On The Job Training (OJT)

Traning and Development Home Methods Of Training On the Job Training The most frequently used method in smaller organizations that is on the job training. This method of training uses more knowledgeable, experienced and skilled employees, such as mangers, supervisors to give training to less knowledgeable, skilled, and experienced employees. OJT can be delivered in classrooms as well. This type of training often takes place at the work place in informal manner. Some key points on on the job Training

Formal OJT programs are quite different from informal OJT. These programs are carried out by identifying the employees who are having superior technical knowledge and can effectively use oneto-one interaction technique. The procedure of formal on the job training program is: 1. The participant observes a more experienced, knowledgeable, and skilled trainer (employee)

The method, process, and techniques are well discussed before, during and after trainer has explained about performing the tasks

When the trainee is prepared, the trainee starts performing on the work place

The four techniques for on the job development are:

Off job training

Off-the-job training

As the name implies, off-the-job training is the training done on behalf of employers, usually away from their premises. It can involve both theory (background knowledge) and practical training and may include assessment and examinations. Although usually delivered on the premises of the provider it may involve online learning in the workplace and visits from provider staff to the employer in order to deliver aspects of training. How does your off-the-job training compare with that of the most effective provision seen on inspection? The following strengths and areas for improvement have been taken from recent inspection reports across the Ofsted Learning and Skills remit.

If you were given a similar area for improvement bullet at the end of your last inspection, self assessed this area as an area for improvement, or want to work to avoid such areas for improvement, then consider what inspectors judge to be key.

Particularly effective practice identified in inspections includes:

Having a flexible off-the-job training programme with several possible starting points so that non-summer starters are not disadvantaged.

Sharing training schedules of activities with employers and learners (often an annual plan) to help co-ordination of offthe-job and on-the-job training, encouraging on-the-job input to support off-the-job in a timely manner. By doing this learners are also aware of what areas they have missed and may be able to 'read-up' if they miss sessions. Organising the training programme to meet the needs of learners and their employers. An early emphasis on health and safety and acquisition of skills that will enable learners to make an 'economic contribution' to their workplace.

Using the results of 'learning styles' initial assessment in order to design different activities to deliver parts of sessions. Arranging 'buddying' systems amongst small groups of learners so that they can support each other by collecting handouts etc should anyone miss training, or to work together on research or revision. Groups are from between two

to four learners, sometimes from the same employer or from different employers who are geographically close to each other.

Including the experiences of learners in the workplace in discussions and assignments. Emphasis on enabling learners to develop personal and social skills. Group projects, for example, can help learners to gain self-discipline, self-esteem and self-confidence. Using staff whenever possible who have experience of the workplace; arranging industrial updating placements for provider staff where required. Making learning objectives clear at the start of each training session (so that learners are aware of what they need to know). Examples include displaying aims and learning outcomes on special boards in teaching rooms. Starting sessions with a thorough recap of the previous session, such as a quiz of previous learning. Where a session is part of a series, ensuring a degree of continuity and progression between sessions. Planning can illustrate the relevance of each part of the programme and how the sessions progressively develop the learners' knowledge and skills.

Supporting the sessions with good quality materials and practical examples relevant to the workplace. There are many examples of materials being available online via an intranet that can be accessed by learners while not attending a training centre.

Finding ways to enable learners to enjoy and participate in their training, say through group discussions or giving short presentations, so that they find sessions more interesting. Where possible, delivering sessions at a brisk pace, keeping learners well motivated and generating learner participation.

Delivering topics and demonstrations in incremental stages to support learner understanding. Summarising sessions at the end and checking learners' understanding at regular intervals with directed questioning, quizzes or short tests. Time is clearly allocated for consolidating learning at the end of each session. In practical sessions, getting learners to evaluate their own performance, identifying their strengths and areas for improvement. Inspiring learners by having outside speakers or trainers such as a Michelin starred chef or an Olympic medallist (referred to as 'master classes'). Giving learners and their employers regular feedback on the progress that that they are making (through reviews and reports). Ensuring that areas are not taught in isolation. Theory should be linked to practical work in work-based training. For E2E the three strands (personal and social development programmes; opportunities to develop vocational skills and knowledge; literacy, numeracy and language provision) are not be taught in isolation. Where appropriate they are integrated, with perhaps greater emphasis for a particular learner on the strand where most difficulties lie. Include off-the-job training in quality improvement activities, for example, observation, learner surveys and

programme review.

