Ideas for possible things to propose for Capacity Building 1) Intro to our proposals/Chappeau => gives an intro why

we are getting involved, why we think this is important and what is so important for us about it Suggestions (some of these could also grow into their own sub points) - Justify why youth should be heard on Capacity Building, and more than anything should inject energy and passion into the negotiations. - Point out that the youth is a huge part of the population in developing countries who are in turn those countries who are the main target for capacity building - Make clear that Capacity Building includes educating nations and their populations, not just governments and that youth is the right place to start. - Youth are experts in capacity building as they are part of the educational system and can advise based on their immediate personal experience - Human Rights (right to access to information, participation in decision making, right to development) are important for CB - other documents we could bring into the mix as best practise examples: Agenda 21 (outcome document of Rio Earth Summit that brings young and future generations as well as the idea of common but differentiated responsibilities on the table) Article 6 decision in Cancun that talks about non-formal education and other CB related issues Cancun agreements (appendix 1) Panama Options - some nice buzz words CB as a sustainable way of implementing the convention; Social transition references to human aspects of the deal. - Some useful stats Half of the world is under 25. Young people between the ages of 15 and 24 represent approximately 18 per cent of the global population, or nearly 1.2 billion people. Eighty-seven per cent of the youth population live in developing countries, and nearly 45 per cent of all youth globally living on less than 2 dollars a day. In the 60 poorest countries of the world, the average percentage of the population under 25 is 60 per cent. 2) Our main push => what is our main objective for this advocacy project, this should probably be limited to 2-4 points - Make clear that it is time to move the negotiations forward as this is an important topic for us, take a decision on the options that are at the table (since Panama) - Scale up funding (with references to Toms interpretation of the GEF report)

- Participation of Women and Youth in integrated approaches- with a good explanation of why this is particularly important to us and not just a name-check for us. - CB objective to strengthen the capacity of civil society: Because we will be part of the solution too and our capacity will affect the ability of implementation of the convention & a new global agreement, especially when it comes to adaptation in developing and mitigation in developed countries. - Recognising non-formal education as a mean to build capacity, especially when it comes to transferring knowledge into action and introducing a sustainable behaviour change. A recent survey conducted by WAGGGS showed that non-formal education is most relevant in translating knowledge into action while formal as well as nonformal education were named to the same extend as sources for information on climate change, non-formal education scored far higher in taking action based on the acquired knowledge. - I (Danny) particularly like CANs sentence below (particularly the bits in bold), but I think we can come up with something more inspiring and less technically worded: CAN believes that capacity-building programmes should be based on a coordinated, cross-cutting, country-driven, bottom-up, needs-based assessment, operated on a partnership-of-equals basis, subsequently delivered nationally, regionally and subnationally, as appropriate. - Other things we could include: Participatory research 3. Sub points => topics we want to specifically raise with a little bit more details and background, based on the hot topics currently discussed in Capacity Building A) Coordinating Entity - Call for a technical Panel on Capacity Building or Coordinating Body as CAN now call it which sounds a bit nicer - or event find a more youthy to-the-point name Good argument for why important and why important for youth. I think a key aspect of this is imagining what it would look like and what it would practically do, so that we have a good image to sell to negotiators. - Give a strong mandate for Panel on Capacity Building to design frameworks for delivering finance in more effective, participatory ways and ensuring it reaches projects that specifically benefit communities as well as mitigating/adapting climate change B) Cross sectoral approach - To coordinate collaboration participation and efficiency in all the things the CB agreement will do: forest/mitigation/adaptation/tech...projects; - Provide expert advice on CB to Parties, advice published to communities/projects, transparent, and also the other Technical Panels of the unfccc. Civil society youth and local inputs to be considered an important form of expertise. C) national programme implementation and funding - Participation/real Partnership of stakeholders in the design of funded projects. An appeals mechanism for civil society.

- include targeted programmes that build the capacity of government negotiators, especially from AOSIS countries. - the voluntary trust fund should be replaced by a fund where developed countries commit to the amount and time period they contribute to. - ringfence a certain amount (how much?) of the funding to go to capacity building of the general public in a country through education and skills building D) Monitoring national implementation and compliance - Accountability and compliance need to be ensured - Agreed indicators and annual reporting to either secretariat or special body to be implemented; stakeholders, like NGOs invited to contribute to review (we can think up something here? A bit technical maybe, but do we want to promote proper indicators to ensure effective implementation? Or perhaps the recognition of qualitative indicators as important too- participatory research techniques, reports by stakeholders...) - CB commitments Legally-binding on Annex 2 Parties with consequences for noncompliance. Not just an optional thing they do a bit of, but a real commitment 4. Comment on Panama options => Do we specifically want to engage in picking the options we most like from the options paper? Or do we not want to fall into that trap and isntead want to propose something better, more ambitious and more youthy?
