'Super visa' immigration program launched
Conservatives say those applying for permanent residency will be eligible
program that allows Canadians
to apply for so-called super visas
launched yesterday, but the NDP
immigration critic is worried that
the new 10-year visa for parents and
grandparents may be hard to obtain.
The new visa is part of the Conservative
government's plan to battle an enormous
backlog of about 165,000 parents and
grandparents who are trying to join family
in Canada.
The so-called super visa will be good
for 10 years, but will have to be renewed
every two years.
People applying to sponsor a parent or
grandparent will have to show they can
support their visiting relatives. To be
accepted, the visitors will be required to
have private health insurance coverage
during their stay in Canada.
NDP immigration critic Don Davies
likes the new super visa for parents and
grandparents, but he wants assurances that
they will be easy to get, unlike a fve-year
visitor's visa that has been available for
years.
"I have cases in my oIfce in Vancouver
where someone's sponsoring their parents,
say from New Delhi, and their application
is in the lineup for 10 years," Davies said.
"So they apply for a visitor visa to come
and they're turned down because they
have a permanent resident application in
the queue and the oIfcials think that they
won't leave."
Immigration Minister Jason Kenney says
that won't be a problem people who
have applied for permanent residency will
defnitely be eligible Ior the visa.

be very high," Kenney said last week at
an appearance before a parliamentary
committee.
Kenney said the new health insurance
requirement may make it easier for visa
oIfcers to say "yes."
'Really good way forward'
"One of the reasons we are requiring
that people demonstrate they have health
insurance when they come into Canada, is
to add greater certainty Ior our visa oIfcers
that admitting people is not going to end
up representing a net cost to Canadian
taxpayers," he told the committee last
week.
Debbie Douglas, the executive director of
the Ontario Council of Agencies Serving
Immigrants, said that overall, the new
program is a "really good way forward" in
terms of serving parents and grandparents.
She also said the new program would give
the government a chance to create a more
transparent system.
"It also gives us a chance to ensure that our
visa posts are being consistent and fair and
transparent in terms of who it is that they're
granting visas to," Douglas said.
But she noted that there are still concerns
about how visas will be allocated, as well
as the health insurance requirement.
"We really do have to pay attention to
the fact that the requirement for private
health insurance is not disproportionately
affecting who we let into Canada," Douglas
said.
The new super visa program was
announced in early November as part of a
broader plan to try and clear the backlog.

Biscuit Company of (Fiji) Limited walked
away with the 2011 Prime Ministers
Exporter oI the Year Award at the Softel
Resort and Spa in Denarau.
The company, a subsidiary of Flour Mills
of Fiji (FMF) won the award for the second
time. Their frst win oI the TFL sponsored
award was in 2004.
FMF Group chairman Hari Punja was
thrilled to receive the top award and said
his team deserved the credit for the success.
I am just the company chairman and most
of the work is done by the group CEO and
his team so all credit to them, he said.
I am absolutely thrilled with this award as
it recognizes our contribution to the export
market.
We have been in the export market for
over 20 years and this is the second time for
Biscuit Company of Fiji to win this award.
This award is a motivation for the
Attorney General, Aiyaz Sayed-Khaiyum
has announced that December starts
the mobilizing of the Buy Fijian made
campaign.
Half a million dollars has been allocated
by government to build the profle oI Fijian
made products.
He said we may have ignored for too
long what is Fijian made, and now people
are being encouraged to look into the
marketplace, and buy Sigatoka grown
vegetables or Suva made shoes, and goods
from anywhere in the country.
The campaign momentum will begin
this Saturday with a march from the Flea
Market to the Suva Foreshore.
Booths with Fiji made products will be
showcased, with a key focus on local
food.
There are more plans for next year.
Effective January 1, 2012, the Bainimarama
Government will reduce or eliminate taxes
for 99.4 percent of taxpayers.
The top income tax marginal rate will be
cut from 31 percent to an absolute ceiling
of 20 percent.
Result: the Bainimarama Government
will put $53.1 million back in the pockets
of Fijians.
Anyone earning zero to $15,600 will pay
nothing in taxes.
Income between $15,601 and $22,000
will have a tax rate of 7 percent. It was
25 percent. The fxed component is
eliminated.
Result: those earning $20,000 a year
now are paying about $1500 in taxes.

In the next bracket, between $22,001 and
$50,000, the rate will be 18 percent, down
Irom 31 percent. The fxed component has
also decreased.
Result: Fijians who earn between
$50,001 and $100,000 will have their
tax rate reduced 20 percent. Previously

will also decrease.
Beginning January 1, the corporate
tax rate will drop Irom 28 percent to 20
percent.
Companies will pay almost all oI their
advance payment within the fscal year, but
not at once. This reform means 30 percent
of taxes will be paid in June, 30 percent
in September, and 30 percent in December.
The remaining 10 percent will be paid in
the following February.
To curb the problem oI tax evasion,
penalties will increase and their scope will
be extended. There will be a Garnishee
system on joint bank accounts, whether
with spouse or children, for both customs
and tax.
As oI January 1, 2012, the government
is instituting the Social Responsibility
Levy. This will be applied to anyone
earning over $270,000 a year. This will
fund food voucher and family assistance
programs. In this way the top 1 percent of
taxpayers will now be contributing more
fully to the social good.
Result: $9.8 million from this levy will
go towards social welfare programs.
The Hotel Turnover Tax, commonly
known as HTT, will be renamed the
Service Turnover Tax, or STT. The tax
rate will remain the same, but will now be
extended to:
Rental car operators
In-bound tour operators
Events management operators
Recreation, entertainment and cinema
operators
Bars and night clubs
Bistros or coffee shops with an annual
gross turnover oI $1.5 million and above
Restaurants with annual gross turnover
oI $1.5 million and above
All water sports, underwater activities,
skydiving, hot-air balloon rides, river
safaris, aircraft charter or hire including
helicopters, with an annual gross
turnover in excess oI $300,000
And home stay operators
The Government will also increase the
Departure Tax Irom $100 to $150.
Government will introduce a 2 percent
levy on outstanding balances on credit
cards on a monthly basis. Similar to the
voice call tax, this will be collected by
fnancial institutions and remitted to FRCA
on a monthly basis.
Government will introduce a new Iringe
beneft tax regime Irom 2012. Employers
will be responsible for paying and remitting
to FRCA the relevant amount at a rate of 20
percent.
The current employer contribution to
FNPF, which is allowed as a deductible
expenditure, will continue but at 50
percent.
Government will impose a levy oI $7,500
upon point of sale on luxury cars of a
cylinder capacity exceeding 2500cc, but
not exceeding 3000cc. This levy will not
be imposed on single and twin cabs utility
vehicles. For luxury cars of a cylinder
capacity exceeding 3000cc, upon point of
sale we will impose a levy oI $20,000.

companies that charge premiums for
the Government-mandated, third-party
insurance will contribute 20 percent of all
the premiums collected. The new levy must
not result in increased premium payments
for the insured. This levy is to be remitted
to FRCA on a monthly basis.

Two Taiwanese nationals are in custody
at Nadi Border Police after they failed to
declare the US$35,000 (FJ$64,000) cash
they were bringing into the country.
This was confrmed by Fiji Police Force
spokesman Atunaisa Sokomuri.
Inspector Sokomuri referred questions
to Fiji Revenue and Customs Revenue
(FIRCA) chieI executive oIfcer Jitoko
Tikolevu who confrmed the incident.
Mr Tikolevu said Custom oIfcers at Nadi
International Airport intercepted the duo
after they were acting suspiciously.
He said Custom oIfcers, through their own
observations, suspected the duo by looking
at their body language which hinted that
something was wrong.
They just took the two passengers aside
and made a search and found they had
undeclared United States of America
currency amounting to US$35,000.
The Custom oIfcers aIter conducting their
search, Mr Tikolevu said, handed the two
to the Border Police Unit. Mr Tikolevu said
under the Financial Transaction Reporting
Act 2004, passengers carrying more than
F$10,000 with them should declare it.
The two breached this Act, he said.
Police continue investigations.