Some training staff always get learners to evaluate individual training sessions by asking what went well or badly, in order to improve the session the next time it is delivered. When done effectively this promotes better learning.

Health check
How much flexibility is there in starting points for learners to access off-the-job training? How do you ensure that the off-the-job training sessions are planned as part of a complete programme? Do learners and their employers have copies of training programme activities? If you have a buddying system in place how effectively does it enable learners to support each other? Is each off-the-job training session planned with clear objectives and linked to other sessions? From your observations of training, give examples of how learners are challenged and stimulated. How do you ensure that learning materials and training methods used reflect current industrial practice? From your observations of training, how is health and safety reinforced and are safe working practices always followed? If online training materials are available, can all learners access them (how is this checked)? How do you ensure that trainers have sufficient occupational knowledge and experience? How can apprentices apply off-the-job training in the workplace? How is off-the-job training evaluated? What improvements have been made as a result?

What could you do next to improve your provision?

Read inspection reports to identify what the best providers are doing in your particular type of provision or area of learning (also check other types of provision as good practice is usually transferable between inspection contexts adult and community learning, college, DWP, work-based, etc). As well as looking at providers with outstanding aspects or monitoring visit reports with judgements of significant progress, look at providers who are similar to yourself in terms of remit, size and what they offer Ofsted inspection reports Get a clearer and richer understanding of what you need to do to improve Learner-centred self-assessment Use downloadable quality-improvement resources to develop your staff team and to focus on actions that will help to improve your provision Actions for quality improvement Adopt or adapt the best bits of other providers work that inspection has identified as being particularly effective Ofsted good practice database examples

Measure just how effective your initial-assessment system is and if your quality-improvement initiatives are working Data projects Develop a blueprint for initial assessment of your learners Initial assessment and support Check whether your self-assessment report is fit for purpose Self-assessment surgery projects

As well as the Ofsted-related area, simple word searches will bring you a variety of information about what others in the learning and skills sector are doing to improve their provision. This is particularly useful for any newer areas that you may wish to research.

On-the-job training focuses on the acquisition of skills within the work environment generally under normal working conditions. Through on-the-job training, workers acquire both general skills that they can transfer from one job to another and specific skills that are unique to a particular job. On-the-job training, typically includes verbal and written instruction, demonstration and observation, and hands-on practice and imitation. In addition, the on-the-job training process involves one employeeusually a supervisor or an experienced employeepassing knowledge and skills on to a novice employee. On-the-job training is the oldest form of training. Prior to the advent of off-site training classrooms, the only practical way of learning a job was working along side an experienced worker in a particular trade or professionas evinced by the practice of apprenticeship during the Middle Ages when master craftsmen passed on skills and knowledge to novices who worked along side them. On-the-job training is still the predominant form of job training in the United States, particularly for nonmanagerial employees. Numerous studies indicate that it is the most effective form of job training. The largest share of on-the-job training is provided by the private sector, though the most widely studied training programs are those sponsored by federal legislation. On-the-job training programs range from formal training with company supervisors to learning by watching. In this sense, the most formal types of on-the-job training are distinct from classroom training largely in that they take place within the firm. In the face of increased international competition and the more widespread use of computers in production processes, the implementation of more formal and sophisticated kinds of on-the-job training has become a critical issue for firms in the United States.

TYPES OF ON-THE-JOB TRAINING


Two different types of on-the-job training are frequently distinguished in the professional literature: structured (planned) and unstructured (unplanned). Unstructured is the most common kind and refers to loose on-the-job training programs that largely involve a novice employee working with an experienced employee, who serves as a guide or mentor in an observe-and-imitate training process. The new workers largely learn by trial and error with feedback and suggestions from experienced workers or supervisors. Unstructured training is designed based on work requirements (e.g. manufacturing products), not on imparting job skilled needed by new workers (e.g. the specific skills needed to manufacture products). Consequently, unstructured on-thejob training often fails to impart needed skills fully or consistently, because experienced employees sometimes are unable to articulate clearly the proper methods for performing a job and they sometimes use different training methods each time train new workers. In contrast, structured on-the-job training involves a program designed to teach new workers what they must know and do in order to complete their tasks successfully. Onthe-job training represents a significant investment considering that roughly 30 percent of a new worker's time is spent in on-the-job training during the first 90 days of employment, that productivity of experienced workers assigned to train new workers may decrease during the training period, and that new workers may make expensive mistakes, according to William J. Rothwell and H.C. Kazanas inImproving On-the-Job Training. Hence, it behooves companies to design and implement systematic training programs. One of the first structured on-the-job training programs was launched during World War I in the shipbuilding industry by Charles "Skipper" R. Allen, who based the program on the ideas of the psychologist Johann Friedrich Herbart. Allen sought to make training more efficient by having trainees undergo four steps:
1. Preparation: show workers what they are required to do. 2. Presentation: tell workers what they are required to do and why they are required to do it. 3. Application: let workers perform the required tasks.

