STOREKEEPER 1/2 DEFINITION Under general supervision keeps stock records, receives, stores and issues material, supplies,

tools, parts and equipment for installation, construction and/or maintenance of a water distribution system; loads and unloads supplies and other materials; operates a variety of material handling equipment; and performs other related work as required. DISTINGUISHING FEATURES Work in this position involves, but is not limited to, issuing of materials, supplies and equipment used in the construction, operations and maintenance functions; receiving and placing into stock those materials, supplies and equipment ordered for specific jobs or restocking materials, supplies, and equipment returned from jobs; and maintaining a safe, neat, orderly, and clean storage area, both inside and outside of the warehouse. Storekeeper 1 is the entry level classification in this series. Individuals receive training and more detailed experience in storekeeping duties and perform basic duties under supervision. This class is flexibly staffed. Individuals normally advance to the Storekeeper 2 classification after gaining experience, demonstrating sustained satisfactory performance, achieving and demonstrating the proficiency necessary to meet the requirements for the higher classification, and upon recommendation and approval of higher level supervisory and management staff. Storekeeper 2 is the skilled level classification in this series. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the District. This class is flexibly staffed and is normally filled by advancement from the 1 level, or, when filled from the outside, has prior qualifying experience. Individuals perform work of moderate difficulty in a lead capacity; either performing the work themselves, or directing the activities of Storekeeper 1 or other assigned personnel. These activities include but are not limited to receipt, warehousing, issuing and inventorying in the operation of a warehouse. Performs other related work as required. TYPICAL EXAMPLES OF DUTIES Positions in this class may perform any or all of the below listed duties. These should be interpreted as examples of the work, and are not necessarily all-inclusive. RECEIVING: 1. Receives all incoming shipments; verifies and inspects for conformity to appropriate purchase orders. Notifies and/or delivers received items to addressee. 2. Receives, classifies, and credits returned or reclaimed materials, supplies, and equipment and replaces them in stock according to an existing storage system. 3. Unpacks materials, supplies, tools, and equipment; verifies articles received against packing list and purchase orders; counts or weighs the articles; stores articles in prescribed bins, racks, shelves, and floor or yard sites.

4. Inspects incoming materials for wear, damage, or defects; reports any discrepancies or damage in materials received; notifies the proper person if repairs or adjustments are required. 5. Processes receiving and delivery for inventory and non-inventory items purchased by satellite warehouses. SHIPPING AND DELIVERY: 6. Performs material handling and loading operations; uses hand trucks and other material handling equipment regularly. 7. Packs and ships materials, supplies, tools, and equipment. 8. Delivers supplies, forms, and copy paper to all departments. MATERIAL ISSUE: 9. Issues articles upon requisition; may use hand tools to cut stock to size prior to issue. 10. Stages most materials, supplies and equipment for crews. 11. Assembles materials from requisition forms; loads and unloads equipment and supplies from trucks; loads docks and runways. 12. Handles all issuances of construction meters (hydrant meters) to outside customers and processes receiving of returned construction meters following proper procedures. 13. May determine material requirements from general item descriptions or from construction drawings or specifications, may contact vendors to determine availability of parts and equipment. MATERIAL (RE)STOCKING: 14. Accepts and returns to stock all materials, supplies and equipment returned upon completion of jobs. 15. Conducts a weekly accounting of uniforms. 16. Inventories stock as scheduled or required; posts and maintains records of stock received and issued; notifies superiors when supplies are getting low. 17. Coordinates with Accounting and participates in the annual physical inventory process. MATERIAL ORDERING: 18. Writes up purchase requisitions to maintain adequate inventory of materials and supplies and initiates special orders for materials and parts for special jobs. 19. Generates re-order of inventory supplies and materials via electronic ordering system of JDE. 20. Co-ordinates with Engineering Department regarding materials for planned jobs. Works with Accounting Section concerning discrepancies in deliveries and to identify and anticipate problems regarding a transaction on a purchase or delivery. 21. Coordinates with Purchasing Section on materials relating to purchases, inventory, and non-inventory items according to ACWD specifications and standards.