The confrmed cumulative total oI the
number oI people living with HIV in Fiji
as of 2010 is 366, says AIDS advocate and
President Ratu Epeli Nailatikau.
Speaking during the World AIDS Day
celebrations in Suva, Ratu Epeli said the
average number of new cases per year in
Fiji stands around 30.
With the 30 cases being too many he said
the primary transmission reported for
people who have been diagnosed is mostly
through heterosexual intercourse.
He said the spread of AIDS through
heterosexual intercourse records an
estimate of 90 per cent while that of male
who have sex with male at 3 per cent and
of mother to child or vertical infection
transmission at 7 per cent.

A 25-year-old man who stole more than
$17,000 worth oI items in Lautoka in the
middle of the night four years ago has been
sentenced to 10 years imprisonment by the
Lautoka High Court.
High Court Judge Justice Paul Madigan
while sentencing Manasa Volau said that
the trauma caused to a householder having
his home invaded in the middle of the night
by masked men is huge.
The court was informed that on September
20, 2007, Volau and two others got away
with a digital camera, diamond rings,
mobile phones, and cash to a total value
oI $17,958 and also threatened the victim
with a knife.
Volau who is serving a 12 year sentence Ior
a similar crime will be serving his 10-year
sentence concurrently.

leading Bollywood entertainment group
Karmic Connection.
The 15-member team led by well known
pop singer and dancer Micky Narula

tate and lyle has committed to work
with the Fiji sugar Corporation
to draft a new technical support
programme for the 2012 crop year.
The commitment comes following a
meeting between key senior executives
of Tate and Lyle and the Prime Minister
Commodore Voreqe Bainimarama in
London.
Tate and Lyle International Operations
Senior Vice President Simon Gibbons
says the commitment will accompany the
long term commercial contract between
the two companies.
The Prime Minister was also briefed
of the company's operations with FSC
this year which resulted in reduced
sugar lost in mills operations, increased
operating eIfciency, hands on training,
the production of 4,300 tonnes more of
sugar and support in the agricultural,
harvest and transport sectors.
The company also acknowledged
government's role in delivering success
to the sugar industry through the
commissioned 2010 Deloitte report.
Gibbons and a delegation from
American Sugar Refiners will arrive in
Fiji later this week to finalise the 2012
programme.

THE Ministry of Health has set retention
strategies for doctors and nurses and
a training plan to address some of the
shortfalls in the health sector.
Acting permanent secretary for Health Dr
Josefa Koroivueta made the comments
aIter oIfciating at the launching oI "The
Fiji Islands Health System Review" (The
Fiji HiT) released in Suva.
Dr Koroivueta said the ministry was on a
road to building its capacity after the impact
of early retirements and would look to see
Fiji have specialist cadres in the areas of
cardiology, oncology and neurology in the
next fve years.
"We certainly agree that we are now
recruiting overseas doctors, 12 have been
recruited last to cater for some of these
specialist needs and also senior medical
oIfcers needs in public health," said Dr
Koroivueta. However, in presenting the
fndings oI the HiT review, Dr Graham
Roberts said the numbers of medical health
professionals in the health care system
were still a problem.
"Shortages of health care professionals,
a major challenge, signifcant rates oI
migration, interestingly enough though
whilst most people talk about immigration,
the statistics on it are not good it is another
shortage in information systems," Dr
Roberts said.
"There is a shortage of specialists, we had
a look a few years ago at the workforce
and we discovered quite a lot of vacancies
at senior level, which makes an impact on
training and quality of care."
The HiT review identifed scarcity oI
qualifed health proIessionals as a main
hurdle to achieving the millennium
development goals for improving the
health and well being of the population.
The review also found that the ministry had
increased the number oI staII Irom 4815 in
2008 to 4955 in 2010 and remained the
second largest employer of civil servants.
The increases were in nursing and medical
staII, which together comprise 48.4 per
cent of the public sector health workforce.
However, the review also found there
were 168 total vacancies in a number oI
areas including medical, dental, nursing a
pharmacy as oI January 2008.
Dr Roberts said the report had also found
there was no longer a migration of health
professionals but more professional
mobility.
"When we talk about immigration people
used to go to Australia and New Zealand,
now they're going to other Pacifc Island
countries so it is no longer migration but
professional mobility," Dr Roberts.
He said though positions in clinical
programs like nursing were increased, this
would put increased pressure on medical
training services that meant the number
would need to be revised.
FIJI'S Department of Forestry through
its Timber Industry Training Centre is
implementing a waste wood project.
The key objective of the project is to
maximise utilisation of waste wood
through processing into high value, high
quality products that could compete with
alternative timber imported products.
The government's national Budget
supplement stated that technical training,
in that respect, was targeted at resource
owners and that $200,000 had been
allocated for the project.
"In addition, the department will embark
on further research and development of
wood and non-wood species to provide
accurate and quality technical information
on these species," the Budget supplement
stated.
"This project is envisaged to substitute
demand for species such as vesi, yaka,
dakua, kauvula and kaudamu, with
lesser known and used species, as well
as substitute imported non-wood forest
products," it said, adding $150,000 was
allocated in next year's Budget.
The department will also commence
implementation of the Fiji Reducing
Emissions from deforestation and forest
degradation (REDD+) policy.
Prime Minister Commodore Voreqe
Bainimarama said this policy would
ensure Fiji participated in the appropriate
carbon fnancing mechanism under
REDD+ before December 2015. He said
government allocated $300,000 Ior this
initiative.

The Minister for Defence, National
Security and Immigration, Mr Joketani
Cokanasiga is currently in Jakarta leading
a high level delegation for the signing of
a Police Cooperation Agreement with the
Indonesian National Police.
Prior to the signing, the ministerial
delegation accompanied by Fijis
Ambassador to Indonesia Ratu Tui
Cavuilati, visited a weapons-making
factory in Bandung, two hours drive away
from the capital. The Minister was able
to see at frst hand the process oI making
armoured vehicles and light weapons by
the State-owned Company, PT.
Mr Cokanasiga and his delegation were
also able to see a consignment of weapons
recently ordered for the Fiji Military Forces
which will be dispatched shortly.
The delegation also met with the
Secretary to the Coordinating Ministry for
Political, Legal and Security Affairs Dr
Hotmangaradja Pandjaitan, M.H and was
later treated to a welcome dinner by the
Chief of the Indonesian National Police,
Mr Timur Pradopo and his senior staff.
The Fiji delegation also met with Admiral
Agus Suhartono, Commander-in-Chief of
the Indonesian Military before visiting the
Military Academy in Magelang, the Police
Academy and the Jakarta Center for Law
Enforcement Cooperation (JCLEC) in
Semarang, both outside of Jakarta.
The delegation which includes the
Commissioner of Police, Brigadier-
General Iowane Naivalurua, Land Force
Commander of the Fiji Military Forces,
Colonel Mosese Tikoitoga, Senior

Development Company Limited will build
a series of complex called the Beachpoint
Plaza at a cost oI $11.5 million.
The $11.5 million also includes the cost oI
reclaiming the foreshore area.
Business partner and general surgeon,
Dr Hong Ying said there were various
processes they had to satisfy but all that
would culminate in a series of complexes
that includes a mall and residential
complex consisting of houses and
apartments.
We will have multiple facilities. There
will be a shopping centre, business area,
restaurants, bars and even entertainment
facilities such as swimming pool with
shower facility, Dr Ying said.
He said they are hoping to start the project
before the end of next year and waits for
further approval.
Meanwhile Permanent Secretary for Lands
and Mineral Resources Filimoni Kau said
the project will generate income in terms
of land development and commercial
activities and also the continued investor
interest and confdence building up in
Fijis development and economy.
The project will be next to the Fiji National
Universitys School of Maritime Studies
with reclamation work on the foreshore
costing about $1.5m.

