uses of chemical substances in everyday life convinced

the new intention to utilize it as weaponry or even more. The chemical substances itself can affect so many aspect of our life, which is probably harms the health and emerge the new problem in our daily life. Many scientist and experts has been looking for alternative way to substitute these poisonous materials to other safe-use one. But still, it is such a long way. Lately, the world government appealed such policies regarding to this condition. Causes Every time we talk about chemical weapon, our opinion set into the circumstances when some people use the chemical substances to massively defeat their own opponent, making them poisoned and helpless. In some world cases, this kind of weapon has killed a million people ruthlessly. There also another possibility when these chemical substances used excessively, it degrade our environment as well. Policies For more than 40 years, under the command of Marxist dictator, Enver Hoxha, Albania prepared the advancement of weaponry capacity in various kinds of weapon. Hoxha built 750,000 concrete bunkers in the 1970s and 1980s and imported large quantities of weapons to repel an expected attack by Americans, Soviets, Yugoslavs or perhaps all three at once . But later, as the collapse of dictatorship, our new government wished to get rid of that deadly stockpile with the kindly help from US. Regarding to this central theme, Albania clearly assert that we fully support the idea for banning the use of chemical weapons. Our commitment to prohibit the uses of chemical substances is embodied by Albanias participation previously in 1993, in Chemical Weapons Convention (CWC). Lately in 2007, we have been

completed the disposal of about 16 tons of chemical warfare materials . This elimination material is including mustard agent, lewisite, adamsite, and

chloroacetophenone. For this accomplishment, Albania confirmed as the first the first country to destroy all its chemical weapons. Solution Despite for any internal factor, we are still going to find another residual of chemical stockpiles in whole country area. As an ex-country who ever have chemical weapon supplies, we assume there are still other hidden bunkers where chemical weapon remained. We suggest another country to build such special commission or centre who specialized to remote and eliminate these hidden bunkers in their country areas. Establishment national regulation for banning the uses of chemical substances is also crucial to avoid the local citizen makes use of it in terms of unsafe capacity. In such certain cases, we experienced many citizen health problems, the chemical waste impact to the environment, and so on. Regarding to this matter, we propose the concern of national rule on subject of chemical substances. As our final statement, we are extremely hoping that other countries would do the same things. Albania is going to continue to promote the prohibition of the development, production, stockpiling, and the uses of chemical weapons and on their distraction in our national level and also through international cooperation.

Position Paper Country: Cambodia Chemicals are a part of everyday life and can be found all around us. It is simply explain that the use chemical substances could be use in range of needs and necessities. The application of chemical material in the weapon ingredient is emphasized the use of its toxic properties rather than their explosive properties to produce physical or physiological effects on an enemy. Development of chemical weapon itself is largely started in World War I era, when some countries like German put poisonous material into their own weapon. The implication of this weapon is not only causing of a death, but also grows epidemically some disease through genetic inherited. Causes In historical perspective, there are many countries who become a victim in such colonization territory and war. In this sense, colony country is the most disadvantaged party to this. In some war, there are many forms of chemical weapon which used by colonialist to torture or even annihilate their colony. Poisonous gas and food are such example chemical weapon in this particular matter. Policies Cambodia strictly opposed the uses of chemical weapon since we realized that the chemical weapon have high potency to harm peoples health and other serious implications. Until the 2011, through our Deputy Prime Minister and Minister of National Defense H.E. Tea Banh, asserted that we forbid the uses of chemical in our military activities . We prohibits the production, acquisition, transfer, use, and stockpiling of nuclear, chemical, biological and radiological weapons to ensure peace, safety in the country and in the region.
