Future regulation of Dangerous Goods
review aimed at improving Australias regulation of the transport of dangerous goods by road and rail is now underway. Through the NTCs recent implementation and regulatory outcomes review, it was found that the current system has delivered relatively consistent outcomes across the country. However areas for improvement were also identified, including how to ensure Australia keeps pace with changes at the international level.
The Australian code is based on the recommendations developed by the United Nations, which are updated every two years. The review will explore whether or not there is a more efficient way to ensure that the Australian Code is updated to reflect changes to the UN code. The review will consider, in consultation with stakeholders, whether the current process is adequate and if any changes to the regulatory framework are required,
explained NTC Project Director, Dr Neil Wong. This includes whether the current framework is achieving the intended outcomes of improving safety and creating consistency of regulation across Australia. The NTC will be developing a discussion paper for public consultation, and final recommendations will be submitted to the Standing Committee on Transport and Infrastructure (formerly the Australian Transport Council).
canias Australian workshop team, the Kangaroos, from Scanias Prestons workshop near Sydney has been named the Scania Top Team, after beating nine other finalists from around the world. Top Team is a competition and training event arranged by Scania. Although the Australian team had a tough start at the first station, their scores improved drastically to secure the win in the end, with Belguims Torhout workshop finishing second and the Netherlands Veghel workshop placing third. This is a dream come true, said team leader Christopher Nobbs. Everyone on the team put forth an amazing effort. Scanias President and CEO, Leif stling, was at the final. Dedicated staff is the key to a successful service business, he said. The teams that competed in this years Scania Top Team final are all good examples of this dedication. There are, however, many skilled
service technician teams at Scania workshops all over the world; they pushed the finalists to excel and thus truly earn the title of Top Team. This years Top Team event attracted more than 6000 service technicians in 46 countries. In addition to promoting the vehicle service technician profession, Scania
Top Team is a competition with the goal of developing best practices for working on Scania vehicles. The first Top Team competition was held in Sweden in 1989 and since then the event has grown substantially. This years Top Team was the eighth instalment of the event.

Fuso develops heavy-duty hybrid truck
uso has introduced a heavy-duty hybrid truck in Japan. The new vehicle concept will have its offcial show premiere at the Tokyo Motor Show from 30 November to 11 December 2012. First tests of the Super Great HEV have demonstrated significant fuel efficiency improvements over conventional diesel-only vehicles. The hybrid heavy-duty truck development is a further milestone in the development efforts of the Global Hybrid Center (GHC) located in Kawasaki. The development centre synchronises and controls Daimler Trucks global hybrid activities. We want to be leaders in green technologies, said Fuso President and CEO, Dr Albert Kirchmann. Our development of a long-haul hybrid truck represents a significant expansion of our hybrid activities and shows our focus on bringing costeffective, low-emission commercial vehicles for a wide spectrum of applications. We will continue to promote advanced technologies to reduce emissions and increase fuel efficiency. Member of the Daimler Board of Management responsible for Commercial Vehicles, Andreas Renschler, added, Fusos activities in the area of alternative drive systems are an important component of our global commitment to environmentconscious, sustainable transport solutions. Daimler Trucks is very well prepared for future requirements with its current green product portfolio. The newly developed hybrid heavyduty truck is based on the technology of the Canter Eco Hybrid, around 1200 units of which have been sold since it was introduced in 2006.
The Fuso Super Great HEV offers features that include a conventional diesel engine, electric motor/generator, lithium(Li)-ion battery; and related control software. It utilises a parallel hybrid system, meaning power to drive the vehicle comes from the vehicles electric motor, the diesel engine or both. Fuel efficiency and emissions reduction are achieved by using them separately or in combination with each other according to driving conditions. When slowing down or braking, the electric motor functions as a generator to brake the vehicle. The generator converts brake energy into electric energy and returns it to the lithiumion battery. The first tests performed under reallife conditions show an impressive increase in fuel efficiency by as much as ten per cent versus conventional diesel-only powered vehicles. Testing was conducted on motorways in Japan, in representative conditions. Evaluation so far shows that hybridisation can indeed benefit heavy-duty trucks in typical long-
haul operations, explains Fusos Vice President of Product Engineering, Gustav Tuschen. The conventional thinking is that hybrids best fit trucks like the Canter Eco Hybrid involved in short-radius distribution operations, since such operations involve many stop-and-go situations. Braking energy can be continuously recaptured this way. But, heavy-duty highway trucks in long-haul operation clearly benefit as well. Long-haul trucks recover and store energy as they move up and down hills. In addition, they tend to run much longer distances than light commercials, therefore the benefits of hybrids accumulate. The hybrid system of the Fuso Super Great is optimised so it can capture energy even when the truck is going down very slight grades. The parallel hybrid system ensures that energy loss is minimised. Based on the positive test results, Fuso is now moving ahead with development of heavy-duty hybrid trucks. The key challenge now is to ensure significant overall lifecycle cost benefits for the Super Great HEV.