Visitor arriVals increase
JULY visitor arrivals surpassed last year's
fgures Ior the same month.
Quoting the Fiji Bureau oI Statistics,
the statement said more than 72,000
international visitors arrived in the country
in July this year.
The fgure was a 7.1 per cent increase over
the 67,263 fgure recorded in 2010.
Fiji's total arrivals Ior the seven month
period are 374,801.
According to Tourism Fiji, this in itselI
represented an 8.6 per cent increase over
the 345,017 recorded Ior the January-July
period in 2010.
Australian visitor arrivals again increased,
rising by 7.1 per cent to reach 34,263 in the
process eclipsing the previous July record
oI 31,986 set in 2010.
Tourism Fiji CEO, JoseIa Tuamoto said
while the strong Australian dollar was
playing a role in maintaining ongoing
growth Irom this key source market,
much oI the growth could be directly
correlated with the highly targeted
campaigns undertaken by Tourism Fiji's
Australian oIfce along with key airline
partners, including Air Pacifc, Virgin
and Jetstar, retailers and wholesalers.
Feedback received Irom these partners, he
said indicated some very healthy Iorward
booking patterns which would play a
major role in Fiji maintaining projected
2011 targets oI some 660,000 international
visitor arrivals.
Figures Irom New Zealand jumped too
with July 2011 arrivals showing a very
healthy 11 per cent increase to reach
15,693, a 1553 increase over the 14,140
recorded Ior the same period last year.
While visitor arrival fgures emanating
Irom other key markets - the US, Canada
and UK - remained more or less stable
registering only slight fuctuations, the
biggest monthly percentage increase
was again achieved by Chinese visitor
arrivals, up an impressive 77.1 per cent
Irom 1334 in July 2010 to reach 2363
this year.

Prosecutions
Attorney-General Aiyaz Sayed-
Khaiyum announced today that the
President, His Excellency Ratu Epeli
Nailatikau has appointed Christopher
Thomas Pryde as the Director oI Public
Prosecutions. Mr Pryde has been serving
as Fiji`s Solicitor-General since 2007
and Permanent Secretary Ior Justice &
Anti-corruption since 2009, positions he
will relinquish.
The OIfce oI the Director oI Public
Prosecutions is an independent entity and

The Deputy Solicitor-General Sharvada
Sharma will serve as Acting Solicitor-

The Conservative Government and the
Minister oI Immigration, Jason Kenney
introduced the "SuperVisa", Ior parents,
and Grandparents, on December 1,
2011. So what is it all about, well iI you
have read any oI the inIormation on
the Iront page, you will know, but here
is a summary, on November 4, 2011,
Citizenship and Immigration Canada
(CIC) announced a temporary pause
on all new sponsorship applications oI
the parents and grandparents. In other
words, you will no longer be able to
sponsor them permanently, Ior at least
2 years, (I am predicting Iorever). So to
sugar coat the news, they created this
visitor category.
An applicant is eligible Ior a Super Visa
iI the applicant has:
1. provided prooI oI the parent or
grandparent relationship to the Canadian
citizen or permanent resident;
2. undergone a medical examination and
is admissible on health grounds;
3. provided satisIactory evidence oI private
medical insurance Irom a Canadian insurance
company, valid Ior a minimum period oI one
year Irom the date oI entry which:
4. covers the applicant Ior health care,
hospitalization and repatriation;
5. provides a minimum oI $100,000
coverage; and
6. is valid Ior each entry to Canada and
available Ior review by the examining
oIfcer upon request; and
7. provide a written and signed promise oI
fnancial support, e.g. a letter oI invitation,
Irom the host child or grandchild Ior the
entire duration the applicant intends to stay
in Canada. The letter must be accompanied
by evidence oI their means oI providing
such support.
This will normally mean details oI the
number oI persons in the household and
prooI oI income at a level meeting or
exceeding the Low-income Cut-oII Ior
the total number oI persons, including the
visiting parent(s) or grandparent(s). This
means that you still have to show, that iI
you have a Iamily oI 4, and you want to
have your parents over Ior a visit, then,
your joint income has to be, $52,838. This
SuperVisa, not so Super!
amount will go up every year.
I have spoken to a number oI insurance
companies, and the minimum cost
Ior this insurance is at least, $3,000 to
$4,000. This does not cover pre-existing
conditions. You also have to cover the
costs oI repatriation in the insurance.
My take is iI the SuperVisa allowed
ANY parent to come Ior two years at
a time iI children agreed to cover all
Medical Costs, without having to meet
LICO, then maybe one could say that
the program was "real". Some questions,
will they have to fle income tax, and iI
they do then will they have to declare
their world income.
My assessment is that this SuperVisa, is
no more than a gimmick, a ruse to stop
sponsorship oI parents and Grandparents
Iorever.

Pearl Iarmers in Fiji are set to beneft Irom
the expertise oI Australia's University
oI Queensland (UQ) Business School
students.
Five MBA students Irom the school have
spent a week in Savusavu working with a
small group oI pearl Iarmers to help them
improve their livelihood.
The students were looking at how a
new economic model could be used in
subsistence Iarming.
They presented a workshop and worked
on a one-on-one basis with the pearl
Iarmers to adapt the model to their Iarms.
They also collected data to evaluate the
programme and improve it Ior Iuture
interventions.
'The Fiji project' was part oI a wider
Australian mineral exploration company,
Geopacifc Resources has embarked on an
850 meter drilling expedition in Uciwai,
on the outskirts oI Nadi.
This is to test the potential Ior gold and
copper deposits at depth.
The site was visited by Permanent
Secretary Ior Lands Filimoni Kau Ior a
brieI site inspection on Monday.

The High Court in Labasa sentenced
a 53-year-old man to 12 years
imprisonment Ior raping a nine-year-old
boy.
The man was convicted oI count oI rape
when appearing beIore Justice Daniel
Goundar.
Justice Goundar while sentencing the
man said the victim considered him as
a grandIather who had a responsibility
to protect him.
Instead he sexually violated and
breached his trust.
Judge Goundar said sexual oIIences
against children were becoming
prevalent in society and most oIIences
were committed by persons who were in
a position oI trust.
Justice Goundar picked 10 years as
starting point oI the sentence and
increased it to 14 years to reIlect the
aggravating Iactors but reduced to two
years to reIlect the mitigating Iactors.
The man was then sentenced to 12 years
imprisonment and ordered to serve 10
years beIore being eligible Ior parole.
Justice Goundar has also recommended
counseling Ior the victim to be arranged
by the Ministry oI Social WelIare.

SABMiller's $17.8 billion takeover oI the
Foster's Group.
"The government welcomes Ioreign
investment in Australia and continues to
ensure that investments are consistent
with Australia's national interest," said Mr
Swan as he announced the approval.
Mr Swan also approved acquisition oI
the remaining 50 per cent oI Pacifc
Beverages now owned by Coca-Cola
Amatil, the media stated.
Given Foster's iconic status, he set certain
conditions on the sale, including that the
management oI operations will continue
to be located in the country.
SABMiller have also undertaken not to
relocate any oI Foster's existing brewing

SABMiller has inIormed the Foreign
Investment Review Board (FIRB)

heritage oI Hobart's Cascade brewery,
and understands its value to the local

The Foster's board agreed in September to

'But none has been as insightIul, engaging
or meaningIul as the project in Savusavu.
'This project gave me the chance to utilise
the skills and understanding developed
during my MBA and apply it in practical
use, she said.
A similar project in Tonga is currently
being investigated Ior 2012.

Policy makers can now gain easy access to
inIormation on Fiji's health systems with
the launching oI its Health in Transition
(HiT) publication, a comprehensive review
oI the country's health profle.
Fiji's HiT, the frst country profle
published by the Asia Pacifc Observatory
oI Health Systems and Policies, provides
key inIormation on health fnancing,
physical and human resources, health
service delivery mechanisms and principle
directions in health sector reIorm oI
particular importance to the country's
decision-makers.
'Fiji is proud to be the frst country in the
region to have completed a HiT health
system review. It provides us, in a single
document, all the important inIormation
and data about Fiji`s health system,
Minister Ior Health, Dr Neil Sharma said.
'This comprehensive overview will be
useIul to us because we work to strengthen
the health system into the Iuture.
The report highlights both the strengths
oI Fiji`s health system, and the challenges
it Iaces. While its primary health care
system is the Ioundation oI health care
in the country and has protected the
population Irom high health care costs,
it has Iailed to stem a rising epidemic
oI non-communicable diseases and is
underIunded.
Government spending on health has
remained stubbornly low at only 2.9 per
cent oI GDP (2010), one oI the lowest
in the Western Pacifc Region. There are
also pressing human resources issues,
such as lack oI doctors in rural areas and
emigration oI health workers overseas.
One oI the benefts oI HiTs, a "one-stop
shop" Ior health systems inIormation, is
that it enables countries to compare their
health systems with other countries in the
Asia Pacifc region in a standardized way.
Easy access to key inIormation on health
systems oI countries in the Asia Pacifc
region will be made available online, Iree
oI charge.
The Asia Pacifc Observatory oI Health
Systems and Policies is a partnership oI
World Health Oorganisation, the World
Bank, the Australian Government's
overseas program- AusAID and the Asian
Development Bank, among others.
'The launching oI the Fiji HiT is an
important milestone in health systems
analysis in the Asia Pacifc Region,
WHO`s Western Pacifc regional director
Shin Young-soo said.
'HiTs help policy makers to understand
what`s working well with their health
systems, where the challenges are, and
how it compares to other countries. I
frmly believe that this kind oI evidence
will, iI put to good use, assist countries in
improving health services and the health oI
their people.
The Fiji HiT has been written by, mainly
Fijian experts and researchers and
coordinated by the Centre Ior Health
InIormation, Policy and System Research
(CHIPSR), College oI Medicine, Nursing
and Health Sciences oI the Fiji National
University, one system`s research hubs the
Asian Pacifc Observatory will continue to
cooperate with Ior Iurther research work in
the Pacifc.
'We live in a world that is awash with
data but short on quality inIormation. The
publication oI the Fiji HiT report is a great
step in the right direction. It clearly and
succinctly summarizes a diverse collection
oI inIormation into a quality reIerence
about health in Fiji. The project team
Irom the college, WHO and the Ministry
oI Health deserve recognition Ior an
outstanding eIIort, Dean oI the College
oI Medicine, Nursing and Health Sciences,

Other country profles are in the pipeline
and will be published by the observatory

These include HiTs in China/ Hong Kong

government in a new report released a Iew
days ago.
It is a review oI how Australia is engaging
in the South Pacifc has called Ior sweeping
changes in how its government does,
and has warned the country is in danger
oI losing the support oI its biggest ally,
the US, in relation to dealing with island
nations.
The review is called 'Our New Abroad,
Australia and Pacifc Islands regionalism
and it is written by the Australian Strategic
Policies Institute, three years aIter the last
time it wrote such a report card.
Amongst its recommendations is
reviewing security arrangements in the
region including involving China in its
activities; putting in place a permanent
migration scheme with neighbouring
island nations, removing its reliance on
the Pacifc Plan, and also re engaging with
Fiji.

Fiji is among 22 nations oI the South
Asia and South East Asian countries
that received Achievement Awards Ior
complying with the zero consumption oI
harmIul chemicals.
The award received Irom the United
Nations Environment Program (UNEP)
and Multilateral Fund (MLF) was Ior
successIully meeting the entire requisite
Ior 2010 compliance guidelines Ior zero
consumption oI two chemicals that are
harmIul to the Ozone Layer.
This includes chlorofuorocarbons
(CFCs) which was once used in the old
reIrigerator systems, air-conditions and
halons.
Fiji signed and ratifed the Vienna
Convention on the protection oI the
ozone layer and the Montreal Protocol on
substances that deplete the ozone layer on
October 23, 1989.
According to UNEP, the Fijian
Government through the Department oI
Environment was a success story within
the South Pacifc since the ratifcation.

and 'It's not that it happens all the time.
Let's just say people Irom Kiribas are
very hardy individuals. They get lost on
a little boat and manage to persevere. It
is an amazing thing."
Mr Johnson said that the condition oI the
two latest driIters remained unknown.
They are due be taken to the Marshall
Islands and then fown back to their homes
in Kiribati.
"We know very little at this point," he said.
"They haven't yet made it into the capital."
The record Ior long driIting in recent years
is supposedly a year, by three Mexican
fshermen who leIt Irom San Blas in late
2005 and went driIting across the Pacifc.
They turned up, almost a year later more
than 5000 miles away in oI all places
the Marshall Islands.

orchid has been discovered by botanists,

Researchers say the plant, called
Stefan Ramin and HeIke Dorsch in Dominica

Declaration Principle 3, there is a need to
not just harmonize but really synchronize

Priorities need to be determined by the people
themselves, as at the end oI the day, they will
be held accountable Ior the impact oI any
development eIIorts. Pacifc Governments
and Development Partners alike should no
longer be asking communities, 'What can
we do to help? but rather, 'What can we do
to add value to what you are already doing
to help yourselI?
Mrs Mawi sees the need Ior critical choices
between which eIIorts can be more cost-
eIIective at the regional level, in a whole-oI
region approach, or at a national level, in
a whole-oI-country approach. But even
when solutions are devised regionally, their
successIul implementation will still depend
on national ownership and competence.
'We are the Pacifc people. Let us also
capitalize on our well-known Pacifc
solidarity, Mrs Mawi concluded.

Flowers that open only at night are seen in a

But experts say it has never been documented
in the 25,000 species oI orchids and described
the discovery as "remarkable".
Many orchids are pollinated by moths, but
have fowers which remain open during the
day even though they are mainly pollinated
aIter dark.
The new species, whose fowers last just one
night, was discovered on New Britain Island,
located oII the north-east coast oI Papua New
Guinea.

A pensioner's daily visits to his local
shopping mall have paid oII to the tune oI
$6 million.
The man, in his 60s, bought the winning
ticket Irom St Lukes Lotto in Auckland and
returned to the store to double-check that
his numbers were worth millions.
He is now $6.1 million richer aIter winning
the $6 million Powerball prize and a
$142,857 share oI First Division in last
Saturday's draw.
He had brought along his son, daughter-in-
law and another Iemale relative to the store
Ior support.
The group declined to comment but store
attendant Nadeeka Senarath, 27, said the
winner visited St Lukes mall every day and
always stopped to chat.
She thought she had sold him the winning
ticket, with the same numbers he chose
every week.
"He's a Iriendly man, he's very nice. He's
always joking too."
AIter jotting down the numbers and
checking them, Ms Senarath called
the shop's owner-operator, Presanna
Thilakaratne, to conIirm the win.
She said it was a thrill to hold a piece oI
paper worth $6.1 million and both she and
the winner handled the neatly Iolded ticket
with care.
Mr Thilakaratne said he believed the
winner was retired and lived locally, and he
was thrilled one oI his regular customers
was now a multi-millionaire.
The group were calm when the ticket was

'Accidental millionaire' Leo Gao has
reportedly agreed to be extradited to New
Zealand Irom Hong Kong but police here
are not aware oI any developments.
The 30-year-old Chinese New Zealander
was arrested at the Hong Kong border
in September, more than two years aIter

error which loaded a $10 million overdraIt
on to his Westpac account.

has escaped censure because the alleged
conduct took place beIore the establishment
oI the current Real Estate Agents Act.
Real estate disciplinary body REAA
said Roger Handisides oI Golden Bay
First National's Takaka oIIice advertised
a property in August 2009 that he said
included a hunter's cottage on two acres
oI land, when in Iact the building was on a
paper road on land oI just 636 square meters.
The Real Estate Agents Authority (REAA)
couldn't take any action against Handisides
because his conduct Iell under the Real
Estate Agents Act 1976, when it wasn't
possible to impose a penalty against a
salesperson.
Handisides said he told the complainant
he could only give a rough indication as to
where the boundaries on the property might
be (as no pegs were visible), but it was his
understanding the hut was on the property
and that only a survey would clearly deIine
the boundaries.
However the complaint said the only
reIerence the salesperson made to a survey

was when they asked iI they needed to get a
surveyor in to which the salesperson replied:
"it will cost $20,000 and nobody would care
up here anyway".
"They (the complainant) maintain the
constant reaIIirmation by the licensee (that
they should get a survey done) is totally and

also insisted he told the salesperson the hut
was on a paper road, and not on the property,
the REAA said.
The REAA said while there were diIIerences
oI opinion in what was said, the Iacts
remained the property was advertised

