on the afternoon of march 29, seven state-appointed regents grappled with a seemingly insurmountable task: make up a gaping $1.2 million hole in northwests budget while dealing with a theoretical 7 percent state budget cut, without cutting any staff positions, compromising the quality of education or raising tuition beyond students means. Figures were laid on the table, dissected and discarded, and then presented again.
