Analyses PNG urbanisation trends and challenges Determines the key issues and challenges posed by the urbanisation of PNG Develop policy that is evidence based such as Service centres development & customary land development Identify Key implementation components a strategy to systematically address the key issues and challenges Policy need to align with higher order strategies and policies National Development such as Medium Term Development Plan (MTDP) and National Strategic Development Plan (NSDP) NSDP identifies economic growth corridors Need to align with Land use and Physical development Master Plans

Land Development Approach

Land for Development is in serious short supply hence the National Land Development Program with intention to bring 20% of the 47 million hectares on to the market by 2020 recognising that 97% of land is in the hands of customary landowners inhibiting development and growth Freeing up land on the urban periphery for urban expansion is also now being trialled under the National Urbanisation Policy and Plan Developing and making land available for housing given severe shortage of serviced land cities The NRI of PNG estimated that economic growth will be even greater as result of effective land release for development, under the theme unlocking the wealth potential. Capacity is being built in various agencies and pilot projects can be rolled over into more areas of the country.

Unplanned Development = chaos & anarchy = equal failed service delivery therefore development must be managed through policy & program. Well planned development of hierarchy of cities towns and service centres can provide basic urban services Upon the above premises, a planned approach to development being advocated by Government agencies. Belief is that economic growth can be hastened if development is planned and systematically implemented. This is manifested in the corridor development concept under the DSP shown below neatly aligned by the National Urbanisation policy transport infrastructure development plan

Hierarchy of Cities Approach


PNG NUP advocates for 5 mega cities dropping down to major cities, cities and towns, growth or service centres PNG NUP also advocates for connecting the hierarchy of cities with major transport infrastructure. Goods services and people can move freely inducing competitiveness And investment in major primary and trunk infrastructure in the cities. These investment can be competitively sought by the concerned cities to build their infrastructure through a Challenge Fund concept. It our firm conviction that if we can get this basics right, the country will be on its way to rapid economic growth and development in the process modernise and urbanise