Handisides had engaged in unsatisIactory
conduct, and that had the case not Iallen
under the 1976 Act it would have "been
minded to award what would have been
substantial compensation".
"It is the opinion oI the committee that the
licensee's perIormance...Ialls short oI the
standard that a reasonable member oI the
public is entitled to expect Irom a reasonably
competent licensee," the authority said.
Air New Zealand has slashed its cheapest
domestic airIares by up to $10 as it

brand yogurt was given a 68p (uS$1.05)
refund when he took it back to the store
to complain.
David Casey, Irom Bedworth, about 163km
northwest oI London, said he bit down on
what he thought was a piece oI Iudge in
the Tesco`s Devonshire-style Iudge yogurt,
only to Iind it was a tooth.
Angered by the unappetizing discovery
he drove to the store where he bought
the product to complain, and was given a

the Naval Air Facility in El Centro in
southern CaliIornia, where he arrived
in early October to learn to Ily Apache
helicopter gunships in terrain similar to

'He completed his training and he was sent

that Britain`s deIence ministry would

Harry, the third in line to the throne, returns

ingredients
FILLING:
2 cups Irozen raspberries, thawed
1/3 cup granulated sugar
1/4 cup Fleischmann`s Canada Corn
Starch
1/2 cup orange juice or water
FROSTING:
1/2 cup CHIPITS White Chocolate
Chips
2 cups 35 whipping cream, divided
1 cup mascarpone cheese
CAKE:
5 large eggs, at room temperature
2/3 cup granulated sugar, divided
1 tsp vanilla extract
1/3 cup cake and pastry four
3 tbsp Corn Starch
1/4 cup icing sugar (approx.)
directions
1 Filling: Stir raspberries, sugar, corn
starch and juice in a medium saucepan
set over medium heat. Bring to a boil,
stirring oIten, until thick and glossy;
cool completely.
2 Frosting: Melt white chocolate chips
with 1 tbsp whipping cream in a bowl
set over simmering water until smooth;

chocolate chips and cherries.
4 Drop dough by spoonIuls onto
ungreased baking sheet.
5 Bake 25 to 30 minutes, or just until
starting to brown around the edges.
Makes about 7 dozen cookies.

rates have been running around 4-5
and have gone down to below 2 in recent
years.
GIC rates worldwide have suIIered the
same Iate. In Hong Kong and other Asian
nations, you can put your money in the bank
without getting any interest, or less than
1. The trend is the same everywhere
banks cannot give you high returns.
Canadian Statistics report published in
February 2011 has clearly stated that high
interest rates are not going to return.
Mutual Iunds ended their boom days well
beIore GICs. However, people have hung
on to them even now. Unlike GICs the
mutual Iunds do not have any security
or guarantee. Money is totally at risk
and Ior the past ten years, most oI them
have not made any real net money. AIter
examining and analyzing perIormance oI
mutual Iunds I could fnd only a Iew with
a positive return. While all banks have
mutual Iunds, in general they have the
same or worse story lower return than
any other investment. I am going to use
AGF as a well diversifed mutual Iund.

to reward the owners. Historically, mutual

The market has behaved ultra negative in
the past one month. Even the best stocks
are down by 10 to 60. People were very
happy at the returns on Gold and Silver but
they have also Iallen Irom grace. Gold had
crossed $1980. Today it is running around
$1700. Everybody knows, stocks cannot
be trusted.
BUT even today, most oI the investors
are in GICs and Mutual Funds. They are
reluctant to get away Irom them. The
fnancial analysts give diIIerent reasons Ior
this strange phenomenon.
Some analysts say that the people are
obsessed with the guarantee` word.
The common man Iears the loss oI his
capital in any program that doesn`t oIIer a
guarantee`. However, under the law, RRSP
is not in the guarantee list. Only GICs are.
Still people invest there at 1 to 3.
The other popular explanation is that
everybody deals with the banks and credit
unions regularly. LiIe insurance companies
have some respect. But none oI them
is going to give any higher guarantee.
People`s trust is shaky.
Whatever the reason may be, billions oI
dollars oI Canadians are stuck into very
low return plans.
The loss in real value is irreversible. II
it continues Ior 20, 30 or 40 years, the
investor will get below one-halI oI real
money at the end. As a rule oI thumb, iI
your money is growing at less than 4.5,
you will be a loser.
Growth is the real purpose oI an investment.
II your money is not growing in real terms,
you should move it out and invest where it
would earn 10 or more per year or invest
it in real estate. Keeping money in the
property or home earns only 2 to 3.5
but it cannot match the money you will
make at 10 to 15.
The next question is: Where can I invest to
earn 10 or higher return?
Here are some options:
A. Real Estate Investment Trusts
(REITs) are riskier and more volatile. In
the past, REITs have paid 15 to 20
annual returns but aIter 2007 until recently,
most REITs lost heavily. Currently, you
can earn around 9 Irom the REITs.
B. Land Banking can bring in huge
returns. Land Banking is buying land in the
path oI growth and development, holding
it, getting it rezoned, and selling aIter some
time. Investors in the projects oI Canada`s
top land banking company made 15 to
20 annually compounding returns.
C. Real estate development projects
in growth regions always make good
money. There is a saying: Real estate
developments Iollow the growth oI
population. Everywhere Iarmlands
are transIorming into new residential,
commercial and industrial developments.
Almost all the cities are growing. The
Iarmland is being converted into houses,
oIfces and Iactories. You should fnd a
way to invest there.
Real Estate properties, every year, produce
many more millionaires, than any other
industry.
SYNDICATED INVESTMENTS:
The small investor is handicapped. He
cannot join people into a multi-million
dollar project. This has changed. Now
small investors with as little as $5,000
can become a part-owner in A, B and C.
There are opportunities in land banking, in
development projects and in multi-million
dollar properties through the Syndication
Companies. You need help Irom someone
who knows about them.
Historically, Canada`s top land banking
company since 1979, consistently delivered
15 to 45 annual returns to its investors.
Another Calgary-based company earned
40 annual returns in three oI its projects
in 2007. However, past perIormance is not
a guarantee but it does show that super
high returns are realistically possible.
In today`s market you can earn 10 or
more cash return, or 16 return on equity
investments.

depressed, a new study has suggested.
A new study led by Concordia University has
Iound that depressed individuals have a slower
recovery time aIter exercise in contrast to
those who do not suIIer Irom mood disorders.
These fndings suggest that a dysIunctional
biological stress system is at play among
depressed individuals.
'There have been two competing theories as
to why depression is linked to cardiovascular
disease, says frst author JenniIer Gordon.
'Depressed people may have poorer health
behaviours, which may in turn lead to
heart problems. The other possibility is
physiological: a problem with the stress
system known as the fght or fight response.
'Our study was the frst to examine the role
oI a dysIunctional fght or fight response
in depression in a large population.

