Introduction Human Resource Training and Development is a process Ior developing individual skills and eIIectiveness. Individual eIIectiveness, in terms oI skills, knowledge and attitude, is one oI the essential building blocks towards achievement oI the wider goal oI improved organizational eIIiciency and eIIectiveness. The development oI the individual and the organization are thereIore inextricably linked. Training can and must make a signiIicant contribution towards securing both individual and organization objectives. Every manager, potential manager and employee must receive the training required to perIorm his/her job eIIectively. A true Human Resource Development (HRD) plan must deliver real tangible and measurable results.
In the context oI ongoing change process at PTCL the role oI Training & Development Iunction has gained even more signiIicance to change the mindset oI the employees and their approach towards the company and the customer. PTCL`s executives and staII needs to be taken through an extensive training & development campaign and we at T&D are committed towards transIorming PTCL into a Hub oI highly skilled human capital that will prove to be a driving Iorce in steering PTCL to its vision. Projects and activities 1. Urgent Training Needs Programme: The Urgent Training Needs which realistically depict the post VSS scenario are being assessed and catered immediately by conducting customized training programs. The involvement oI all departments, regions and business units Ior providing their valuable input in the Iorm oI TNA response is essential Ior accurate identiIication oI their requirements. Given the transIormation stage, the most eminent developmental needs were highlighted and incorporated in this programme. . Customer Care Initiative: To achieve the pinnacle oI Excellence in Customer Service envisioned by the President/CEO the Training and Development department has assumed the responsibility Ior eIIectively imparting training under the Customer Care Initiative to all PTCL employees. 3. HRD Plan for 1: Training is one oI the tools used Ior the development oI employees and to consolidate change on sustainable ground. In order to address the training needs oI all stakeholders oI PTCL, EVP (T&D) has directed training region administration to conduct comprehensive Training Need Assessment oI PTCL employees. This exercise oI TNA is required Ior developing an eIIective and need satisIying Human Resource Development Plan Ior PTCL training centers. The pilot run oI this programme is expected to commence by the end oI April 2009. 4. Training Incentive offered to VSS Optees: For the rehabilitation oI VSS Optees, PTCL oIIered a package oI post VSS training & development services, out oI which the most beneIicial and helpIul service oIIers were Vocational and Technical trainings. 5. Revamping Project of PTCL Training & Development by Etisalat Academy: PTCL has a huge training inIrastructure throughout the country that is geographically wide spread. To revamp this wing oI PTCL and transIorm it into a proIit center, Etisalat Academy has been engaged Ior this project with the Iollowing main objectives:
O Evaluation oI existing training inIrastructure O IdentiIication oI potential and non-potential training institutes O Development plan Ior proposed training set-up O Comprehensive workIorce analysis oI existing Human Resources in T&D department O Proposals regarding computerized learning management system O Preparation oI Quality Assurance (QA) systems & procedures O Determination oI Key PerIormance Indicators (KPIs)
6. Implementation of ERP system in T&D: The Iocus oI the project is to set up and maintain the qualiIications catalogs, create and evaluate proIiles Ior a range oI objects (Ior example, persons and positions), evaluate career and succession planning scenarios, set up appraisal systems, as well as plan, hold, and evaluate appraisals, create development plans, and work through individual development planning scenarios by customizing the Iunctions oI personnel development to meet customer requirements.
7. PTCL Academy activities: PTCL Academy has been revitalized with a new vision to be recognized locally and regionally as a center oI excellence in the provision oI state-oI-the-art training and consultancy services in telecommunications and related Iields. It will provide a platIorm Ior the creation, dissemination and exchange oI knowledge and expertise in all areas oI telecom and IT to internal and external stakeholders. Some oI the programmes on its agenda are:
Ph.D. Programme MS programme Post Graduate Diploma Cisco Regional Academy Programme Oracle Academy Programme Joint venture with CISCO and NUST Seminars / Short Courses / CertiIicate programmes Course development Ior new oIIerings (technical and management courses) Testing / Inspection oI telecom equipment
. Lineman Training Programme:
The declaration to celebrate year 2008-09 as year oI Customer Care & SatisIaction by the President/CEO oI the company, has entrusted upon Training & Development Department a gigantic task to transIorm our line staII who are the real customer care agents oI PTCL. This initiative is the part oI company`s strategic vision to turn PTCL a leading corporate entity in highly competitive business environment oI telecom industry. A mega training campaign has been launched Ior all the Linemen oI PTCL. The training module prepared by Training & Development department has tried to address all skill needs most direly required by our Linemen to cope with emerging technologies in telecommunication. This training will signiIicantly improve both soIt and technical competencies oI our linemen and we believe that this training shall be remembered as a milestone in PTCL`s history.
. Quality Awareness Programme:
In order to create quality awareness and skills improvement oI PTCL staII, a 3-year QA plan has been made. The project is scheduled Irom March 2007 to December 2009. Following Iour types oI programmes are under the work plan:
Installation Quality Standards Quality Auditor Course Companywide Quality Awareness Train the Trainer Programme` oIIered to the Iaculty oI PTCL training centers
1. Senior Management Development Program:
Etisalat Academy being the lead consultants oI PTCL`s Training and Development department has proposed a meritorious program Ior the development oI Senior Management Team (SMT) oI PTCL. The workshops, their contents and out comes have been reviewed and have been Iound beneIicial Ior the company. Proposed plan oI Iive workshops is in line with emerging concept oI Continuous ProIessional Development. CPD is being promoted Ior conscious updating oI proIessional knowledge and enhancement oI proIessional competence throughout a person's working liIe. PTCL Training & Development wing is committed to the pursuit oI proIessional excellence with its Senior Management Team. PTCL`s SMT, though possesses matchless Iunctional competencies, will beneIit Irom these workshops.
11. Internship Programme:
As per existing policy approximately 194 internship oIIers were made during 2008-09. Currently, we are in the process oI invigorating our Internship Policy. During the last couple oI years Internship Programme at PTCL has received special attention and Iocus. The overall concept has evolved Irom its traditional perspective into a strategic perspective. We look Iorward to this programme not only as a learning opportunity Ior the participants but also a prospect Ior PTCL in its continuous endeavor Ior talent hunt. It is the process by which we not only contribute signiIicantly to the development oI the best talent in proIessional and leading universities and schools, but it also aims at creating 'PTCL Ambassadors that spread goodwill oI the company all over the country. This programme is intended to provide students with the opportunity to apply what they are learning in their academic pursuits to real world situations. Through the successIul implementation oI this programme, PTCL looks Iorward to rightly identiIy, recruit, train and develop its most important need oI the day i.e. the Human Resource.
1. Nominations for Open House Training Programmes:
Besides aIorementioned activities the Training and Development Department is organizing a complete database oI the training Iirms/institutes and the Ireelance training consultants. StaII is being nominated Ior open house training programs oIIered by reputable Iirms to assess the eIIicacy and the relevancy oI the program. Vision:
