Presidents message
Lets stand together as one in fostering the development of our youth

Dear readers, The fourth session of the African Union Conference of Sports Ministers which took place recently in Addis Ababa taught us a number of lessons and raised a lot of hopes for the future of African sport. It took some landmark decisions. The dissolution of the Supreme Council for Sport in Africa in January 2012 will undoubtedly reshape the African Sporting Movement. Thus, besides the Association of

National Olympic Committees of Africa (ANOCA), the supreme governing body of Olympism on the continent, and the Association of African Sports Confederations (AASC), the technical body in charge of sports practice, there shall henceforth be a Consultative Council for Sport in Africa, a support body which is yet to be established. With this new structure of the African Sporting Movement, it shall be easier to initiate dialogue and open consultations between Governments, National Olympic Committees and Sports Confederations in a bid to better enhance the development of our youth. Thus united, like one man, we shall do better for the utter fulfilment of our continents youth. Pertaining to sports competitions, the decision to entrust the management and organisation of the All Africa Games to ANOCA and the AASC also testifies to the unbending resolve of stakeholders of African Sport to join hands in making this great sports jamboree more successful. The African Sporting Movement thus spoke with one voice, and made a real clarion call during this fourth session of the African Union Conference of Sports Ministers. Every day, we, sports administrators, come to realise that unity is a must, since sporting Africa needs all hands on deck: States, Olympic bodies, as well as public and private partners, all determined and focused on doing just one thing: serving African youth! The world is evolving, and the world of sport is even doing so at a faster pace. We should thus, more than ever, stand together as one in fostering the development of our youth. ANOCA in action
Bamako to host the 28th Seminar for Secretaries General of African NOCs
he 28th Seminar for Secretaries General of African NOCs shall hold in Bamako, Mali, from 16 to 18 November 2011, under the theme Availing ourselves of opportunities offered to NOCs. Participants shall discuss a wide range of issues: lessons to be drawn from the 10th All Africa Games in Maputo; preparations for the 2nd edition of the African Youth Games billed for Botswana in 2014; participation of NOCs in the 6th edition of CISA in 2012; the spread of the Olympafrica programme; progress of the London 2012 African Olympic Village project; furtherance of Olympic Education in NOCs of developing countries and information about the 11th All Africa Games billed for Brazzaville in 2015.

ANOCA at the International Peace and Sport Forum

ANOCA UPDATE - November 2011

NOCA President, Intendant General Lassana Palenfo was in Monaco recently to participate in the 5th International Peace and Sport Forum which took place there from 26 to 28 October 2011. ANOCA mainly participated in workshop B of the said forum, which discussed how collaboration between decision makers can become a reality on the field. Here, Intendant General Lassana Palenfo took the floor and demonstrated how such collaboration has been possible and viable through ANOCAs Olympafrica programme. The keys to government diplomacy (geopolitical base,) was another theme explored by these panellists. Here, General Lassana Palenfo pointed out that sport is a development and image building tool, illustrating his point by citing the specific case of Judo for Peace, the race for peace in Burundi and the use of the Ivorian national team to raise youth awareness against war and to advocate national unity. The ANOCA President equally met with several political and sports leaders, notably the Head of State of Burundi, the Secretary General of CONFEJES, IOC Vice President, Thomas Bach, IAAF President, Lamine Diack, the sports ministers of Cote dIvoire and Morocco and the Treasurer General of the Confederation of African Canoe-Kayak.

Sport and the environment: focal concerns of NOC Togo

OC Togo on 16 and 17 September 2011 organised a seminar on sport and the environment. Initiated by the President of NOC Togo, General Poutoyi NABEDE, the event took place in Kpalime, near Lome, under the central theme Why sport and the environment? The seminar that opened on 16 October at the National Nursery Teacher Training School featured a number of key speakers. The first, Mr Luc Kouassi Dofontien, President of NOC Togos Sport and Environment Commission, began by defining the environment and later reverted to the importance the IOC has attached to the environment since the 3rd Conference on Sport and the Environment held in Rio in 1999, to the extent that it was made the third pillar of Olympism. The second speaker, Prosper KOTOKO, pointed out the difference between nature and the environment. He further discussed the impact of sport on the environment, which he qualified as measurable and quantifiable.

David Kossivi REINHARDT, who presented the 3rd paper, gave a brief historical background to Olympism, from ancient Greece to Modern day Olympics founded by Baron Pierre de COUBERTIN. The fourth speaker, Kaka LAWSON, who is also Director of Sports at NOC Togo, dwelled on Olympic symbols and emblems. Suffice it to note that each paper was spiced by fruitful exchanges between the various panellists and participants. Professor Francis Dodoo at the helm of Ghana Olympic Committee Former triple jump champion and current President of the Ghana Athletics Federation, Professor Francis Dodoo, was recently elected to the helm of the Ghana Olympic Committee (GOC). This was during the General Assembly of that Olympic governing body, which had been suspended by the IOC in January 2011 to quell down internal squabbles. Professor Francis Dodoo, who replaces Benson Tongo Baba, has promised to build on unity during his tenure in office. He will be assisted by Dr Deborah Cubagee, Nii Adote Din Barima and Nestor Galley, elected first, second and third Vice Presidents respectively. Richard Akpokavie will on his part head the Secretariat General. The elections were conducted in the presence of Joao Manuel da Costa Alegre Afonso, an international observer mandated by the IOC and ANOCA. Congo: workshop for women sports administrators A training workshop on the management of sports organisations took place in Brazzaville from 17 to 22 October 2011. Organised by the Women and Sport Commission of NOC Congo, the training aimed at drilling women representatives in the mastery of sports administration concepts and upgrading their knowledge on workable