'Our results show that 16 weeks oI caloric
restriction improved heart Iunction in these
patients.
'More importantly, despite regain oI
weight, these benefcial cardiovascular
eIIects were persistent over the long term.
'LiIestyle interventions may have more
powerIul benefcial cardiac eIIects than
medication in these patients, Hammer added.
In the study, the researchers used scans
and analysed heart Iunction and pericardial
Iat in 15 patients seven men and eight
women with Type 2 diabetes beIore and
aIter Iour months oI a diet consisting oI
500 calories a day.
Changes in body mass index (BMI) were
also measured. The results revealed that
caloric restriction reduced BMI Irom 35.3
to 27.5 over a period oI Iour months.
Pericardial Iat also decreased by about a
third and resting heart Iunction improved
distinctly.
The discovery important implications
because diabetics and the obese are
particularly more vulnerable to suIIering
a potentially Iatal heart attack or being
struck down by debilitating heart disease.
Aspirin is not a good investment for
healthy women who want to prevent heart
attacks or stroke, Dutch researchers say.
They said 50 women would need to take
the medication Ior 10 years Ior just one to
be helped assuming they are all at high
risk to begin with.
'There are very Iew women who actually
beneft, quoted Dr Jannick Dorresteijn oI
University Medical Center Utrecht in The
Netherlands.
'II you don`t want to treat 49 patients Ior
nothing to beneft one, you shouldn`t treat
anyone with aspirin.
The new study adds to a long-standing
controversy over aspirin, one oI the world`s
most widely used drugs. Common side-
eIIects include irritation oI the stomach or
bowel, heart burn and nausea.
Doctors agree it`s worth taking Ior people
who`ve already had a heart attack or a
stroke, but they are less certain when it
comes to so-called primary prevention.
We all appreciate that the average treatment
eIIect is very small, but that some patients may
beneft more than others, Dr Dorresteijn said.
Today, aspirin is highly recommended Ior
people at increased risk Ior heart problems.
But the Dutch fndings suggest many women
would still be taking the drug needlessly.
The team analyzed data Irom nearly 28,000
healthy women aged 45 and above who
had received either aspirin or dummy pills
in an earlier U.S. trial.
The women on aspirin generally took a low
dose oI 100mg every other day.
Overall, aspirin cut the rate oI heart attacks,
strokes and death Irom heart disease Irom
2.4 per cent to 2.2 per cent.
'Nine out oI 10 women experience less than a
one-percent risk reduction Ior cardiovascular
disease in the next ten years, so that is a really
small treatment eIIect, Dr Dorresteijn said.
Aspirin not worth the risk
for healthy women
average 60 years old, took part in the study.
Approximately 5 per cent oI participants
were diagnosed with a major depressive
disorder. All individuals were asked to
undergo a stress test aIter which their heart
rate and blood pressure were recorded.

rate oI depressed individuals to return to
normal, said senior author, Simon Bacon,

'Heart rate recovery Irom exercise is one
way to measure the fght or fight stress
response. The delayed ability to establish a
normal heart rate in the depressed individuals
indicates a dysIunctional stress response.
'We believe that this dysIunction, can
contribute to their increased risk Ior heart
disease, Bacon added.

A QANTAS pilot is under investigation
over a mile-high scandal with a female
passenger during a long-haul flight to
Australia.
Passengers in the Iirst class section oI
QF32 Irom London were stunned at the
pilot`s amorous antics with the woman, the
media reported.
He was seen sitting on her lap during the
Ilight in the luxurious premium section oI
the Qantas A380 jet beIore things became
quite steamy, sources told the reporter.
The seat has privacy walls and reclines to
become a bed. The pilot was oII-duty and
not in uniIorm at the time oI the incident.
He was scolded twice by crew as passengers
became annoyed at the public display oI
aIIection, sources said.
AIter the Ilood oI complaints, the pilot
shiIted to economy.
Qantas said an investigation was under way
that could cost the pilot his $240,000-a-year
job.
The Iemale passenger leIt the Ilight in
Singapore and the pilot returned to the
Iirst-class cabin.
It was unclear whether the pilot knew the

was intoxicated.
First-class passengers are entitled to a

MORE than half of Australians check
their work emails while on holiday,
despite taking the break to relax and
unwind, according to a survey.
And nearly 40 per cent oI people do
work other than email-checking while on
vacation, the survey conducted by Nielsen
Ior the Stayz holiday website Iound.
More than 3500 Australians were
surveyed over Iour weeks to gauge the
nation`s holiday habits.
While most recognised they needed to

much, with just one in 10 men saying

His inquiry will also examine the broader
practice oI co-sleeping.
Pathologist Dr Yeliena Baber said parents

`I think the literature that is given to
parents is conIusing,`` she said.
Dr Baber said adults should avoid sleeping

of Bollywoods golden era, in a new TV
show called Classic Legends.
A guided biography oI legends who gave
the Hindi flm industry some oI its most
iconic movies and music, the show will
see Akhtar taking viewers on a journey
through the success stories oI these stars.
The veteran writer is upbeat about his new
role on Zee Classic.
'These are the people whom I admired
when I was in school and college. And
when you idolize someone, you want to
fnd out more about those people. So I used
to do just that as a young Ian, Akhtar said
at a press conIerence.
'As it is, I like talking to people about
people, and here, Ior this show, I was being
paid to do that. What better opportunity
could I get? he quipped.

Safer Trees and Decorations
When purchasing an artifcial tree, look

resist burning and should extinguish

When purchasing a live tree, check Ior
Ireshness. A Iresh tree is green, needles
are hard to pull Irom branches and when
bent between your fngers, needles do
not break. The trunk butt oI a Iresh tree
is sticky with resin, and when tapped on
the ground, the tree should not lose many
needles.
When setting up a tree at home, place
it away Irom freplaces and radiators.
Because heated rooms dry live trees out
rapidly, be sure to keep the stand flled
with water. Place the tree out oI the way
oI traIfc and do not block doorways.
Cut a Iew inches oII the trunk oI your
tree to expose the Iresh wood. This allows
Ior better water absorption and will help
to keep your tree Irom drying out and
becoming a fre hazard.
Use only noncombustible or fame-
resistant materials to trim a tree. Choose
tinsel or artifcial icicles oI plastic or
nonleaded metals. Leaded materials are

Never use lighted candles on a tree
or near other evergreens. Always use
nonfammable holders and place candles
out oI children`s reach.
2. Cut several 8 to 10 long branches oI

3. Using lightweight foral wire, secure the
branches to the wreath base. Overlap the
stems. Keep adding stems until the wreath

4. Secure decorations with foral wire or
hot glue.
Take special care to avoid decorations
that are sharp or breakable, keep trimmings
with small removable parts out oI the reach
oI children to avoid the child swallowing or
inhaling small pieces, and avoid trimmings
that resemble candy or Iood, which may
tempt a child to eat them.
Wear gloves to avoid skin irritation while
decorating with spun glass 'angel hair.
Follow container directions careIully to

artifcial-snow sprays.
Bright Ideas for Lights
Indoors or outside, always use lights
that have been tested Ior saIety by a
recognized testing laboratory that indicates
conIormance with saIety standards.
Check each set oI lights, new or old, Ior
broken or cracked sockets, Irayed or bare
wires, or loose connections, and throw out
damaged sets.
Use no more than three standard-size sets
oI lights per single extension cord.
Never use electric lights on a metallic
tree. The tree can become charged with

'Explosions are not commonplace, so to
gain experience, you have to travel around,
he said. 'We have a scene and we want the
best on it.
InnisIail Mayor Jim Romane said residents
oI the town, located 100 kilometers north oI
Calgary, are perplexed over the death oI a
much-loved member oI their community.
'Right now, there are just so many

AFTER BLAST kILLS ALBERTA WOMAN
There is a sense oI uneasiness in the voices
oI an Alberta town`s residents days aIter a
23-year-old paraplegic single mother was
killed by a bomb delivered to her Iront door.
To hear the locals oI InnisIail, Alta. describes
it, the scene which included explosive
experts combing through the aItermath
was like something out oI a CSI episode.
'It`s totally bizarre. This is something you
see happening in the movies or on TV. It`s
not reality, said Rachelle Dubois-Donahue,
who is a close Iriend oI the victim, Vicky
Shachtay.
'The whole town is struggling with this.
There is no reason Ior it. Vicky had a heart
oI gold. She was the most beautiIul person
you could have met.
The RCMP say Shachtay was killed 9 a.m.
Friday aIter opening a package containing
an explosive device that had been dropped
oII at the Iront door oI her townhome.
Shachtay`s 30-year-old Iemale caregiver,
who was also inside the residence when the
package exploded, was unharmed.
Police are trying to determine what
happened and whether Shachtay`s death,
which investigators are treating as a
homicide, was targeted or random.
'We know the package was not delivered
by Canada Post or any oI the local delivery
services, RCMP Sgt. Patrick Webb told
the media. 'It appears to have been hand-
delivered to her doorstep, and we do know
the blast came Irom the package.
Webb said investigators believe Shachtay
Iound the package early Friday, picked it up
and brought it inside, where it sat while she
went out. When she returned home about an
hour later, she tried to open the package and
it detonated.
Neighbours said they heard a loud bang at
the time.
Webb said the unusual circumstances