JOB DESCRIPTION

MATERIAL CONTROL: 22. Performs the clerical checking of new stores as they are being received; may work outdoors or away from the supply yard i.e., may deliver parts to crews or other District facilities. 23. Performs clerical duties associated with storekeeping function. 24. Prepares form records and obtains necessary signatures for stock issued. 25. Labels items for storage as required; assists in filing receiving reports and requisitions. 26. Maintains the stock area, warehouse, and other work areas in a clean and orderly condition. 27. Ensures the security of equipment and supplies kept in storage areas by locking up the equipment as needed. 28. Processes the return of materials to vendors or materials to be scrapped or junked. 29. Solves difficult problems such as tracing purchase documents or partial shipments. 30. Operates an on-line computer system to access, input, and change inventory data and related information; applies code numbers to materials and equipment from existing code system. 31. Enters all stock withdrawals (issues) of materials into the Districts computerized inventory system. EQUIPMENT OPERATION AND MAINTENANCE: 32. Operates light and heavy trucks in yard during loading operations or on individual yard assignments; or delivers parts to crews or other District facilities; operates a pickup truck to collect materials from suppliers and to make deliveries to field crews or other District facilities. 33. Operates a light forklift to load and unload and move and stack materials, supplies, and equipment in both enclosed and open storage areas; may operate a heavy forklift. 34. Moves and transports office furniture; performs a variety of individual yard and warehouse assignments. 35. Checks condition of all equipment returned on completion of jobs. 36. Cleans, operates, and performs minor maintenance such as: check for loose belts, low fluid levels, worn hoses and connections on a variety of power tools including saw, acetylene cutting torch, and other equipment used in the salvage and disassembly of pipe units or fittings. SAFETY AND TRAINING: 37. May instruct other assigned personnel in storekeeping procedures. 38. Follows applicable CAL-OSHA personal and equipment safety regulations and guidelines.

JOB DESCRIPTION

DESIRABLE QUALIFICATIONS Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be the equivalent of: Storekeeper 1 Education and Experience: Completion of the twelfth grade, or its equivalent, and one year of work experience involving record keeping, handling of supplies and equipment, and contact with the public. Storekeeper 2 Education and Experience: Completion of the twelfth grade, or its equivalent, and either: 1. One year of experience as a Storekeeper 1, and demonstrating sustained satisfactory performance, achieving and demonstrating the proficiency necessary to meet the requirements for the higher classification, and upon recommendation and approval of higher level supervisory and management staff. 2. Two years of responsible storekeeping experience equivalent to Storekeeper 1. Knowledge, Skills and Abilities: Storekeeper 1- Knowledge of: Basic principles and procedures of inventory control, shipping and receiving; identification and use of common hand and power tools; safe procedures for moving heavy objects; tools, materials and equipment used in construction and maintenance work; units of weights and measures. The standards and practices used in receiving, storing and issuing of materials, supplies and equipment used in construction, operations and maintenance work; and of units of weights and measures. Skill in: Making mathematical computations with speed and accuracy, including fractions and decimals. Operating a computer and using various software, including skill in computer data entry on a live operating system. Ability to: Speak and understand basic English; read and write legibly; to lift and carry moderately heavy and bulky items; learn to operate forklifts; trucks, and power tools; learn methods and practices used in receiving, storing, and issuing materials, supplies, and equipment; learn to distinguish and identify specific types of water works materials, supplies and equipment; learn to operate a variety office equipment especially a computer and related software in order to input, access or change data; establish and maintain effective working relationships; tactfully communicate with the public; understand and follow oral and written instructions. Must have the ability to learn quickly the Districts ERP (Enterprise Report Planning) System and other miscellaneous AS/400 applications (Hydrant Meter issues and returns) as well as having a working knowledge of Windows and Lotus Notes for E-mail and calendaring. Storekeeper 2 - (In addition to the above) Working Knowledge of: The methods and practices used in receiving, storing, and issuing materials, supplies and equipment used in the water industry; methods of taking inventories and maintaining inventory records; the tools, materials and equipment used in water utility construction and maintenance work; units of weights and measures; use of common hand and power tools and material handling methods. Skill in: Making mathematical computations, some of which involve fractions and decimals, with speed and accuracy; maintaining clerical supply records; safely operating motor vehicles, including pickup trucks and light forklifts. Operating a computer and using various software.

Other Requirements: Must possess or acquire within six months a California commercial driver's license, unrestricted Class B and have a satisfactory driving record. Must possess physical characteristics to perform the critical and important duties of the job, including dexterity, and physical strength to load and unload materials of various bulk and weight, including lifting objects weighing up to 90 pounds. Must possess or have the ability to obtain and maintain appropriate forklift certification. Must be wiling to work outdoors in a variety of weather conditions, and work overtime as needed.