4. Inspection: provide feedback, informing workers of what they have done right and what they have done wrong.

On-the-job training received renewed interest during World War 11 when Allen's program was expanded to include seven steps:
1. Demonstrate how to complete a task. 2. Review important points. 3. Demonstrate task again. 4. Let workers perform easier parts of the task. 5. Help workers perform the entire task. 6. Allow workers to perform the entire task, while being monitored. 7. Allow workers to perform the task on their own.

The seven-step approach to on-the-job training became known as "job instruction training" and studies indicated that this approach led to increased productivity during World War II. Contemporary approaches to on-the-job training emphasize the training of novice workers by experienced workers who possess not only the skills necessary for the tasks to be learned but also the skills as a trainer. By selecting such trainers, companies can achieve consistency in training content, methods, and results. In addition, structured on-the-job training is viewed as a process that includes training inputs (novice employees, experienced employees, and tasks to be learned), a training program, and training outputs (job performance and novice employee development). The process begins with the selection of qualified trainers and trainees: trainers must know the tasks and know how to communicate how to perform them and the trainees must be able to learn the tasks. In addition, the tasks to be learned and the training goals must be identified. Based on this information, companies can establish a training program. Next, the training program is implemented: the experienced worker prepares to train the novice worker and takes steps to ensure that the trainee understands the tasks to be learned and that the trainee actually learns to perform these tasks. The implementation of the training program also should follow a specific timetable and

hence it should help new employees learn needed skills more quickly and systematically than unstructured programs. Finally, the training outputs result from the training inputs and the training program. If all goes well the training outputs should include the trainee being able to complete assigned tasks adequately in accordance with the training goals. After a training program is finished and new employees begin to work on their own, the training processinputs, the training program, and outputsmust be assessed to make sure that it successfully prepared workers for their tasks and any necessary modifications should be made.

LEGISLATION
Federal legislation has played a large role in the provision of on-the-job training. Title I of the Comprehensive Employment and Training Act of 1973 (CETA) provides for onthe-job training and "work experience" for disadvantaged workers. This includes the establishment of subsidized government jobs in an effort to encourage regular work habits and develop job skills for those with little or no previous experience in the labor market. Several studies of CETA programs have sought to determine the relative effectiveness of classroom versus on-the-job training in improving participants' earnings. These studies have concluded that on-the-job training is generally more effective, especially for minority participants. This results in part from the fact that participants receiving onthe-job training are often able to continue working at the place of training. CETA expired in 1982, during one of the deepest U.S. recessions since the 1930s. CETA was replaced by the Job Training Partnership Act (JTPA) of 1982. JTPA has three main titles. Title II provides job training for disadvantaged adults and youths as well as summer jobs for these youths. Title III provides job training for displaced workers whose jobs are eliminated by transformations in the economy. Title IV provides training for Native Americans, veterans, and migrant workers. Unlike CETA, programs under JTPA are intended to train and place workers in the private sector. This is in response to the political unpopularity of subsidized government jobs developed under CETA. JTPA programs also contrast with CETA programs in that

they are largely regulated at the state level, give private sector representatives a large administrative role, and focus more on job training than income maintenance. The General Accounting Office (GAO) conducted a nation-wide survey of Title III JTPA programs between 1982 and 1985. The survey indicated that 80 percent of program participants received job search assistance, compared with only 26 percent who received classroom training and 16 percent who received on-the-job training. The low proportion of participants actually receiving training resulted from the fact that trainers were largely funded on the basis of job placement, not long-term labor market preparedness or earnings improvement. Based on the General Accounting Office survey and an additional year of study, the U.S. Department of Labor recommended greater emphasis on job training to meet the needs of specific employers and particularly on onthe-job rather than classroom training. The Department of Labor's recommendations were realized with the passage of the Economic Dislocation and Worker Adjustment Assistance Act of 1988. The act greatly increased funding for job training programs under JTPA, even though the level of spending was only one-tenth of that under CETA in its peak year. The effectiveness of on-the-job training was examined for four JTPA programs in the late 1980s. Contrary to the emphasis of the new legislation (and in contrast with more comprehensive studies of CETA programs), on-the-job training was not found to significantly improve employment rates or earnings of trainees.

