1.0 OVERVIEW
1.1 INTRODUCTION

This combined Storm Water Pollution Prevention Plan (SWPPP), Best


Management Practices (BMP), and Groundwater Protection Plan (GPP) covers
the operations construction of the Fairmont Municipal Airport, Obstruction
Removal, Improve Runway Safety Areas, and Construct Parallel Taxiway
Projects. The plan has been developed, as required, under West Virginia’s
National Pollutant Discharge Elimination System (NPDES) Program for storm
water discharges and in accordance with good engineering practices. This
SWPPP describes this airport and its operations, identifies potential sources of
storm water pollution at this airport, recommends appropriate Best Management
Practices (BMPs) or pollution control measures to reduce the discharge of
pollutants in storm water runoff, details of groundwater protection activities and,
provides for periodic review.

The SWPPP becomes effective at the start of construction, anticipated to start in


August 2006, and will be terminated at the end of construction.

1.2 OBJECTIVES

The goal of the storm water permit program is to improve the quality of surface
waters by reducing the amount of pollutants potentially contained in the storm
water runoff being discharged.

The objective of this SWPPP is three-fold:

1. To identify potential sources of pollution at the construction site.

2. To describe best management practices (BMPs) which are to be


used by the contractors.

3. To provide other elements such as, but not limited to, a facility
inspection program, site compliance evaluation program, record
keeping, and reporting program that will help the contractor comply
with the terms and conditions of their storm water discharge permit.

2.0 STORM WATER POLLUTION PREVENTION COMMITTEE


The Storm Water Pollution Prevention Committee is responsible for developing,
implementing, maintaining, and revising this SWPPP. The members of the team
are familiar with the construction activities involved in these projects.

maintaining, record keeping, submitting reports, conducting inspections,
employee training, testing for non-storm water discharges, signing the required

This groundwater protection plan follows the format set forth in Title 47 Legislative
Rules, Division of Environmental Protection, Series 58, Groundwater Protection Rule.

3.6 Site Information

To be considered a Groundwater Protection Plan (GPP) which can be


implemented; this document must be completed in full. If a portion of this plan
does not apply to your facility it should be marked “Not Applicable” or “NA”. If
more space is needed for any section, attach additional sheets to this document.
Number any additions with the appropriate section number (For example: 47
CSR 58.4.11.1).

This GPP must be available on site for review at all times. WV DEP or engineer
may require modification of a GPP to assure adequate protection of ground
water.

If a facility does not have adequate ground water protection practices in place
they may submit a compliance schedule for implementation of the necessary
practices. This compliance schedule would allow them time (no longer than
thirty days) to implement the necessary practices.

Every one month during the life of the construction activity the site will be
inspected by the Contractor to ensure that all elements and equipment of the
sites ground water protection program are in place, properly functioning, and
appropriately managed.