Senior Daimler Executive to stand down
enior Daimler Executive, Carlo Beltrame has announced his intention to retire at the end of this year after nearly 40 years in the heavy truck business including stints with Kenworth, Detroit
Diesel and Ford Trucks. Id like to thank Carlo for his service over the years with Daimler Trucks and wish him the best in his retirement, said Managing Director at Daimler Trucks, Kolya Rebstock.
Carlo played a key role in building a strong foundation for our revamped Daimler Truck business as we continue to grow in this market and weve been fortunate to utilise his experience during this important period.

Electrical components including the motor, inverter and nickelmetal hydride battery have also been completely redesigned to reduce weight and size, and increase efficiency. The current system has made significant fuel savings in start-stop operations, says Hino Australia divisional manager, product strategy, marketing and dealer development, Alex Stewart. The new system uses the electric motor as a supplementary power source, it creates electricity by gathering kinetic energy when the truck decelerates. It does not use diesel power to create electricity and the diesel engine returns to idle whenever it is not
required to power the truck, thereby saving more fuel. When accelerating or climbing a hill, the new hybrid uses electric power to supplement diesel power. The flat torque curve from the combination of diesel and electric power means Hino can use a fivespeed transmission to save on gear changes. When descending hills and braking, the clutch disconnects the diesel engine from the motor, so the motor can act as a generator and maximise the amount of electricity gathered. In Hinos new hybrid system, the accelerator pedal is a potentiometer: if the driver requests, say, 280Nm of torque, the electronic control units for the engine and hybrid system network provide the ideal split of diesel and electric power.
Dandenong precinct. The design of the new 24-hour facility will include wide and convenient refueling positions, high speed pumps and extensive parking. It will also include BPs 24 hour Road Haven Caf, a convenience store and truckers showers and toilet facilities.
This project involves an investment of around $10 million and will create or sustain around 80 jobs across a range of disciplines during construction. Up to 20 new jobs will be created when the site becomes operational in mid-2012. The site is expected to be completed in around nine months.

TruckSafe formally recognised
he trucking industrys safety accreditation program, TruckSafe, was formally recognised by the Victorian Government as an industry code of practice under the states Road Safety Act. This will make it easier for TruckSafe accredited operators to prove they have taken reasonable steps to
prevent breaches of road safety laws. Provisions of the Victorian Road Safety Act mean that operators and other parties in the supply chain are required to take all reasonable steps to prevent contraventions of the speed, fatigue, and mass, dimension and load restraint laws. Under the Act, if a person accused of
a chain of responsibility breach can prove they complied with all relevant standards and practices in relation to matters to which the breach relates, that is evidence that the person or business took all reasonable steps to prevent the offence. TruckSafe is now a registered industry code of practice under the Act.

The General Freight Committee (GFC) reports to the VTA Executive Council, and is the engine-room for the strategic management of issues dealt with by the Association which affect general freight, said VTA CEO, Philip Lovel AM. It is responsible for shaping the policy directions and initiatives pursued by the VTA on productivity issues, safety, technology uptake, people and environmental issues. Weve got outstanding leaders in the freight logistics industry represented on the GFC, and their knowledge and expert advice is highly valued by us, added Mr Lovel. And in a first for the VTA, Angela Murphy was elected as Chair of the General Freight Committee. This is the first time that a woman has been elected to the position of Chair of this important, strategic VTA Committee. What a fantastic achievement, and what an accolade for Angela, Mr Lovel said. Mr Lovel also paid tribute to the outgoing GFC Chairman, Peter Anderson. Peter chaired the Committee ably for six years, but has now moved from Border Express to become
the new Chief Executive Officer of Scotts Transport Industries, explained Mr Lovel. We look forward to Peter continuing as a Board member on the VTA Executive Council, while we welcome Mark Luff, Director of Border Express and David Howell, General Manager of Scotts Transport, onto the General Freight Committee for the first time. Also new to the Committee is Toll Chemical Logistics / In2Store National Distribution Manager, Adrien Scott. Adrien is no stranger to the VTA, being a useful contributor to VTA meetings while with Mannway Logistics and Toll Express previously, said Mr Lovel. The VTA General Freight Committee has a full agenda in making sure that the voice of the VTA on behalf of its members and the industry generally is strong and wellreasoned. The GFCs strategic work program will ensure that it is an effective voice on productivity issues, technology uptake, people attraction, retention and training, as well as improved safety and environmental outcomes for the freight logistics industry.