INTERNATIONAL INFLUENCES
Japanese production and management techniques had a large influence in the American workplace in the 1980s and 1990s. One element of this was the increased use of statistical control techniques and quality circles, which required more sophisticated on-the-job training for production workers. Firms such as the Victor Products Division of the Dana Corporation, the First Chicago Corporation, Nestle Foods Corp., and Motorola, Inc. provided basic training to lowskilled and unskilled workers in computers and statistical process controls. In addition, these firms provided on-the-job training in basic skills, including reading and math. An increasing number of firms came to provide

such training in basic skills in response to dramatic changes in production techniques, for which such skills were essential. At the same time, management training also shifted directions. U.S. firms placed increased emphasis on interaction with stockholders, customers, and suppliers. This required greater management knowledge of the details of their firm's products and production processes, knowledge gained through intensified on-the-job training. On-the-job training programs can be distinguished by the level of centralization at which they occur. Most on-the-job training in the United States is decentralized, occurring at or near the job itself. Centralized training departments generally play a more important role in larger firms, but even in these cases it is estimated that more than half of on-the-job training takes place at a decentralized level. The extent of decentralization depends also on the generality of knowledge that the firm desires in an employee, and this depends on whether the employee is among the managerial, technical, marketing, or production occupations. The Japanese-influenced emphasis on quality control after the 1970s brought with it a greater emphasis on decentralized onthe-job training. This resulted from the implementation of quality circles, in which production workers assume a much larger role in quality control. Previously in the United States, quality control had been largely the domain of management. In spite of the Japanese influence, however, U.S. firms continue to rely less on on-thejob training and more on formal education for management training than do Japanese firms. Masters in Business Administration (MBA) degrees provide an important credential for managers in the U.S., whereas only one Japanese university offers a degree similar to an MBA Japanese managers often begin their careers by doing production work and are trained by being rotated through a broad range of a firm's operations until they become top-level managers. The German system of job training is also an influential model in job-training policy debates in the United States The German system relies heavily on on-the-job training, but in a more formal manner than in the U.S. or Japan. About 80 percent of Germans have completed vocational education programs, which prepares them for one of 400 occupations. The system supports approximately 1.5 million apprentices at a time, with

an estimated $8,400 (U.S. dollars) spent per year for each apprentice. Though vocational education is overseen by a federal government agency, training takes place largely within firms. These firms take responsibility for the daily supervision of trainees and for the administration of certification exams. Unlike the Japanese system, trainees in Germany generally do not become employees at the firms in which they received their training. That is, trainees are prepared for the job market at large, not the so-called internal labor market within the firm as in the Japanese system. This difference is a reflection of the lifetime employment system in Japan, in which firms benefit directly from investments made in entry-level on-the-job training. Germany and Japan both have lower employee turnover rates than in the United States, however. In this sense, U.S. firrns run a higher risk in investing in ongoing on-the-job training for their workers, in that they are less able to secure returns from that training.

JOINT TRAINING PROGRAMS


During the 1980s and 1990s, there was a rapid expansion in the number of joint unionmanagement training programs in the United States These programs were most extensive in the automotive, communications, steel, and construction industries, as well as in the public sector. Joint programs offer general worker education as well as on-thejob training, including apprenticeships, certifications, and licensing. The growth of joint training programs is a reflection of the greater emphasis that firms placed on training after the 1970s. This was based on the rapid pace of technical change that often required new forms of work organization, such as flexible and just-in-time production. In these forms of production, workers generally are required to perform a greater number of tasks than with traditional mass production techniques. Joint on-the-job training programs have also been established between labor unions and institutions of higher education in the form of joint apprenticeship training. The pioneering programs were established under a grant by the U.S. Department of Labor to the International Union of Operating Engineers in 1972. These programs typically give college credits to apprentices engaged in on-the-job training, and these apprentices enroll in college courses for related education. Courses are taken mainly in two-year

colleges but also in university labor education centers. An increasing number of these programs emphasize background education in labor studies in addition to the more technical aspects of the apprenticeship. [ David Kucera ]