methods. Participants lauded this initiative, especially as the knowledge acquired makes them competent level 1 administrators within their respective structures. The women further proposed that women and sport sub commissions be set up within various national sports federations, with all participants as members. Franoise Mahoungou, Women and Sports Commission Chair praised the ladies for their massive participation, expressing the wish that they extend their action to the leagues and clubs in order to put in practice what they have learned as concerns meeting management, constitution of a sports body, scheduling of activities and drawing up related budgets. Daimler Foundation donates bus to NOC Congo NOC Congo on 21 October 2011 received a bus from the Daimler Foundation, which donation is actually the fallout of a cooperation agreement between the IOC and the reputed firm. The 15-seater Mercedes minibus, valued at some 40,000 translates the desire of the IOC and the Daimler Foundation to equip National Olympic Committees of the world with rolling stock. During the handing over ceremony, the Daimler representative, Dieter Kuhnle, had this to say : this vehicle symbolises our commitment to sport in general and is a sign of encouragement to Congolese sportsmen and women in particular, especially for those of your athletes preparing for the forthcoming Olympic Games in London and the 2015 All Africa Games in Brazzaville. The Vice President of NOC Congo, Emmanuel Mpioh, on his part assured Daimler that the minibus will be put into proper use for the good of the Olympic family which is currently bracing up for London 2012.

London 2012: The DRC prepares ground for its athletes A delegation of NOC DR Congo was in London recently to prepare the ground for its athletes. It met with the London Organising Committee of the Olympic Games (LOCOG) on Saturday 22 October, and both delegations reviewed conditions for a befitting participation. They especially discussed accreditations, registration, the sports master plan, as well as facilities and services offered by Olympic Solidarity to National Olympic Committees. The NOC Congo delegation comprised executive committee members like Messrs Amos Mbayo Kitenge, President, Alain Badiashile, Secretary General, Bobo Bondembe and Kenzo Mukendi Treasurer General and Vice Treasurer General respectively. NOC Congo hopes to round off with qualifiers by March 2012.

London 2012: Cameroon and South Africa to represent Africa in womens football

outh Africa and Cameroon will be Africas flag bearers in the womens football tournament at the 2012 Olympic Games in London.

Cameroon grabbed one of the available tickets on 15 October in Yaounde, edging Nigeria 4-3 on the second leg after post match penalty shootouts. This is a first for the Cameroonian ladies, who also bagged gold during the All Africa Games in Maputo, Mozambique, last September. The Nigerian ladies thus failed to qualify for the fourth consecutive time after participating in 2000, 2004 and 2008. It shall also be a first for South Africas ladies, who clearly outclassed Ethiopia 4-1 on aggregate (3-0 and 1-1). 12 teams representing the various continents shall vie for the womens football Olympic crown in London next summer.

African sport
Sudan ratifies UNESCO Anti-doping Convention

udan recently ratified the UNESCO international convention against doping in sport, becoming the161st member state to do so. In reaction, WADA President, John Fahey, said the organisation was happy that Sudan has joined the anti-doping community which is growing bigger and bigger the world over. The UNESCO international anti-doping convention is the first ever universal treaty against doping in sport. It was unanimously adopted by the 191 States that participated in the 33rd session of the UNESCO General Conference in October 2005 and it took effect in February 2007.

Bamako to host CISA 2012

Some 400 delegates are expected to take part in the event, which is organised in partnership with NOC Mali. CISA is an initiative of JAPPO S.A. and placed under the distinguished patronage of the Association of National Olympic Committees of Africa (ANOCA). In the words of the President of NOC Mali, The entire sports family and all government departments support the hosting of such an event, and we are impatiently waiting to warmly welcome all delegations and invited guests, given that CISA is a great African initiative! The International Convention on Sport in Africa affords a platform for meeting and sharing of experiences. It also offers major networking opportunities for three days through an exhibition, a lecture and a gala night, a major feature of which is the induction into the African sport Hall of Fame.

Cape Verde and Namibia obtain FISA membership ape Verde and Namibia are among the five new members of the International Federation of Rowing Associations (FISA), following world rowings congress held early September in Bled, Slovenia. The other three newly admitted members are the Bahamas, Bosnia-Herzegovina and Mongolia. FISA now counts 136 members. Its next ordinary congress is billed for Plovdiv, Bulgaria, on 17 August 2012, while the extraordinary congress shall take place in Copenhagen, Denmark, in 2013. Meanwhile, FISA has awarded the organisation of the 2015 world rowing championships to Aiguebelette, France, and the -23 world rowing event to Varese, Italy in 2014.

Olympism
Bidding to host the Olympics he Olympic Museum in Lausanne on November 01 and 02 hosted a conference on bidding to host the Olympics. It aimed at collecting information on the presentation of bids to host the Olympic Games and the Youth Olympic Games (YOGs). The conference, which was opened by IOC President, Count Jacques Rogge, was attended by some 25 cities and NOCs, together with IOC experts. They discussed issues relating to recently organised or future games (Singapore 2010, London 2012, Sochi 2014 and Rio 2016), planning, the peculiarity of the YOGs and the games legacy. The conference rounded off on November 02 with an update on preparations for Rio 2016. This conference is part of the IOC knowledge transfer programme in support of future host countries of the games.