CVIAQ Annual Awards
he CVIAQ Awards were presented on November 14 at the Sebel & Citigate Hotel King George Square during the 2011 CVIAQ Annual Dinner and Awards Night. CVIAQ members, staff and invited guests celebrated the achievements of some of the industrys most talented apprentices and acknowledged the dedicated commitment to industry with the Industry Recognition Award. The 2011 Apprentice of the Year Award was won by Christian Wyatt of Brisbane Isuzu. Sponsors of the Awards, Mr Glen French from Warby Tools and Mr
Peeter Liiv of National Transport Insurance, presented the award to the winner and expressed their support of the competition. Christian, an apprentice in Certificate 3 Automotive Mechanical Technology, was presented with a trophy, a framed Award certificate, an Apple IPad2 and tools to the combined value of around $2000. Mr Peter Kenny, Group Service Manager, Brisbane Isuzu, gratefully accepted the inaugural CVIAQ Apprentice of the Year perpetual trophy for the employer to display in their office reception or foyer for the 12 months between awards.
The CVIAQ Industry Recognition Award was presented to the CVIAQ Charity Dinner Organising Committee to commemorate its ten years of fundraising with the Leukaemia Foundation. The committee, comprising Mark Johnston (Haulmark Trailers), Chris Musch (Isuzu Australia), Sharon OPhee (OPhee Trailers), Glen Lewis (Vital Training) and Mark Strambi (Manheim Fowles Auction Group), has raised close to one million dollars over the decade to assist the Foundation in its ongoing research into a cure for Leukaemia, Lymphoma and other related blood diseases.
ictorian waste management company, Corio Waste Management, has added a second Isuzu compressed natural gas (CNG)fuelled compactor to its fleet, to better service its public litter and recyclables contract with the City of Casey in Melbournes south-east. The new Isuzu FSR 850 CNG will replace the companys smaller NPR 300 CNG model due to the need to carry larger payloads. Corio Waste Management General Manager, Mathew Dickens, is a qualified environmental scientist and carbon accounting/management expert. When it came time to replace the NPR 300 CNG, he said purchasing another natural gas-powered Isuzu was an easy decision, given the trucks environmental benfits. Isuzu CNG trucks produce zero particulate matter (PM) emissions and up to a 50 per cent reduction in
nitrogen oxides (NOx) compared to similar sized conventional diesels. To add, Mathew explained, The first truck now has now covered about 70,000 kilometres and performed faultlessly, driver feedback is extremely positive its very quiet compared to a diesel and theres no discernable loss of power. With the NPR 300 CNG we
experienced a considerable reduction in servicing costs compared to an equivalent diesel, but the best financial efficiency is gained through reduced fuel costs. The FSR 850 CNG is refuelled at Corio Waste Managements Dandenong depot, while a similar facility has also been installed in Geelong to service the NPR 300 CNG.

it. This is known as pressure drop. There are 4 main factors that contribute to pressure drop. They are the filter media, contaminants, flow and viscocity.

Contaminants
The contaminant materials that are removed from the fluid by the filter can be made up of many different things such as dirt, sludge and wear metals. Regardless of the contaminant, as it is removed from the fluid, it builds up, gradually blocking the pores in the media. It therefore becomes harder for the fluid to pass through the media, increasing the pressure drop.
Viscosity is usually significantly increased as the temperature drops. As viscosity increases, so does the pressure drop. These four things contribute to pressure drop and need to be considered when selecting a filtration system or nonrecommended will-fit filter. The only successful way to allow for pressure drop is to select the correct filter or filtration system for the job. Flow
As the flow rate of the fluid is increased, more fluid tries to pass through the same surface area which requires more effort. This results in larger pressure difference from the dirty side to the clean side of the filter, or pressure drop.
Viscosity
This term is used to describe how thick the fluid is. Thicker, more viscose fluids are harder to push through the filter than thinner fluids.