A recent British study showing that being
admitted to hospital on the weekend
can be risky refects similar fndings in
Canada.
Fewer and less experienced staII on the
weekend was a common denominator.
A study in England by research company
Dr Foster Iound a 'worrying 10 per
cent spike in deaths at hospitals on
the weekend when compared to week
days. The study concluded that some
could have been avoided with better
staIfng and access to services such as
diagnostics.
The data, published in the company`s
annual Hospital Guide, looked at death
rates using Iour measures deaths in
hospital, deaths in hospital and within 30
days oI discharge, deaths linked to low-
risk conditions and deaths aIter surgery.
The study Iound that 8.1 per cent oI those
admitted at weekends died compared
with 7.4 per cent Irom Monday to Friday.
'It`s about having the more experienced
staII in the hospital, looking aIter
patients out oI normal working hours,
said Roger Taylor, director oI research at
the group, told the BBC.
According to a study oI more than 20,000
Ontario patients released a year ago,
stroke victims were 12 per cent more
likely to die within seven days iI they
arrive at the hospital on the weekend.
The study, published in the journal
Neurology, Iound patients received the
same major interventions brain scans,
clot-busting medications and admission
to stroke units regardless oI when they
were admitted.
Dr. Moira Kapral, a researcher at the
Institute Ior Clinical Evaluative Sciences
and one oI the study`s authors, said it
was possible the weekend eIIect was 'an
accumulation oI small defciencies in
care, including less experienced staII
working on the weekend.
In the meantime, says Kapral, health-
care administrators should fnd out what
is causing the increased mortality gap.
'I think hospitals should really look
at their weekend practices in terms oI
staIfng and resources to see iI there are
things that can be done to improve care
on weekends, she told the media.
The researchers looked at data Irom
20,657 patients seen in the emergency
room or admitted to one oI Ontario`s 11
regional stroke centers between July 1,
2003 and March 30, 2008.
The data showed that people seen on
weekends had an 8.1-per-cent risk oI
dying within seven days compared to a
seven-per-cent risk Ior those admitted
during the week. AIter adjustments Ior
age, the severity oI the stroke and the
patients` other medical problems, the
researchers determined that patients
were 12 per cent more likely to die iI
they were admitted on the weekend.
Many Canadians believe they don`t have
enough time to exercise or eat healthy meals,
the Heart and Stroke Foundation says.
The charity commissioned an online
survey released Tuesday that suggests most
Canadians know heart disease and stroke
can be Iought by making healthy choices.
Yet almost halI oI the survey respondents
said they don`t have enough time to be
active or eat healthier meals.

Foundation urges less TV
The Ioundation says that Canadians who
believe there isn`t enough time to live
healthy are wrong. While acknowledging
the time crunch in people`s lives, a
Ioundation news release notes that
Statistics Canada has said 29 per cent oI
Canadians over 20 spend two hours a day
or more watching television, and 15 per
cent spend at least 1.5 hours a day oI their
leisure time on computers.
'We`re exercising our brains and our
thumbs in today`s society, but we need to
be exercising our bodies and we need to
have that balance in terms oI screen time,
as they say, and getting out there and being
active, Abramson said.
Canadians can improve their health and
extend their lives by getting 150 minutes
oI moderate to vigorous exercise weekly,
Abramson said, noting that that the exercise
can be done in 10-minute increments.
The charity said Canadians` ability to
aIIord healthy Iood is a real problem,
however.
It argues that government, industry or
non-governmental organizations need to
help low-income Canadians get access
to healthy Iood choices, make Iruits and
vegetables more aIIordable, and provide
more stores with healthy Iood options.
The Ioundation recently launched a new
campaign called Make Death Wait that
is encouraging people to log one million
healthy actions on its website by the end oI
February 2012.
'We can reduce heart disease and stroke
by up to 40 per cent by making liIestyle
changes, Abramson said. 'What seems
to be a very small, small intervention in
your very busy day can actually have a
signifcant impact in your risk Ior heart and
stroke |disease|.

Canada News
More than 60 charges have been laid
against 25 people suspected oI taking part
in the Stanley Cup riot. Vancouver police
say they`re in the midst oI fnalizing the
next batch oI charges to be Iorwarded to
the Crown in the coming weeks.
Inspector Les Yeo, who heads up the
Integrated Riot Investigation Team says,
'We are very encouraged by the approval
oI these 61 charges and we will continue to
work closely with the special prosecution
team as even more charges are expected in
the coming days and weeks.
On October 31st, the VPD recommended
163 charges against 60 individuals. 'We are
now another step closer to holding suspected
rioters accountable Ior their actions on June
15th, remarked Inspector Yeo.
As Ior what happened to the rest oI the
suspected rioters, Neil Mackenzie with
the Crown`s oIfce says they`re still going
through the evidence.
'We have not made a no-charge decision
in relation to the other fles. Those fles are
still being reviewed.
Each fle on each rioter is about 500 pages
long; that`s part oI the reason why it`s
taken this long.
Mackenzie says they`re still siIting
through that evidence.
'The Crown has to obviously be satisfed
that the available evidence establishes
not only the larger picture but also
the narrower picture relating to each
individual accused.
Police are calling this the frst batch
and promise more charges will be
recommended in the coming weeks.
One oI the businesses that was ransacked
was Blenz CoIIee on West Georgia.
President George Moen says he`s been
waiting Ior this day Ior a long time. 'Like
everybody else we`ve been waiting Ior this
to work its way through the judicial system
and we`re pleased that we`re now starting
to see the beginning oI the results.
Moen will be at the courthouse to get a
look at the people accused oI trashing the
downtown core. He says business is fnally
back to normal, but the coIIee shop took a
pretty big fnancial hit.

ICBC`s net income Ior the frst nine
months oI 2011 was $52 million, down
Irom $331 million the previous year.
Claims costs rose to $2.47 billion, an
increase oI $200 million Irom the reported
$2.27 billion Ior the frst nine months oI
2010. The increase in claims costs can be
predominantly attributed to bodily injury
claims costs, which have grown at a much
higher rate than anticipated.
'We have seen increasing pressure, in
particular, Irom bodily injury costs,
said Jon Schubert, ICBC`s president
and CEO. 'This year, bodily injury
costs will be approximately $1.7 billion
$350 million more than fve years ago.
This increase in costs is not sustainable
without a rate increase.
This pressure on rates has not been
helped by current worldwide economic
and capital market conditions which
have led to a drop in ICBC`s investment
income. While ICBC`s investment
returns continue to perIorm well
against the markets, the income oI $341
million Ior the frst nine months oI 2011
was down by $38 million over the same
period last year.
ICBC`s investment portIolio remains
diversifed and well-managed with
the majority oI its investments in
short-term bonds. ICBC has worked
to position its investment portIolio to
minimize market risks to protect the
current value oI its portIolio in the wake
oI very challenging market conditions.
'In previous years, our investment
income has been strong enough to
help keep our rates down but this is no
longer the case and we cannot rely on
this income to the same extent as we
have in previous years, said Schubert.

to providing our customers with the best
coverage at the lowest possible price.
ICBC will provide details on changes
to its insurance rates when it fles an
application with the BCUC in the next
Iew days. While ICBC will be fling Ior
an increase to its basic insurance rates,
it will also drop its optional rates in
2012. The impact oI these rate changes
on the majority oI customers those
who purchase their Iull personal vehicle
insurance coverage with ICBC will be
an average increase oI less than $30 a
year.
ICBC continues to remain well-
capitalized and a rate increase is needed
to ensure capitalization level targets are
maintained.
'We believe we have done a good
job oI managing our operating costs,
which have increased by approximately
the rate oI infation since 2002, said
Schubert. 'We will continue to look
Ior any additional steps we can take
to manage our operating costs without
undermining our high level oI service
to our customers.