he series of exhaust emission regulation changes of the past 20 years have come thick and fast. the latest emission reduction to affect europe will be introduced in 2013. euro 6 sees a reduction in nitrogen oxides allowed and a sizeable tightening on the amount of particulate matter in exhaust gases. Scanias development team in Sodertalje, just outside Stockholm in Sweden, explained to Prime Mover what has had to be done to the engine systems over the line to meet the latest regulations. euro 6 comes into effect as of 1 January 2013 for new models and extends to all truck models in europe on 1 January 2014. Scania has already released some of the new models onto the european truck market in anticipation of some october 2011
governments offering incentives to trucking operators who moved to the cleaner trucks earlier than they are mandated. Low emission incentives were effective in bringing forward the adoption of euro 5 technology in many countries in europe. however, no major european country has yet announced any measure, either reduced road tax or reduced road tolls. the european Union only recently finalised the euro 6 emission level figures first suggested in July 2009, giving truck manufacturers a tight deadline. Apart from the usual limits of allowable pollutants in exhaust gases, a new kind of limit was introduced. this restricts the number of individual particles permitted to be emitted. nitrogen oxides are reduced by 80% when compared to euro 5 levels, down to 0.4g per kilowatt hour. Particulate matter is halved to 0.01g per kilowatt
hour with carbon monoxide unchanged at 1.5 and hydrocarbons reduced by 75% to 0.13. euro 6 has been, and is, a challenge to us, says Bjorn Westman, Scanias engineering Director, head of engine Development. in practice, the mass limit for particulates has made the amount of particulate matter the engines can emit much smaller than the regulators imagined, i think. When we started looking at euro 6, particulate counting was not on the table. Different scenarios with nitrogen oxide levels and particulate matter mass were discussed along with their effects on fuel economy. the politicians set the limits knowing it would drive a 2% fuel economy penalty when compared to continuing with euro 5. it was clear to us it would be possible to achieve half the particular mass emissions without

As the son of highly regarded horse trainer John Hawkes of Hawkes Racing, Wayne Hawkes was surrounded by trucks from quite a young age and is now a well-known horse trainer himself. Since I was about 10 years of age, I travelled around the country with Goldners Horse Transport from Adelaide and thats how the trucks started for me, says Wayne. I always said I was going to own the biggest and best float company around but that went by the wayside and I became a horse trainer instead, before establishing Tailored Freight, so it all just marries together really well. The opportunity to start Tailored Freight arose when Waynes long time friend, Todd Moraitis, was working for his uncle Nick at the Melbourne fruit market. At the time Todd knew everything there is to know about fruit and vegetables so thats basically how it started, says Wayne, who began Tailored Freight with Todd in mid 2006. The business almost started overnight. Tailored Freight began with four employees and now employs 11. Based near the Argosy both of which still have their place in the fleet today. Before long, the demand placed on the two vehicles had increased and there was a need to implement a third vehicle within the first six months of the companys operations. This year another two vehicles were added to the a new supermarket depot was being built on the Albury and Wodonga border and Todds uncle needed to have some freight transported. Footscray market in Melbourne, Tailored Freight began its life with two B-doubles, towed by a second hand 2005 Mack Vision prime mover and a brand new Freightliner
fleet, bringing the total number of prime movers to five and the total number of trailers up to 11. Tailored Freight now operates nine insulated tautliners and two refrigerated pantech trailers which all operate as B-doubles, servicing the Melbourne, Wodonga and Shepparton districts as well as all the distribution centres in between. Fruit and vegetable cartage accounts for approximately 90 per cent of operations, while general cartage takes up the remaining 10 per cent. And while there has been several opportunities for the company to travel interstate, Wayne says that the companys fleet is geared to service the needs of Victoria. We dont want to be the biggest but we are trying to be the best, he says. It is easy to get too big and lose sight of the big picture. We are quite happy to stay around this sort of number of trucks. Every trailer in the fleet has been manufactured by Freighter, with all but one trailer purchased brand new. The most recent trailer purchased is a second hand Freighter trailer that has been completely refurbished. All vehicles in the fleet operate seven days a week and the business is open every day of the year except for Christmas Day and Good Friday. Horse training is no different to the fruit and vegetable market, it also runs seven days a week so the two work hand in hand, Wayne says.