Only a year later on Hawaii`s Big Island,
warriors at Kealakekua Bay killed Cook
aIter a contentious chain oI events. Today,
a monument stands in this marine liIe
preserve in honor oI Captain Cook.
During this time oI discovery, Hawaii`s Big
Island was divided into separate chieIdoms
and war between Iactions was common.
In 17901791, Kamehameha built the
Puukohola Heiau National Historic Site
in North Kohala as a tribute to the war
god Kukailimoku to help in his eIIorts
to unite the Hawaiian Islands. This was
the last major religious heiau (religious
temple) built by early Hawaiians and the
largest restored heiau in Hawaii. Soon aIter
completion, the Kohala-born Kamehameha
conquered the Big Island and went on to
uniIy the Hawaiian Kingdom.
Hawaii`s Big Island was also the home to
King Kamehameha`s court until it moved
to Oahu in 1804. In 1812, Kamehameha

are the third most popular (36 million
tons), then oranges (34 million tons)

Tomatoes were frst cultivated in 700
AD by Aztecs and Incas. Explorers
returning Irom Mexico introduced the
tomato into Europe, where it was frst
mentioned in 1556. The French called
it 'the apple oI love, the Germans 'the
apple oI paradise.
Tomatoes are rich in vitamins A and C
and fber, and are cholesterol Iree. An

Kalawati grew up to be a beautiIul girl.
When the merchant saw that his daughter
was oI marriageable age; he called the
match-maker & requested him to search
an equal match Ior his daughter. Hearing
the merchant`s request, the match-maker
reached Kanchan Nagar. From there, he
brought the proposal oI a young handsome
boy.
The merchant liked the proposal, Ior the
boy had all good qualities too. He then
spoke to the boy`s parents & fxed his
daughter`s marriage. The marriage was
done with all the religious ceremonies
& rituals. UnIortunately, the merchant
Iorgot all about his promise to do Lord
Story of Shri Satyanarayan Swamiji
Satyanarayanji`s prayer & Iast. The Lord
got angry at the Ialse promise made by the
merchant.
The merchant, aIter a Iew days, leIt Ior
his business trip with his son-in-law. They
anchored their boat in a beautiIul village,
named Ratanpur. In those days, King
Chandraketu used to rule the village. The
Lord was angry with the merchant Ior
the Ialse promise made by him, & so he
wanted to teach him a lesson.
One day, the thieves robbed the wealth oI
the king & they went & stayed where the
merchant was staying. Seeing the guards
Iollowing them, they leIt all the loot over
there (where the merchant was staying),
& hid themselves. When the guards
reached the merchant`s place, they saw
all the king`s wealth. Thinking them to be
robbers, they hand-cuIIed the merchant
& his son-in-law & took them to the king
& told him that they wer responsible Ior
the theIt. The king, without questioning or
listening to them ordered to put them in
a dark cell. Due to Lord Satyanarayanji`s
maya, nobody heard them. Even their
wealth was confscated by the king.
At the merchant`s house, the thieves
robbed all their wealth & his wiIe &
daughter had to beg Ior their daily bread.
One day, begging Ior Iood, Kalawati
reached a Brahmin`s house where at that
time Lord Satyanarayanji`s puja was going
on. AIter listening to the prayer & taking
the prasad, she leIt Ior home. By that time,
it had become dark.
Leelawati was worried. She asked her
daughter Kalawati, why are you so late?
To which Kalawati told her mother, 'Oh
Mother, today in a Brahmin`s house, I
heard a prayer. By doing this prayer &
Iast, all your wishes get Iulflled. On
hearing this, Leelawati started doing all
the preparations Ior the prayer oI Lord
Satyanarayanji. She did the Iast & prayer
& asked the Lord Ior Iorgiveness & prayed
that her husband & her son-in-law should
return home saIely.
Lord Satyanarayanji was pleased with the
prayer & the Iast. One day, he told King
Chandraketu in his dream, 'Oh King, Yoy
must release the merchant & his son-in-
law Irom the dark cell, tomorrow morning.
Give them their wealth & set them Iree.
II you do not do so, your kingdom will
be destroyed. In the morning, the king
called the court people & told them about
the dream.

Bruce Boudreau, who just relieved oI
his job as head coach oI the Washington
Capitals earlier this week, will replace
Carlyle.

Carlyle had been hired in Anaheim by
Burke when Burke was GM there and
has long been thought to be a possible
replacement Ior LeaIs coach Ron Wilson,
who is in the last year oI his contract.
'Sorry to hear about Randy Carlyle,
Burke wrote on his Twitter Ieed. 'But our
coach isn`t going anywhere.
Prior to Carlyle`s fring, Burke has only
said he`ll discuss an extension Ior Wilson
at the 'appropriate time.
The Ducks fred Carlyle aIter his team
beat Montreal 4-1. It was the club`s third
victory in 19 games, snapping a seven-
game skid.
Carlyle coached the Ducks to their only
Stanley Cup title in 2007, but struggled
to get his talented club`s attention this
season. Carlyle agreed to a three-year
contract extension through the 2013-14
season in August, but Anaheim got oII to a
perplexing 7-13-4 start.

Anaheim cleaned house Wednesday, also
fring assistant coaches Dave Farrish and
Mike Foligno and video co-ordinator Joe
Trotta. The Ducks hired Brad Lauer as an
assistant coach to Boudreau, and will add
another assistant soon.
Boudreau will run the Ducks` practice on
Thursday beIore his Iormal introduction.
Anaheim hosts Philadelphia on Friday
night.
Carlyle has the most coaching wins
in Ducks history, and he was behind
Anaheim`s bench Ior many oI the 1993
expansion Iranchise`s biggest moments.
He has coached the Ducks since August
2005, taking over Ior Mike Babcock
and compiling a 273-182-6 record as the
seventh head coach in club history.
Carlyle led Anaheim to the post-season in
fve oI his frst six seasons, winning more
playoII games during that stretch than
any coach except Babcock in Detroit. But
Anaheim won just one playoII round in the
past Iour seasons since winning the Cup,
losing to fIth-seeded Nashville in the frst
round last season.
Boudreau took a new job less than 72
hours aIter getting fred Irom a remarkably
similar situation in Washington, which
dropped him Monday aIter the Capitals`
slow start with a talented roster that`s had
little recent playoII success.
Boudreau led Washington to Iour
consecutive division titles and one
Presidents` Trophy while winning 201
games in just Iour years on the job, but the
Caps` lack oI playoII success doomed him
when they slumped Iollowing a 7-0 start to
this season.
He never got past the second round.
The Ducks will be in Ior a major change in
styles Irom the sometimes-crusty Carlyle

The career oI UFC middleweight Chris
Leben has taken another troubling turn.
The UFC announced Monday aIternoon
that Leben would serve a one-year
suspension Ior Iailing a drug test. Leben
tested positive Ior two painkillers,
oxycodone and oxymorphone, Iollowing
a UFC 138 knockout loss to Mark Munoz
earlier this month in Birmingham,
England, the UFC said.
'I would like to make it known that I Iully
accept this suspension and apologize Ior
embarrassing the UFC, my Iriends and
Iamily, and sport oI mixed martial arts,
Leben said in a statement. 'I`m learning
that I`m my own worst enemy sometimes.
I can`t succeed in the octagon or in liIe
behaving this way.
Because the card was overseas, the UFC
handled the drug tests and regulation
instead oI state commissions like in
America. The UFC said the other 19
fghters who competed on Nov. 5 at the LG
Arena passed their drug screenings.
'I like Chris and I want him to do well, but
based on his actions, he`s been suspended
Ior one year, UFC President Dana White
said. 'II he needs proIessional help, we are
going to be there Ior him. We want to see
him succeed not only in the octagon but in
his personal liIe.
This marks the second time the UFC has
suspended Leben (26-8 MMA, 12-7 UFC)
